This article examines Russian Government policy towards Northeast Asia as an interplay between aspirations, which have been expressed by government leaders, parliamentary figures and prominent academics and journalists and actual results. The article uses three levels, global, regional and bilateral, as a basis for the analysis. In terms of global interests the Russian leadership has sought diplomatic balance against the US, in terms of regional interests the leadership has pursued the aim of economic and security integration while at the bilateral level Russian leadership has sought specific benefits from particular relations with China, Japan and South Korea. The article notes that Russia has obtained certain diplomatic benefits from the relationship with China which serve its interests at the global level. At the regional level policy aspirations have been frustrated by Russia's dire economic condition and the tendency to be treated as an ‘outsider’. Russia has benefited from an improvement of bilateral relations with China, Japan and South Korea but these gains do not translate into an improved position at the regional level yet. while the Russian leadership has been nurturing the development of bilateral relationships problems particular to those relationships hinder its wider regional acceptance.  相似文献

In the existing literature there is general agreement that the effectiveness and efficiency of command and control instruments versus market‐based instruments is highly context specific. A country's particular regulatory environment and state capacity, as well as the features of given environmental problems, play an important role in ascertaining what the “right” set of policy instruments for environmental management might be. This article examines how command and control instruments are used as an environmental enforcement mechanism in China's authoritarian state. Based on extensive fieldwork, this paper shows that the reliance on binding environmental targets as the main domestic policy instrument in China has generated numerous undesirable consequences. While China's target‐based approach to implementation has incentivized local officials to strictly enforce environmental mandates, there are numerous shortcomings in the system. In particular, target rigidity, cyclical behaviour, poor data quality, and the absence of an independent monitoring agency have generated adverse effects and contribute to a yawning gap between regulatory goals and outcomes. The paper concludes that binding environmental targets as the main command–control instrument in China can be more accurately described as “command without control” as the target‐setting central government does not exercise a high degree of control over implementation and monitoring processes. But command and control instruments can be suited for managing “first‐generation” environmental problems and addressing environmental issues that have easily identifiable pollution sources and which are easy to verify.  相似文献

Recent studies show that policy changes appear to correspond primarily to the preferences of citizens with high socio-economic status. However, the mechanisms explaining this trend remain largely unexplored. In this paper, I look closer at the role of political representatives as the critical factor connecting citizens’ opinions and policy changes. While the link between public opinion and elite opinion as well as the link between public opinion and policy output is relatively well studied, few studies have looked at the entire relationship between public opinion, elite opinion, and policy output concerning social groups. This paper combines data from Swedish election studies, surveys with members of parliament, and a database of policy change. It shows that representatives’ opinions reflect advantaged groups better than disadvantaged groups. Similar biases are found in policy responsiveness; policy changes correspond more closely to the opinions of the advantaged groups.  相似文献

This article analyses the social bases underpinning the widely different trajectories of nuclear energy policies across Western European countries. Employing a set of surveys carried out in the last thirty years, it examines the conditional effects of ideology and geographical proximity to a nuclear power plant on attitudes toward nuclear energy, as well as the long‐ and short‐term dynamics of belief updating after the occurrence of major accidents. Results highlight how proximity can strengthen, weaken or have no effect on the ideological component of these attitudes. Moreover, the publics of most countries with experience in nuclear energy display the traits of Bayesian dynamics of belief updating, especially in the vicinity of a plant. The article also shows the fairly exceptional traits of French public opinion. In conclusion, the broad social constraints within which governments operate, across time and space, shed light on the different policy trajectories of European countries.  相似文献

This paper seeks to explore some of the public affairs principles involved in the EU mergers and acquisitions regulatory process, which affects most corporate restructuring of a European scope. Following a brief overview of the EU merger review process and the main role of public affairs in such cases, the paper explores some of the more sensitive issues that demand public affairs activities, and issues that are raised by public affairs activities. The paper focuses on the open nature of the EU merger review process, which allows for wide consultation; the imperfections within the EU merger review process, which lead to confusion as to where the exact point of decision lies; and the fact that the process is only quasi‐legal, so that competition policy and industrial policy considerations may filter into the regulator's assessment. The impact of politics is also explored; from high‐profile political interventions to low‐key political negotiations. Finally, there is a review of the perception of lobbying and the question of the legitimacy of the public affairs discipline in the context of EU merger control. This paper examines how changes in governmental and social influences affect environmental enforcement in Guangzhou city, China, between 2000 and 2006. The paper finds that a form of “decentered regulation” has developed. Regulatory enforcement is no longer the sole affair of the government and the regulatory bureaucracy, but has been increasingly influenced by societal forces. The transformation over time shows the promises and limits of decentered regulation in Guangzhou's dynamic authoritarian setting. Analyzing a set of longitudinal survey data and qualitative interviews, the paper finds that by 2006, the rise of civil society and its increased support for protecting the environment had a double‐edged impact on the enforcement of environmental regulations. The paper demonstrates that on the one hand, by 2006, when government support for enforcement was low, societal forces developed an ability to counterbalance such lack of governmental support and positively influence enforcement. However, it also shows that when government support was high, a concurrent rise in societal support created a negative effect on enforcement. Thus too much societal support can become an enforcement burden.  相似文献
