This article examines the role of armed parties in democratization. Usually considered volatile and thus excluded from the democratic process, we argue instead that in certain circumstances, armed parties can have a productive role in elections aimed at democratization – most notably by contributing to the balance of power between incumbents and opposition, both before, during and after elections. An in-depth analysis of the 2006 Palestinian elections, placed in comparative context, shows how arms affect the calculus of voters, opposition elites, and incumbents to make elections more competitive and democracy more likely. The article then directly addresses the objection that postponing disarmament fosters civil war, arguing rather that postponing disarmament may actually help promote peaceful, democratic outcomes of states emerging from civil war. It concludes by discussing the implication of the analysis for the study of democratization and for policies aimed at democracy promotion.  相似文献

This article attempts to bring together research on democratization and democratic consolidation with research on civil war termination. The post-civil war environment is contentious and the transition toward democracy achieved after a civil war is susceptible to failure. The side that wins the democratic elections in a post-war state may use its democratically won power to dismantle the institutions of democracy and repress the opposition. The fear of constant marginalization in the political processes as well as the fear of being repressed might create incentives for the defeated party to return to civil war. By utilizing the expected utility framework, this article suggests that former rivals would support democratic transition if they were confident that inclusive institutions ensured that they could achieve their political interests through the democratic processes. After analysing the data on post-civil war transitions toward democracy (TTD) from 1946–2005, I found that the proportional representation system and the parliamentary system are the most important institutions that help sustain the post-civil war TTD.  相似文献

Term limit norms in Africa have been deteriorating rapidly since 2015, reversing a positive trend over the previous two decades. This trend has important implications since longer presidential tenures are linked to increased corruption, reduced civil liberties, and higher rates of conflict. Even after term limit restrictions have been lifted, there is a pattern of incumbents manipulating electoral outcomes to stay in power. This reflects the declining popularity of these leaders and points to the self-interested motivations for their extended tenures vis-à-vis broader service to the public. It further highlights that the evasion of term limits does not happen in isolation but is part of a broader pattern of undermining the rule of law and weakening democratic institutions. Failure to reverse the downturn in respect for term limits risks bringing Africa back to an era of de facto “presidents for life” and one-party states.  相似文献

Why are most African emerging democracies failing to consolidate and reach the two-turnover test? Most scholars attribute this to the poor quality of elections and limited institutionalization of vertical accountability, overlooking some important variables. This article challenges this conception both theoretically and empirically by focusing on the quality of horizontal accountability illustrated by observations of comparative interest in Liberia's emerging democracy. Since the end of Liberia's bloody civil war in 2003, two successive and successful democratic elections (2005 and 2011) have been organized, putting Liberia on the path towards democratic consolidation. When analysing the electoral mechanism of vertical2016 accountability, many scholars have been enthusiastic about the prospects of democratic consolidation in Liberia, most of them neglecting the horizontal accountability processes that are also crucial for the quality and durability of democracy. This article analyses the processes and challenges of democratic consolidation in Liberia by focusing on key institutions of horizontal accountability. It argues that although the country has made some progress towards democratization since 2005, the domination and centralization of executive power, weak and dependent institutions of horizontal accountability (legislature, judiciary, national elections commission, general auditing commission, and anti-corruption commission) are major challenges to the consolidation of democracy. These findings have important implications for our understanding of horizontal accountability and democratic consolidation in African emerging democracies.  相似文献

This article assesses whether civil society promotes democratization, as has been argued implicitly or explicitly in the political discourse, following the publication of Putnam's Making Democracy Work. The theorists of “third-wave” transitology have advocated civil society as the indispensable instrument for the survival and sustenance of democracy. This article, however, argues that civil society is not necessarily a democratic force. It may or may not have positive implications in regard to democratization and the functioning of democracy. Based on ethnographic fieldwork in the tribal-dominated south Rajasthan, this article analyses the case of Rajasthan Vanvasi Kalyan Parishad (RVKP), a Hindu(tva)-oriented non-governmental organization (NGO), to demonstrate how civil society could also be anti-democratic. It shows that by utilizing development as a medium of entry, the RVKP has not only successfully presented itself as a counter-force against the “threatening others”, such as Muslims and Christians but also mobilized electoral support for the Hindu nationalist Bharatiya Janata Party (BJP). In return, the BJP-led state government has provided economic, political and legal support to the RVKP and facilitated the Hindutva politics at the grassroots level. The article concludes that in the context of Rajasthan, a conservative state has collaborated with an exclusivist civil society organization – the consequence of which has not just been the spread of violence and demonization of religious minorities but also a serious undermining of cultural pluralism and democratic values of Indian society.  相似文献

