Existing research suggests that voters may view female politicians as less prone to corruption than male politicians. We argue that this voter belief can yield advantages to hypothetical female candidates as voters sometimes punish them less for bribe accusations. We test these propositions with hypothetical vignettes of sub-national executive races in Uruguay, Argentina and Chile. We find that only Uruguayans prefer allegedly corrupt female over male candidates, but when Uruguayans are told that hypothetical corruption is widespread, they do not prefer accused females. Moreover, voters in none of the countries prefer females among candidates who have fought corruption. Our findings thereby demonstrate that voters’ preferences for corrupt female candidates in hypothetical races can vary not only according to the specific justifications for the wrongdoing, but also across countries.  相似文献

The correspondence between citizens' preferences and the preferences of the elected politicians is a critical concern of democratic institutions. Models founded on the central tendency of politicians' behaviour in elections, such as the median-voter model and the model of the "uncovered set", predict that politicians respond to local demands. Other models, notably those that assume imperfectly informed citizens and representatives, predict lack of response. The present article relies on a demand model. We estimate the model by combining survey data for 80 Norwegian municipalities with information on economic, social and demographic factors. The study uses independent surveys to measure the spending preferences of citizens and representatives. The politicians' and the citizens' demand functions are structurally similar, and the article demonstrates that the spending preferences of the representatives are positively related to preferences of the electorate. Alternative interpretations of these findings are discussed.  相似文献

This article examines two traditional and four new explanations of committee composition. Using survey data on 541 Danish local politicians' pre‐election committee seat preferences and their actual post‐election committee seats, it is found that politicians are more likely to have their committee seat preferences fulfilled the less their preferences for the committees' policy domains differ from those of their fellow party members and the more specialised they are within the jurisdiction area of their preferred committee. Thus, the ex ante control of committee members sometimes observed in the American context is also relevant in the very different institutional setting of Danish local government. Moreover, a number of other explanations are found to be of equal relevance. In particular, individual‐level popular support is important to politicians' committee seat preference fulfilment and seats are distributed among party members in order to assure that everybody, at least to some extent, obtains a post that they find attractive. The findings thus suggest that ex ante control of committee members is but one of many concerns of parties. Accordingly, scholars should broaden their attention to other aspects of committee seat allocation, such as fair share norms and the popular support of politicians.  相似文献

Within the social sciences, there is a long and storied history of the effect of economic conditions on vote choice. The traditional arguments are that voters have personal (egotropic) and/or other-regarding (sociotropic) preferences and that they reward and punish politicians electorally based on economic conditions at these levels. However, there is a third option. As industries, employment, and economic conditions are not uniformly distributed across the country, preferences may be locally based. This project combines unique survey data with Metropolitan Statistical Area unemployment numbers and finds evidence of distinct preferences at a third “communotropic” level.  相似文献

Abstract.  In Norway, as in the other Nordic countries, sector-based policy making in local government is considered a problem as it is alleged to take place at the expense of a more integrated approach. Inspired by American rational choice theories on committee power, this article first sets out to establish whether the distributive rationale of the present committee system actually does promote sector-orientation among local politicians. This approach is challenged by alternative theories on committee power, focusing on the informational rationale in specialisation and the relevance of partisanship . The findings suggest that all the three theories explain in part committee member' preferences, but partisanship is most important for explaining both spending preferences and preferences on organisational forms. The article goes on to explore whether recent local council reforms, intended to replace the sector-oriented system with strong committees by a new de-specialised system with weaker committees, are likely to curb the effect of sector on committee members' preferences. The conclusion here is not easy to draw, but it is clear that sector-orientation is not encouraged by the reforms; in fact, the opposite seems to be the case. What local councils may have overlooked, however, is the influence of the informational rationale on committees and their members. The analyses are based on data obtained from a random sample of 119 of Norway's 435 municipalities.  相似文献

