Much of the recent academic literature that assesses democracy in Israel labels it either as incomplete or flawed, yet such literature employs minimal systematic analysis of how the state is actually governed. Since the 1990s, there has been a tendency to describe the Israeli political regime as an ethnocracy. This article argues that the term ‘ethnocracy’, when applied to Israel, has certain weaknesses and instead proposes the concept of ‘multicracy’ (multiformocracy) as a more appropriate term by which to describe Israel's political organization. It will demonstrate that existing Israeli democratic institutions do not control the state's policymaking in full and that several politically important processes are controlled or at least influenced by various other politically active forces. Whilst these forces can influence, stimulate, inhibit, and otherwise change governmental decisions and actions, they can be labeled as kratiae. While the capacity of Israel's democracy to govern is weak, these other kratiae can intervene in policymaking and the state's regime acts as democracy-dominated multicracy.  相似文献

The article examines the Israeli leadership's attempts to explain and justify the harsh outcomes of deployment of force on behalf of the state. It analyzes Commemoration Day Letters sent by representatives of the State of Israel to the families of soldiers killed in action from 1952 onwards, focusing on significant changes in the relation between the individual and the collective. The major turning point is expressed in Prime Minister Yitzhak Rabin's letters from the mid-1980s, in which the sanctity of life appears as an ideal guiding the state's political establishment. Applying Roman Jakobson's model of communication, the article claims that this turning point marks a shift from a collective, story-oriented approach in which the national narrative was offered as consolation for the loss to a communication-oriented approach, in which those undersigning the letters are presented as personal communicators rather than national narrators. Against the background of problems of legitimacy embedded in this approach, the article analyzes how recent letters refrain from taking either an individualistic or a collective standpoint.  相似文献

This study analyses the dynamics of youth political engagement in Egypt in the light of ‘dual motivation’ theory, which defines political engagement in terms of both citizens' interest in changing the outcome of elections and the prevalence of social capital conducive for political engagement. The first part of the article focuses on the dynamics of political mobilisation in general, prior to the uprising of 25 January 2011. The second part examines the political attitudes and levels of political participation of young people prior to the uprising. The study found that the youth believed in democratic values but did not participate politically. This is explained not by a lack of social capital but rather by an understanding of the dynamics of authoritarian rule and corruption, leading to a general abstention from civic and political engagement. Nevertheless, with the changing international circumstances, especially the Jasmine revolution in Tunisia, youth movements in Egypt have proved capable of framing the issue of regime change effectively, leading ultimately to contention on the streets and the toppling of Mubarak. Dual motivation theory, therefore, might not be applicable in authoritarian regimes but in democratising regimes both elements of the theory appear relevant.  相似文献

SUMMARY

There is a significant body of work on the broad question of the relationship between a positive affirmation of religion and the state. Scholars largely agree that a close relationship between religion and the state influences both political processes and state structures although the nature and extent of the impact and its direction remains an open question. While engaging this topic, the article deviates from the standard approach by looking not to the religious makeup of a country's citizens but to a country's constitution. The result is that countries fall into one of three categories based on a state's orientation toward state-established religion: first, countries that affirm establishment; second, countries that forbid establishment; and lastly, countries that are silent on the issue. Utilizing a dataset of all 186 of the world's written constitutions to analyze the variation in the requirements for office of each of these three groups, the following hypotheses are posed: First, constitutional requirements affirm political culture and as such, one can expect similar types of requirement use within each of the three populations above. Second, there should be variance in requirement use across the three populations. Lastly, the greater the difference between political cultures, the greater the difference between requirements used. Our findings largely affirm the hypotheses with some interesting nuances. For example, countries with state-established religions tend to require adherence to religious standards but have few additional requirements. Countries that forbid establishment use a set of requirements that serve to frustrate a government official's effort to consolidate political power. Tentatively, this suggests a relationship between the nature of requirements used for public office and authoritarian tendencies. This finding warrants further research.  相似文献

