This article questions the popular assumption that education promotes peaceful ethnic relations and explores ways education potentially contributes to ethnic violence. It begins by describing mechanisms through which education can shape ethnic violence. Next, it provides a comparative–historical analysis of Assam, Cyprus, and Sri Lanka. The analysis offers evidence that education can promote ethnic violence by strengthening ethnic divisions and inter-communal disfavor, increasing frustration and aggression, intensifying competition, and providing mobilizational resources.  相似文献

Previous academic work on stability in Dagestan has focused on two potential cleavages, the republic’s ethnic diversity and the challenge from radical Islamist groups. Using results from a December 2005 survey, and focusing on Dagestan’s six main ethnic groups, this paper investigates attitudes towards the dual topics of the politicization of ethnicity and the relationship between terrorism and Islamism. We find that Dagestanis maintain layered conceptions of identity, and do not attribute violence predominantly to radical Islam in the republic or the wider North Caucasus. Scholars should be aware of Rogers Brubaker’s concept of groupism in analyzing not just ethnic groups, but religious movements as well.  相似文献

This article examines the role of the inter-generational memory of the Second World War (WWII) in identity formation and political mobilization. An existing explanation in the ethnic-conflict literature is that strategic political leaders play a crucial role in constructing and mobilizing ethnic identities. However, based on 114 open-ended interviews with individuals born in Serbia, Bosnia and Herzegovina, and Croatia, conducted in Serbia during 2008–2011, nearly a third of the respondents make spontaneous references to WWII in their statements, usually drawing parallels between the cycle of violence in the 1990s and that in the 1940s. The question this article asks, then, is why some respondents make references to WWII spontaneously while others do not. It is argued that inter-generational narratives of past cycles of violence also constitute a process of identity formation, in addition to, or apart from, other processes of identity formation. The respondents mention WWII violence in the context of the 1990s events because they “recognize” elements, such as symbols, discourse or patterns of violence, similar to those in the inter-generational narratives and interpret them as warning signs. Hence, individuals who had previously been exposed to inter-generational narratives may be subsequently more susceptible to political mobilization efforts.  相似文献

Although the existing literature on Algeria's civil conflict recognizes the role of religious and ethnic violence in the crisis, it does not sufficiently explain the various reasons behind it. The main aim of this article is to fill in this gap to some extent by examining the main factors determining the emergence of armed religious and ethnic groups in this country. The basic conclusion to emerge from the analysis is that, although such factors as the closure of the country's political space, state repression, and the growth of atavistic sentiments remain important in explaining Algeria's religious and ethnic violence, economic collapse, religious spending, and diversionary politics are variables that should not be ignored when addressing the sources and sustainability of such violence.  相似文献

Why do ethnic conflicts spread to neighboring states? This article examines the effect of transborder ethnic groups on the spread of ethnic conflict. It argues that when a transborder ethnic group is in conflict in one state, neighboring states perceive a threat from members of that ethnic group residing in their own territory, leading the state to take preemptive repressive action. This repression in turn changes the ethnic group's security situation within the state and can result in violence and thus ethnic conflict. Ethnic conflict spread is not determined by the actions of either the ethnic group or the state alone, but is a product of threat perception and interaction between the two groups. This argument is tested in a set of cases in a region where an ethnic conflict seems to have spread—the Kurds in Iran, Iraq, Syria and Turkey from 1961–2003.  相似文献

This study considers the prospects for rebuilding trust in a multi-ethnic society with a history of ethnic violence. Findings are based on survey data from a stratified random sample of 681 Bosnian Serbs, Croats and Bosniaks, conducted between September 2003 and January 2004. The data indicate significant trust problems in Bosnian society both within and across ethnicity. However, the study also finds strong linkages between ethnic trust and trust in institutions, suggesting that institutions can play a vital role in restoring ethnic trust and promoting reconciliation.  相似文献

This article focuses on Pakistan and its divided society, and on its decades of characteristic irresponsible and unaccountable leaderships. It argues that a culture of mistrust--a product of a society divided along ethnic and sectarian lines--and poor governance has facilitated fluid civil and civil-military alliances which have in turn legitimised praetorianism by either 1) giving rise to inter-ethnic clashes; 2) fomentation of ethnic and sectarian violence; or 3) formidable multi-ethnic opposition to civilian governments. These outcomes have consequently increased the utility of coercion and the saliency of praetorianism (direct or indirect military intervention). As such this article utilises the 'coercion thesis', put forth by scholars of Asian civil-military relations, which maintains that, as the utility of coercion increases, so does the influence and saliency of praetorianism. It is ultimately argued that Pakistan's divided society, with its subsequent ethnic and sectarian violence and fluid alliances, has contributed to the country's propensity toward praetorianism. The significance of this thesis is summarised as the need for both accountable leadership and economic recovery.  相似文献

