ABSTRACT

Political marketing is a relatively new approach to analysing political activity that draws upon management marketing assumptions to describe political behaviour. These assumptions are explicitly grounded in neoclassical economic assertions about behaviour. In political science these assumptions are utilised by orthodox rational choice theory. Thus, political marketing can be located within this perspective. Rational choice provides a series of analytic models through which ontological implications can be derived, and predictions made. Yet, the political marketing approach seeks to build upon orthodox rational choice accounts, by introducing a normative element to this perspective, prescribing the internalisation of these assumptions in order to achieve the desired objective. Further, this normative aspect claims that the adoption of marketing improves the democratic process. However, rational choice is an analytical ‘toolkit’ which does not seek to make normative claims. Indeed, normative arguments are inconsistent with rational choice, which seeks to provide a scientific, value-free approach to political analysis, and, consequently, the analytical and normative aspects of political marketing need to be rendered explicit and such normative aspects challenged.  相似文献

Abstract

This article seeks to provide insight into the formulation of non-governmental organization (NGO) and transnational advocacy network (TAN) campaign strategy. We argue that the history of previous campaigns comprises an important aspect of the political opportunity structure faced by NGOs and TANs. We also argue that when formulating campaign strategy, campaigners should not only consider the legacies of previous campaigns, but also how their current strategies could impact on political opportunity structure and thereby influence future campaigns. This article uses the case study of the movement against seal hunting in Atlantic and Northern Canada and considers the potential for collaboration between previous opponents on other environmental issues. We examine the history of the anti-sealing campaigns looking at the various actors involved, and the impact that these campaigns had on these actors and their current relations with one another. The case study demonstrates that the history of previous campaigns matters and that history is a vital component of political opportunity structure.  相似文献

  • George W. Bush won the 2004 US Presidential election despite the facts of one thousand people losing their life in the Iraq war, the highest rate of increase in unemployment in 70 years and a vitriolic propaganda campaign (Michael Moore, etc.) against him. This case study seeks to explain the success through the prism of marketing theory and conceptual structures, that is, that the Bush team had a superior communications strategy and, within those parameters, superior marketing elements. Thus we seek to surface and integrate a number of causal explanations for his victory that arose from a political marketing orientation, specifically the offer of a ‘coherent narrative’; the conduct of a ‘permanent campaign’; more effective negative advertising (especially by pro‐Bush 527 groups), targeting and packaging; the success of the late campaign ‘big tent’ ploy. None of this however seeks to exclude the more purely political explanations for his success (located in such phenomena as the mobilization of the ‘Christian Right’ and the continuity to the aura attached to the ‘911 President’); nor is the application of marketing thought to political contexts treated uncritically.
  • A further aim is to introduce political marketing modes of analysis to a political science audience—not to present them as a new ‘correctness’, for they are certainly vulnerable to challenge, but rather to precipitate more of an intellectual exchange between these two disciplines.

Abstract

In this article we argue that the almost exclusive focus of political communications research on national political actors and agencies has led to an inadequate understanding of the functioning, the relevance, and the influence of local political communications strategies. This paper seeks to redress this neglect through exploring political marketing strategies of national political actors and agencies which have implications for local political communications; and political marketing strategies of local political actors and agencies and their implications for local political communications, with specific reference to the local newspaper coverage of the local campaign in the 2001 UK General Election. Drawing on a unique and extensive analysis of local newspapers' election reporting, combined with detailed interviews with journalists, editors, politicians and their agents, we argue that news management strategies enacted at a local level were characterised by an exchange relationship in which, although parties traded information for editorial space, the local news media retained a dominant role. Thus, although parties were, to differing degrees, successful in securing coverage of their candidates and policies, this success was always achieved in the context of local newspapers setting the broader agenda.  相似文献

ABSTRACT

This article seeks to argue that the problematic engagement between United Nations peacebuilding and local civil society reveals an ontological tension between different forms of conceiving of actors and processes in peacebuilding contexts. Relationality is introduced as a potential analytical breakthrough. The article problematises UN static categorisations as failing to capture the complexity of local civil society and imposing a highly technical form of engagement. Unaware of these limitations, the UN seeks to instrumentalise local civil society to engage it in peacebuilding settings. This pattern is critically presented here as a totalising process through which the UN attempts to secure modernity.  相似文献

ABSTRACT

Through a discourse analysis of French and Swedish legislative debates from 1968 to 2017, this article examines how actors challenge and reinforce dominant ideas about the link between nationality and political rights. We argue that the broader political culture influences which discursive strategies – or ‘frames’ – are more likely to structure parliamentary debates in different national contexts. However, our analysis also shows that legislators sometimes develop new discursive frames in which they reinterpret dominant norms to make them consistent with their views. Through this incremental process of reinterpretation and reformulation of dominant ideas, debates over non-citizen voting rights have chipped away at the link between nationality and political rights. Our findings suggest that initiatives to enfranchise non-citizens trigger lower levels of conflict when they can be framed as a policy tool for immigrant integration rather than as a matter of popular sovereignty.  相似文献

