In a world that is increasingly dominated by literary hyperbole there can be no doubt that Bernard Crick's In Defence of Politics remains a classic text. Classic not just in the sense that it provides a masterly account of the essence, meaning and fragility of democratic politics but classic in the sense that it is written with a style, verve and passion that is rarely found within political science. If the test of pretensions to ‘a classic’ status is that a book defies the passage of time in terms of significance and argument then Crick's Defence would also make the grade for the simple fact that its arguments remain arguably far more important today than they were when they were first published exactly fifty years ago. This article reflects on the contemporary significance of Crick's Defence by defending politics against an updated set of adversaries in the form of: public expectations, marketisation, depoliticisation, the media, and crises before locating the book within the contours of current debates about public disengagement, the rise of ‘disaffected democrats’ and questions concerning the future and relevance of political science.  相似文献

Abstract

This paper examines the relevance of Boltanski and Thévenot's newly translated book, On justification, to the analysis of political ideas and political action. While situating the work of the authors within its initial intellectual context, namely the ‘economics of conventions’, it shows that one of the key contributions of the ‘sociology of justification’ lies in the answers it brings to two fundamental, as yet unresolved, questions in political science and political sociology: first, how is it possible to identify those ideas which are politically relevant? Second, how is it possible to capture the dynamics of public ideas? After outlining the sources of the quandaries faced within political science and political sociology as regards these two questions, the conceptual framework of Boltanski and Thévenot is presented and explained, and research perspectives suggested. This article argues that On justification provides a highly engaging, stimulating and empirically useful contribution to current debates in social and political theory around the dynamics of political arguments and ideas.  相似文献

Abstract

The paper examines the domestic politics surrounding South Korea's foreign aid policy. It delineates the institutional characteristics and strategic interests of key government and non-government stakeholders, and suggests an analytical framework to comprehend the country's aid policy regime. It suggests that two competing policy discourses exist – one emphasising ‘intellectual leadership’ and the other ‘ethical leadership’ as the key principle of aid policy. In practice, the country's political leadership promulgates a complex amalgam of these discourses in alignment with their own political imperatives and interests. The paper discusses ‘Global Saemaul Undong’ as such an example under the incumbent Park Geun-Hye administration.  相似文献

Abstract

Conflicting claims of Muslim marginalization and injury and alarmist narratives of encroachment on secular spaces and intimidation of its citizens have dominated public debates in Turkey. The purpose of this paper is to disentangle the web of meanings associated with the ‘secular’ and to analyse the political fortunes of secularism. It specifically attempts to elucidate how and why critiques of lack of accountability, authoritarianism and militarism were mapped onto an onslaught on secularism itself. It argues that the historical shallowness of civic notions of citizenship was compounded by the instrumentalization of religion by the secular establishment, the embedding of Islamist actors in the electoral politics of patronage and the consolidation of Islamic capital in the wake of neoliberal policies since the 1980s. It concludes that the terms ‘secular’ and ‘Islamic’ have become empty signifiers and tropes mobilized by contending political actors in their search for hegemony and the consolidation of their power.  相似文献

ABSTRACT

In the ‘poor’ result achieved by Jean-Marie Le Pen in the 2007 presidential elections, many commentators saw the demise of the Front National. However, when asked by a journalist whether it was the end of her father's political career, Marine Le Pen smilingly replied: ‘I don't think so. In any case, this is the victory of his ideas!’ In this question and answer lies the whole story of the Front National and its impact on mainstream politics in the past two decades. First, Le Pen's defeat was exaggerated, the same way his victory had been in 2002. What Mondon argues in this paper is that the 2002 presidential elections did act as an ‘earthquake’ within French politics. However, this ‘earthquake’ did not trigger a tsunami of support for Jean-Marie Le Pen, but rather a tidal wave of misinformation and misunderstanding as to the real significance of the election results. By concentrating on the 2002 and 2007 presidential elections, Mondon highlights how this reaction led to the consecration of right-wing populist politics, best exemplified in the landslide election of Nicolas Sarkozy in 2007. He also provides an insight into the slippery slope Sarkozy's government took after its election, leading to an extremely rightward-leaning 2012 presidential campaign and new heights for the Front National.  相似文献

