The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.  相似文献

This is a comparative study of the rationale and effects of management accounting innovations in Greek and Italian municipalities, as part of the NPM reform in the public sector. This article aims to understand the extent of adoption of accounting innovations in Greek and Italian municipalities, and the factors affecting the specific techniques in use. The study reports on a survey based on medium-sized and large Italian and Greek municipalities, targeted at public municipalities’ accountants, the users of accounting techniques. The study identifies the intended purposes of NPM reform and, particularly, management accounting innovations, analyzes a set of factors that affect the implementation of management accounting technologies, and discusses determinants and features of such innovation on a comparative perspective.  相似文献

This article describes an approach developed to assess the institutional capacity of whole governments. It discusses the evolving context in Latin America and the Caribbean for public sector reforms and the impact of structural adjustment and globalization on international agency policies on the issue. It reviews national and sectoral organizational networks, the profile of a modern public administration, and the definition of public management horizontal and vertical systems; explains how integration of horizontal management system reforms is attained at the ministry level, and addresses the issue of performance management and use of an elite managerial and technical corps. Finally, it describes techniques used to plan changes in strategies.  相似文献

A number of organizations in Britain's National Health Service (NHS) have been experimenting with 'deliberative' techniques of citizen involvement, techniques that were designed with democratic imperatives in mind. However, political practices are moulded by their institutional settings and the goals of their proponents, so it is unlikely that they have been left 'pure' following their encounter with public management imperatives.
This paper offers an explanation for the interest in deliberative processes in the NHS by comparing deliberative and public management imperatives, as well as discussing more case-specific motivations, drawing on interviews with health policy actors between May and July 2001. I then use those insights to highlight gaps between the deliberative ideal and deliberative practice, showing what has been gained and what has been lost in the encounter between deliberative democracy and new public managers.  相似文献

This study surveys recruitment and selection practices, focusing upon North Carolina municipal governments. Sources and methods of recruitment, qualifications tested for, and criteria and screening methods used are examined. In addition, the effect of city and organizational size as well as that of governmental structure on these personnel practices are studied.

In general, the use of personnel practices is linked to both increased municipal population and the number of public employees. Certain basic techniques (e.g. local advertisement of vacancies, the use of training and education as selection criteria, reference checks, background investigations, and pre-employment interviews) are widespread. However, other personnel techniques associated with objective recruitment and selection (e.g., special recruitment requests to minority, women's, and professional organizations and formal tests) have but limited use. The comparison of job duties with candidate skills along with the use of standard questions as guides for interviews while receiving moderate use merit more.

Clearly, there are a number of techniques that only begin to be used extensively when cities exceed a certain threshold (10,000+ population; 100+ employees). The presence of a city manager (in council-manager municipalities) or a town administrator (in mayor-council municipalities) also appears to foster a more professional approach to personnel management. Throughout this study the presence of a town administrator increased the usage of individual techniques; in a number of instances two-, three-, and even four-fold increases are noted.  相似文献

Despite the fact that performance management has been ubiquitously adopted in the public sector across the world today, there is limited and inconclusive evidence that it improves citizen satisfaction with the government. In this article, we use survey data and multilevel modelling to analyse the effects of multiple performance management components on citizens' perceptions of government performance across 19 major cities in China. The results reveal that performance management does have a positive impact on citizen satisfaction. In addition, citizen participation, performance feedback and accountability, and information openness are positively associated with citizen satisfaction along various performance dimensions in different magnitudes. While we should take account of and mitigate its unintended consequences, our results suggest that it is still promising for public organizations to implement performance management.  相似文献

For over three decades public services have been the subject of unprecedented change. Nowhere has this been more evident than in the English National Health Service (NHS) where despite the effort expended on change there is growing evidence that such restructuring is largely ineffective. Drawing on a study of culture modification in the English NHS, this paper utilizes Chia's (1999) account of the metaphysics of processual change to consider why attempts to restructure public services are not always successful. The paper contributes to our understanding of public management reform by considering how an ontology of becoming, and a loosening of control, might alter how we approach reforming. Further, the paper offers a theoretical justification for the use of standard research methods for novel processual ends. The paper concludes with a reflection on the implications of a processual perspective for the future management, organization and study of change in public administration.  相似文献

