This article addresses the relevance of public sector motivation (PSM) among unemployed workers. Despite the growing research interest among many public management and human resource management (HRM) scholars in employment choice, efforts to understand the “working minds” and motivational factors among the unemployed in their pursuit of a future career choice have been almost non-existent in HR scholarship in the public sector, which is critical considering the growing number of unemployed workers both domestically and internationally. Using data from the International Social Survey Program (ISSP) on Work Orientation modules in 1997 and 2005, this article examines the effects of public service motivation and rewards-based motivation on career decisions among the unemployed in seven countries. Findings indicate that while PSM and extrinsic rewards are positive and significant predictors of choosing to work in the public sector, intrinsic rewards were shown to be in a reversed relationship. Results also indicated that respondents whose previous jobs ended either in dismissal or due to family responsibilities were less likely to choose employment in the public sector compared to those whose previous job ended primarily due to retirement. While the foundational claim that PSM attracts individuals to the public sector is well established in the research literature, much uncertainty still exists about its influence on the choice between the public versus the nonprofit sector, which also frequently exhibits a strong public service mission. Little is known also about how discrete dimensions of PSM differ in their effects on such job preferences. This article addresses these shortcomings by drawing on a study that combines the measurement of separate dimensions of PSM with a policy‐capturing design that allows disentangling the effects of sector from those of other job attributes that usually correlate with it: the service orientation of the job and job security. Results show that dimensions of PSM display relevant differences in their effects on preferences across job attributes. These findings have important implications for the choice of PSM measurements in scholarly research and job selection.  相似文献

There is a general consensus that individuals who are driven to serve the public interest can possess a mix of public service motives for engaging in altruistic actions. This article proposes that when analysed simultaneously, some public service motives may play a more important role than others in influencing work outcomes. The pressing questions are which ones and how? Through a survey of a group of Australian public sector employees, this article explores the relationship between the various dimensions of public service motivation (PSM) and the common work outcomes: organizational commitment, job satisfaction and job motivation. The combinations of PSM dimensions that had a greater impact on these work outcomes are also found to vary with different outcomes.  相似文献

The purpose of this study is to understand the predicting role of organizational structure on job performance. Work involvement is tested as a mediator in the hypothesized link. The study presents the results of a cross-sectional survey of 256 public servants in public service departments and agencies in Malaysia. The research results have provided marginal support for the key theoretical propositions. The significant and positive impact of job codification indicates the importance of this factor in predicting job performance of public servants. The empirical link is mediated by work involvement, which suggests that there is an indirect influence of job codification on job performance. This study aims to provide additional empirical evidence on the influence of organizational structure and job performance in the public sector.  相似文献

This article seeks to extend the understanding of the varying nature of job motivations on choosing public sector employment by comparing the two different groups of people—the employed and the unemployed—in the context of East Asia. Utilizing a subset of data from the International Social Survey Program on Work Orientation module in 2005, this article examines how eight job motivational aspects correlate with the choice between public and private sector employment. Major findings indicate that there are significant differences in job motivations between people of different employment status. Moreover, public service motivation was a not a significant factor of sector choice for the unemployed workers, compared to the employed workers who cited job usefulness to society as a reason to join the public sector employment. Practical implications are presented at the end of the article.  相似文献

This article explores the determinants of actual job sector decisions of highly skilled professionals across four different sectors in a developing country, with a particular interest in the relationship with public service motivation (PSM). Unlike most previous cross-sectional studies, it uses a pooled time series of individual antecedents and job characteristics, both before and after the individuals leave the job market to pursue graduate education abroad. The results indicate that there are key differences in terms of the determinants of job sector choices across the four sectors, and that PSM appears to have a differential role on the attraction of individuals to each of those sectors.  相似文献

The functions of the public sector penetrate almost all aspects of social life. Considering the tremendous implications that government employment holds for economic health and other aspects, it is understandable that the processes controlling entry to these jobs are subject to widespread concern. Democratic norms call for a representative bureaucracy. The large size and increasingly mono-ethnic of the Malaysian civil service have caused concern for some time. This study suggests that job characteristics, some background and personal characteristics are significant determinants of graduating students’ job choice. The study also demonstrates how representative bureaucracy would affect performance of the public sector.  相似文献

With the widespread and continuing adoption of managerialism in the public sector, ignoring the impact of change on employees could prevent managerialism from achieving its goals. Subsequently, this study investigates the efficacy of an augmented demand-control-support (D-C-S) model in predicting three of the key employee outcomes in the context of organizational change—psychological health, job satisfaction, and organizational commitment. Analyses of a survey of 207 employees in the Australian public sector, a sector that has undergone, and continues to undergo, substantial change toward managerialism, found that the augmented D-C-S model explained a significant proportion of the employee outcomes in the public sector context. The most important variables were work-based social support and job control. Coping style and perceptions of work conditions, such as pay, were also significant. The augmented D-C-S model provides a useful, proven tool for managers operating within the contemporary public sector.  相似文献

This article aims to discern the extent to which managerial work is similar and different in the public and private sectors. Using propositions and structured categories for describing what managers do, this article compares results of an observational study conducted in the Canadian public sector with similar studies from the private sector. Through a comparison of work type, hours, location, activities, and contact patterns, this research finds few differences in managerial work activities between the two sectors, despite contextual and situational differences. Possible explanations are explored, implications of the findings are discussed, and future research directions are proposed.  相似文献

