This study examines how individuals make the decision to become police officers in the context of a police legitimacy crisis and how men and women’s decision-making processes may be different. In-depth interviews were conducted with 42 criminal justice college students who want to become police officers. Prospective police officers anticipated facing challenges as a direct result of the current climate surrounding American policing, which is characterized by decreased police legitimacy. On top of this, women anticipated facing more challenges than male officers due to their gender and underrepresentation in police work. However, women were uniquely motivated to enter policing to overcome gender-specific challenges and felt that they offered special skills that would provide solutions to the police legitimacy crisis. The paper draws implications for how agencies can identify more quality candidates and increase their representation of women.  相似文献

Within the field of high policing theory it has become increasingly difficult to pose the question of ‘What is to be done?’ in ways that do not result in a pragmatic accommodation of existing political arrangements. This essay proposes a way of reanimating the normative impulse of earlier high policing theory such that this outcome is exceeded. It does so by drawing upon Fredric Jameson’s distinction between representation and representation in motion, such that the emergent state of normativity takes the form of normativity as a representation of itself in motion. This form of normativity draws upon the performative character of the power that is particular to the practices associated with high policing. The proposition is illustrated with normative responses made to instances of political policing within the New Zealand context.  相似文献

This journal article outlines the history of the policing women’s bodies in Ireland in the context of law, crime and reproduction. It does this by means of three case studies. The first case study explores the policing of women’s bodies in relation to sexuality. The second case study focuses on reproduction and the policing of women’s bodies in relation to reproduction. The third and final case study considers the policing of women’s bodies in relation to abortion. Taken together, these three case studies provide an overview of the capacity, and indeed the readiness, that exists in Irish society to police women’s bodies and to do so particularly in relation to sexuality and reproduction.  相似文献

Increasing gender diversity in American policing has long been a focus of reform efforts since the 1960s. Although the proportion of women in the profession improved initially and research has focused on the gender breakdown of police organizations in general, less scholarly and empirical attention has been directed to female representation in positions of power (i.e., supervisory and management roles). Using data from the 2013 Law Enforcement Management and Administrative Statistics survey, the current study examined the prevalence as well as the organizational correlates of female representation in supervisory (e.g., sergeants), mid-level management (e.g., lieutenants) and chief executive roles in departments across the United States. The findings indicate a number of factors associated with female representation in supervisory and mid-level management positions, including the size and type of agencies, geographic region of the country, and potential indicators of professionalism. Policy implications and directions for future research are discussed.  相似文献

Abstract

Historically, research on gender differences in police work has focused on whether women can “hold their own” in the male-dominated profession of policing. This body of research has undergone a shift from examining whether women can do the job, to how women do the job differently. This topic is intertwined with the increased use of community policing and recognition of the importance of officers having strong “people” skills and the ability to work with citizens. This paper focuses on how male and female officers respond to citizens differently in terms of providing comfort. Results from this analysis indicate that neither officer attitude nor behavior is dictated by officer sex. Rather, other important variables interact with sex to explain attitude and behavior. In addition, situational factors are most important in determining officer behavior. Officer attitude about citizens is not related to officers providing comfort to citizens.  相似文献

Growing attention to the unique ways in which women of color’s bodies are racially profiled and policed has prompted questions concerning gender-specific impacts of law enforcement practices. Arrest statistics, patterns of enforcement, and high-profile cases of police violence against Black women and other women of color suggest that gaps in policy and implementation will disproportionately affect women of color. In the current research, the policies of 36 police departments across the country were examined to ascertain the degree to which they address profiling, police sexual misconduct, and other gendered experiences of policing. The findings reveal considerable divergence in attention to regulating police behavior in the context of interactions with women and lesbian, gay, bisexual, and transgender (LGBT) people, exposing important gaps in police policies, and highlight a need for further research and action specifically focused on intersectional factors at play in the context of policing women’s bodies.  相似文献