This paper investigates political representation by exploring the relationship between citizens' preferences and the preferences of their elected representatives. Using Swedish survey data, the empirical analysis shows that voters and politicians have significantly different preferences for local welfare services, implying that voters do not elect representatives with the same preferences as their own. The results show that when comparing a politician of a certain age, gender, educational level and marital status, with a voter with identical characteristics, the politician still has preferences for a significantly higher level of spending on the locally provided services. Hence, our results indicate that the representation of different socio-economic groups does not necessarily lead to a larger degree of representation of these groups' agendas. Moreover, we find the observed difference to be largest for the least salient expenditure item. We do, however, not find any evidence for differences in preferences between the two groups being associated with a decline in trust for politicians among voters.  相似文献

Abstract. This paper analyses the spending preferences of local government elected politicians. It is argued that the median voter model is inappropriate in multi-party systems that provide multiple government services, and that the preferences of the representatives are consequential to local resource allocation. We develop a micromodel in which service demand is conditioned by exogenous public revenue, prices, and demographic factors. We hypothesise that politicians demands are affected by party affiliation, public sector occupation and committee assignment. The estimates of the micro demand functions are based on data pertaining to Norwegian local governments. It is found that the estimated income elasticities correspond approximately with elasticities of output studies. Party affiliation has an impact on demand patterns, while government occupation and committee appointment are major determinants of politicians desired allocation of public services. Further analyses reveal that the numerical strength of parties impacts weakly on the actual service allocation, whereas the representation of government employees has occasional effect. The budgetary allocations are imperfect expressions of the elected council's underlying preferences.  相似文献

The institution of committees in democratic legislatures has for years been said to bias policy making because the preferences of committee members differ from, and are more alike than, those of other legislators due to self‐selection to the committees. Based on an analysis of United States Senate committees, Hall and Grofman suggested in 1990 that the preferences of committee members primarily diverge from, and are more alike than, those of non‐committee members on policy issues that are salient to constituencies or at least to an easily definable segment of constituencies. This article argues that the logic of Hall and Grofman should in fact be reversed in legislatures characterised by highly cohesive parties. Accordingly, the main hypothesis is that in such legislatures the preferences of committee members are more likely to be alike than those of non‐committee members in the committees that work with policy issues of less salience to constituencies. Using a large‐scale comparative design comprising data collected in 2008 on the spending preferences of 1,348 Danish local politicians, evidence is found supporting this hypothesis. This finding points to the importance of considering the role of parties when assessing committee bias.  相似文献

Social media have the potential to transform democracies as they allow for direct contact between representatives and represented. Politicians can use social media to show their policy positions but they can also give insight into their private lives. Based on survey experiments in Germany and Switzerland we show that social media messages about politicians’ private lives rather deter voters. Instead, we find that voters prefer candidates that communicate policy positions. The effect of a policy-oriented communication style on Twitter can even lead to appreciating a politician from a different party in Switzerland, which has an electoral system that gives a strong incentive to cultivate a personal vote.  相似文献

While most of the voter turnout literature focuses on the differences between voters and nonvoters, scant attention has been paid to what separates regular voters from the “irregular voters” who move in and out of the electorate. This article shows that citizens who regularly vote will be more knowledgeable and involved in the political system than voters who turnout irregularly. In addition, the article supports the existing claim that it is easier for voters to understand social policies than economic policies. These two principles lead to the hypothesis that economic and social policy preferences will predict the decisions of regular voters while the decisions of irregular voters will be predicted by social policy preferences but not economic preferences. American National Election Studies data from 1988 to 2008 provide support for these hypotheses. Though poor economic conditions may bring irregular voters out to the polls, their ballots are cast for candidates with similar social policy preferences, not necessarily similar economic stances.  相似文献

