Political scientists and economists argue that citizens decide whether or not to comply by weighing the benefits of compliance against possible costs from an instrumental perspective, while legal scholars focus on the procedures by which policy outcomes are generated from a procedural perspective, and sociologists emphasize people’s motives to reciprocate with other community members from a collective perspective. However, we still don’t know how these three perspectives can predict citizens’ noncompliance. Concentrating on the experience from mainland China, this work aims to develop a general noncompliance theory by integrating these approaches to explore why households are noncompliant with policies for resettlement compensation provided by local authorities in city regeneration projects. Based on a survey from a minority community in Xi’an and follow-up interviews, households with larger-sized houses, lower trust in local authority, and higher reliance on other community members are found to be more noncompliant with the compensation, which suggests that these three perspectives work together to predict citizens’ noncompliance. Implications for public accountability research in China are also discussed.  相似文献

Informal payments for public services such as health care are a major problem in many countries around the world. Explanations for their prevalence include cultural factors, lack of enforcement as well as insufficient funds and low wages for public employees. This paper analyzes the phenomenon from an economic perspective, arguing that they are a logical consequence of low wages in the public sector. However, informal payments from citizens to public employees for services may be preferable to a situation in which no services are delivered. Given that the informal payments thus can be seen to have a functional element, and that reforms aimed at eliminating them largely have been unsuccessful, formalization and legalization rather than increased enforcement may be a way forward. Many government employees in nineteenth‐century Sweden received their salary through semi‐informal payments (‘sportler’) from citizens. A case study reveals that politicians at the time reasoned along the lines of what could be expected from economic theory: although undesirable and problematic, sportler were necessary to finance the wages of the government employees, given the lack of tax revenue and monitoring capabilities. In contrast to previous research, this article argues that reform efforts were aimed at pragmatically improving the existing system through formalization and regulation rather than simply prohibiting the informal payments.  相似文献

Immigration presents a daunting challenge to successive British governments. The public ranks immigration as one of the leading policy issues after the economy and employment. There is also greater public support for stronger immigration controls than in many other countries. In response, government strategy has included the use of a citizenship test. While the citizenship test is widely acknowledged as one key part of immigration policy, the test has received surprisingly little critical analysis. This article is an attempt to bring greater attention to serious problems with the current test and to offer three recommendations for its revision and reform. First, there is a need to revise and update the citizenship test. Secondly, there is a need to expand the test to include questions about British history and basic law. The third recommendation is more wide‐ranging: it is that we reconsider what we expect new citizens to know more broadly. The citizenship test should not be viewed as a barrier, but as a bridge. The focus should centre on what future citizens should be expected to know rather than how others might be excluded. The test should ensure that future citizens are suitably prepared for citizenship. There is an urgent need to improve the test and this should not be an opportunity wasted for the benefit of both citizens and future citizens alike.  相似文献

In this paper, we explore paradoxes and contradictions in Canadian health policy discourses that define Aboriginal women as empowered citizens on the one hand and as discredited medical subjects on the other. Drawing on critical discourse theory, we analyze health policy discourses within the contexts of related political and public discourses about Aboriginal peoples in Canada. We describe a double-speak: a paradox between the constructions of Aboriginal women as citizens in dialogue with government in health policy “reforms,” and their construction as discredited medical subjects who lack legitimacy in health care services. Intertwined with explicit resistance to Aboriginal entitlements, deconstruction of health policy discourses within this political context is central to understanding how Aboriginal women continue to be discredited through processes of marginalization.  相似文献

The COVID-19 outbreak has fueled tension between the U.S. and China. Existing literature in international relations rarely focuses on virus outbreaks as factors affecting international relations between superpower countries, nor does research examine an outbreak’s potential influence on the public’s opinion about their country’s foreign policy. To bridge this research gap, this study explores the extent to which the American public may be prone to favor policies that “punish” China via existing U.S.-China disputes, such as the South China Sea dispute and the U.S.-China trade war. I conducted an online survey using Amazon’s Mechanical Turk and ran multinomial and ordered logit models to estimate the association between an individual’s preferred policies and the country or government an individual blame for the impact of the pandemic. After controlling several essential confounding factors, such as one’s levels of nationalism and hawkishness, I found strong evidence that there is a positive association between people’s attribution of blame to the Chinese government and the likelihood of supporting aggressive policy options in the two disputes with China. That is to say, U.S. citizens who believe that the Chinese government is solely culpable for the outbreak in the U.S., compared to those who think otherwise, are more likely to support hawkish policy options, such as confrontational military actions, economic sanctions, or higher tariff rates. The research provides a glimpse into where Americans may stand in these disputes with China and the potential development of U.S.-China relations in the post-pandemic era.

