Cities have become increasingly autonomous economic and political actors which actively respond to the pressures and opportunities of globalisation. Consequently, the urban management of any particular city is often based on the assumption that the city can improve its position against rival cities by efficiently managing its strategic resources and promoting its presumed advantages. Though such an approach to urban management may help cities to improve their global competitiveness and the quality of their residents’ everyday life, it can sometimes result in negative consequences at the local level, thus actually narrowing the development prospects of the cities in the end. This article discusses urban management against the backdrop of the competitive urban policy in Barcelona and Seoul, and compares the local consequences of urban renewal in both cities. Based on a comparison of the two cases of urban renewal, 22@ Activity District in Barcelona and the Cheonggyecheon restoration in Seoul, this article argues that, in conditions of competition among global cities, even very different approaches to urban management and urban renewal may result in similar consequences at the local level.  相似文献

Most developing countries are rapidly urbanizing, with growing urban populations fueling demand for more and better urban services which many cities simply cannot provide given the current financial constraints. With the public sector unable to service the needs of expanding cities, small businesses are moving in to fill the vacuum. Such fledgling private sector initiatives have often prevented problems from becoming crises, while also demonstrating that private sector enterprises have an important role to play in meeting the demand for municipal services. Waste collection and processing is an area which could benefit from private sector involvement and greater public-private coordination. The authors examine the progress to date of an action-research initiative led by the Collaborative Group on Municipal Solid Waste Management in Low-income Countries which is developing best practice guidelines for expanding the involvement of micro- and small enterprises in municipal solid waste management.  相似文献

This paper explores the different urban governance models proposed by multilateral aid organizations in accessing water through informal supply systems, to assess the rationale and the guiding principles at the basis of their different ‘governance approaches’. There can be no doubt that most developing countries are now experiencing a rapid and unprecedented urban growth, which is bringing about a rising demand for urban services, especially those concerning water supply. To cope with this pressing issue, the response of multilateral aid organizations—such as the World Bank, UN-HABITAT and the European Union––has been represented by the design and implementation of different urban governance and management systems, called to support an equitable and efficient access to urban water supply services. This paper focuses on the different urban governance approaches through which multilateral donors support informal networks and small scale providers to provide water supply in cities of developing countries. It highlights how these different urban governance approaches address the overall issues of poverty reduction whilst in reality, in certain cases, they also aim to affect and regulate domestic public policies of Third World countries. In particular, it argues that the governance model proposed––and imposed––by the World Bank continues to belong to a neo-liberal policy agenda, which considers water and urban services as commodities to be managed through widespread competition and market mechanisms. On the contrary, UN-HABITAT, and the European Union to a certain extent, highlight the need for an urban governance system that promotes the ownership of development strategies by local communities and that rests on the principles of inclusiveness and equity.

In the process of urbanisation villages are becoming parts of cities or towns, and are becoming almost irreversibly transformed as a result. Erstwhile villages, now parts of cities and towns, are on the margins of an urbanising India. They are lagging behind other parts of the cities in terms of receiving basic urban services and infrastructures. Urban development processes should look at the specific issues and concerns of these villages independently from the need and scope of planning for the city at large. This would make the transition from rural to urban status fair and inclusive for erstwhile villagers.  相似文献

By 2050, two thirds of the world's population will live in cities, and the greatest growth in urban populations will take place in the least developed countries. This presents many governments with considerable challenges related to urban governance and the provision of services and opportunities to a burgeoning urban population. In the current article, we use a new event dataset on city-level urban social disorder, drawing upon prominent theories in the conflict literature. The dataset spans the 1960–2009 period, covering 55 major cities in Asia and Sub-Saharan Africa and includes data on nonviolent actions such as demonstrations and strikes and violent political actions like riots, terrorism, and armed conflict. We find that urban social disorder is associated in particular with low economic growth rates and hybrid democratic regimes, while level of development, economic inequality, large youth bulges, and economic globalization do not seem to affect levels of urban social disorder.  相似文献

This article outlines issues affecting the functionality of Ugandan water user committees responsible for managing communal water and sanitation (WASH) services. Research undertaken demonstrated that their effectiveness is compromised by poor understanding of their rights and responsibilities by stakeholders within and outside the committees. Following the research, a handbook was produced that explained the rights and responsibilities in a form that is accessible to all community members. Preliminary feedback from committees that have used the handbook suggests that it has the potential to improve the functionality of the water user committees, thereby helping to improve the local management of WASH services in Uganda.  相似文献