The Special Weapons and Tactics (SWAT) team may represent the last vestige of male dominance in law enforcement as an assignment that remains grounded in traditional masculine notions of policing. Although SWAT units have become a prominent feature of modern American policing, there are few female team members. In an attempt to develop some insight into why women rarely serve on SWAT teams, the present research examines the viewpoints of a sample of 30 male and 31 female police officers on the gendered aspects of SWAT assignment. This exploratory study represents the first qualitative attempt to uncover police officers’ perspectives and thoughts on the “fit” of women on SWAT teams. The results show that the majority of officers, whether implicitly or explicitly, and regardless of gender, agree that the presence of women on SWAT teams presents a variety of challenges.  相似文献

The minority threat perspective suggests that the criminal justice system may be one mechanism through which the majority group (i.e. Whites) maintains control of culturally dissimilar minority groups. Although numerous studies have examined the relationship between minority representation and various policing outcomes, few have extended this research to police use of force in the context of stop-and-frisk practices. Using stop, question, and frisk data from the New York Police Department, this study examines (1) whether racial and ethnic composition influences police use of force, and (2) whether an individual’s race/ethnicity interacts with the racial/ethnic composition of a police precinct to produce disparities in police use of force. Policing in Northern Ireland has undergone one of the world's most extensive human rights reform programmes. The challenge has been whether the human rights paradigm can serve as a mutual basis for the region's sparring ethno-national communities to deliberate over long-contested issues of policing, accountability and justice. This article focuses on the Northern Ireland Policing Board as an arena to examine the contemporary political attitudes and agendas that animate the Board's statutory duty to monitor policing on the basis of human rights. Marshalling qualitative data and drawing on legal anthropology, this article offers an account of the ‘social life’ of human rights and policing in the context of Northern Ireland's imperfect peace. It argues that, irrespective of legal standards, human rights oversight harbours deep sentiments and concerns, at the heart of which are communities’ own historical engagements with rights, competing legacies of the conflict and divergent understandings of contemporary policing.  相似文献

Attitudes toward women in policing among undergraduate college students were examined. The findings revealed that feminist orientation was the most consistent predictor of support for women in policing, with academic major also having a significant influence. Gender, race/ethnicity, classification in school (i.e., academic year), and support for the police were generally not significant predictors. Separate analyses completed for men and women indicated that there was some difference in the factors that predicted support for women in policing. As one approach to prison downsizing and criminal justice reform, scholars recommend altering the nature of policing by reallocating resources toward policing and increasing sentinel patrols and hot spots interventions. Public attitudes toward these reforms are unknown. In the current police crisis, shifting policies in ways disfavored by the public can impact police‐community relations, especially among those disproportionately affected. The current study uses survey data from a nationally representative sample of Americans to evaluate whether the public is receptive to the suggested reforms. Our results indicate that the majority of the general public believes policing is more cost‐effective than incarceration and supports a focus on sentinel patrols and crime hot spots, although there is less support for hot spots policing among blacks, Hispanics, and lower income individuals. The hot spots policing strategy most preferred is situational prevention, and the least supported is aggressive order‐maintenance policing.  相似文献

The purpose of this study is to assess whether four key theoretical perspectives on female criminality—emancipation, economic marginalisation, net-widening, and modernisation—explain female representation in the criminal justice system equally well for both developed and developing countries and to assess whether the same factors that can explain women’s levels of criminal offending can also explain their representation in subsequent stages of criminal justice processing. Analyzing pooled data for 37 highly developed and 38 less developed countries from 2003 to 2013, the results provide support for modernisation, emancipation, and net-widening theories, but not for economic marginalisation theory. Emancipation and net-widening theories have more explanatory power for more developed countries than less and they can explain women’s representation at different levels of criminal justice processing.  相似文献