ABSTRACT

This is the introductory paper for a special issue which focuses on an exploration of how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The papers incorporate both federal, as well as decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. Jointly, the papers examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, highlighting the political dynamics that shape fiscal decentralization reforms and the welfare state. This introductory essay reviews existing scholarship, and highlights the contribution of the special issue to understanding these issues beyond OECD contexts.  相似文献

Abstract

This paper argues that democracy is universalisable as a theory and practice that fails to be identical with itself. Firstly, the paradox that democracy's universality can be put into practice only in particular terms and contexts is discussed. Then four models of democratic universality are presented and assessed: (i) empirical or actual universality; (ii) hybrid universality; (iii) cosmopolitan universality; (iv) impossible universality. The final argument is that democracy can be universalised because of the impossibility of making the demos identical with political authority, which is akin to the impossibility of being identical to ourselves.  相似文献

ABSTRACT

The study of citizenship as a political or moral ideal involves identifying core commitments and capabilities, the cultivation and exercise of which is often presented as a condition of being a ‘good’ citizen. Deliberative democracy was, at least until recently, associated with a conception of citizenship that endorses those qualities that equip us for a certain kind of respectful and reflective dialogue. This article reappraises this conception in light of the so-called ‘systemic turn’ within deliberative theory. It shows how systems thinking has displaced the traditional conception of deliberative citizenship, but that theorists have so far not elaborated a satisfactory replacement. A pluralist model is thus proposed, which casts light on the diverse qualities that a range of actors in a deliberative system might require. The resulting argument is not merely of interest to deliberative theorists, but to all who are concerned with the ethics of citizenship. The main reason is that it displaces the entrenched notion of a ‘good citizen’, in favour of the more heterogenous ideal of a ‘good citizenry’.  相似文献

ABSTRACT

Since 2015, the European Union and its members have been responding to the increased arrivals of migrants and refugees at Europe’s southern shores. The states and societies of East and Central Europe are rarely discussed in this context. Even though their governments support the overall EU policy objectives in the area of freedom, security and justice, they vocally refused to participate in EU ‘burden sharing’. In this way these countries earned the label of uniquely xenophobic. This article seeks to complicate this perception by highlighting how civil society in Poland responded to the right-wing Polish government’s anti-refugee stance. Through the lens of Aronoff and Kubik’s concept of Legal Transparent Civil Society (LTCS) the author examine the evolving relationship between the ruling Law and Justice party and civil society organizations, proposing that activities for the benefit of refugees offer an insight into the transformation of civil society in the emerging illiberal political system.  相似文献

Abstract

Through a case study of Taiwan, this paper seeks to address recent debates surrounding the transformation of developmental states in East Asia. Whilst a number of authors have cited the Taiwanese state as being both cautious and resilient in the midst of global restructuring, this paper seeks to critically engage with such arguments by highlighting the dynamic and mutually constitutive relations between the forms of social relations that underpin late development and the wider geopolitical system in which such development occurs. Specifically, Taiwanese industrialisation can be viewed as an outcome of the US intervention in the Chinese civil war and subsequent exclusion of China from the regional political economy in the period between the Korean and Vietnam Wars. The Kuomintang (KMT)'s retreat to Taiwan established the basis for the autonomous developmental state, and the US underpinned this state through military protection, aid and access to its own domestic market. However, the relative decline of US hegemony and the readmission of China into the international system have posed significant challenges to Taiwan's developmental state. The US sought to redress its trade imbalance with East Asia by placing pressure on Taiwan to liberalise its political economy. Furthermore, the very process of development itself served to undermine the autonomy of the state as it came under pressure from new social forces. Taiwan has more recently been faced with a dilemma of closer integration with the mainland or the maintenance of its de facto economic and political independence at the risk of becoming isolated from the global trading system.  相似文献

ABSTRACT

In this study, we explore the returns to political connections in non-corporate contexts within China, a country transitioning from a planned to market economy. Using China as an empirical case study, we investigate two separate, but related, hypotheses on the financial benefits of political connections for a sample of 1,435 Chinese foundations from 2005–2011. This extends Western donation determinants literature to a Chinese context and political guanxi (social relationships where individuals or organizations exchange future favors or gifts) research to non-corporate contexts. Our empirical results show that there is no relationship between the presence of state employees on an NGO's staff (a measure of political guanxi) and private donations. However, there is a small but positive relationship between the amount of government funding an NGO receives (a signal of legitimacy) and private donations. These findings suggest that, in post-communist countries such as China, donors may not be seeking future favors from their contributions and instead are interested in developing a robust civil society with legitimate, high-quality NGOs. Additionally, the similarity between Western donation determinants research findings and Chinese donation determinants, in this article, requires future comparative studies of both how and why donors make decisions.  相似文献

