Argentina and Chile have long-standing policies that award public subsidies to private schools. This article compares the academic outcomes of seventh- and eighth-graders in public and private schools in each country. Three types of private schools are analyzed: Catholic schools that are subsidized by the government, nonreligious schools that are subsidized, and private schools that receive no subsidies. Ultimately, the analyses suggest a mixed portrait of private school effectiveness, in which Catholic schools have the most consistent links to achievement. Nonreligious subsidized schools in Chile, often operated by for-profit corporations, produce outcomes no different from public schools.  相似文献

Most of the policy discussion on the effects of educational vouchers has been premised on theoretical or ideological positions rather than evidence. This article analyzes a substantial body of recent empirical evidence on achievement differences between public and private schools; on who chooses and its probable impact on educational equity; and on the comparative costs of public and private schools and an overall voucher system. The findings indicate that: (1) results among numerous studies suggest no difference or only a slight advantage for private schools over public schools in student achievement for a given student, but evidence of substantially higher rates of graduation, college attendance, and college graduation for Catholic high school students; (2) evidence is consistent that educational choice leads to greater socioeconomic (SES) and racial segregation of students; and (3) evidence does not support the contention that costs of private schools are considerably lower than those of public schools, but the costs of an overall voucher infrastructure appear to exceed those of the present system.  相似文献

Many organization theories suggest that divergent goals can hamper an organization's pursuit of its primary mission. An earlier version of this article analyzed the effect of the pursuit of divergent goals on American public schools. This is an update of the original article that adds two years of data to the original study. Using an educational production function, this article assesses the relationships between athletic budgets and various aggregate measures of academic performance. Controlling for various known components of academic performance, athletic budgets have a significant negative relationship with academic performance. Schools that devote a large amount of resources to athletic budgets have lower levels of academic achievement. A focus on athletics seems to institutionalize goals that conflict with the schools’ academic missions.  相似文献

Using panel data that track individual students from year to year, we examine the effects of charter schools in North Carolina on racial segregation and black‐white test score gaps. We find that North Carolina's system of charter schools has increased the racial isolation of both black and white students, and has widened the achievement gap. Moreover, the relatively large negative effects of charter schools on the achievement of black students is driven by students who transfer into charter schools that are more racially isolated than the schools they have left. Our analysis of charter school choices suggests that asymmetric preferences of black and white charter school students (and their families) for schools of different racial compositions help to explain why there are so few racially balanced charter schools. © 2006 by the Association for Public Policy Analysis and Management.  相似文献

Students of American politics rarely study public sector unions and their impacts on government. The literature sees bureaucratic power as rooted in expertise, but largely ignores the fact that bureaucrats often join unions to promote their own interests, and that the power of their unions may affect government and its performance. This article focuses on the public schools, which are among the most numerous government agencies in the country, and investigates whether collective bargaining by teachers—the key bureaucrats—affects the schools' capacity to educate children. Using California data, analysis shows that, in large school districts, restrictive labor contracts have a very negative impact on academic achievement, particularly for minority students. The evidence suggests, then, that public sector unions do indeed have important consequences for American public education. Whether they are consequential in other areas of government remains to be seen, but it is an avenue well worth pursuing.  相似文献

This paper examines the impact of the Indiana Choice Scholarship Program on student achievement for low‐income students in upper elementary and middle school who used a voucher to transfer from public to private schools during the first four years of the program. We analyzed student‐level longitudinal data from public and private schools taking the same statewide standardized assessment. Overall, voucher students experienced an average achievement loss of 0.15 SDs in mathematics during their first year of attending a private school compared with matched students who remained in a public school. This loss persisted regardless of the length of time spent in a private school. In English/Language Arts, we did not observe statistically meaningful effects. Although school vouchers aim to provide greater educational opportunities for students, the goal of improving the academic performance of low‐income students who use a voucher to move to a private school has not yet been realized in Indiana.  相似文献

