Abstract: Part of the argument put forward in support of amalgamating local government authorities is that large councils have advantages of economies of scale. This article quantifies scale economies by a range of expenditure functions. It shows that amalgamation benefits may be as readily achieved through combining functions as in changing geographic boundaries. Furthermore, the study provides clear evidence that larger councils not only offer more services to ratepayers than smaller councils, but receive less support per capita than small councils from state and commonwealth government sources. This latter conclusion has important implications for those charged with the task of administering the scarce funds available through intergovernment financial arrangements.  相似文献

Local councils in Bangladesh have been provided with several sources of revenue that can be utilized for the maintenance of the councils, as well as the initiation of developmental projects. The union and upazila level councils have fared miserably in collection of such revenue. An examination of twelve upazilas during 1986–90 demonstrates that their performance has been affected by a lack of administrative support for the task, a dearth of adequate knowledge and skills on the part of local leaders and a failure to plan carefully on the part of the government. The Ordinances through which they have been established did not identify realistic sources of revenue nor did they provide guidelines on their utilization. Consequently, collection of revenue is done in an arbitrary and disorganized manner. It is recommended that adequate and appropriate administrative structures are developed and that proper training is provided to enhance the knowledge and skills of local leaders and to enable the councils to perform the task of revenue collection efficiently. Some suggestions are presented to utilize properly the market facilities, which appear to be highly potent sources for the generation of revenue.  相似文献

Soft law, or non‐legislative modes of policy making, is becoming increasingly common today. The Nordic countries have a long tradition soft law, not least in central–local relations, where non‐binding agreements are frequently used to coordinate policies. A key question springing from soft law theory is that of compliance. Why do independent actors comply if they are not formally obliged to do so, and what happens if they do not comply? This article addresses the question of how compliance can be achieved during policy conflict between actors at different governing levels by investigating a case of health care reform in Sweden. An important finding in the study is that compliance was reached ‘in the shadow of hierarchy’. The central government resorted to the threat of regular legislation to force the county councils to comply. This finding points to the fact that sanctions and the presence of a hierarchical order may play an important role even in soft law governance. The study also shows that an additional important reason that the voluntary agreement between the county councils and central government was honoured in the end by both parties can be attributed to the efforts of a mediating actor: the organization representing the county councils in their negotiations with the government. Finally, the study also illustrates how various forms of informal social pressures such as shaming, peer pressure and moral responsibility can help enforce local compliance in a case of open policy conflict. Arguably, all these compliance mechanisms also have relevance outside the Nordic setting.  相似文献

Although a voluminous empirical literature has examined local government efficiency, much less attention has focused on municipal effectiveness and almost no effort has been directed at the relationship between efficiency and effectiveness. In this paper, we seek to add to the latter nascent literature by investigating the relationship between operational efficiency and local resident satisfaction for three different municipal categories (metropolitan, regional, and rural councils) in the Victorian local government system over the period 2014–2015 to 2017–2018 using data envelopment analysis and an advanced regression model. We find that although a strong relationship exists between efficiency and satisfaction for metropolitan and regional councils, the same is not true of rural councils.  相似文献

In 1980 administrative reforms were announced in Zambia which aimed at integrating the party, central government departments, and local authorities. Over 10 years have now elapsed since the announcement of the reforms and to date the envisaged integration has not been realized. The problems and prospects of the envisaged integration are examined. Integration has not been possible due to lack of a formula for it. It is not possible in an atmosphere where the District Council operates without a Development Plan whilst the various central government departments and agencies follow their own plans. The real aim of the integration was to revive the demoralized and ineffective UNIP organization at grass-roots level. The dysfunctions of political control in the Zambian context are examined. What local councils, central government departments and parastatals require is coordination and not integration with the party or an increase in political control. The reintroduction of multi-partyism has improved the prospects for this development.  相似文献