An important empirical literature evaluates whether voters are rational by examining how electoral outcomes respond to events outside the control of politicians, such as natural disasters or economic shocks. The argument is that rational voters should not base electoral decisions on such events, so evidence that these events affect electoral outcomes is evidence of voter irrationality. We show that such events can affect electoral outcomes, even if voters are rational and have instrumental preferences. The reason is that these events change voters' opportunities to learn new information about incumbents. Thus, identifying voter (ir)rationality requires more than just identifying the impact of exogenous shocks on electoral fortunes. Our analysis highlights systematic ways in which electoral fortunes are expected to change in response to events outside incumbents' control. Such results can inform empirical work attempting to identify voter (ir)rationality.  相似文献

Previous research shows that democracies are more likely to produce educated politicians, but is this because voters prefer educated representatives or because of other features of the democratic process? Education may serve as a signal of candidate quality to voters or it may simply be associated with other factors, such as access to campaign funds, that help candidates win elections. We address this puzzle by analyzing head-to-head matches between candidates in US House elections from 2002 to 2012 along with a conjoint experiment. We find evidence that candidates with higher levels of education win more votes than candidates with lower levels of education, even after we account for standard indicators of candidate quality and campaign spending. This education premium not only garners more votes, but it also translates into higher probabilities of winning. The experimental results and sensitivity analyses show that it is unlikely that these results are explained by a hidden confound. The experiment also illuminates that the education premium flows from perceptions of candidate qualification and ability to pursue respondent interests.  相似文献

Citizens can face a difficult electoral decision when no party even broadly represents their views. In Western Europe, this applies to those citizens with left-wing preferences on economic issues and traditional/authoritarian preferences on socio-cultural issues. There are many voters with such ‘left-authoritarian’ views, but few parties. Hence, the former often have to choose between parties that only match their views on one of these two ideological dimensions. This study shows that whether these citizens privilege economic or socio-cultural congruence in their electoral preferences depends on the issues they are concerned about. In general, it is found that left-authoritarians privilege economic concerns and therefore prefer parties that are left-liberal. These findings have implications for our general understanding of electoral choice and of changing patterns of political competition in Western Europe.  相似文献

Representation literature is rife with the assumption that politicians are responsive to voter preferences because their re-election is contingent upon the approval of those voters, approval that can be won by furthering their desires or, similarly, that can be threatened by ignoring their wishes. Hence, scholars argue that the anticipation of electoral accountability by politicians constitutes a crucial guarantor of (policy) responsiveness; as long as politicians believe that voters are aware of what they do and will take it into account on election day, they are expected to work hard at keeping these voters satisfied. If, on the other hand, politicians were to think what they say and do is inconsequential for citizens’ voting behaviour, they may see leeway to ignore their preferences. In this study, we therefore examine whether politicians anticipate electoral accountability in the first place. In particular, we ask 782 Members of Parliament in Belgium, Germany, Canada and Switzerland in a face-to-face survey about the anticipation of voter control; whether they believe that voters are aware of their behaviour in parliament and their personal policy positions, are able to evaluate the outcomes of their political work, and, finally, whether this knowledge affects their vote choice. We find that a sizable number of MPs believe that voters are aware of what they do and say and take that into account at the ballot box. Still, this general image of rather strong anticipation of voter control hides considerable variation; politicians in party-centred systems (in Belgium and some politicians in Germany that are elected on closed party lists), anticipate less voter control compared to politicians in more candidate-centred systems (Canada and Switzerland). Within these countries, we find that populist politicians are more convinced that voters know about their political actions and take this knowledge into account in elections; it seems that politicians who take pride in being close to voters (and their preferences), also feel more monitored by these voters. Finally, we show that politicians’ views of voter control do not reflect the likelihood that they might be held to account; politicians whose behaviour is more visible and whose policy profile should therefore be better known to voters do not feel the weight of voter control more strongly.  相似文献