What explains the almost wholly negative impact of international factors on post-uprising democratization prospects? This article compares the utility of rival “diffusionist” and neo-Gramscian political economy frames to explain this. Multiple international factors deter democratization. The failure of Western democracy promotion is rooted in the contradiction between the dominance of global finance capital and the norm of democratic equality; in the periphery, neo-liberalism is most compatible with hybrid regimes and, at best, “low intensity democracy”. In MENA, neo-liberalism generated crony capitalism incompatible with democratization; while this also sparked the uprisings, these have failed to address class inequalities. Moreover at the normative level, MENA hosts the most credible counter-hegemonic ideologies; the brief peaking of democratic ideology in the region during the early uprisings soon declined amidst regional discourse wars. Non-democrats – coercive regime remnants and radical charismatic movements – were empowered by the competitive interference of rival powers in uprising states. The collapse of many uprising states amidst a struggle for power over the region left an environment uncongenial to democratization.  相似文献

The democratization literature has increased our understanding of the role of institutional variables in the study of democratic sustainability. Debates about the dangers of presidentialism have been central to this body of research. In more recent times the presidentialism literature has focused on the capacity of presidents to overcome the conflict-inducing nature of the separation of powers through successful coalition formation. This review article moves this research agenda forward by examining how presidents build legislative coalitions in different regional contexts. Based on the extant analysis of presidential systems in Latin America, sub-Saharan Africa and the former Soviet Union, the article develops the idea that presidents use a toolbox of five key tools when constructing legislative coalitions: agenda power, budgetary authority, cabinet management, partisan powers, and informal institutions. We find that presidents typically utilize more than one tool when they act; that the combinations of tools they employ affects the usage and strength of other parts of the presidential toolkit; and that the choice of tools can create negative consequences for the wider political system. Our findings reveal the limitations of the univariate bias of much of the early presidentialism literature and the need for greater cross-regional research into the effects of presidential rule.  相似文献

Today, a large majority of states allow at least some of their emigrants to take part in home country elections from abroad. This article first looks at the diffusion of external voting laws and shows that over the past 25 years they have become widely-adopted and are no longer limited to specific professional categories of citizens. Second, the article explains the international diffusion of external voting by discussing the “norm-internationalization hypothesis” and the “electoral-competition hypothesis.” Third, the article attempts to demonstrate that these hypotheses cannot explain why, in a democratic context, states continue to implement a series of hurdles that deter emigrants from using their newly gained rights. Looking at recent developments in Latin America and the Middle East and North Africa, it concludes that the diffusion and variations of external voting laws result from transnational negotiation processes in a context of democratic transformation among various actors whose interests are strongly affected by the inclusion or exclusion of these new voters.  相似文献

The viability of the thesis that liberalization and democracy foster peace, security and development is at stake. The main critique is that more liberties and elections lead to more conflict and abuses of power. There are three principal responses to this critique. The liberal argument calls for improving the democratic institutions; the institutions first thesis prioritizes strengthening the rule of law and state capacity over democracy; whilst the transformation argument proposes using fledgling democracy to foster gradually more favourable relations of power and popular capacity towards more substantial democracy. This article analyses the relevance of these theses to the remarkable dynamics of peace-building in Aceh, from the introduction of Indonesian democracy in 1998, the impact of the tsunami in 2004 and the Helsinki peace agreement in 2005 to the general elections in 2009. The study concludes that the liberal argument is congruous with the democratic opportunities for peace, while the institutions first and the transformation arguments give prominence to the dynamics that made peace-building possible but also difficult. While the institutions first argument responds to these difficulties by resorting to power sharing, the transformation thesis proposes more citizen participation coupled with interest and issue group representation.  相似文献

Drawing on evidence from first and second elections in emerging democracies, this article addresses issues pertinent to understanding the interplay between institutional design and change on the one hand and on the other hand the course of the democratization process, its background and concomitants. Because the electoral system (understood broadly, that is, not only as seat allocation rules) is often seen as an institution conducive to the legitimation of emerging ‐ and therefore fragile ‐democracies, it is important to examine how the development of the electoral system has influenced the democratic transition outcome, in a number of cases. Cases considered include Kenya, Mongolia, Nepal and Tanzania, while comparisons with countries outside the third world such as Bosnia‐and‐Herzegovina and South Africa throw additional light on the argument. By seeking to avoid both the fallacy of electomlism and the fallacy of anti‐electoralism, the article argues that the electoral system is a crucial factor behind the unsatisfactory course of the democratization process in many countries. More emphasis should be put on sustaining the different prerequisites of democracy, while simultaneously more effort should be put into the preparation of elections, in order to progress beyond simple and inadequate electoral democracy. The technical refinement of the electoral process, while far from sufficient to guarantee democratic development, can be a step in that direction. Credible and transparent elections are conducive to internal legitimacy and the dynamic of the political‐electoral process will gradually bring along more contestation, more participation, and the enjoyment of more rights and liberties.  相似文献

