Asix-member delegation of the China Society for Human Rights Studies (CSHRS) headed by Deputy President Jin Jian paid a visit to Britain, France, Morocco and Egypt in December 10-27, 2002. This is the first delegation organized by CSHRS to visit the four countries and also the first such delegation visiting developing countries. The delegation made wide contacts in the four countries and exchanged views on human rights with officials, parliamentarians, non-governmental organizations, academic organizations and the media. Peace, security, harmonious development and human rights are closely related. Firstly, peace and security are premise and precondition for the insur-ance of human rights. Human rights protection, if sound enough, normally comprises two dimensions, namely, equal protection of rights and special protection for fights of the vulnerable groups. While following different principles, the two types of protection are locked up as an integral whole while constraining each other. In China, there have been twists and turns in the development of rights protection to the two dimensions. The relation between Anti-terrorism and human rights Protection is rather complicated. Based on the practices in Africa, this article analyses the conflicts and contradictions between the two. While countering terrorism, governments have to take the duty of human rights protection as well. Rights are of key importance in preventing and countering terrorism. Medical and health work constitutes the prerequisite to protection of the people's right to safety of lives and health. The Amendment(Ⅺ) to the Criminal Law of the People's Republic of China responds to the institutional needs of civic education,and supplements the clause of the Criminal Law on protection of citizens' right to education nuy means of Article 32.Imposing legal responsibility in the form of internal punishments,administrative punishments,and economic compensation have failed to prevent infringements on citizens' right to education.Its role as a "secondary protection law" is the conceptual obstacle that hinders the Criminal Law from effectively intervening in the field of citizens' right to education.The equivalence between the legal interests of people to the right to education and the rights protected by the existing charges in the Criminal Law is the legitimate basis for it to intervene in disputes over the right to education.Based on Article 32 of the Amendment(Ⅺ) to the Criminal Law of the People's Republic of China,it is suggested to further clarify the prepositional law,improve the liability provisions for the right to education,change the modest and restrained view of the Criminal Law regarding protection of the right to education,and expand the behavior types of Article 32 provided in the Amendment(Ⅺ) in due time.  相似文献