Abstract

Single-party, authoritarian states such as Vietnam are frequently characterised as having ‘closed’ political opportunity structures and ‘un-free’ socio-political systems. The validity of this observation depends, however, on the viewer's frame of reference. Seen from the perspective of active citizens, Vietnamese political structures offer increasingly greater space for collective action than a state-centred institutional analysis would predict. Episodes of contentious politics surrounding land disputes and public parks during 2007 provide evidence of the changing dynamics of participation in politics. Actors involved in these and similar campaigns are broadly optimistic about the future prospects for an opening of political space within the existing system. These findings are contrasted with international reports of violations of political rights and with the Vietnamese government's own efforts at legal reform. Although signals remain mixed, to some extent Vietnam might be becoming a ‘rice-roots democracy’ in practice, while remaining a single-party state. The voices and experiences of civil society actors will continue to shape opportunities and risks in the expansion of political space.  相似文献

ABSTRACT

Security governance in Africa constitutes a web of interactions between national, regional, and international organizations. This emerging ‘African security regime complex' receives growing attention in International Relations debates on international organizations (IOs). Most analysis, however, follows institutionalist and problem-solving approaches, centred on regulatory concerns. We offer a different perspective. Moving beyond dominant perspectives on organizations as either pre-given institutional ‘wholes' or rationalized ‘tools' of states, we instead unpack the ‘politics of organizations’, understood as the multiple processes and forms of agency through which organizations emerge, diversify and transform. In doing so, we bring IO analysis into conversation with debates on hybridity, friction and translocality.  相似文献

Abstract

The move from territorial defence to ‘wars of choice’ has influenced the domestic politics of military interventions. This paper examines the extent to which both the substance and the procedure of military interventions are contested among political parties. Regarding the substance, our analysis of Chapel Hill Expert Survey data demonstrates that across European states political parties on the right are more supportive of military missions than those on the left. On the decision-making procedures, our case studies of Germany, France, Spain and the United Kingdom show that political parties on the left tend to favour strong parliamentary control whereas those on the right tend to prefer an unconstrained executive, although with differences across countries. These findings challenge the view that ‘politics stops at the water’s edge’ and contribute to a better understanding of how political parties and parliaments influence military interventions.  相似文献

ABSTRACT

Horsti's article analyses how transformations in the media environment shaped the political success of the anti-immigration movement in Finland from 2003 to 2013. The qualitative textual analysis of blogs and mainstream media debates that relate to racism and the national populist Finns Party demonstrates how changes in the mediascape in general and in new media technology in particular have provided opportunities for the emerging anti-immigration movement. These changes facilitated the earlier development of the Finns Party but the fragmentation of online space later hindered the internal coherence of the movement and its integration into the populist party political family. In order to regain unity, the Finns Party performed the public scapegoating of individuals for racist speech, thus distancing itself from racism. Horsti shows that, rather than being isolated and marginal, the anti-immigration movement and the ‘uncivil’ public sphere overlap with traditional politics and the mainstream media.  相似文献

Abstract

Recently, G. A. Cohen introduced an influential distinction between fact-sensitive and fact-insensitive principles arguing that all basic normative principles are of the latter type. David Miller rejects this claim submitting that the validity of basic normative political principles depends on some general propositions about human nature and societies; for example, that men’s generosity is ‘confined’ and that nature has made ‘scanty provision’ for his wants. Miller ties this view of the nature of basic political principles to the view that political philosophy ought to guide people engaged in real-world politics and claims plausibly that in order to fulfil this purpose, political philosophy must be informed by social science. I argue that Miller neither succeeds in showing that basic principles can be fact-sensitive, nor establishes any connection between the Cohen-Miller disagreement on fact-sensitivity, on the one hand, and the nature and aims of political philosophy, on the other hand.  相似文献

