The study reveals the salience of particular issues in the manifestos of the main British parties for the 1997 and 2003 UK general elections, as well as the 2003 Scottish and Welsh elections, using the method introduced by the Comparative Manifesto Project (CMP) and a modified list of issue categories to reflect the division of government competences between the central and regional governments. Ideological and social base of a party, as well as the delimitation of government competences, are found to be important determinants of issue salience. A more consensual institutional design of the regional government in Scotland and Wales seems to have conditioned larger differences among the issue profiles of parties competing in regional elections, in comparison with general elections. With the institutionalisation of devolution, however, we observe an increase in the similarity of the issue profiles of the same parties in general and in Scottish and Welsh elections, as well as among different parties competing in the same regional elections.  相似文献

Party system issue agendas are formed by the topics that individual parties decide to address, and these salience decisions are likely to be strategic. Two key strategies are commonly discussed in the literature: parties’ focus on (1) issues that they have ownership over and (2) issues that currently concern voters. Yet it is not known what explains the extent to which parties pursue each of these strategies. This paper argues that aspects of party organisation influence which salience strategy is pursued. Parties that have more resources will be able to ‘ride the wave’ of current concerns while parties with fewer resources are more likely to focus on their best issues. Furthermore, policy-seeking parties with strong activist influence will be less likely to ‘ride the wave’ and more likely to follow issue ownership strategies. An analysis of 105 election manifestos from 27 elections in 17 countries shows that aspects of party organisation are indeed strong and robust moderators of issue ownership strategies. Limited, albeit mixed, evidence is also found that party organisation affects the use of ‘riding the wave’ strategies. These results have important implications for our understanding of electoral campaigns, party competition and voter representation.  相似文献

Electoral campaigning is studied almost without exception at the national level. This article has chosen another road, claiming that electoral campaigning can also be studied at the local election level. Campaigning before the Danish local elections of 21 November 1989 is studied. The design permits comparisons between the two levels (national/local) as well as between different units at the local level. It furthermore provides an opportunity for studying the influence of local party systems as well as local mass media on election campaigning. A substantial part of the article discusses the institutional frameworks surrounding electoral campaigning in the municipalities studied and in general. It is maintained that the electoral system, the mass media structure, and the (local) party system are important contextual factors or frameworks. Given this, it is argued that organization, past performance, and campaign focus as a mix of policy proposals and leader image are paramount in affecting the local election vote. The main conclusions are: local election campaigning differs from national election campaigning; local election campaigning matters, i.e. it has a direct effect on the vote; and the functions of local party organizations in connection with local elections and local performance make them less vulnerable to organizational decline, which most mass membership political parties are experiencing at the national level.  相似文献

ABSTRACT

This paper shows that the role of national electoral dynamics on regional elections is highly mediated by institutional and electoral constraints at the regional level. Using data on statewide parties’ electoral competition in regional and national elections in Spain and Italy, results show that the contamination of regional elections is lower in regions where decentralization has travelled further and where strong regionalist parties dominate electoral competition. The paper also shows that these two channels -more regional authority and more regionalist competition- shape the regional manifestos of statewide parties by increasing their pro-regional positions. These findings represent a contribution to a better understanding of the extent to which regional elections are a separate electoral arena from the national one.  相似文献

Over the past decade, clear evidence has been produced showing that effective constituency campaigning in British general elections can lead to better electoral performance. This evidence has challenged the received wisdom that only national campaigning is significant and that efforts at local level are meaningless rituals. Denver et al. have focused on the role of the national parties in strengthening local campaigns in target seats; Seyd and Whiteley, by contrast, have stressed the importance of local party membership. This article attempts to assess the relative electoral impact of national party co-ordination and constituency party membership and suggests that the impact of these two factors varies by party.  相似文献

Comparative political science has largely ignored the marked cross-national variation in Green party electoral performance. This article uses a unique aggregate dataset of 347 parliamentary elections from 32 countries over the course of 45 years to test competing theories about the causes of Green party success. The findings show that voter demand, institutions and mainstream party strategy all affect the Green vote. Green parties do well in societies with post-materialist conflicts caused by high levels of wealth or the presence of a tangible environmental dispute. The article also shows that regional decentralisation helps Green parties, but electoral systems have little effect on their vote share. Most importantly, it demonstrates that the impact of mainstream party strategy on Green electoral strength is dependent on the age of the Green party. While mainstream parties can undermine young Green parties by adopting the environmental issue, this effect is reversed once the Greens have survived a number of elections. Thus ‘accommodative’ mainstream party strategies eventually boost the Green vote by increasing the salience of the key Green issue.  相似文献

This article shifts the analysis of parliamentary oversight tools to the level of the political party, asking how political parties make use of written parliamentary questions. It theorises that the use of parliamentary questions is related to the ideological and electoral competition between political parties, borrowing from theories on issue competition and negative campaigning. It provides an empirical test, using data on written questions from the lower house in the Netherlands (1994–2014). The analysis shows that parties tend to put questions to ministers whose portfolios are salient to them, in line with issue ownership theories. Moreover they ask questions of both ministers from parties that are ideologically distant and those with whom they have considerable electoral overlap in line with studies of negative campaigning.  相似文献