A transfer of central governmental authority to regional governmentsis being tried in Sri Lanka in an attempt to resolve ethnicconflict. In November 1987, Sri Lanka established a system ofprovincial councils. This system will allow regional autonomyin the country's nine provinces. It is hoped that this councilsystem will resolve complaints by the nation's largest ethnicminority, the Sri Lanka Tamils. The system falls short of beinga true federal arrangement, however, because it leaves extensivepower in the hands of the president and the national legislature.In addition, the plan is opposed by important groups in thesociety. The more militant Sri Lanka Tamil leaders have opposedthe plan because it transfers too little power to the councils.Also, long-standing fears among the nation's largest ethnicgroup, the Sinhalese, have generated a violent response frommilitant members of this ethnic group. Leadership is widely seen as having an important role in fostering ethical conduct in organizations, but the ways in which the actions of leaders intersect with formal ethics regulation in shaping conduct have been little researched. This article examines this issue through a qualitative study of the operation of the “ethical framework” for English local government, which entailed all councils adopting a code of conduct to regulate the behavior of local politicians. Studying local government provides an opportunity to examine how personal and managerial factors combine to influence ethical conduct and to analyze the ways in which ethical leadership is exercised through multiple people in leadership roles (politicians and managers). The article finds that organizations that exhibit consistently good conduct have multiple leaders who demonstrate good conduct but also act to preempt the escalation of problems and thereby minimize the explicit use of ethics regulation.  相似文献

The Solomon Islands became independent in 1978. Influenced by developments in neighbouring Papua New Guinea, a plan for provincial government has been introduced in order ostensibly to achieve more effective decentralization than operated through local government councils. This article describes the successive attempts at establishing local government councils and discusses the present plan for provincial government in the context of experience with local councils. The plan is seen as an attempt at returning power to the people and avoiding the development of a centralized authority serving the interests of those associated with Central government.  相似文献

One of the professed goals of the 1998 Tanzanian Local Government Reform Program, entailing substantial decentralization, was to provide for a democratic administrative set up in local government. Elected local councils were invested with responsibilities for a wide range of policy sectors and services; the local administrative staff, formerly recruited and instructed by central government, would be appointed by and accountable to the local councils. A well‐functioning local politico‐administrative system was considered paramount to improve service delivery and ensure control of decision making by the local community. This article reports on research into the relations between councilors and administrators in two Tanzanian municipalities. Overall, these relations were found to be tense and full of discordance, caused by clashing role perceptions and mutual distrust. The research suggests that the main factor underlying the behavior and attitudes of councilors and administrators is the very system of public administration, which — despite the ambitions expressed in the Local Government Reform Program — remains very centralistic in character. In many ways the autonomy of local government in Kenya has declined in the last twenty years. After reviewing the various tendencies towards centralization which can be observed and looking at some of the reforms which have occurred, the current district planning approach, known as the District Focus for Rural Development Strategy, is analysed in order to explore the roles played within it by local government. Policy documents and other official statements are discussed, as are the attitudes of political and administrative leaders. Whilst the new strategy is supposed to bring about greater decentralization, it has led to a continuing reduction of local government autonomy especially for the county councils. However, pessimistic conclusions can not be easily drawn. Local government is not likely to be abolished, the new approach may enable it to play a more effective planning role—even if a less autonomous one—and there are other forms of local participation (especially through community development) which partly compensate for the erosion of formal local government.  相似文献

Tasmania has a long history of failed attempts at restructuring local government boundaries yet managed a major reform process of 'modernisation' between 1990 and 1993 that incorporated major changes to council operations together with a restructuring of boundaries and a reduction from 46 to 29 councils. This process can be compared with a recent attempt to reduce further the number of local governments. In April 1997 the Liberal Premier announced reforms ('Directions for Tasmania') that led to a further reduction in the number of councils. This process collapsed following legal challenges and the proroguing of parliament prior to the 1998 state election. The defeat of the Liberal government saw the abandonment of the proposed amalgamations and establishment of 'partnerships' between the new ALP state government and councils. This paper compares the 1990–93 and 1997–98 reform processes and evaluates the outcomes of the amalgamations in 1990–93. It argues that the success of amalgamation and reform in local government has been strongly influenced by the degree of local government involvement and support in the reform process, lessons that have wider application.  相似文献