This article identifies the main themes in recent changes in public sector management and shows the extent of the challenge to past organizational assumptions. While recognizing the objectives of the changes could bring benefits if realized, it argues that there are a series of issues that are unresolved. The language of consumerism, the development of government by contracts, the form of performance management and the use of quasi-markets are seen as creating problems. These are seen as deriving from an attempt to apply approaches drawn from the private sector to the public domain. It is argued that they need to be balanced by approaches that recognize the values of the public sector.  相似文献

In these turbulent times of increased frequency and magnitude of emergencies caused by climate change, pandemics, and other public safety hazards, there has been a growing interest in the question of how to enhance the robustness of emergency management systems. Recent research points to integrated networks of public and non-profit actors as a superior strategy for developing robust governance responses to turbulent problems. This article suggests that institutionally conditioned trust between professionals and volunteers is key to robust emergency management. Based on institutional trust theory and the findings of an empirical case study of local emergency management in Denmark and Norway, it shows how six institutional sources of trust condition the scalable use of organized emergency management volunteers. The study contributes with a theoretical argument and empirical insights on how institutional trust strengthens the robust governance and management of emergencies.  相似文献

Because there has been considerable interest in the Japanese management model, this study explores its limitations for the American setting and particularly the American public sector. These limitations include (1) cultural barriers, (2) the incompleteness of the model, and (3) undesirable elements in the model. This analysis concludes that there is little new in humanistic or participative terms to be found in the Japanese approach. Despite several objectionable elements in the model, some of its devices are instructive and may be carefully adapted to public sector use, but adoption of the whole model is unlikely and undesirable.  相似文献

This study presents the first substantial exploration of the processes and impacts of strategic management in the public sector of the United Arab Emirates (UAE). It is designed to survey the way in which public organizations formulate, implement, and evaluate their strategic plans, and to identify which particular strategic management elements are most closely related to their perceived impacts. Based on an analysis of 172 usable questionnaires from 67 organizations, the results show that the practice of strategic management has become regular and standard and can be considered the centerpiece of the public management reform in UAE public organizations over the last few years. Moreover, there is relatively high awareness of strategic planning tools and the balanced scorecard is used as the framework for strategic planning by both federal and local organizations. The study also shows that there is very little variation in the practice of strategic management between federal and local organizations and the impacts of this practice are largely beneficial. The implications of these results for practitioners and public management research are discussed.  相似文献

ABSTRACT

Executive education is a growth industry in the United States. Executive education programs and, more particularly, the variety of teaching techniques they use, promise to be key issues in the field of public administration in as much as they may be precursors of techniques and technology that will be used in more traditional teaching venues. This study reports the results of a survey of executive education programs conducted in 1998 under the auspices of the South Carolina Executive Institute. The survey covered four areas – curriculum, participants, faculty, and program administration. We conclude that the immediate future of executive education likely will be marked by a continuing emphasis on customization, experimental learning, and rigorous evaluation of the results. Two areas in which there are likely to be more significant departures from existing practices in public sector executive education are program alliances and the use of new communications and information technology.  相似文献

The modernisation of English local government has created new forms of executive leadership. These aim to deliver better management and greater public engagement. Drawing from a recent study of the views of elected councillors in a sample of contrasting councils, this paper considers how far the new political management has succeeded in enhancing public interest and involvement in local government. It is suggested that executive and non-executive councillors differ in their perceptions of the new arrangements and that public interest is still largely perceived as relating to issues of immediate and personal concern. Backbench councillors may feel relatively powerless in taking up issues. Stepping down from elected office could even provide greater opportunities to be involved in public and political affairs. Equally, there are many examples of positive initiatives to involve the public, including area-based organisation and the effective use of scrutiny. Elected mayors were more optimistic than councillors in their perception of public involvement, tending to see themselves as having a direct line to the public and serving to 'reconnect' council and public. Overall, however, public engagement remains the great unfinished business of local government modernisation.  相似文献