We challenge the civic–ethnic dichotomy drawn by previous authors and propose a four-category typology of identities based on out-group tolerance and in-group attachment. Drawing from work on national identity formation and nation-building, we test hypotheses about the processes that cause individuals to adopt one identity over others using survey data based on representative samples of five ethnic groups in Ukraine. We find that the effects of socialisation processes vary greatly depending upon ethnic group. Our results challenge some long-held assumptions about the potential destabilising effects of ‘ethnic’ identities and the degree to which ‘civic’ identities correspond to values and behaviours supportive of democracy.  相似文献

Following an introduction to the changes in how ethno-racial identity is conceptualized in the social sciences and humanities by the destabilization of categorical frameworks, the author looks at how law reacts to these discussions and paradigm shifts, and argues that legal and administrative approaches face severe linguistic and conceptual limitations by operating within a “choice” and “fraud” binary. The article then questions if the free choice of identity exists as a principle of international minority protection law, a legal field that arguably represents a global political and ethical consensus. The author makes two claims. First, according to the basic tenet of legal logic, a proper right to free choice of identity allowing people to opt out of racial, ethnic, or national (minority) communities would necessitate the freedom to opt in to the majority or to any chosen group. The second claim, however, is that international law would not actually construct an approach to opting in. Thus, the right to free choice of identity is not an autonomous, sui generis right under international law.  相似文献

How do citizens in weak democracies evaluate claims on government assistance made by other ethnic groups? This paper analyzes data from an original survey experiment in the Republic of Georgia to determine the role of ethnic cues in the formation of redistributive preferences. In the experiment, ethnic Georgian subjects are randomly assigned a mock news article with variation on implied ethnic (Georgian, Azeri, or Armenian) identity and type of redistributive demand, and asked to evaluate the demand. The results show modest but consistent evidence of ethnic bias conditional on both types of variation, along with ethnic stereotypes, even while subjects are highly pro-redistribution in general. This study highlights how subtle biases can shape redistributive policy preferences in ways inimical to democracy in multiethnic societies.  相似文献

Research on European identity focuses mainly on majority populations in Western European countries without differentiating among specific population groups and generations, and, above all, disregarding ethnic minority groups living in Central and Eastern Europe. This paper addresses this gap by investigating the development of European identity among three ethnic minority groups in Lithuania: Belarusians, Poles, and Russians. Theoretically, the project is based on the instrumental approach, which argues that European identity is closely related to perceived benefits from “being European,” and on the cultural approach, which holds a common history, ancestry, and culture responsible for the development of European identity. Existing research has, above all, emphasized the importance of instrumental considerations. Analyzing qualitative interviews collected in the FP7 research project “ENRI-East,” the paper compares how young and adult members of ethnic minority groups construct European identity due to “instrumental” and “cultural” considerations. The results show that both instrumental and cultural considerations are relevant and further development of European identity depends on which age group or ethnic minority group an individual belongs to.  相似文献

The main research problem addressed in this article is the pattern of reacting to stigma based on ethnic origin expressed by the representatives of different generations of Belarusian and Ukrainian minorities in Poland living under different political and ideological conditions before and after 1989. This paper is based on a qualitative empirical study that comprised 22 in-depth biographical interviews with representatives of Belarusian and Ukrainian minorities, who varied in age. The research found that while the elderly see their minority identity in terms of danger or threat, the middle generation perceives it as an obstacle in fulfilling their life aspirations in a society fully dominated by the Polish majority. The youngest interviewees seem to be the most willing to perceive their minority characteristics positively in terms of uniqueness as well as particular competences, especially bilingualism, which may give them an advantage in the labor market.  相似文献

The influence of ??ethnic politics?? has been demonstrated in a range of empirical studies of economic growth, violence, and public goods provision. While others have raised concerns about the measurement of ethnic variables in these works, we seek to situate such discussions within a more thoroughgoing conceptual analysis. Specifically, we argue that four conceptual approaches??demographic, cognitive, behavioral, and institutional??have been used to develop theories in which the mechanism that relates causes to outcomes is ethnic political competition. Within this literature, we believe that institutional approaches have been relatively under-appreciated, and we attempt to address that imbalance. We begin by critically reviewing the three main ways in which ethnic variables have been specified and operationalized, delineating the assumptions and trade-offs underlying their use. Next, we describe an institutional approach to the study of ethnic politics, which focuses on the rules and procedures for differentiating ethnic categories. We propose some new indices based on this latter approach that might be developed and used in future research. Subsequently, we analyze the relationship between each of these approaches and patterns of ethnic political competition in a set of six country cases, highlighting their strengths and weaknesses, as well as theoretical links between them.  相似文献