Building upon interdisciplinary efforts to understand the origins, logic and significance of global cities, this article argues that global cities should be seen as a critical component and outcome of a political project to generate a global market society. Global cities should be seen as the successful implementation of free-market political philosophy, constructed and defended by a particular historical configuration of international society. The historical transformation of urban form signalled by the "global city" concept is tightly bound to the neoliberal restructuring of the world economy in the 1970s, underpinned by US hegemonic power. The first part of this article argues that the distinctive historical origin of global cities has shaped their current trajectories and draws the horizon of their future prospects. Having established the connection between liberal world order and global cities, the second part of the article argues that the contemporary form of the global city is under threat from two sources. The first threat is internal to the global city form itself. Global cities have internalised the contradictory forces of market liberalism. They have registered astonishing economic growth over the last four decades, and generated vast material and intellectual resources. But, at the same time, they have become deeply divided and polarised in ways that threaten the urban fabric. The second source of threat comes from the possible weakening or collapse of liberal world order, with the accelerating decline of US hegemony. Drawing on aspects of Karl Polanyi's analysis of the nineteenth-century "great transformation", the article argues that a number of future trajectories for the global city can be identified in the contemporary moment.  相似文献

For a long time, insurgency was a rural affair. The growing modernization of the modern world, however, shifts conflicts to the cities and requires us to explore the logics of armed struggle in urban environments. This article explores how the urban environment shapes armed conflicts, and argues that insurgents face severe practical constraints when acting in the cities. The urban environment offers the insurgents alternative ways of financing and of operating while close state control impedes them in pursuing a classic strategy of insurgency. Although state control cannot prevent attacks as such, it particularly hampers insurgents in relating to the population and organizing opposition. However, without massive and active support, armed struggle will remain sectarian and, thus, fail to achieve major political changes. This article argues that urban insurgents face a paradoxical relationship with society. While urban insurgents become independent of social support on an operational level, they depend more than ever on spontaneous massive and active social support on a strategic level.  相似文献

Barbara Ward in her keynote address to the Conference on Exploding Cities, held in Oxford England, made the point that the current problems of the cities can only worsen as the world's population doubles by the year 2000 and the worst hit will be the cities of the developing nations. Between 1950 and 2000 urban populations will rise from 500 million to 1000 million, but the equivalent rise in the 3rd world will be from 500 million to 2200 million. The Conference was more successful in identifying the problems and their causes than in proposing solutions. The inadequacy of urban transport was emphasized repeatedly. Crime emerges as another urban headache. Pollution was another popular theme, and shanties were thoroughly examined. Positive proposals too often took the form of self-evident truths. In all cases the message is clear: the 1st prerequisite to urban planning is central control and, if necessary, public ownership of land. A succession of speakers advocated more self-help for the communities which have emerged on the periphery of so many urban centers. Elizabeth Jelin, from Buenos Aires, argued that these communities -- and shanty towns are the most obvious manifestation -- should no longer be viewed as marginal. They perform essential services, especially in terms of employment, and cannot be moved without severe disruption. Self-help was the beacon held up to delegates, despite the warnings that it would lead to complacency on the part of authorities.  相似文献

In 1993 the World Bank assisted the Ministry of Water and Irrigation of Jordan in updating a review of the water sector, and thus began the process of Private Sector Participation (PSP) in service provision to improve the efficiency of the water sector and wastewater services. In this article, the privatisation of water and wastewater services is examined from the perspectives of stakeholders (input) and consumers (output). The goal is to assess the changes that have been taking place to date in relation to the principles of good governance. The results from interviews with stakeholders and from consumer questionnaires show that the privatisation process has to date shown only a few signs of ‘good’ governance. Despite the range of stakeholders involved, the state remains responsible for designing a good-governance approach that is responsive to the concerns and interests of all stakeholders.  相似文献

Many residents of urban areas face joint obstacles to basic service access, but these barriers are more prevalent and severe in slum settlements. Analyses of obstacles have typically been conducted in a piecemeal rather than synthetic framework and have focused on access to single services rather than the range of services needed to support household welfare. By contrast, this study uses data from fieldwork in four slum settlements situated in Hyderabad, India to develop a typology synthesising the obstacles – economic, spatial, social, institutional, and political – to the full range of service access desired by residents. Economic differences explain little of the access deficit within this population. While social and institutional obstacles are more likely to explain slum formation and residence over the long term, variation in spatial and political factors present the most acute short-term access barriers. The article concludes by suggesting the most promising means for slum residents and supporting stakeholders to overcome multi-faceted obstacles.  相似文献

ABSTRACT

Rapid urbanisation in the global South has prompted attention to the causes and dynamics of urban violence. Yet, much research tends to either analyse urban violence without attention to the broader conflict complexes of which it forms a part, neglecting linkages between different forms of urban violence and between urban and rural dynamics, or conversely study violence in cities without acknowledging the particularities of the urban context. In this article, we conceptualise urban violence, theorise how it is shaped by urban dynamics and explore its manifestations in Nairobi, Kenya. We find that while Nairobi is not uniquely violent inside Kenya, violence takes on distinct urban forms given city-level processes, and also that urban violence has led to policies that increase securitisation and militarisation of the city. Our analysis thus improves knowledge of how criminal and political violence is shaped by and shapes the stability of developing cities.  相似文献

