This paper assesses the main elements of SSR process in Sierra Leone, against its historical background as well as the imperatives of a responsive and responsible security sector. The reform of the security sector in Sierra Leone has enhanced the restoration of public safety in the country, and the positive features of the process relate to the inclusion of SSR as the first pillar of the country's poverty reduction strategy, and the emphasis of SSR on the decentralisation of the security apparatus. Significant gaps however remain. Donor dependency and the ‘youth question’ are continuing challenges. Arguably, the most significant deficiency is the fact that the security sector has not been adequately embedded in a democratic governance framework. There is an absence of functional oversight mechanisms, and a failure to involve other actors beyond the executive arm of government in the governance of the security sector. The paper cautions that SSR can be successful only as part of an overarching democratic post conflict reconstruction framework.  相似文献

In attempting to rebuild post-conflict failed states, the international community has drawn heavily on neo-liberal development paradigms. However, neo-liberal state building has proved ineffectual in stimulating economic development in post-conflict states, thus undermining prospects for state consolidation. This article offers the developmental state as an alternative model for international state building, better suited to overcoming the developmental challenges that face post-conflict states. Drawing on the East Asian experience, developmental state building would seek to build state capacity to intervene in the economy to guide development, compensating for the failure of growth led by the private sector to materialise in many post-conflict states. The article concludes that such an approach would, in the first instance, require the international community to accept more honestly its developmental responsibilities when it decides to intervene to rebuild failed states.  相似文献

The paper reviews the current discourse on state fragility and examines the definitional basis for this label. It puts forward a model for defining state fragility that is based on the state's capacity, which is its capability to protect itself, deliver services and manage economic risks and the state's resilience, which has to do with the management of social relations and political risks. This model also takes into account both middle-income and low-income countries. The nature and extent of state fragility here is a function of the relationship between state capacity and resilience. The relationship between state fragility and development and security outcomes is addressed with reference to the impact of initial conditions. The paper concludes by examining the resulting aid allocation on the basis of the existing state fragility discourse and puts forward an alternative aid allocation structure based on the proposed model for state fragility, and finds significant differences to the existing arrangement.  相似文献

During the last few years, some donor countries (especially the US and the UK) have been increasingly outsourcing services in post-conflict operations to international non-governmental organisations (INGOs) and private military and security companies (PMSCs). These states have also adopted ‘integrated approaches’ to their policy interventions, contributing to the emergence of an ‘aid and security market’. The article uses ideas from both development and defence studies and re-problematises the contracting states' relationship with PMSCs and INGOs. It argues that although INGOs and PMSCs are very different types of non-state actors, there are striking similarities in outsourcing practices. Moreover, it demonstrates that the leading contracting states have poorly managed their contracts with both INGOs and PMSCs, and have not seriously reflected on the unintended consequences of their contracting practices on the recovery of war-affected countries.  相似文献

Sustainable job creation in post-conflict environments often involves financing private-sector development. However, a poor business climate and the erosion of capacity in the domestic private sector reduce the effectiveness of traditional financing strategies in post-conflict environments. Using the experience of post-war Liberia, this article discusses strategies for improving small and medium enterprise (SME) development projects in post-conflict environments through innovative financing which takes into account the effects of conflict on managerial and entrepreneurial capacity and the business climate. Implementation strategies that support conflict-sensitive post-conflict development are also discussed.  相似文献

This paper provides evidence that state repression is a strong predictor of peace failure following civil war. Existing literature fails to examine the possibility that more repressive states are even less likely than their counterparts to escape the ‘conflict trap’. We argue that when states use repressive tactics to achieve their objectives, it signals to the broader population that the state cannot be trusted; and the regime does not believe their rule is to be questioned. These signals polarise citizens into new or existing rebel factions thereby increasing the risk of another civil war. We test our theory using event history analysis. Our results are robust to a series of statistical models and demonstrate that in the tenuous post-conflict environment states that use repression to police their populous experience shorter periods of peace.  相似文献

Todays’ international security architecture composed of international security treaties and international security norms has been established and formalized by negotiations. Owing to the great importance of international security negotiations for international security practices, this paper sheds light on negotiation activities. A study of 100 different international security negotiations shows that states vary considerably with respect to their negotiation activity. Some countries voice positions very often, while others remain completely silent. This is puzzling, as active negotiation participation is an expression of state sovereignty and a means to influence the shape of the international security architecture. The article distinguishes between capacity and incentives as driving forces of state activity in international security negotiations. The analysis reveals that, next to political and financial capacities, states that place high priority on military matters are more active, while smaller and poorer states are more likely to shelter under the security umbrella of larger counterparts.  相似文献

Since regaining their independence in 1991, the three Baltic states of Estonia, Latvia and Lithuania have sought to bolster their security by applying for NATO membership. This article examines their security context and the security challenges they face. It shows the attempts by the Nordic states to address these problems by offering assistance to the three countries, by supporting them in international institutions and by introducing them to new concepts of security. Thus the Nordic states have tried to ease confrontation in the Baltic, and have created a Nordic project of some importance.  相似文献