Competitive tendering for public services has triggered a heated academic debate. In political economy, competition is claimed to improve efficiency. If this is true, why are most governments faithful to the monopoly model? Political economists suggest that public sector employees and unions influence the preferences of the elected politicians. In new institutional theory, competition is claimed to undermine democratic governance. If this is true, why do some elected governments make use of competitive tendering? In this tradition, organisational solutions are seen as expressions of autonomous values and perceptions about the outcomes of organisational solutions – not as manifestations of vote–maximising politicians subject to self–interested interest groups. When governments use competition, it is due to misconceived management fads that have temporarily penetrated long–established perceptions and value systems. These propositions have not been subjected to proper empirical testing. We have analysed extensive data about Norwegian local politicians, and found support for the notion that the perceptions of elected politicians affect their preferences for tendering for residential care services for elderly people and hospital services. But we found support for the political economy propositions as well. Party affiliation, interest group background and economic situation influence the perceptions and organisational preferences of elected politicians. Reform may be a question of political values and perceived consequences, but these values, perceptions and policy preferences are influenced by political self–interest and can be changed by exogenous economic shocks.  相似文献

Abstract. Several studies have shown dissimilarities between political leaders and voters in terms of political attitudes and policy preferences. Though many explanations have been offered for this phenomenon, the knowledge factor has been overlooked. The basic question of this paper is how knowledgeable politicians are of the political opinions of their voters as well as of the general public. Forty-six national Dutch politicians were asked to estimate the percentage of the public at large and of their own voters who agree with specific political statements. These estimates were then compared with the actual distribution of opinions. Though using a rather strict criterion it has been found that politicians tend to give inaccurate estimates of the public's support for various political issues. The inaccuracy does not differ between members of the government and members of parliament, but politicians of parties in office appear to perform worse than members of opposition parties. The data do not support the hypothesis about politicians' ability to correctly estimate majority and minority opinions, or to accurately localize their own voters relative to the public at large. Furthermore it is observed that politicians overestimate rather than underestimate differences in opinion between the electorate and their own voters. No difference is found in politicians'estimates of political issues which can or cannot be classified in terms of 'left' or 'right'. In addition, politicians do not judge their voters to be more right-wing than they actually are. Contrary to our hypothesis, Social-Democratic politicians are not more likely to show a 'conservative bias' in estimating their voters' preferences compared to politicians from the Christian-Democratic and Liberal parties. Finally, the relevance of our findings for political sciences as well as some normative consequences are briefly discussed.  相似文献

Although states have long practiced pay‐as‐you‐go in financing their capital projects as a supplement to debt, academia has paid scarce attention to pay‐go financing. This study fills in the niche by providing empirical evidence on what determines the use of pay‐go in financing capital projects. It develops a model that considers the preferences of both voters and politicians when they make capital financing decisions in a given institutional setting. The empirical results suggest that the use of pay‐go is affected by a state's income level, its economic conditions, the presence of a divided government, as well as its budgetary institutions.  相似文献

In selecting a committee, voters are often concerned with the over all composition of the committee rather than simply selecting a single individual as their representative. We give two examples of elections at Wheaton College in Massachusetts that illustrate the complexity of preferences that voters may have for the relationships among the individual candidates. These preferences cannot be separated into preferences on the individual candidates and are not detectable from only a voter's top-ranked committee. We outline the questions this raises for the design of committee elections in general and propose directions for future work.  相似文献

How should party governments make representative democracy? Much of the democracy representation literature assumes that voters prefer parties to fulfill the promises of their election campaigns, with higher preference for promise-keeping placed on the party a voter supports. That voters agree with these assumptions, however, remains largely unclear and this is the main hypothesis of this article. Within the context of Australia, this article investigates voter preferences regarding three ideal party representative styles: promise-keeping, focus on public opinion, and seeking the common good. Furthermore, it tests whether voters prefer their party – over other parties – to keep their promises. Based on novel and innovative survey data, this study finds that, generally, voters care least about parties keeping their promises and their preferences are unaffected by their party support. These results, if confirmed in other contexts, not only challenge the primacy of promise-keeping, but also the assumed ubiquitous party effect.  相似文献