The author looks into the chain of political violence, as well as into political discourse about past violence, experienced by ordinary Congolese from Independence up to the present. According to him, every major outburst of political violence underwent a discursive recuperation by Congolese/Zairian politicians and produced its own social memory. In attempting to explain Israel's retaliatory policies toward Palestinian violence, new institutionalist and rational choice theories vie for dominance. This article argues that both approaches can contribute to understanding the severity of Israel's response if they are viewed as nested explanations appropriate to different threat levels. The article makes its case using data from 74 interviews with senior Israeli counterterrorist experts (2006–07), counts of Israeli and Palestinian fatalities due to state and collective violence (1987–2007), and a database of collective violence events during the Second Intifada (2000–05). Institutional effects are evident at low threat levels, as new institutionalists predict, but these effects are overwhelmed at high threat levels, as rational choice theorists assert.  相似文献

The outbidding model of ethnic politics focuses on party competition in an ethnically perfectly segmented electoral market where no party appeals to voters across the ethnic divide. The power sharing model retains this assumption, yet tries to prevent outbidding through moderation-inducing institutional design. Empirically, imperfectly segmented electoral markets and variance of ethnic party strategies beyond radical outbidding have been observed. To provide a stepping stone towards a more complete theory of ethnic party competition, this article introduces the notion of nested competition, defined as party competition in an imperfectly segmented market where some – but not all – parties make offers across ethnic divides and where competition in intra-ethnic arenas is nested within an inter-ethnic arena of party competition. The notion of nested competition helps explain why ethnic outbidding is not omnipresent in contemporary multi-ethnic democracies. A moderate position on the ethnic dimension that appears inauspicious from the perspective of intra-ethnic competition can turn into the strategically superior choice once ethnic parties take the whole system of competitive interactions within intra- and inter-ethnic arenas into account. A case study of nested competition for Hungarian votes in the Vojvodina region of Northern Serbia illustrates the conceptual innovations.  相似文献

An analysis of ethnic and religious conflict in early modern port cities, such as Amsterdam, Genoa, and several Islamic cities in the Ottoman Empire including Constantinople. The essay reflects on the connection between maritime trade and the freedom of conscience that promotes tolerance, civility, and a lessening of violence toward outsiders. It examines ethnocentrism, anti-Semitism, and the institution of slavery in early modern port cities, as well as milieux that fostered pluralism such as the Exchange, gambling dens, military units, and the harem. Most important, it explores the decisive role of merchant oligarchies, relatively open elites, in promoting tolerance.  相似文献

The continuing struggle of the Moro secessionist movement in the Philippines is one of Southeast Asia's longest armed conflicts. The tenacity of the conflict lies in two competing concerns: the assertion of self‐determination rights of the Moro separatist movement; and the affirmation of the Philippines’ sovereign right to territorial integrity. However, beneath these rights are crucial issues that remain unanswered both by the contending forces—problems where internecine violence and conflict emanate from. This article argues that self‐determination rights can be adequately exercised by people who have clearly defined their national identity and concept of a nation. Unfortunately, the Moro multi‐ethnic national identity has yet to be crystallised while the idea of a Bangsamoro (Bangsa Nation) remains weak. On the other hand, the state has yet to address the Moron’ legitimate demands of political autonomy, socio‐economic development, and social justice and discrimination. Without underestimating the ethnic component of secessionism, the article concludes that poor governance has prolonged, complicated, and further justified the Moros’ quest to secede from the Republic.  相似文献

Early commentators on the newly independent Belarusian state of the 1990s indicated that there was something lacking in Belarusian identity. The people did not seem to respond powerfully to the new symbols of the state, use of the national language intermingled with Russian, and economic concerns appeared to trump popular concerns with promoting Belarusian language or culture. Other former Soviet states were embracing ethnic national ideals, and as such, many assumed that Belarus should follow a similar path. However, as an examination of the history of the Belarusian territory demonstrates, a national ideal based on ethnicity was problematic in Belarusian society, and as such, the ethnic notions of Belarusian identity forwarded by some Belarusian elites failed to appeal to the masses. Instead, Belarus seems better suited to a more inclusive civic identity than an exclusive ethnic one. This research examines the nature of contemporary Belarusian identity, with particular attention to the civic versus ethnic aspects of that identity. We argue that although Belarusian identity is obviously in flux and subject to heavy debate, it is currently demonstrating more civic aspects than ethnic ones. This finding is based on original survey data obtained in Belarus in 2009 and 2010.  相似文献

The causal mechanisms linking natural resources and ethnic mobilization remain highly contested in the literature. Using novel data generated from interviews with ethnic representatives in Bolivia, the article addresses this research gap by combining a most similar systems design comparison of two local cases with a deviant case analysis. Results indicate that while resource-related grievances are a necessary motive for contention in terms of resource extraction, they have to concur with opportunity factors in the sense of strong local organizational capacities. Both explanatory conditions are, moreover, necessarily embedded in contentious collective action frames of a noncompliant and discriminatory state.  相似文献