This article examines policing in Sierra Leone four years after the civil war. It evaluates the achievements in the area of policing against the major policing challenges in African post-conflict societies. These are recruitment and (re)training of a civilian force; establishing an organizational culture that is accountable and responsive to citizen concerns; organizational rebuilding and re-equipment; utilizing the resources of commercial and community organized policing; and establishing a sustainable basis. The research finds that for all the positive achievements, the fact remains that the government of Sierra Leone still does not exert effective control over, nor is it able to deliver state policing services to, significant parts of its own territory. The 7,000 active police officers are too small in number and too limited in resources to provide all Sierra Leone's citizens with a service that protects them from crime and investigates crime. Its fundamental weaknesses mean that post-conflict internal security programmes may have to look again at others who currently authorize and provide policing. It may be that some community led policing groups can be harnessed and if necessary reformed to assist the police in establishing the rule of law.  相似文献

Countries need active, equitable and profitable private sectors if they are to graduate from conflict and from post-conflict aid-dependency. However, in the immediate aftermath of war, both domestic and international investment tends to be slower than might be hoped. Moreover, there are complex inter-linkages between economic development and conflict: in the worst case private sector activity may exacerbate the risks of conflict rather than alleviating them. This paper calls for a nuanced view of the many different kinds of private sector actor, including their approaches to risk, the ways that they interact and their various contributions to economic recovery. Policy-makers need to understand how different kinds of companies assess risk and opportunity. At the same time, business leaders should take a broader view of risk. Rather than focusing solely on commercial risks and external threats such as terrorism, they also need to take greater account of their own impacts on host societies. Meanwhile, all parties require a hard sense of realism. Skilful economic initiatives can support—but not replace—the political process.  相似文献

This article argues that transitional justice ranges from the very personal and local to the global and structural, spanning processes and outcomes, clear demands, compromises and contracts. It explores this diversity using the framework of ‘embedded justice’ and ‘distanced justice’, and the case studies of South Africa, Rwanda and Sierra Leone. The argument draws on Fletcher and Weinstein (2002) to argue that justice needs to be embedded within and to engage the communities, cultures and contexts of conflict. A recent article by Sieff and Vinjamuri (2002) is used to advocate decentralisation. Transitional justice debates have generally overlooked justice, and human rights, as manifest in political, economic and social processes whilst privileging the law, and dismissing the potential of locally generated and embedded justice. The article argues that achieving the correct balance requires a shedding of naïve faith in, and the transformation of, both local and international justice, and the contexts within which they operate, whilst seeking to build on their complementary capacities and legitimacies.  相似文献

This article explores post-conflict reconstruction in Cambodia through an analysis of both the dangers of liberal peace building and the positive role that training in capacity building plays in war-torn societies. The central question addressed is how insider–outsider dynamics influence Cambodia's post-conflict reconstruction projects; and what assumptions do international workers and Cambodian NGO staff make about ‘the good life’ that will be constructed? The article offers an overview of Cambodia's history and cultural context to situate its analysis of liberal peace building and foreign donors, as well as the behavioural characteristics of international peace builders operating within Cambodia. It assesses the potency of elite capture of insider–outsider partnership, specific NGO management practices, and the role of gender to better illuminate the challenges for post-conflict reconstruction. The article concludes with recommendations for improving future partnerships between insiders and outsiders in Cambodian peace-building projects.  相似文献

This article explores the potential for mainstreaming wartime rebel governance structures into post-conflict state-building efforts. Through a study of the Sudan People's Liberation Army/Movement's (SPLA/M) efforts at state-building in South Sudan (1994–2011), it examines the oft-neglected linkages between rebel governance and post-conflict legitimacy. Findings highlight three pitfalls of mainstreaming non-state roles without sufficient analysis of the sources of legitimacy underlying rebel governance frameworks. First, by drawing upon the functions and legitimacy of other non-state actors rather than the rebel group itself, an artificial image of state-building can be projected. Second, due to the fragmented and dispersed nature of legitimacy, the ‘bottom-up’ logic of state-building can prove dubious. Third, weak capacity in governance, and subcontracted sources of legitimacy, are likely to undermine the ability to develop independent structures and functions. Conclusions offer four case specific insights that can assist policy-makers in applying a more critical framework to the legitimacy of armed groups, before incorporating them into post-war governance arrangements.  相似文献

In the past five years, research sponsored by the World Bank on the economic aspects of civil war1 ?1. The project was titled the Economics of Political and Criminal Violence. View all notes under the research directorship of Oxford economist Paul Collier has had an extraordinary influence on the subsequent study of violent conflict and civil war and on international policy. The research project has now turned its attention to the problem of countries emerging from civil war and what Collier and his co-author, Anke Hoeffler, call ‘a first systematic empirical analysis of aid and policy reform in the post-conflict growth process.’2 ?2. First reported in a World Bank Policy Research Working Paper circulated in October 2002, their article, ‘Aid, Policy, and Growth in Post-Conflict Societies,’ the paper was in 2003 posted on the website of the Centre for the Study of African Economics, Oxford University until it was published in 2004 in the European Economic Review. There are some minor differences between the two versions of their work, but the conclusions are identical. In the present article, the paper version will be referred to as Collier & Hoeffler (2003) and the published version as Collier & Hoeffler (2004). View all notes Building on the influence of their earlier research and the lively interest currently in knowledge about and policy on post-conflict strategies, this work is likely to be equally influential on research, thinking, and policy. It is all the more important, therefore, to subject the research to critical examination before it becomes established as conventional wisdom. This note reports one such attempt to analyze some major methodological problems with the study and argues that the research cannot sustain the conclusions they draw or the resulting policy recommendations.  相似文献