Among all the public management functions, the budget process comes closest to the scenarios pictured in the literature of strategic management and game theory. Unfortunately there has been very little written on the strategic aspects of public budgeting. Generally, writers on strategic management view budgeting as a secondary-level operation functioning as a means of implementing the strategic goals of the organization. Much of the public budgeting literature, however, suggests that budgeting serves a broader function, often helping to determine agency objectives as well as serving to implement objectives defined at top (usually political) levels. In this article the writer argues that strategic management in public agencies must be defined differently from the definition used for that process in private firms. The literature of strategic management and budgeting is reviewed in an effort to clarify the relationship between these two public management functions.  相似文献

Is competency management a passing fad; is it a catch‐all term to cover diverse national patterns of development or a symptom of wider changes within bureaucracies? As the papers published here suggest, it is more likely to be a passing fad in Europe than the USA. Competency management addresses rather different agendas in different countries and while it does not embrace as diverse a collection of activities as ‘new public management’, there is substantial range in the issues it does address. European experience suggests competency is more likely to be ephemeral and concerned with repackaging rather than bringing something substantially new to personnel management in the upper reaches of civil services. Without taking too rosy a view of US experience, there may be a stronger case for arguing that contemporary competency management approaches there have brought something new to a longer standing debate in public and private management.  相似文献

Performance management has been criticized for harming or, at best, ignoring social equity outcomes. While there is evidence suggesting that performance management fosters an emphasis on efficiency and effectiveness at the expense of other public values, we are still in search of a theory linking performance management to social equity. The article takes a first step towards the development of such a theory and proposes the importance of contingency factors. It argues that managerial performance information use will benefit disadvantaged groups in the presence of powerful stakeholders, protective institutions, and minority representation in government. Using data on school districts in Texas, the article finds support for the first two contingency factors but not the third one. Performance information use by superintendents increases test scores of disadvantaged students if these students make up a sizeable, powerful group, and if superintendents put emphasis on complying with the No Child Left Behind Act.  相似文献

In this article, I discuss citizen orientated public management in relation to extant frameworks and theories in public management and organization research, including the role of the public servant, collaborative public management, citizen coproduction, and relational bureaucracy. Following the discussion, I hypothesize about the relationship between public organizations’ citizen orientations and multiple dimensions of organizational performance. I use data from approximately 900 New York City elementary and middle schools from 2008 to 2011 to examine the relationship. Preliminary findings indicate that a citizen orientation is positively related to multiple dimensions of public organization performance.  相似文献

The aim of this article is to analyse the technical efficiency of the refuse collection services in 75 municipalities located in Catalonia, Spain. The analysis has been carried out using a great variety of techniques, both parametric and non‐parametric. Although the results naturally differ according to the technique used, they nevertheless are consistent in ranking the units analysed. Finally, we have looked into the relation existing between efficiency and the public or private management of the service. The results seem to support the idea that the framework for competition in which the service is provided could be more relevant than the private‐public management dichotomy.  相似文献

In recent times, the UK has witnessed a steady growth in the use of agency workers to fill core professional roles in public sector organizations. Similar trends have been noted elsewhere, particularly in Australia and the US. In this paper our objective is to explore some of the consequences of this growth, drawing on case study research on social services. We point to a number of problems associated with the management of agency workers and to the potentially negative consequences for the quality of services. These problems, in turn, may impact on key aspects of a (largely functional) public service employment model founded on strong internal labour markets, employment stability and collegial ethos. We also note that while there are ways in which public organizations can manage this situation, certain constraints may prevent them from doing so.  相似文献