This article addresses the effects of decentralisation reforms on regionalist parties' electoral strength. It takes up the debate between ‘accommodatists’ (i.e., electoral loss due to policy accommodation) and ‘institutionalists’ (i.e., electoral gain due to institutional empowerment). These effects depend on the electoral venue considered – regional or national – and on the ideological radicalism of a given regionalist party – secessionist or autonomist. This study finds that increases in the level of decentralisation are positively associated with higher scores for autonomist parties in regional elections, while they are not statistically significantly correlated with secessionist parties' electoral performances. In contrast, in national elections, decentralisation reforms seem to penalise autonomist parties more than secessionist ones. These findings are based on the analysis of a novel dataset which includes regional and national vote shares for 77 regionalist parties in 11 Western democracies from 1950 until 2010.  相似文献

Comparative literature has identified how political parties at subnational levels strategically refer to the performance of parties or policy issues at national level to varying degrees. Building upon these studies on multi-level electoral dynamics, the article demonstrates how individual legislative candidates, and not just parties, selectively adopt what we call “cross-level electoral appeals”(CLEAs): campaign messages which emphasize issues, performances, and actors in levels of government other than that which the candidate or party is seeking office. Advancing existing conceptualizations of nationalization, we posit that there are mainly three types of such CLEAs, those in which local candidates: 1) praise or criticize a specific national policy or 2) performance of the national government; or 3) emphasize personal linkages to national-level parties or politicians. The article investigates the potential factors which lead to more frequent CLEAs by observing candidate manifestos for local legislative elections in Japan. We use an original dataset from a sample of prefectures differently affected by specific national policies, candidates affiliated to parties differing in organizational centralization and from districts varying in seat magnitude as well as incumbent party popularity. To test hypotheses about national and local level party popularity as well as district-level variables on the frequency of such appeals, the article analyzed the data set using the novel methodology of not just counting, but also measuring the surface area of specific appeals in candidate manifestos. Through regression analysis, we find evidence of national government party popularity leading to more frequency of local candidate CLEAs. We also find that local candidates who are more dependent on the party vote (i.e. those in smaller district magnitudes and in centralized party organizations) are more prone to certain types of CLEAs.  相似文献

Germany’s federalism imposes significant constraints on sub-national parties. They cannot enact their ambitious policy agenda as most legislative powers are concentrated at the federal level. This article demonstrates how sub-national parties use position-taking strategies to escape these constraints. By position-taking, parties try to induce regional voters and interest groups to judge them for what they stand for instead of blaming them for the policies they cannot deliver. This argument is illustrated empirically by analysing all 1,715 announcements of legislative initiatives in the Bundesrat in 562 electoral manifestos and coalition agreements that were published during all 92 regional elections since 1990 and all 1,619 Land bills from the period between 1972 and 2013. It is shown that regional parties and governments that are in opposition at the federal level announce and submit significantly more legislative initiatives that aim at changing federal policies.  相似文献

This article examines the strategic behaviour of the Scottish National Party (SNP) in regional elections from 1999 to 2016. It builds on recent work that has theorized the kind of strategic tools regionalist parties have at their disposal in electoral competition, and the factors expected to determine the strategic choices these parties make. An in-depth case study of the SNP describes when and explores why the party makes strategic choices in an effort to bolster its electoral support in post-devolution Scotland. The analysis finds (i) that the SNP has consistently sought to ‘frame’ the issue of independence in economic terms, by advancing an economic case for separating Scotland from the UK and (ii) that this strategic approach is the result of competing constraints internal and external to the party. These findings suggest that the strategic behaviour of regionalist parties in electoral competition is more sophisticated than expected by extant theoretical accounts.  相似文献

Constituency campaigns are important phenomena for students of political parties, voting behaviour as well as political communication. These research communities perceive constituency campaigns as parts of centralised high-tech campaigns aiming in strategic ways at the efficient mobilisation of voters. We propose in this paper an alternative understanding of constituency campaigns using the case of the German parliamentary elections in 2005 to empirically test this understanding. We perceive constituency campaigns as phenomena signalling a relative independence of individual candidates from the national party campaign. We label this phenomenon individualised campaigning. We argue that individualised campaigning is driven among others by electoral incentives. We test this hypothesis with regard to the German mixed-member electoral system and on the basis of a survey of all candidates standing for election in 2005.  相似文献

This article examines the determinants of the positioning of parties on the question of territorial reform in Belgium. It argues that one cannot explain the high salience assigned to the issue of decentralisation among political parties by looking only at voter demands. Instead, it is the dynamics of party competition that has encouraged parties to adopt an electoral and territorial logic of action. The article shows that the main driver of territorial reform in Belgium has been the continuous relevance of regionalist parties in the Flemish party system, which have compelled mainstream parties to accommodate their demands for territorial autonomy, and, more recently, independence. Regionalist parties have capitalised on a strong sense of Flemish national identity, itself shaped by long-run structural factors. The article also shows that the adoption of an electoral and territorial logic has been strengthened by the split of the Belgian party system and the reinforcement of social cleavages, and, more recently, by the increasing competitiveness of elections and the opening up of party competition at multiple levels.  相似文献

