民族干部培养与使用需要达成主体间的重叠共识（节选）

新时期民族干部培养与选拔有哪些需要注意的事项呢？ 首先，民族干部要有丰富的民族知识和民族认同。也就是说，作为一名民族干部，要有一定的民族社会和文化基础，了解民族工作的现实基础和最终目标。在这个基础上，他才能在具体的工作中发挥其才能真正服务于民族地区的工作现实，不致引起民族冲突，引发民族问题。因此，

文化是民族的血脉，人民的精神家园，也是民族凝聚力和创造力的重要源泉。了解一个民族，必须了解她的文化；尊重一个民族，必须尊重她的文化；发展一个民族，必须发展她的文化。民族语言是民族文化传承和传播的重要载体，甚至就是民族文化本身。推动各民族用本民族语言创制新词术语，有利于吸收优秀文明成果，增强民族文化的适应力和创造性。展示这些新词术语，有利于弘扬各民族独特的文化观念和文化价值，推动民族文化传播，实现民族文化“走出去”。     

梁园区扎实推进民族工作

河南省商丘市梁园区采取四项措施扎实推进民族工作。一是加强对民族工作的领导，大力培养选拔少数民族干部。梁园区成立了民族工作领导小组，街道、社区也都相应成立了民族工作领导小组，加强了对民族工作的领导。全区少数民族干部达29人，其中处级2人，科级5人，更新完善了全区少数民族后备干部人才库。二是推动民族工作进社区，采取各种措施创造民族团结的良好局面。成立社区民族工作领导小组，做到社区民族工作有人管，有人做；建立健全民族工作机制，使社区民族工作有章可循；依靠各种载体进行不同形式的宣传教育，

Ditching U.S.Securities?

Japan overtook China as the largest foreign holder of U.S.Treasury securities at the end of 2009 after China sold $34.2 billion in American securities last December.China had previously surpassed Japan as the largest holder in September 2008.Since then,China has increased and reduced its holding from time to time.The latest amount,however,accounted for 4 percent of all Chinese holdings and was the biggest single month reduction in years.