ABSTRACT

This article reflects on the meanings and possibilities of social change in Mostar, a city more often associated with the seeming impossibility of eradicating ethno-national divisions and corruption that paralyses it. It focuses on the under-researched politics of grassroots activism by drawing on Hardt’s and Negri’s work on the political potential of ‘love’ to shape and propel radical politics. Overall, the article reveals the lack of a cohesive agenda of grassroots politics in Mostar, and asks whether love (that creates and sustains political movement) can educate, patiently, to the revolution.  相似文献

Abstract

As part of a general endeavour to ‘modernise’ Britain for the epoch of globalisation, Britain's New Labour government has sought to integrate wide‐ranging constitutional reform with new structures for regional governance. Perhaps the most radical proposal concerns the attempt to align continued UK sovereignty with an elected parliament for Scotland in what has been called a ‘new covenant with the people’. This paper draws on Jane Jenson's neo‐Gramscian discourse‐regulation theory and its stress on social agency and the politics of representation, to explore the political, economic and socio‐spatial tensions and the related ideas, discursive forms and political processes that have given rise to this emergent institutional and representational ‘fix’. The author argues that rather than being perceived of solely as some ‘modernisation move’ on the part of a New Labour project, this reconfiguration of power and representation also needs to be traced to the political and representational style of Thatcherism, in particular, the latter's continuous ‘testing’ of the 1707 Treaty between Scotland and England as a negotiated settlement of economic and political union. The paper concludes with some reflections on the future prospects facing any future Scotland‐UK institutional settlement, including the question of sovereignty.  相似文献

Abstract

Contemporary ‘realists’ attack the Kantian influence on political philosophy. A main charge is that Kantians fail to understand the specificity of politics and neglect to develop a ‘distinctively political thought’ that differs from moral philosophy. Instead, the critics say, Kantians are guilty of an ‘ethics-first approach to politics,’ in which political theory is a mere application of moral principles. But what does this ethics-first approach have to do with Kant himself? Very little. This article shows how Kant’s approach to political theory at a fundamental level includes political institutions, power, and coercion as well as disagreement, security, and coordination problems. In contrast to realists, Kant has a fundamental principle, which can explain why and guide how we ought to approach the political question, namely the norm of equal freedom. Yet, Kant’s theory does not take the form of a moralistic ought addressed to the isolated individual, but concerns a problem that we share as interdependent beings and that requires common institutions. The fruitfulness of the Kantian approach, then, is that it can take the political question seriously without being uncritical of actual politics and power, and that it can be normative without being moralistic.  相似文献

ABSTRACT

This article provides a critical reading of the idea of ‘the reasonable’ in contemporary politics, as reflected in the work of John Rawls. I argue that this concept is best understood as a practice of political identification, which provides the template for mutual accommodation without concurrent agreement on any substantive commitments. However, by constructing a teleological story in which the reasonable leads naturally back to the liberal principles of justice, Rawls reveals the limits of the concept. Rather than ending political disagreement by establishing a shared foundation, prioritizing reasonableness only repurposes conflicts by transforming disagreement into a series of debates over the meaning of reasonableness itself, battles which are every bit as partisan and vicious as those Rawls sought to exclude. Revitalizing the idea of the reasonable requires abandoning the effort to deploy it as a technique of exclusion. Instead, reasonable politics should be oriented toward engagement with unreasonable critics.  相似文献

This paper critically examines the dominant, and predominantly negative, discourses around young people's political participation, or supposed lack of it. Drawing upon contemporary debates about young people within geography, political science and sociology, it considers the ways in which a redefinition of what constitutes ‘the political’ is required if young people's engagement in political participation is to be understood fully. The paper reports on research conducted with young D/deaf people that did not intentionally set out to research their political participation, action or identi ties, but which uncovered a range of political aspects in their lives and experiences. It explores the ways in which volunteering can be defined as political action and, after de Certeau and Scott, how the use of British Sign Language can be a resistive act, a tactic or weapon of the weak. Threaded throughout the paper is a consideration of the ways in which there are complex geographies of activism at play.  相似文献