Decentralization has been a central concern in the Sudan and has inspired a far reaching restructuring of government. Following a transfer of substantial functions from central government ministries to province councils in 1979 new regional governments were created in 1980 as a level of government between provinces and the central government. This article examines the political budget cycles in Chinese counties. The shift to a more performance-based cadre evaluation and mobility system during the reform era has created an incentive structure for local leaders to increase government spending at strategically important time points during their tenure to enhance the prospect of official promotion. Such expenditures help local leaders to impress their superiors with economic and political achievements, especially those visible and quantifiable large-scale development projects. At the same time, economic and fiscal decentralization increased the capacity of local leaders to influence government budget expenditures as the need rises. The hypothesized curvilinear relationship between a leader's time in office and increased spending was tested using a comprehensive data set of all Chinese counties from 1997 through 2002. The panel data analysis shows that growth in local government spending per capita is the fastest during a leader's third and fourth years in office.  相似文献

Australia's third sphere of government is local government, consisting of about 675 councils nationally, responsible for an average of 6 percent of total public sector expenditure (around $18 billion) annually. This article reviews key integrity issues confronting local government, based on experience in NSW and Queensland. Current issues confirm integrity to be a significant concern manifesting in a large variety of forms, both in council administration and in local government politics. A new generation of responses are increasingly tailored to recognising local government as a permanent, elected sphere of government, accounting directly to the public, while, supported by state regulators, individual councils also pursue better practice in the management of their own administrations.  相似文献

Traditionally, the problem of determining the optimal size in local government has been empirically assessed by estimating the relationship between population size and the costs of services (usually measured in terms of per capita expenditure). These studies, however, have proved largely inconclusive. In comparison, an empirical analysis based on the relationship between the size of government and community satisfaction offers a potentially fruitful contribution to the debate regarding the optimal size of local government. However, to date, few studies have followed this approach. We therefore contribute to this literature by exploring the relationship between population size and community satisfaction for Victorian councils. Our findings provide evidence of an inverted ‘U‐shaped’ relationship, which predicts low community satisfaction at very large and very small population sizes.  相似文献

This paper reports on a survey across 26 Victorian local councils which assessed the impact of local government reform – boundary restructuring – compulsory competitive tendering, across-the-board rate cuts and rate capping, on the management and organisation of local government organisations in that state. It highlights the fact that leadership, planning and performance management is essential in responding to these reforms. It also reveals thatsome councils have been able to assist employees to make the shift to an outcomes-oriented deliverer of local services while others have made much less progress and are still focused on the traditional, compliance-oriented culture of local government administration.  相似文献

The increasingly large and complex web of federal government finances seems to require ever more comprehensive and consistent financial management control systems to achieve managerial responsibility. This article identifies a framework for promoting integrated accounting, budgeting, and financial reporting in order to achieve the goal of providing relevant information to management and policy leaders. The article identifies four central areas in which endeavors to develop effective financial management control systems should concentrate: accounting for funds; assessing the cost of operations; managing cash; and collecting money due the government.  相似文献

The new Nigerian local government system was clearly intended by its creators to be a representative and democractic system of devolution. The speed with which elected councils have been dissolved and replaced by caretaker committees and state appointees contrasts strangely with the constitutional provision that there should be a system of local government by democratically elected local councils. The constitutionality of dissolution has been confused with the constitutionality of further local government reform. Dissolution should be seen as an emergency measure to be used rarely in cases of proven maladministration by a local government. Further reform and reorganization of a state's system of local government should be regarded as a legitimate power of the state legislature. The role given by the Constitution to local government should not be interpreted as entrenching the system. Constitutional amendment is not required should further reform be necessary.  相似文献

Focusing on democracy, the question raised in this article is whether it is possible for local councils to play a role as democratic meta-governors in situations with cross-border conflicts over interests. According to the authors' definition, democratic meta-governance implies that the local councils assure that all interests are taken into account in governing networks. The analysis is based on data from extensive studies of two Norwegian networks dealing with cross-border natural resources. Not surprisingly, the authors' answer is rather negative. Based on analysis of who actually participates in the networks and the way the involved local councils deal with the question of democracy, this may be explained by the fact that each local council represents a specific defend interest held by the majority in their constituency. Instead of opening up and allowing the required participation, which may give the networks the legitimacy they need, the local councils are closing the networks in order to better get their interests heard. It should therefore be considered whether responsibility for securing democracy in the management of cross-border natural resources should be given to a regional or national authority, above the level of local government.  相似文献