ABSTRACT

The Umbrella Movement in Hong Kong is the most radical political movement to have taken place in the former British colony since 1967 anti-colonial demonstrations. Using empirical evidence obtained from activists who participated in the Umbrella Movement, this paper explains how Hong Kong’s youth are looking simultaneously to both the past and future to secure their identity in the colonial past even as some hope to achieve ultimate secession from Mainland rule. Racism and anti-Mainland hostilities in Hong Kong are the result of nostalgia and the insurrectionary impulse akin to the millenarianism of social movements founded on suffering and loss that continually seek the recovery of pasts of which they are now deprived. We illuminate how, to young activists, the Umbrella Movement presents hope for a future embedded in the past that remains one the territory and former colony may still aspire toward.  相似文献

Bolivia's Movimiento Nacionalista Revolucionario (Revolutionary Nationalist Movement, MNR) took power in April 1952 via a popular social revolution. After 1952, the party implemented state‐sponsored modernisation projects, including extending rural public health programmes. The MNR used health programmes to change rural practices, cultivate political loyalty, and expand the state's political power. Yet rural indigenous communities were hardly passive recipients of these programmes. These communities often requested government services, and they borrowed the MNR's own political rhetoric to position themselves as worthy of state attention. Public health programmes increased access to rural health care, but they also allowed state officials and rural communities to negotiate the MNR's authority.  相似文献

Abstract: This paper examines the relationships between employment status, social capital, and the participation of young people in different kinds of political activities such as contacting, consumer, and protest activities. We focus on the role of social capital for political participation, addressing three related questions: Do unemployed and employed youth display different levels of social capital and political participation? Does social capital favor the political participation of unemployed and employed youth? Is social capital more important for unemployed youth than for employed youth? To address these questions we compare long‐term unemployed youth to regularly employed youth using original survey data. Our analysis suggests that the employment status has only a limited impact on political participation, affecting only consumer actions. In contrast, the social capital resulting from associational involvement is positively correlated to political participation. However, rather than countering the effect of exclusion from the labor market, it plays a similar role for unemployed youth and employed youth.  相似文献

The absence of regime change in Jordan during the Arab Spring obscured two critical trends transforming political order in this authoritarian kingdom. First, new opposition forces demanding democratic reform mobilized, within not only the youth population but also East Bank tribal communities long assumed to be citadels of loyalty. Second, worsening fiscal dysfunction and budgetary pressure have amplified the state's institutional weakness, and precluded the possibility that increased foreign aid could buy off dissent. Such possibilities require a serious reassessment about the foundations of stability in this kingdom. This double bind presents a nascent opportunity with profound ramifications: in the near future, the Hashemite monarchy may be forced to initiate credible political reform, because even a diminished autocracy is superior to a collapsing regime mired in mass insurrection.  相似文献

在当今世界上,民族与宗教问题往往是引发地区骚乱或局部战争的导火线,而且往往与政治、经济问题交织在一起.泰南四府马来族穆斯林民族分裂主义的性质也基本如此.近百年来它始终困扰着泰国政府,尤其是二战以后,泰南穆斯林地区由于宗教、民族矛盾的发展,政治上的不平等和经济上落后等因素,导致要求独立自决的运动一直延绵不断,并由政治斗争发展到武装斗争.特别是在2001年"9·11"事件发生后,泰南四府原来积存的矛盾被重新激活,民族分裂主义分子公开采取了暴力恐怖手段与政治对抗,企图谋求独立,且愈演愈烈,引起了世人的广泛关注. 综观泰国历届政府的政策,笔者认为,为了打击南部民族分裂主义势力,仅靠法律手段和政治措施是远远不够的,武装镇压或同化政策也是难以奏效的.为了实现民族团结,社会和谐,国家稳定,首先要承认民族文化、宗教信仰等社会发展的多元性,尊重和保护宗教信仰自由,用政治对话代替武力对抗,用改革政策取代同化政策,加快经济发展,缩小贫富差距,增加人民收入,提高生活水平,做到社会公平、分配公正.青年是国家的未来,要重视和加强对青少年的教育和培养.政府要通过诚意来逐步取得绝大多数穆斯林的理解与支持,不给少数顽固的穆斯林分裂主义者以可乘之机.只有这样,才能逐步铲除南部的民族分裂主义势力,真正实现民族和睦、社会和谐和国家的稳定.  相似文献