In 1999, the U.K. government set force‐specific 10‐year targets for recruiting new police officers from ethnic minorities. Using these targets as instrumental variables, this study finds that this policy mandating an increase in the share of ethnic minority officers in a given force is associated with a decrease in the number of crimes in the area under the force's jurisdiction during the 10‐year period. It is argued that greater representativeness and diversity within a public organization improves organizational integrity, which influences bureaucrats’ attitudes and behaviors toward minority citizens. In the context of policing, diversity can mitigate the institutionalized practice of officers acting on implicit assumptions about minorities being inherently more unlawful than whites: Police representativeness is associated with a decrease in the overrepresentation of black individuals among those subject to “stop and search.” Such a change may make minority citizens more willing to cooperate in the coproduction of public values, facilitating the attainment of organizational goals.  相似文献

This study examines citizens’ support for state surveillance, contingent upon factors related to policy design and the context of implementation. While most people want to live in a secure environment, we argue in this study that the support of policies to reach this goal depends on their necessity, extensiveness and reliability. Results from survey experiments in four European countries show that citizens are ready to approve the introduction of far-reaching state surveillance that includes measures of facial recognition and motion detection. Public support is further enhanced if these measures are to be targeted at potential criminals, rather than at all citizens (i.e., policy extensiveness), as well as if a safety threat is salient (i.e., policy necessity). Concerns about data security reduce support (i.e., policy reliability). While these conditions matter for the support of specific policies, they do not influence how trustworthy citizens consider government and other political authorities to be.  相似文献

Social research that informs the implementation of natural resource policies is frequently driven by the logic of the policy system itself. A prevailing concern with achieving policy outcomes can lead, however, to lack of attention to equally important aspects, for example the challenges the policy instruments present to those they are targeting and the consequences this might have for government–citizen relationships. To help guide research into these issues we have developed a situational–interactional approach to interpretive policy analysis that seeks to examine the processes involved when people collectively make sense of government instruments. The theoretical basis is provided to a large extent by Luhmann’s theory of self-referential social systems. In addition, we operationalise the concepts of interactional framing and resemiotisation to capture the active work of the citizens in sense-making processes. We then apply our situational–interactional analysis to small-scale forest ownership in Flanders. Analysis of data from focus groups with forest owners reveals how interactions build on each other in the co-development of particular strategies to cope with government intervention. Finally, we discuss two future directions for research. First, the forest owners find themselves in an inescapable relationship with the government, and feel their autonomy is threatened. Government intervention, therefore, will almost necessarily lead to resistance. Second, forest groups enhance compatibility between the government system and the forest owners, but rather than narrowing the gap between the two worlds they tend to emphasise it.  相似文献

A large body of literature has demonstrated how citizens use party endorsements when shaping their policy opinions. However, recent studies question the centrality of party cues in shaping public opinion. This study advances the literature with a four‐wave panel survey design that measures citizens’ policy opinions before, during and after a controversial policy proposal to ban street begging was made by the Norwegian government in 2014. Two main findings inform previous work. First, voters are modestly affected by party cues as the proposition turns salient. Second, when a party shifts their policy position on a highly salient issue, voters do not automatically shift their opinions accordingly. Thus, the magnitude and direction of opinion change in the electorate indicate that party cue effects are modest and that instead of polarizing patterns across time parallel publics moving in the same direction independent of party cues are detected. These findings demonstrate that under some conditions, voters’ opinion formation is less dependent on partisan elites than much of the previous work indicates.  相似文献

