核心期刊与期刊评价

“核心期刊”的概念及相关理论落户我国之后，就像一个巨大的无形磁场，吸引了一大批学者的参与，也吸引了那么多的部门为之“奔走呼号”，动辄“数百名专家共同参与研制”，耗费了人力、物力、财力，实在是难以计量。“核心期刊”研究也似乎是一个怪圈和陷阱，一旦陷入则难以自拔，且越陷越深，纠缠于计量方法是否准确。就我国“核心期刊”研究的整体而言，遴选指标完全西化，未有多大的创获。“十年磨一剑”，谁都没有想到，在“核心期刊”的问题上，三十年磨出了却是一个弊大利小变了形的“双刃剑”。在我国，“核心期刊”本来就十分有限的功能，非但没有得到很好的发挥，却不断泛化、异化，负面效应滋生、蔓延，是典型的“得不偿失”和明显的“弊大于利”。十分遗憾的是，迄今为止，还有许多个人和部门对“核心期刊”趋之若鹜，顶礼膜拜，还在不恰当地抬高“核心期刊”的地位，不恰当地遴选“核心期刊”，不恰当地使用“核心期刊”，实不可取。相信人们总会有醒悟的时候，当人们澄清了相关认识之后，必将能揭开“核心期刊”的面纱，冲出藩篱，走出误区。笔者峰信，在不远的将来，这种异化的“核心期刊”现象必将走向终结。

《中央社会主义学院学报》入选中国人文社会科学核心期刊

公安学类核心期刊探析

核心期刊是刊载某学科文献密度大,文载率、引文率及利用率相对较高,代表该学科现有水平和发展方向的期刊。《中文核心期刊要目总览》第二版把公安学类期刊从第一版的法律类中细分出来,单独归类,共评定出核心期刊11种,比第一版多6种。通过对《总览》第一、二版的对比分析,可以看出:公安学类期刊无论从质量上、数量上都有大幅度的提高和增加。研究公安学类核心期刊,对发展公安学这个年轻学科,对公安科研、教育工作来说有其重要的意义。     

核心期刊涵义之误用引发的问题

《中文核心期刊要目总览》的编制目的是供各类图书馆采购、收藏、导读时作参考;“核心期刊”的概念不同于“优秀期刊”,因为两者评价标准不同;简单地搬用“核心期刊”作为职称评定、博士学位的授予是不合理的,是一种滥用,其结果导致了不公平竞争和学术腐败。滥用“核心期刊”的现象必须及时制止。