During the era of globalization, while international capital and world market factories are shaping the course of industrialization and “development” in many countries, it remains to be seen how far such “development” is conducive to increasing and improving women's paid work specifically, and labour rights, and empowerment in general. Using my research in Bangladesh, I juxtapose garment workers' experience to assess the implications of world market factories on women workers, their wages, work conditions, skill development, organizational links, and empowerment. In this article, I argue that women's multiple responsibilities and specific social locations as women and paid workers create distinctive form of activism and political consciousness. In addition, I suggest that the intersections of women's lives in the family and the workplace and their networks with other women create what Morgan and Bookman (1988) call “double consciousness” as women and as workers. This double consciousness generates multiple forms of resistance and social movements against the nexus between the state, multinational and local entrepreneurs.  相似文献

ABSTRACT

The aim of the study is to examine the effects of political socialisation by the family and significant others on the political participation by South Africa's born-frees using a sample of undergraduate students at a public university in a metropolitan area. Overall, political participation is relatively low among the born-frees even though political awareness is very high. Political socialisation in the form of discussion of politics with parents, other relatives and peers is found to be an important predictor of youth participation in political activities. The youth of mothers with school leaving certificates or undergraduate education are more likely to be politically engaged compared to those of mothers with either no education or postgraduate education. Finally, older youth are more likely than younger ones to be politically engaged.  相似文献

The history of Israel's turbulent relations with the Eastern bloc nations during the Cold War has one exception, Romania. Unlike other Warsaw Pact members, Romania did not sever relations with Israel following the 1967 war. Central to these relations was Romanian Communist leader Nicolai Ceausescu, who managed to establish himself as an important figure among both Arabs and Israelis. This article will examine Romanian–Israeli relations during the 1970s and especially Ceausescu's role in the Egyptian–Israeli peace negotiations. Recent Israeli and some Romanian documents released from the Israeli State Archive and the Begin Centre reveal much about Israel's attitude towards Romania and Ceausescu's involvement in the Middle East, and serve to shed light on a heretofore neglected aspect of Israeli foreign policy. Some of the main issues to be addressed are Ceausescu's influence on Egyptian and Israeli decision makers, Israel's prime motives in maintaining a close relationship with Romania, the importance of Romanian Jewry's position to Israel's policy vis-à-vis Romania and the extent to which these relations represented a back channel that facilitated some contact with the Kremlin. All these will be examined against the larger backdrop of the Cold War and the Arab–Israeli conflict.  相似文献

The focus of this study is political participation of youth in local politics in Turkey. Since local politics includes elements from both macro politics and mundane affairs, it proves to be a fertile ground to analyse how youth experience politics. Youth participation in local politics became an important issue in Turkey with the Agenda 21. The Agenda 21 that was launched with the UN Rio Summit was transferred to Turkey in the form of Local Agenda 21 leading to the establishment of city councils and youth assemblies under the umbrella of the councils. We treat city councils and youth assemblies as ‘a lost opportunity’ for now, and we ask why the youth cannot be integrated into local politics, despite the fact that they are willing to participate. Based on the interviews conducted with the members of assemblies, we try to understand the factors that lead to young people’s engagement in political life.  相似文献

Changes in gender roles are related to larger developments in the spheres of social modernization and discipline. As Ottoman society evolved into a nation through the nineteenth century, women's roles in contemporary epic literature were reassigned to domestic life, showing them protecting the hinterland and nurturing younger generations in order to satisfy the state's growing need for manpower. Gradually, Ottoman women lost whatever autonomy they may have had over their bodies, and their status vis-à-vis the state was redefined. This article examines the female characters in modern Ottoman epic literature so as to explore the reflections in this literature of the social and political transformations that occurred during the last quarter of the nineteenth century. It aims to reveal the ways in which heroic female figures created before or at the beginning of the autocratic reign of Abdülhamid II (r. 1876–1909) changed into domestic characters as the social skeleton of the regime became apparent.  相似文献