This paper examines budgetary responses of public schools to competition from school choice, exploiting a discrete change in the choice set available to New York City high school students in 2003–2004. Schools facing increased competition (zoned, unscreened, and those with few applicants) increase per-pupil expenditures on noninstructional functions, reducing resources for instruction. Thus, schools may face important tradeoffs when competing for applicants, including between quantity and academic quality of applicants and between incentives to reach capacity and to improve academic outcomes. While advocates claim that school choice improves academic achievement, these results may help explain mixed findings in the previous literature.  相似文献

It is argued in this article that the marketisation of schools policy has a tendency to produce twin effects: an increase in educational inequality, and an increase in general satisfaction with the schooling system. However, the effect on educational inequality is very much stronger where prevailing societal inequality is higher. The result is that cross‐party political agreement on the desirability of such reforms is much more likely where societal inequality is lower (as the inequality effects are also lower). Counterintuitively, then, countries that are more egalitarian – and so typically thought of as being more left‐wing – will have a higher likelihood of adopting marketisation than more unequal countries. Evidence is drawn from a paired comparison of English and Swedish schools policies from the 1980s to the present. Both the policy history and elite interviews lend considerable support for the theory in terms of both outcomes and mechanisms.  相似文献

A premise of charter school initiatives has been that these schools have direct benefits for the students attending them and indirect benefits for other students by creating competition for traditional public schools to improve their performance. This study uses a two-pronged approach to assess whether California charter schools are having indirect effects on students in traditional public schools. First, we examine how traditional public school principals react to the introduction of charter schools. Second, we assess whether competition from nearby charters is affecting student achievement outcomes for students that remain in traditional public schools. The survey results show that traditional public school principals felt little competitive pressure from charters. Similarly, the student achievement analysis shows that charter competition was not improving the performance of traditional public schools. These results suggest that California charter schools are having little effect on the climate of traditional public schools.  相似文献

The nation's largest charter management organization is the Knowledge is Power Program (KIPP). KIPP schools are emblematic of the No Excuses approach to public education, a highly standardized and widely replicated charter model that features a long school day, an extended school year, selective teacher hiring, strict behavior norms, and emphasizes traditional reading and math skills. No Excuses charter schools are sometimes said to target relatively motivated high achievers at the expense of students who are more difficult to teach, including limited English proficiency (LEP) and special education (SPED) students, as well as students with low baseline achievement levels. We use applicant lotteries to evaluate the impact of KIPP Academy Lynn, a KIPP school in Lynn, Massachusetts that typifies the KIPP approach. Our analysis focuses on special needs students that may be underserved. The results show average achievement gains of 0.36 standard deviations in math and 0.12 standard deviations in reading for each year spent at KIPP Lynn, with the largest gains coming from the LEP, SPED, and low‐achievement groups. Average reading gains are driven almost entirely by SPED and LEP students, whose reading scores rise by roughly 0.35 standard deviations for each year spent at KIPP Lynn.  相似文献

Although workers in science, technology, engineering, and math (STEM) fields earn above‐average wages, the number of college graduates prepared for STEM jobs lags behind employer demand. A key question is how to recruit and retain college students in STEM majors. We offer new evidence on the role of financial aid in supporting STEM attainment. Exploiting a regression discontinuity that allows for causal inference, we find that eligibility for need‐based financial aid increased STEM credit completion by 20 to 35 percent among academically‐ready students in a large, public higher education system. These results appear to be driven by shifting students into STEM‐heavy course loads, suggesting aid availability impacts the academic choices students make after deciding to enroll. We also find suggestive evidence that aid offers increase degree attainment in STEM fields, although we cannot rule out null impacts on STEM degree production.  相似文献