Public sector administration in sub-Saharan Africa experiences a myriad of problems of the logical perception between worker dissatisfaction and demotivation of job standards. This study tested the Minnesota Satisfaction Questionnaire (MSQ) in a typical public sector organization in sub-Saharan Africa. A total of 100 usable surveys were analyzed with SPSS. A very low level of job satisfaction was indicated, and more than 83% of respondents indicated dissatisfaction in their pay and the amount of work they do. Significant differences in job satisfaction scores were also found in the educational level of staff, and between genders. The study outcome highlights the roles of employees and organizational weak spots of human resource management (HRM) practices in a typical sub-Saharan African country, and provides an alternative pathway in employee satisfaction and performance outcome.  相似文献

Public sector management in Hong Kong was initially designed to rule the territory as a British colony. A number of changes took place in the last quarter century before Hong Kong's reintegration with China and the nature of public sector management has transformed over this period. An overview of administrative principles and practices and an analysis of changes reveal trends that were influenced by both local and international factors. The framework of traditional public administration in the territory adapted effectively to embrace the principles of new public management without much difficulty. The global economic crisis compelled the government to revise its strategies to expand public spending and adopt a further reduced role in the provision of public services. New social, economic and political challenges are driving Hong Kong to adjust to the changing circumstances and trends, and four noticeable shifts can be identified. They include shifts from an administrative to a political executive, from job cuts to job creation, from financial restraint to increased spending, and from public to private sector provision of public services. The trends are driven by local and international forces as well as the progress of democratization and political awareness in Hong Kong.  相似文献

Political rhetoric in the United States is rife with condemnations of public sector workers. The assertion that public sector workers are less creative, talented, or autonomous than those working in businesses pervades in both academic studies and public opinions. Facing constant criticisms, do public managers also perceive that government workers are less able than their private sector peers? If so, and more importantly, does the perceived inferiority of worker abilities shake their confidence, thereby undermining their work attitudes? The present study employs social comparison theory to answer these questions. Based on state government managers' responses in the United States, the results indicate that a clear majority of public managers perceive public sector inferiority with respect to worker creativity, talent, and autonomy. The findings also show that perceived inferiority is related to lower job satisfaction, job involvement, and pride in working for the current organization. Based on the findings, we provide suggestions to both researchers and practitioners.  相似文献

Job satisfaction is an important component of bureaucratic success. In this article, we build on the emerging literature on the five-factor model of personality and argue that basic personality characteristics can help us understand why certain employees are more satisfied with their jobs than others. Multivariate analysis of personality and job satisfaction data from over 1,000 public servants supports this argument. We conclude with a discussion about how personality can add to our theoretical understanding of public personnel management, and help public managers identify applicants who are likely to be satisfied with work in the public sector.  相似文献

A substantial body of research has addressed the importance of the match between the person and the organization, or jobs for individuals and organizational outcomes across diverse fields. Despite growing attention to the role of the person–environment (P–E) fit, there are few studies incorporating the characteristics of jobs in the relationship between public service motivation (PSM) and job satisfaction. Drawing on the growing literature concerning PSM and teacher recruitment and retention, this study investigates whether altruistic work values, such as a strong altruistic desire and a preference for correcting social inequity, affect job satisfaction and teacher turnover.  相似文献

This article analyses the effect of governance in the delivery of public services, and the advantages of collaboration with the private sector in the provision of these public services. The article is not intended to be the conclusions drawn from an empirical study, but rather is based on the experience of a practitioner who has worked as a civil servant in the public sector and as a manager in the private sector. This article analyses the diversity of public organizations focusing on variations in their degree of publicness. We define 'publicness' as organizational attachment to public sector values: for example, due process, accountability, and welfare provision. Based on a survey of Danish public organizations, we show that organizations with a high degree of publicness differ from organizations with a low degree of publicness. The former are characterized by complex tasks, professional orientation, many external stakeholders, conflicting environmental demands, and low managerial autonomy. The latter are the opposite. We explore in detail both the relationship between the organizations and their parent ministries and their responses to organizational change. Organizations with a high degree of publicness are subject to a tight ministerial control and have formal and distant relations with the ministry. They also have strong vertical links, externally and internally. High internal control is the joint product of ministerial control and the stress on the public sector value of rule compliance. All organizations ranked high on publicness are reluctant to adopt organizational changes stemming from the 'New Public Management'. Again, organizations with a low degree of publicness are the opposite, keen to adopt new ideas. We show that degree of publicness matters, across both functional types of organizations and policy sectors. Finally, we discuss alternative theoretical explanations of publicness drawn from contingency theory and the new institutionalism.  相似文献

Public sector employees are expected to perform well in a work environment that is characterized by a variety of challenges. This Symposium aims to shed light on how environmental changes impact the shared identity, attitudes and behaviour of public sector employees; how public sector employees take charge of continuous change and deal with challenges in their work environment; and how organizations can help employees to tackle such work‐related challenges. This article offers an introduction to Niklas Luhmann's theory of social systems as it pertains to public administration and policy, as a first step towards both a critique and its empirical application to empirical reality. It reconstructs Luhmann's early writings on bureaucracy and policy-making and shows how this early, more empirical work grounded his abstract theory of social systems in general and the political system in particular. The article also introduces some central concepts of Luhmann's more recent work on the autopoietic nature of social systems and considers the latter's consequences for bureaucratic adaptiveness and governmental steering in the welfare state. One of the main benefits of applying Luhmann's theory to public administration, the article concludes, is that it conceptualizes the central concerns of public administration within a complex picture of society as a whole, in which both the agency that issues decisions and the realm affected by these decisions are included.  相似文献