It is commonly supposed that deliberative democracy and the politics of recognition are natural allies, as both demand a more inclusive politics. It is argued here that this impression is misleading and that the politics of recognition harbours significant anti-deliberative tendencies. Deliberative politics requires a public sphere which is maximally inclusive of diverse beliefs and perspectives, including those which dissent from orthodox understandings of group indentities. By contrast, the politics of recognition typically seeks to insulate such identities from challenge, both from within and without. Devices such as special group representation, while apparently inclusive, risk incentivising an anti-deliberative culture of deference to identity claims. An alternative model of inclusive politics, which involves a more contestatory political culture and a multiplication of deliberative opportunities, is sketched.  相似文献

Abstract

Courts are becoming major players in the political landscape of Southeast Asia. This paper seeks to examine the causes and consequences of this new trend with particular reference to Thailand. Our study primarily analyzes the behavior of the Thai Constitutional Court during the political crisis in 2006–2008; the findings suggest that recent judicial activism and assertiveness in political matters, while partly explained by the interests of judges themselves and by the constitutional rules guiding their activities, is best understood as a direct consequence of the intervention of the monarchy, to which the judiciary has traditionally been closely aligned. Accordingly, the Thai case not only provides new evidence about what may be driving the new judicialization trend, it also draws attention to problematic aspects of this trend, namely the gradual politicization of the Thai judiciary and with it the erosion of the rule of law in Thailand and its replacement with rule by law. Our findings may also illuminate some larger issues at the intersection of politics and the courts throughout the region in ways that advance the theoretical understanding of both.  相似文献

Abstract

Nostalgia is regularly depicted as an indication of a flawed political argument or allegiance, and framed as a virus more likely to take hold in places that are ‘left behind’. Its prevalence has been linked to the rise of populism in Western politics, the vote for Brexit and the election of Donald Trump. This paper seeks to challenge the normative depiction of nostalgia as an alien presence within ‘normal’ political discourse, and critically evaluates theoretical attempts to distinguish between positive and negative forms of it. Instead, it sets out to explore some of the different affective, sentimental and ideational roles that various kinds of nostalgia practice perform, and highlights the particular importance of forms of political argument that accuse opponents of nostalgia while simultaneously employing some of its prevalent modalities and motifs. The paper finishes by exploring these themes in relation to the career and ideas of the iconoclastic and populist British politician, Enoch Powell.  相似文献

For theories to be useful across systems requires a fundamental similarity of the things theorized about. In the 1980s, it was easy to question whether European and American political parties were sufficiently of the same “genus” for a single theory of parties to be relevant in both contexts. Abstract

Terrorism has become a challenge to which Southeast Asian studies need to respond. This article scrutinizes political and economic developments in regard to democracy and poverty in Southeast Asia, in particular the degree of change, and studies their influence on terrorism. The main question being asked here is whether external support for political and economic development could contribute to the Southeast Asian battle against terrorism. At the same time, this article seeks ways in which the international community, especially Europe, could support and participate in Southeast Asian efforts to address the root causes of terrorism. Finally, a global quantitative analysis of relevant factors is undertaken, and global conclusions are related to the developments and processes observed in Southeast Asia, especially in Indonesia. On the basis of the analysis, it can be established that some of the root causes of terrorism are indeed related to poverty and the lack of democracy. While it is clear that terrorist strategies to address these grievances by targeting innocent civilians are unacceptable, grievances related to poverty and the lack of democracy are perfectly legitimate. It seems that in order to inhibit individual terrorist motivations, democratization of political systems would do some good. However, the main economic and political grievances that are associated with the growth of terrorism are related to transnational communities. Thus, while Southeast Asian countries should continue to develop and democratize, they should also work together with the international community to democratize the international structures of governance.  相似文献

Abstract

Economic and political changes at the global level have simultaneously shifted Malaysia's interests in the Arab Gulf countries. The economic liberalisation and transformation agenda that emerged in these economies are argued to be contributing factors to Malaysia's interest in expanding its economic relationships with the countries. Although the current cooperation between Malaysia and the Arab Gulf countries is aimed at reaping economic benefits, religious values also constitute an important foundation for these relationships. This article seeks to understand why politics, economics and religion remain the key drivers in determining Malaysia's relations with the Arab Gulf countries. The paper also suggests a future direction for engagement between Malaysia and Gulf Cooperation Council countries.  相似文献