The reform of the school system, which has been conducted by the Coalition and Conservative governments since 2010, has largely been austerity‐driven. In spite of the governments’ pledge to protect their budgets, schools have been severely hit by spending cuts. The reform programme has itself been integral to the fiscal consolidation plans by promoting a more cost‐effective system of state schooling. This article discusses the relationship between austerity and reform, and looks at the consequences for the concept of public service. Some specific aspects of the new institutional framework are examined, especially the creation of an independent state sector made up of academies and free schools, which has entrenched the involvement of private sector firms in education. The overhaul of the school system, which started nearly thirty years ago, has now reached a new decisive stage. However, considering the complex relationship between multiple actors and the opposing forces at work, one cannot say with any certainty that it will cause the demise of public service state education.  相似文献

Among the most contentious questions in public administration is how the performance of public organizations should be evaluated, and nowhere is this issue more salient than in urban public schools. While significant attention has been devoted to studying administrative measures of public organizations, the views of citizens concerning performance have been widely criticized and are not frequently gathered by schools. How these assessments relate to each other is central to many questions in education policy (e.g., choice, equity) and has important implications for democracy, bureaucratic professionalism, and public performance. This debate can be viewed as focusing on the distinction between convergent validity and discriminant validity. Using data from New York City's public school system with a cross‐sectional time‐series approach, parent and teacher evaluations are compared to government records of schools’ characteristics and performance. The findings suggest that parents and teachers are able to conduct intelligent, meaningful evaluations of school quality.  相似文献

One important and, to date, overlooked component of democratic accountability is the extent to which it might exacerbate existing societal inequalities if the outcomes for some groups of citizens are prioritized over others when voters evaluate governmental performance. We analyze a decade of California school board elections and find evidence that voters reward or punish incumbent board members based on the achievement of white students in their district, whereas outcomes for African American and Hispanic students receive comparatively little attention. We then examine public opinion data on the racial education achievement gap and report results from an original list experiment of California school board members that finds approximately 40% of incumbents detect no electoral pressure to address poor academic outcomes among racial minority students. We conclude by discussing the implications of these findings for several scholarly literatures, including retrospective voting, racial inequality in political influence, intergovernmental policymaking, and education politics.  相似文献

With reference to three secondary schools in Beijing, this study investigates students' perceptions of multiple identities at four levels – self, local, national, and global – and the ways in which students form multiple identities. The study uses a mixed methodology of questionnaires and interview surveys to collect data, and identifies four patterns of Beijing students' multiple identities: a high value on self-identity, a strong affective orientation toward local and national identity, minimal distinction between local and national identities, and an imagined global identity. This study provides empirical data that both supplements and challenges the existing literature on citizenship and citizenship education in the context of globalization.  相似文献

Whether improved local economic conditions lead to better student outcomes is theoretically ambiguous and will depend on how schools use additional revenues and how students and teachers respond to rising private sector wages. The Texas boom in shale oil and gas drilling, with its large and localized effects on wages and the tax base, provides a unique opportunity to address this question that spans the areas of education, labor markets, and public finance. An empirical approach using variation in shale geology across school districts shows that the boom reduced test scores and student attendance, despite tripling the local tax base and creating a revenue windfall. Schools spent additional revenue on capital projects and debt service, but not on teachers. As the gap between teacher wages and private sector wages grew, so did teacher turnover and the percentage of inexperienced teachers, which helps explain the decline in student achievement. Changes in student composition did not account for the achievement decline but instead helped to moderate it. The findings illustrate the potential value of using revenue growth to retain teachers in times of rising private sector wages.  相似文献

How have charter schools in Wisconsin performed relative to traditional public schools? Two analyses provide an answer: First, a comparison of achievement test scores for students in Milwaukee charter and traditional schools from 1998 to 2002 for grades 3 through 10 finds a relative advantage for charter school students using fixed effects and first difference specifications. Second, a methodological approach new to the debate over performance in choice schools assesses schoollevel standardized tests in the fourth and eighth grades for 2000–01 and 2001–02. The results for fourth grade are generally favorable for charter schools; those for eighth grade are mixed. Overall, the results from these two analyses suggest that charter schools in Wisconsin are performing somewhat better than the traditional public schools from which they draw students. © 2007 by the Association for Public Policy Analysis and Management  相似文献