Education plays an important role in the political, social and economic divisions that have recently characterised Western Europe. Despite the many analyses of education and its political consequences, however, previous research has not investigated whether government policy caters more to the preferences of the higher educated than to the preferences of the lower educated. We address this question using an original dataset of public opinion and government policy in the Netherlands. This data reveals that policy representation is starkly unequal. The association between support for policy change and actual change is much stronger for highly educated citizens than for low and middle educated citizens, and only the highly educated appear to have any independent influence on policy. This inequality extends to the economic and cultural dimensions of political competition. Our findings have major implications for the educational divide in Western Europe, as they reflect both a consequence and cause of this divide.  相似文献

Not all citizens’ voices are heard with equal strength in the political chorus. Based on studies of policy feedback, we suggest that engaging underrepresented citizens in the production of public services (i.e., making them “coproducers”) increases their political voice. We use a field experiment to test the effect of involving ethnic minorities in the education of their children on their propensity to directly voice their preferences with the education policy through government citizen surveys and their tendency to vote in elections. Among these normally underrepresented citizens, coproduction increased their propensity to voice their preferences to politicians through citizen surveys but not their tendency to vote. The effect on voicing in government citizen surveys tends to be larger among nonvoters. The results indicate how policies involving underrepresented citizens can raise the voices of people who would not otherwise be heard.  相似文献

ABSTRACT

We employ data from an original survey of citizens in the UK, France, Germany, Denmark, and the Czech Republic to examine correlates of citizen co-production of public services in three key policy areas: public safety, the environment, and health. The correlates of co-production we consider include demographic factors (age, gender, education, and employment status), community characteristics (urban, non-urban), performance perceptions (how good a job government is doing), government outreach (providing information and seeking consultation), and self-efficacy (how much of a difference citizens believe they can make). We also report on results from a series of focus groups on the topic of co-production held in each country.

Our results suggest that women and elderly citizens generally engage more often in co-production and that self-efficacy—the belief that citizens can make a difference—is an especially important determinant across sectors. Interestingly, good outcome performance (in the sense of a safe neighborhood, a clean environment, and good health) seems to discourage co-production somewhat. Thus citizens' co-production appears to depend in part on awareness of a shortfall in public performance on outcomes. Our results also provide some evidence that co-production is enhanced when governments provide information or engage citizens in consultation. The specific determinants vary, however, not only by sector but across national contexts.  相似文献

This paper uses a survey experiment to examine differences in public attitudes toward ‘direct’ and ‘indirect’ government spending. Federal social welfare spending in the USA has two components: the federal government spends money to directly provide social benefits to citizens, and also indirectly subsidizes the private provision of social benefits through tax expenditures. Though benefits provided through tax expenditures are considered spending for budgetary purposes, they differ from direct spending in several ways: in the mechanisms through which benefits are delivered to citizens, in how they distribute wealth across the income spectrum, and in the visibility of their policy consequences to the mass public. We develop and test a model explaining how these differences will affect public attitudes toward spending conducted through direct and indirect means. We find that support for otherwise identical social programs is generally higher when such programs are portrayed as being delivered through tax expenditures than when they are portrayed as being delivered by direct spending. In addition, support for tax expenditure programs which redistribute wealth upward drops when citizens are provided information about the redistributive effects. Both of these results are conditioned by partisanship, with the opinions of Republicans more sensitive to the mechanism through which benefits are delivered, and the opinions of Democrats more sensitive to information about their redistributive effects.  相似文献

Prior research has shown that public participation initiatives may have positive effects on how participating citizens view government. However, little is known about whether and how priming citizens to think about such initiatives influences the view of government among the larger public. Using a survey experiment, we find that the effect of priming citizens to think of a public participation initiative that includes a small group of citizens on their view of government is conditional on how proximate the service, which the initiative resolves around, is to citizens. Notably, across outcome measures we a find a negative priming effect among those for which the service is not proximate. These results are highly important, as they suggest that among the larger public, public participation initiatives—that involve few citizens—may have mixed results on the view of government, thus questioning the legitimacy of decisions reached by such initiatives.  相似文献

Since 2016, the UK government has outlined plans for ‘Global Britain’ as a framework for post‐Brexit foreign policy. Some criticise the idea as a vision of ‘Empire 2.0’, but it is rarely made clear exactly what form it takes or what its wider political implications are. This article argues that Global Britain constitutes not just an idea or a slogan, but a foreign policy narrative and, more specifically, the narrative of empire. Indeed, to appear reasonable its grand ambitions require pre‐existing knowledges of past imperial ‘successes’ and accepting images of empire among the British public. Yet Global Britain lacks efficacy: as a domestic rather than an international narrative, by being inherently regressive in its worldview, and for contradicting the preferences of international partners on which the UK heavily relies. These narrative flaws, it is argued, make Global Britain an actively problematic, rather than merely ineffective, component of UK foreign policy.  相似文献