Georgia is the most democratic country in the Caucasus, but arguably its democratization has also been riddled by Huntingtonian developmental crises, resulting in ethnic conflicts and civil wars. We argue that variation in the type of political instability is best understood by focusing on the interaction between nationalism and political institutionalization rather than on their independent effects. We show that Gamsakhurdia's “state-breaking nationalism”, coupled with political deinstitutionalization, produced separatist and centrist civil wars. When Saakashvili's “state-making nationalism” enhanced state capacity, it marginalized the opposition and rekindled frozen separatist conflicts, but stronger administrative institutions enabled the government to avert another revolutionary regime change.  相似文献

Scholars of electoral authoritarianism and comparative institutions have emphasized how authoritarian regimes implement multiparty elections to stabilize authoritarian rule and diffuse political opposition. Consequently, the literature has advised against the notion that multiparty elections constitute a general lever for democratization. This article presents evidence in support of a more positive understanding of multipartyism and democracy. We argue that multiparty elections create an institutional space for oppositional parties, instrumentally motivated to promote further positive democratic change. We hypothesize that multiparty regimes are (1) generally more likely to experience positive democratic change, and (2) more importantly, more likely to do so when faced by internal or external regime threats. We test these hypotheses using cross-section time-series data on 166 countries in the period 1973–2010. Our results show a general positive effect of multipartyism for democratic change, and that multiparty regimes are more likely to improve their levels of democracy when faced with demonstrations and economic crisis.  相似文献

This article provides a systematic overview of the institutional basis of presidential power in 30 sub-Saharan African countries, using a broad comparative scheme to assess presidential power developed by Siaroff (2003). The dual purpose is, first, to compare the power of African presidents to patterns found by Siaroff for countries worldwide, looking particularly at the relation between regime type and presidential power; and second, to make a preliminary analysis of the political consequences of high levels of presidential power in the light of earlier theoretical claims associating it with regime problems such as democratic breakdown.

The article's comparative framework illustrates the high levels of institutional power of presidents in 30 African countries. As argued by Siaroff, regime type tells us little about presidential power; in these African cases, semi-presidential systems score even higher than presidential systems. One ‘parliamentary’ system also shows a high degree of presidential power. Moreover, there is very little difference in presidential power between democracies and non-democracies, and ‘minimal’ electoral democracies score higher on average than non-democracies and liberal democracies.

Examination of the consequences of high levels of presidential power also shows that more than a quarter (28.6 per cent) of such regimes experienced a democratic breakdown, although this is not a statistically significant level. A weak correlation is found between presidential power and freedom and democracy ratings, again not at a statistically significant level, while correlations with governance ratings are strong and statistically significant. A repeated measures test, however, does show a statistically significant relation with freedom and democracy. Although more research is needed, including a larger N and more variation in the independent variable, the evidence supports intuitive knowledge: a high degree of presidential power bodes ill for democracy and good governance in Africa.  相似文献

Using Russian survey data from 2011 to 2012, this article examines public understanding of and support for democratization in a semi-authoritarian context. When knowledge of democracy is weak, and conceptual understanding of democracy is mixed—as in Russia—traditional measures of democratic support inadequately capture demand for democratization; that is, for more democracy than currently perceived. Contrary to conventional wisdom, Russians who adhere to “textbook” political definitions of democracy are more, not less, likely to advocate democratization. Residence in global cities increases support for democracy and democratization, while education fosters the latter but not the former. Other traditional indicators of middle-class status, such as income and urbanization, lack consistent effects. Based on these results we re-evaluate the mechanism linking modernization and support for democracy in developing, non-democratic societies. Rather than exert social-psychological or normative effects, modernization works primarily by raising exposure to global political discourses that define and promote democratic government.  相似文献

Successive multiparty elections in sub-Saharan Africa are associated with incremental democratization. Yet tests in other regions are less than encouraging. Non-significant findings on Latin America and post-communist Eurasia, as well as conceptual criticism regarding the theory’s application in the contemporary Middle East, suggest that this may be a case of African exceptionalism. This article moves these debates forward by posing a comprehensive, global set of tests on the democratizing effect of elections. We seek to establish the scope conditions of the argument geographically, temporally, and substantively. Although we find a correlation between reiterated multiparty elections and improvements in the liberal-democratic components of electoral regimes globally since 1900, the relationship is only substantial in the period since the onset of the third wave of democracy. Experiences with iterated multiparty elections have substantive importance for democratization in sub-Saharan Africa, the post-communist region, Latin America and the Caribbean, and Asia. For the Middle East and North Africa, the relationship is weaker and less robust. Finally, the results suggest that reiterated sequences of multiparty elections are associated with improvements to liberal and deliberative components of democracy more so than egalitarian components.  相似文献