This article examines the inadequate delivery of social services by city governments in Nigeria. It identifies three problems: lack of transparency and accountability in governance; under-qualified staff and administration; and the tenuous relationship (an ‘us’ versus ‘them’ dichotomy) between the urban residents and local governments. Significant victories have been won due to the development sector’s engagement with gender inequality as a political project, but regressive shifts have also led to development being conceptualised as a managerial issue rather than as a process of social change. This article uses empirical research conducted in New Delhi, India with an organisation that trains and employs poor urban women as commercial drivers to discuss how an obsession with “cost effectiveness” and “scale” can delegitimise the valuable work of some organisations. This article encourages re-engagement with gender equality as a complicated social issue rather than as a technical-rational management project.  相似文献

Kumasi, Ghana, has witnessed accelerated population growth in the past two decades, leading to a significant increase in joblessness following years of economic decline and labour market liberalisation. As a survival strategy, residents have resorted to street trading, making it an important source of livelihood. However, its associated implications for urban governance and management has placed city authorities in the spotlight over the years. Examining the daily struggles that occur between city managers and street traders, this article finds that various strategies adopted by city authorities to decongest the streets have proved futile. Rethinking what could be a sustainable strategy for decongesting the streets of traders, the article concludes that chasing the traders out of the streets is not the panacea to solving the problem unless well coordinated land-use planning and appropriate regulations are competently enforced.  相似文献

Negotiation analysis of climate change–related issues has largely focused on public dispute resolution mechanisms that are typically applied in the face of specific environmental crises, or on multiparty diplomacy relating to international climate agreements. Mayors and other municipal leaders, however, are increasingly taking steps to negotiate urban planning efforts with stakeholders to implement policies for managing the intensifying impact of climate change. In this article, we analyze negotiations in Houston, Texas, and Fort Lauderdale, Florida, to identify which methods municipal leaders employed to conduct negotiations to implement climate adaptation policies and also consider whether those methods were effective. The two cities present two differing city management structures: Houston has a strong mayor‐driven system, while Fort Lauderdale uses a city commission and city manager system. In this article, we examine the barriers that leaders must overcome and consider their options for negotiating lasting agreements.  相似文献

This article introduces a cross-cultural research project involving researchers from Bangkok, Thailand, and Vienna, Austria, and explores the effects of social network services (SNS) on practices of friendship initiation and relationship management among young adults. The focus of inquiry was on differences with regard to the organization of social networks, practices of friendship management, and the mutual interference between media and technology usage and lifestyles. On the basis of explorative interviews and group discussions with young adults living in the two cities studied, we developed a standardized online questionnaire to examine how participation in SNS, such as “Facebook” and “Hi5,” has an impact on the meaning of friendship. In addition, we analyzed ego-network structures and their implications for social integration.  相似文献

This article on women's role in water resource management is based on a paper delivered at a seminar organized at the Water and Land Management Institute in Anand, India, in 1994. The article reflects Family Planning International's (FPI) experience in community-based water resource development. Most analyses of village and household water management data exclude women's role. The reasons are identified as the lack of inclusion of women's thinking in land-development research and planning, the dominance of males in planning and consequent male assumptions made about women's work and use of water, the lack of valuation of the nonmonetary nature of women's relationship to water, and the ease of ignoring women. Women's roles that are obstacles to inclusion in research and planning are identified as the lack of effective women's lobbies, the undervaluation by women of their work, and the lack of professional recognition of women as potential users of water or spokespersons for more than their own self-interests as women. National water policies are shifting to community-based management because local authorities are in daily contact with users, of whom about 50% are women. Historically national policy shifted from attention to distribution of investments in the water sector to reorganization of water agencies and to building up the capacity of private or voluntary agencies. The local context allows for more efficient and effective responses to local conditions. Local institutions and groups are better equipped to solicit local participation. One primary lesson learned by FPI is that local water resource planning is very important in strengthening the economic and individual capacity of poor people in underdeveloped areas. FPI's experience in Mahesana, Banaskantha, and Sabarkantha in Gujarat state supports this lesson learned. Water resource development policies resulted in mixed outcomes, and national control has been inefficient and disrespectful to local authorities. Another obstacle in Gujarat to water resource development is identified as increased demand for public water services and inadequate provision of services due to remoteness of the area and financial limitations of central agencies. While there is considerable documented experience of decentralising health services in rural areas of developing countries, the decentralisation of health services in the urban context is rarely analysed. Urban development literature usually fails to address health issues, while the literature on the decentralisation of health services tends to ignore the urban sector. This article addresses the relationship between a Ministry of Health and a City Council, and identifies key issues to consider in the decentralisation of urban health activities: roles and responsibilities; legislation; coordination and communication; and resource constraints. The case-study from Maseru, Lesotho, highlights aspects of planning which need to be considered by national and local governments which are trying to strengthen urban health activities by decentralisation.  相似文献