This article explores two theoretical possibilities for why personal health may affect political trust: the psychological‐democratic contract theory, and the role of personal experience in opinion formation. It argues that citizens with health impairments are more likely to experience the direct effects of political decisions as they are more dependent on public health services. Negative subjective evaluations of public services can lower trust levels, especially if people's expectations are high. Using European Social Survey data, the association between health and trust in 19 Western European states is analysed. The results indicate that people in poor health exhibit lower levels of trust towards the political system than people in good health. The differences in trust between those in good and poor health are accentuated among citizens with left‐leaning ideological values. The results suggest that welfare issues may constitute a rare context in which personal, rather than collective, experiences affect opinion formation.  相似文献

Recent studies show that policy changes appear to correspond primarily to the preferences of citizens with high socio-economic status. However, the mechanisms explaining this trend remain largely unexplored. In this paper, I look closer at the role of political representatives as the critical factor connecting citizens’ opinions and policy changes. While the link between public opinion and elite opinion as well as the link between public opinion and policy output is relatively well studied, few studies have looked at the entire relationship between public opinion, elite opinion, and policy output concerning social groups. This paper combines data from Swedish election studies, surveys with members of parliament, and a database of policy change. It shows that representatives’ opinions reflect advantaged groups better than disadvantaged groups. Similar biases are found in policy responsiveness; policy changes correspond more closely to the opinions of the advantaged groups.  相似文献

This article presents three main findings from a purposive stratified survey of urban and rural residents. First, Chinese citizens “disaggregate” the state with high levels of satisfaction for Central government that fall dramatically as government gets closer to the people. Satisfaction levels are noticeably lower for those in rural China. Second, attitudes about the way policy is implemented by local governments raise concerns. Irrespective of place of residence, respondents feel that when implementing policy local officials and governments are mainly concerned with their own interests, are more receptive to the views of their superiors rather than those of ordinary people, favor those with money, and are formalistic in implementing policy rather than dealing with actual problems. Third, the areas of work that citizens would really like government to concentrate on are job creation and providing basic guarantees to protect against the shocks of the transition to a market economy. Philanthropists’ involvement in the development and implementation of social policies is a growing yet understudied phenomena. Captured in the model of alternative politics, in which self-provision of public services emerges when citizens face the failure of private and public mechanisms, not only in terms of obtaining sufficiently high-quality services, but also in terms of utilizing political channels to influence public policy, and poses major challenges to the political system. This dynamic of welfare states in recent decades is contested, since while it provides new streams of funding and innovative and professional capacities, it also has potential negative repercussions to democratic processes, equity and universalism of social policies. In-depth interviews with fourteen Israeli mega donors are used to show how mega donors promote relations between philanthropy and government in Israel that are based on voluntary cooptation in which the government regulates the philanthropic activity in Israel. By voluntarily granting the government a mandate to regulate philanthropic activity, the mega donors lead philanthropy into a situation in which philanthropy’s autonomy may be jeopardized and its agendas may be subordinated to the priorities, preferences and business-minded worldview of the ruling elite - the political elite (government) and the business elites (mega donors).  相似文献

Retrospective voting studies typically examine policies where the public has common interests. By contrast, climate policy has broad public support but concentrated opposition in communities where costs are imposed. This spatial distribution of weak supporters and strong local opponents mirrors opposition to other policies with diffuse public benefits and concentrated local costs. I use a natural experiment to investigate whether citizens living in proximity to wind energy projects retrospectively punished an incumbent government because of its climate policy. Using both fixed effects and instrumental variable estimators, I identify electoral losses for the incumbent party ranging from 4 to 10%, with the effect persisting 3 km from wind turbines. There is also evidence that voters are informed, only punishing the government responsible for the policy. I conclude that the spatial distribution of citizens' policy preferences can affect democratic accountability through ‘spatially distorted signalling’, which can exacerbate political barriers to addressing climate change.  相似文献