This article analyses how personal vote shapes electoral competition and predicts electoral results in a regional de-institutionalized party system. After having analysed the connection between unpredictable political environment and personal vote, we build an original empirical model that explores preferential vote and patterns of re-candidacies and endorsements of the most voted candidates in the Calabrian regional elections. The analysis shows that leading candidates retain a more stable and predictable support over time with respect to parties and that candidates and their system of interactions are able to predict the electoral results better than parties and their alliances.  相似文献

ABSTRACT

Does ideological proximity between the individual and political parties determine electoral participation in regional elections, as much as in national elections? Does the degree of self-rule of a region affect the interplay between ideological distance and turnout? This article addresses these questions and provides empirical evidence drawing upon individual-level and regional-level data from 53 regional elections and 4 national elections in Spain. Results indicate that citizens are more likely to vote when they perceive there is at least one congruent policy option among the party supply, and this happens at both regional and national levels. However, whether the closest party is in national government or whether it is a regionalist organization has a dissimilar impact on turnout in different tiers. This relationship between the type of party which is most ideologically proximate and electoral participation is partially affected by the degree of regional autonomy of the territory.  相似文献

Political processes are affected by "friction." Due to cognitive limitations and institutional delays, political agendas do not adapt smoothly to real-world impulses; political agendas either ignore them or overreact. The first question this article tackles is whether the same punctuated change process can be observed in party manifestos. Secondly, it examines whether there are differences across political systems and across party lines. Thirdly, the study tries to account for differences in the degree of "punctuatedness" of party manifestos. Drawing on the vast dataset of the Manifesto Research Group, the article shows that party manifestos are indeed characterized by friction and resistance to change; it also establishes that there are considerable differences in frictional patterns between parties and political systems; and it finds that electoral fragmentation, government participation, and electoral volatility are key to understanding these differences.  相似文献

This article analyses what makes political candidates run a party‐focused or personalised election campaign. Prior work shows that candidates face incentives from voters and the media to personalise their campaign rhetoric and promises at the expense of party policy. This has raised concerns about the capacity of parties to govern effectively and voters’ ability to hold individual politicians accountable. This article builds on the literature on party organisation and considers the possible constraints candidates face from their party in personalising their election campaigns. Specifically, it is argued that party control over the candidate nomination process and campaign financing constrains most political candidates in following electoral incentives for campaign personalisation. Using candidate survey data from the 2009 EP election campaign in 27 countries, the article shows how candidates from parties in which party officials exerted greater control over the nomination process and campaign finances were less likely to engage in personalised campaigning at the expense of the party programme. The findings imply that most parties, as central gatekeepers and resource suppliers, hold important control mechanisms for countering the electoral pressure for personalisation and advance our understanding of the incentives and constraints candidates face when communicating with voters. The article discusses how recent democratic reforms, paradoxically, might induce candidate personalisation with potential negative democratic consequences.  相似文献

The effectiveness of campaign spending is a hotly contested issue. Much of that debate concentrates upon predetermined or assumed campaign periods. Yet, in a party and electoral system such as Britain, parties are continually campaigning. Party expenditure may therefore have a constant and cumulative effect. This article examines whether increased party spending at the national level is electorally significant. It analyses annual data from 1959 to 1994 and concludes that there is insufficient consistent evidence wholly to support this proposition.  相似文献

This article estimates the electoral effects of conditional cash transfers (CCTs) in three presidential elections in Brazil. It analyzes municipal‐level electoral results and survey data and employs matching techniques to reduce causal inference problems typical of observational studies. Results show that CCTs are associated with increased performance by the incumbent party presidential candidate in all three elections but that these effects have been reaped by incumbents from different parties. It also shows that CCTs have had no discernible impacts on party identification and the performance of incumbent parties in legislative elections. Together, these findings suggest that CCTs are significant in the short run, but lack the capacity to induce substantial long‐term voter realignments.  相似文献

Under what conditions is decentralisation a salient issue for state‐wide political parties? It is argued in this article that the extent to which state‐wide parties emphasise decentralisation depends on their strategic considerations: on their overall ideology, on the electoral incentives created by the context in which they compete, and on the interaction between the two. The results of the analysis of party manifestos in 31 countries since 1945 are as follows. First, parties that pay greater attention to cultural matters relative to economic matters tend to talk more about decentralisation. Second, the systemic salience of decentralisation also encourages parties to talk more about decentralisation. Third, the larger the regionally based ethnic groups within a country, the more salience all state‐wide political parties will attach to decentralisation. Finally, only parties that put greater relative emphasis on cultural matters tend to respond to the electoral threat of regionalist parties. The influence of territorial diversity on the salience of decentralisation thus works through two channels and is partly conditioned by political parties’ ideological profile.  相似文献