The Ottoman Empire's immigration and settlement policies were redefined in the nineteenth and early twentieth centuries as a result of the population movements caused by the rise of nationalism, wars and territorial losses. With changing demographics and the acceptance of a new citizenship concept by the Tanzimat Edict in 1839, the millet system which had previously secured the multi-ethnic and multi-religious nature of the empire for centuries was challenged. The central argument of the paper is that the Ottoman state responded to these challenges by supporting a liberal migration and settlement policy in an institutionalized and highly complex structure through the pioneering Ottoman Migration Commission. Although certain restrictions later took place due to internal and external factors such as a changing economic, social and political climate, the institutionalized settlement and migration policy proves that a multi-dimensional system was developed in response to the challenges of a dissolving and yet transforming Empire.  相似文献

Saudi socio-politics is being affected by societal transformation; one that is being driven by a potent combination of demographics, improved education, wider access to the Internet and burgeoning new media usage. Whilst Saudi government decision-making remains ‘top-down’, the dynamic within this approach has shifted as the top-down system incorporates a consultation process that includes newly established civil society institutions. Nonetheless, of particular significance in Saudi Arabia is growing public awareness, particularly amongst young educated Saudis, of the need for government accountability, transparency and best-practices.

This paper discusses the views of a group of young men who represent an academic elite. Saudi-related literature frequently centers on the status of Saudi women, but the perspective of young Saudi men is generally overlooked even though this constituency is going to be of critical importance to the Kingdom's future social and political stability. The author recognizes that this elite sample does not represent Saudi youth in its entirety, but the diversity of student backgrounds and access to their extended networks can act as a barometer of educated youth opinion regarding many of the pressing politico-economic and socio-cultural issues facing Saudi Arabia today.  相似文献

Hip‐hop music has become an important tool worldwide for poor, marginalized youth to reflect on their lived experiences. This article traces the genre's production from its spontaneous origins in the urban ghettos of New York to its commoditization for global consumption and its evolution in three different Latin American settings: Colombia, Cuba, and Mexico. The article explores how hip‐hop has been appropriated in each country and has been used to express the performers’ reflections on social, political, and economic problems. It also looks at the interplay between the homogenizing tendencies of global hip‐hop and its local reception.  相似文献

Hong Kong is often viewed as a Chinese immigrants' city. This article discusses three interrelated dimensions of the social exclusion of migrants designated as “new” Chinese immigrants in Hong Kong. First, it is argued that globalisation has triggered intense economic rivalry among world cities as they undertake economic restructuring. Second, the political attempts of territorial states to establish their own legitimacy and strengthen their governing capacity are major catalysts that induce the social exclusion of immigrants. Third, the nature and strength of local place-based social identity is vital to determine the difficulties new immigrants face in being included in the host society. After recounting the history of Chinese immigrants and their recent profile in Hong Kong, the article examines the relationships between Hong Kong's economic development and the state's immigration policies, and how Hong Kong's state policies have constructed a form of Hong Kong identity vis-à-vis Mainland Chinese, drawing out the mechanisms that determine the social exclusion of Mainland immigrants since the 1990s.

This article analyses Salud y Sanidad (Health and Sanitation), a government journal edited in 1930s Colombia. It examines the state's model of public health, which proposed education and prevention as strategies to guarantee the success of its programmes. It argues that despite the journal's more progressive approaches, editors and contributors reproduced stereotypes about Colombia's rural inhabitants that contradicted state rhetoric and showed the limits of public health models that do not address the underlying social inequities that drive the propagation of poverty and disease in rural areas, and that ultimately continued to blame victims for their illness and misfortune  相似文献

Afghanistan is largely known as a tribal peasant society, where the dominant organised socio-political forces are the tribes and the religious establishment, and where democratic and secular movements have been generally absent from the political scene. It is the tribal chiefs and the religious establishment that represent and mobilise people. However, liberal and constitutionalist movements in the country have had a relatively rich background since the early twentieth century. While the first constitutionalist political party emerged in the early 1900s, the first liberal party, Watan (or Homeland), emerged in the late 1940s in the aftermath of World War II, when the government allowed some changes in the method of ruling. The party became the most vocal and influential in political circles at the time. This article examines how a liberal-nationalist political party emerged and operated even though the ruling class had little desire for fundamental changes such as the separation of powers, freedom of expression or rule of law. It explores the features of the party, including its platform, goals, social and ethno-religious make-up and the method of struggle chosen to achieve its objectives, which also enabled it to take a leading role in the political process in the early 1950s.  相似文献
