Paisaje antes de la batalla. Notas sobre el contexto de la guerra contra las drogas en México

Mexico’s security crisis and Felipe Calderón’s (2006-2012) security strategy had its roots in drug trafficking, the prohibition of drugs, contraband and the border shared with the United States. Standard accounts of the violence experienced in the country, which reduce it to confrontations between drug cartels, are of little use. This article presents part of the context in which the security crisis developed, putting it in a historical perspective, and attempting to take a step towards a more nuanced interpretation. It holds that drug trafficking between Mexico and the United States is a complex, many-sided reality which admits dense symbolic elaboration. Apart from the very concrete shipping of drugs, drug trafficking is part of Mexico’s relation with the United States, a register that imbues the asymmetry between both countries with meaning, a space of political negotiation and a resource of American global diplomacy which is crystallized in a clandestine foreign policy system. Furthermore, through the demystification of the imagery that envelopes organized crime, corruption and contraband are examined, conceiving these two as phenomena that are integrated organically into borderland society.

La Condition humaine ou l''''impossibilité fatale de la communication

如果说孤独和交流障碍的主题贯穿马尔罗全部作品的话, 它在《人类的命运》中尤其突出。人从根本上说是孤独的,人与人之间的真正交流是不可能的,这就是整个作品的悲剧主题。《人类的命运》这一题目让我们联想到帕斯卡尔,他把人类的命运看作死囚犯的命运,而马尔罗把它比作禁闭者或失语症患者的命运, 从而暗示了人类注定无法沟通的悲哀。在谈到这部作品时,马尔罗在一封写给加埃唐·皮康的信中写道:“这部小说的历史背景当然不是首要的。最重要的显然是您称之为帕斯卡尔特性的东西。”本文从这个思路出发,旨在对《人类的命运》中人的孤独和不可沟通性在文本中的不同表现进行分析,从这一侧面揭示出马尔罗作品的现代性之所在。

The nobility and the Netherlands Senate 1815–1830

From 1815 to 1830 the northern and southern Netherlands formed a single kingdom under Guillaume I. In this kingdom the nobility was the only social order to enjoy special political rights. The political influence the nobility could exercise as an order was primarily at the provincial level. The Corps Equestres had a role as a sort of electoral college for the Provincial Estates of the separate provinces. In 1815, after the States General had been divided into two chambers, the influence of the provinces made itself felt particularly through the elections for the Second Chamber, the members of the First Chamber, the Senate, being appointed by the king. Despite the fact that over ninety percent of them belonged to the nobility, the nobility as an order never became a political group exercising power at the national level.

Les Etats de Basse-Navarre de 1784 à 1788 : entre particularisme provincial et intégration à la couronne de France

This is a study about the deliberations of the estates of Lower Navarre between 1784 and 1788. It belongs to the school of thought represented by the work of Marie-Laure Legay and Julian Swann, who argue that the provincial estates, far from being little more than medieval survivals crushed by the weight of the ancient regime, were in a position to provide the crown with valuable services. Integrated in the Kingdom of France since 1620, Basse-Navarre retained its fors, its public and private law, and above all its tax system. This article considers the daily activities of the estates by describing their organisation, operation and through a critical analysis of the register of debates. A second section analyses the subjects of the laws which were passed, both in quantitative and qualitative terms, followed by a discussion of the relations between the members of the estates and the representatives of the central authority.

La prise de conscience de la composante culturelle de l′enseignement／apprentissagedu francais en milieu institutionnel chinois de langue ： culture savante et culture courante

在语言和文化二者的关系上,我国高等院校法语专业的教学始终直面着一个双重矛盾:一方面,受传统语法-翻译法的影响,文化似乎在法语专业教学中占有相当的比重,但事实上,教员、学生都嫌不够;另一方面,尽管业内人士早已认识到,成功的语言交际既需要交际双方具备坚实的语言基础,也取决于各自拥有的相关社会文化知识,但事实上,我们对目的语国家社会文化知识的教学和科研始终重视不够.本文以法国当代语言和文化教学法专家Robert GALISSON及其Didactologie des Langues-Cultures理论为指导,着重剖析前述矛盾现象并提出改进措施.     

Quelles Réponses Politiques Face à la Globalisation et à la Construction Européenne? Illustration à Partir de la Révision de la loi Suisse sur les cartels

Pour les petits Etats européens, comme la Suisse, qui avaient réussi à concilier stabilité politique et flexibilité économique, les années 90 marquent un tournant important par l'ampleur des mesures de libéralisation réalisées ou en cours. L'"ajustement" à l'évolution de l'environnement international ne se limite plus aux secteurs déjà soumis à la concurrence internationale mais touche l'ensemble de l'économie: agriculture, entreprises publiques, marchés publics, marché du travail, réglementation de la main d'oeuvre étrangère ou encore promotion de la concurrence sur le marché intérieur. Alors que l'ancienne législation sur les cartels se caractérisait par sa permissivité et sa faible portée, la nouvelle loi s'apparente dans ses grandes lignes au droit européen de la concurrence. Après une présentation des particularités de l'ancienne loi, le texte analyse le processus de révision: les impulsions internes et externes, le rôle des acteurs impliqués et les coalitions qui ont permis l'aboutissement de cette révision. Pour terminer, nous revenons sur quelques considérations théoriques plus générales.

居伊德波是法国当代思想家。异轨和漂移是其所创立的国际情景主义中两个重要理论，至今仍被广泛地运用到各种形式的艺术创作之中。莫迪亚诺，作为一名上世纪六十年代的青年作家，也深受其时代思潮的影响。经过梳理，我们发现，在这位现已年过花甲的作家近四十年的文学创作中，异轨与漂移己然成为构成其独特写作风格的重要手法之一。本文将从莫迪亚诺小说中的“似曾相识元素”出发，通过串联分析，从而试图揭示德波的异轨和漂移理论在莫迪亚诺文学创作中的运用与地位。     

La descentralización de los procesos de selección de candidatos en los partidos y su impacto en la nominación de mujeres en los Congresos Estatales de México

The analysis of state democratization includes recent studies of the methods by which political parties are selected, and their possible effect on the political participation of women. Considering the renewal of Mexican federalism, which took place since the dismantling of the presidential regime at the end of the 1990s, this article brings together issues of decentralization and party nomination processes, as well as “selectorate agencies” and the formal institutions that limit them in order to question the effect of the combined presence of these factors on women’s political participation patterns. The article analyzes local election data from twelve states in Mexico, focusing on the period 1998 to 2012. The evidence reveals that in the case of Mexico, decentralization has had no effect on nominations made by a relative majority. Furthermore, it suggests that centralization in decision-making is an important factor in achieving the nomination of more women based on the principle of proportional representation.