Given the media attention to police killings of unarmed men of color, police agencies have increased their focus on the diversity of their applicant pools. Despite their efforts, policing leaders across the United States have cited challenges in recruiting a diverse police force and are exploring evidence-based solutions. However, the bulk of the literature on motivation to seek a career in policing is dated and includes small samples of women and minority respondents. The purpose of this study is to provide contemporary insight into reasons of women and minority candidates for applying to a police department. Thus, this study focuses on women and minority applicants to a large policing agency in the northeastern United States, asking respondents an open-ended question about their motivation to apply. Policing as a childhood dream, making a difference in the community and the opportunity to help people, and believing policing was a good transition from military to civilian life were the most commonly cited reasons for applying. Salary, benefits and job security were the least cited reasons for applying for a police position. Other findings and policy implications are discussed.  相似文献

Most of the empirical literature on gender and policing has assessed gender differences in arrest levels and police use of force. While simple gender differences in police behavior are important for understanding skills men and women bring to the policing occupation, research must also determine under what conditions gender differences emerge and what factors impact the relationship between officer gender and behavior for this knowledge to be constructive. Although sexy, arrest and force decisions occur when police discretion is often limited, adding little to the knowledge of how gender affects everyday police-citizen encounters. Using data from systematic social observations of police-citizen encounters in St. Petersburg, Florida and Indianapolis, Indiana, this article replicates past analyses of gender differences in police utilization of controlling and supporting behaviors, but also extends the analyses by assessing the possible impact of intervening situational and organizational characteristics, determining under what conditions female officers utilize different behaviors from their male counterparts. The findings provide mixed support for the general hypothesis of gender-specific responses. Consistent with previous literature, this research suggests that women are much less likely than men to utilize extreme controlling behavior, such as threats, physical restraint, search, and arrest. Surprisingly, the findings do not confirm that women are more likely than men to use supporting behaviors, even when controlling for women's greater likelihood to hold community policing assignments. These findings, while unexpected, are important. Simply assuming female officers manifest stereotypically feminine traits in policing tasks is clearly an overly simplistic conceptualization of the meaning and impact of gender in policing. The implications for female officers, policing, and future research are discussed.  相似文献

A contested question in the international policing literature is whether it is possible to undertake effective anti-terrorism community policing. The NSW Police Force’s Counter Radicalisation Strategy involved a community engagement initiative that used community liaison officers, mostly working with Sydney Muslim communities. This study reviews the success of this initiative, drawing on data from a survey of Sydney Muslims. The community engagement initiative was found to have direct contact with the community, it was public, and it involved aspects of partnership and relations of depth. For these reasons, the initiative was within the community policing paradigm. There was strong community awareness of the programme, and a majority saw it as successful. There remained pockets of community suspicion and critique, which require attention. The respondents recommended an enhancement of the community policing aspects: more (and wider) contact, visibility and partnership. The findings affirm the utility of community policing for counter-terror work.  相似文献

This study revisited the Philadelphia Foot Patrol Experiment and explored the longitudinal deterrent effects of foot patrol in violent crime hot spots using Sherman's (1990) concepts of initial and residual deterrence decay as a theoretical framework. It also explored whether the displacement uncovered during the initial evaluation decayed after the experiment ended. Multilevel growth curve models revealed that beats staffed for 22 weeks had a decaying deterrent effect during the course of the experiment, whereas those staffed for 12 weeks did not. None of the beats had residual deterrence effects relative to the control areas. The displacement uncovered had decayed during the 3 months after the experiment, and it is theoretically plausible that previously displaced offenders returned to the original target areas causing inverse displacement. These results are discussed in the context of Durlauf and Nagin's (2011) recent proposal that prison sentences should be shortened, mandatory minimum statutes repealed, and the cost savings generated by these policy changes shifted into policing budgets to convey more effectively the certainty of detection. It is concluded that if Durlauf and Nagin's proposal is to succeed, then more holistic policing strategies would likely be necessary. Foot patrol as a specific policing tactic seems to fit nicely into a variety of policing paradigms, and suggestions for incorporating them to move beyond strictly enforcement‐based responses are presented.  相似文献