Post-conflict elections are called upon to advance the distinct processes of both war termination and democratization. This article examines the patterns in seven cases where elections served as the final step to implement a peace agreement following a period of civil war. Such elections are shaped in part by the legacy of fear and insecurity that persists in the immediate aftermath of a protracted internal conflict. Comparative analysis suggests that interim regimes in general, and electoral administration in particular, based on joint problem solving and consultation may ‘demilitarize politics’ and help transform the institutions of war into institutions capable of sustaining peace and democratization. In Mozambique, El Salvador and, to an extent, Cambodia, processes to demilitarize politics prior to elections created a context that allowed the elections to advance both peace and democratization. In the other cases, politics remained highly militarized at the time of the vote, leading either to renewed conflict (Angola) or the electoral ratification of the militarized institutions of the civil war (Bosnia and Herzegovina, Liberia, Tajikistan). Interim electoral commissions provide an important opportunity to demilitarize politics by building consultative mechanisms and norms that increase confidence in the peace process and the legitimacy of the post-conflict elections.  相似文献

Scholarly attention has started to shift from democratization and democratic consolidation to trends of democratic deconsolidation, backsliding, regression, and erosion. This article examines Hungary as a deviant and exemplary case for understanding de-democratization. The starting point is the literature on defective democracy, which provides a unified framework of analysis for the causes and the outcomes of democratization. However, as the case of Hungary shows, de-democratization is not simply the mirror of democratization. In Hungary, both the outcome and the process of de-democratization defy expectations. The democratic defects do not conform to any of the standard types, instead resembling a “diffusely defective democracy”. Moreover, existing explanations fail to account for their emergence. The case of Hungary indicates that our knowledge of democratization may be a poor guide to understanding de-democratization.  相似文献

Do Africans tend to view democracy in more procedural or more substantive terms? This article argues that African endorsements of liberal and procedural understandings are not as pervasive as much of the literature on democratization suggests. Drawing upon Afrobarometer survey results as well as extensive fieldwork and interviews conducted over the past decade in South Africa, it demonstrates both the historical development and significance of these definitional understandings. By employing a substantive approach and thereby bringing questions of poverty and material inequality to the centre of the analysis, this article seeks to offer a perspective on democratization that helps to explain many of the challenges to the institutionalization of democratic regimes that procedural understandings fail to capture.  相似文献

Between the 1980s and 2006 Nicaragua was a competitive democracy where parties of the left and right won national presidential elections and relinquished power when their terms ended. More recently the quality of Nicaragua’s democracy has deteriorated. This change is due partly to autocratic behaviour by the elected leftist president, Daniel Ortega. But democratic decline is also the result of factional divisions and vague, outmoded policy commitments on the right that have crippled its electoral competitiveness, enabling Ortega’s behaviour. Utilizing an experimental research design, this article identifies two modernized policy platforms that could significantly broaden rightist electoral support in presidential campaigns, aiding democratic resurgence in Nicaragua. At a point when opposition parties are struggling to retain strength and coherence in many other democracies, the study presents a research strategy that could help clarify the ways such parties might reinvigorate their electoral competitiveness.  相似文献

This article tests whether Western election observers apply a “double standard” to elections in sub-Saharan Africa. It demonstrates that they do: Western election observers were statistically less likely to allege that significant fraud had occurred in an election in sub-Saharan Africa, than an election of the same quality held elsewhere, throughout the period from 1991 to 2012. This discrepancy exists despite controls for other factors commonly thought to influence the verdicts of observers, such as the strategic interests of Western countries. Yet, there is variation over time. Between 1991 and 2001, the double standard is partly explained by “progress bias,” a tendency to tolerate flawed elections that improved on those held previously. From 2002 to 2012, observers’ application of a double standard is much harder to explain. In that period, the analysis points to several factors that discourage Western observers from alleging fraud, including the risk of triggering electoral violence and a desire to protect relationships with strategic partners. It also identifies factors that make allegations of electoral fraud more likely, including the precedent set by past allegations of fraud and – unexpectedly – higher levels of foreign aid. None of these factors, however, account for the regional discrepancy.  相似文献