Abstract

This paper examines the emerging practices and literature of what has been termed ‘political marketing.’ It attempts, through an investigation of underlying theoretical frameworks, to shed light on the impact and implications of this ‘new’ phenomenon. Specifically, it examines whether the above mentioned practices can rightfully be seen as transforming political parties into professional market-oriented organizations, as has been claimed in some recent academic studies. It does so by introducing and examining an increasingly strong-positioned marketing paradigm, services/relationship marketing. This paradigm's focus on the organizational perspective of marketing is discussed as is its applicability to analysis of politics and democracy. Furthermore the paper links this discussion to the wider concern over the ‘crisis in democracy’ resulting from a decline in civic engagement, decreasing voter turnouts and declining party-membership.  相似文献

The nineteenth and early twentieth century Liberal Party has been well served by British political historians. By contrast, research on the post-1945 Liberal Party and Liberal Democrats has become a specialised field, with strong empirical foundations (including in biographies and political science work) but few connections with the larger narratives that historians tell about postwar Britain. This article explores how the story of the ‘long Liberal revival’ from the late 1950s to the 2010–15 coalition might be reintegrated with contemporary historiography, including debates about deindustrialisation, class dealignment and the rise of ‘popular individualism’. It argues that careful attention to the nature and limits of Liberals’ political agency can help us understand the changing meaning and significance of third-party politics in Britain.  相似文献

The territorial dimensions of the state are undergoing substantial changes. Political entities, such as cities and regions, are gaining in importance. Described as entrepreneurial city politics, policy-makers of contemporary cities are using new, economically oriented strategies to strengthen their city's position in interurban competition. Despite this state of affairs, social science still tends to treat local politics as equal to sub-national politics. This has especially been the case in Scandinavia, where local governments have traditionally functioned as an extension of the central welfare state. Since processes associated with entrepreneurial city politics are manifested in Scandinavia as well, this article argues that there is a need to rethink what local politics ultimately is about. The article proposes the ideas recently formed at the ‘Lancaster School of Cultural Political Economy’ as an approach with which to reconceptualise local politics. In the final section, some remarks on a future research agenda, centred on the cultural political economy of contemporary city politics, are presented.  相似文献

Ecofeminist theory and politics, which originally grew out of the radical feminist movement and peace and environmental movements of the early 1970s, is composed of many voices. Since the 1970s, ecofeminists have emerged in such places as India, with the work of Vandana Shiva, and Australia, with the work of Ariel Salleh, among others, expanding beyond their Western origins. Like feminists, ecofeminists do not claim a single theoretical position and practice. And like feminism, ecofeminism is constantly changing, motivated, in part, by the lively theoretical debates within it. The purpose of this interview is to introduce the reader to ecofeminist philosophy, to explore what ecofeminism is, what ecofeminists' central debates are about, where they are going, and what ecofeminism's possibilities are as a theoretical tool for understanding the underlying structures of social and ecological problems.

Barbara Holland‐Cunz has contributed to ecofeminist theory and politics since the 1970s. She has been an active member in the feminist movement, the anti‐militarist movement, and the anti‐nuclear movement in Germany since 1978. She holds a Doctorate of Philosophy in Political Science from Frankfurt University, where she currently teaches in the Women's Studies center in the Social Sciences Department. Holland‐Cunz' research areas include political theory, philosophy of nature, feminist politics and utopias, and the history of ecofeminism. The courses she teaches include: feminist theory and epistemology, gender in political theory, political strategies and Utopian thought, and ecology and the philosophy of nature. Holland‐Cunz lives in Frankfurt am Main, Germany and is an Editor of CNS.  相似文献
