The austerity policies that EU policymakers adopted in response to the Eurozone crisis are often criticized as the product of institutionalized neoliberal ideas. This critique has merits, but tends to overlook institutional changes that do not neatly conform to well demarcated neoliberal ideas considered as “switchmen,” “paradigms,” or “blueprints.” This article offers an alternative reading of the Eurozone's institutional evolution that bridges pragmatist scholarship with cognitive and social psychology. The Eurozone crisis saw the emergence of a new and contested repertoire of governance. Policymakers agreed that “stronger governance” was necessary, but they struggled over how to perform that repertoire. This contest ultimately produced institutional changes that typically mixed austerity and unconventional policies. The advantage of thinking about ideas in terms of repertoires that actors perform is to afford a more granular view of institutions as sites of individual cognition, collective innovation, and political contestation. 相似文献

Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend to diversification and decentralization of education in the post‐Mao period. This article, being set in this context, examines how the policy of decentralization has affected the governance modes of higher education in Mainland China. More specifically, the article focuses on three major aspects of education governance, namely, financing, provision and regulation in education, with special attention given to examining the changing relations between the state, local governments and other agents in education delivery. One very significant consequence of the change is that the public‐good functions of education, of which the state has taken the primary role of a reliable guarantor, have diminished. Nonetheless, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization. How to not speak the ‘F‐word’: Federalism between mirage and imperative in the euro crisis

The recent financial and debt crisis has resuscitated the debate about European federalism – a theme that seemed not to have survived the painful constitutional adventure that ended with the ratification of the Lisbon Treaty in 2009. With the adoption of significant policy and institutional measures for tightening macroeconomic and budgetary coordination (including a constitutionally enshrined debt brake), the reforms of the monetary union have undisputedly brought the European Union further on the path towards an ever closer union. In an era where EU integration has been increasingly politicised, and Euroscepticism has been on the rise and exploited by anti‐system parties, national leaders have to face a political hiatus and respond to increased needs for symbolic and discursive legitimation of further federalisation. This is all the more crucial for French and German leaders who have brokered the main decisions during the crisis of the eurozone. Against this background, the purpose of this article is not to assess whether, or to what extent, the recent reforms of economic and monetary union have made the EU more federal. Rather, the purpose is to tackle the following puzzle: How have EU leaders legitimised the deepening of federal integration in a context where support for more European federalism is at its lowest? To elucidate this, a lexicographic discourse analysis is conducted based on all speeches held by the German Chancellor Merkel and the two French Presidents Sarkozy and Hollande, previous to, or after European summits from early 2010 until the spring of 2013. The findings indicate that federalism is both taboo and pervasive in French and German leaders' discourse. The paradox is barely apparent, though. While the ‘F‐word’ is rarely spoken aloud, two distinctive visions co‐exist in the French and German discourse. The coming of age of a political union through constitutional federalism is pictured as ineluctable, yet as a distant mirage out of reach of today's decision makers. At the same time, the deepening of functional federalism in order to cope with economic interdependence is a ubiquitous imperative that justifies further integration. The persisting gap between the constitutional and the functional vision of European federalism has crucial implications. Insofar as the Union is held responsible for not delivering successful economic policy, political leaders will fail to legitimise both functional and constitutional federalism. 相似文献

Recent empirical studies have found evidence of unstable long run money demand functions if recent data are used. If the link between money balances and the macroeconomy is fragile, the rationale of monetary aggregates in the ECB strategy has to be doubted. In contrast we present a “stable” long run money demand relationship for M3 for the period 1983–2006. To obtain the result, the short run homogeneity restriction between money and prices is relaxed and a break in the income elasticity of money demand after 2001 is taken into account. Measures of excess liquidity do not show significant inflation pressures. 相似文献

This article examines the medico-legal systems of workers' compensation. It is divided into three parts, the first taking an historical perspective to locate the first workers' compensation laws, the circumstances which led to their implementation, and their consequences in terms of the shift from individual fault to industrial risk. In the second part, the discursive practices of medico-legal knowledge-power typically found in workers' compensation systems are examined, especially the principles and clinical practices that are deployed to 'police' the boundaries of such schemes and to mitigate costs. Part three then summarizes the effect of neo-liberal governmentality and its underlying economic rationality as it attempts to regulate, by means of the artifice of liberty, the behaviours of firms and workers. Workers' compensation deserves analysis for the special technical and insurantial problems it entails, given its complex triangular insurance relation (involving the insurer, the firm, and the worker), its deployment of medical, economic and actuarial knowledges, and its production of special problems and uncertainties surrounding the governing of a class of persons incapacitated for productive work. 相似文献

The Everglades is an intensively managed ecosystem where control of the water has allowed agricultural, urban and economic
development, while struggling to meet biodiversity conservation goals. The over 100 year history of control began in response
to a disastrous series of floods and droughts followed by environmental crises at an ecosystem scale. Each of these events
precipitated technological fixes that extended control of water resources. Institutional structures have been continually
reorganized over the last century to meet shifting social objectives, the latest of which is ecosystem restoration. However,
the basic response, which employs engineering and technological solutions, is a type of social trap, where governmental mandates,
planning-based paradigms and vested interests all interact to inhibit the resolution of chronic environmental issues. Experience
from other resource systems indicates that in such an inherently complex system wrought with multiple uncertainties, restoration
must be discovered through experimentation and learning embraced by adaptive management. Though minimal steps towards adaptive
management have been made, we argue that adaptive forms of experimentation and governance are needed to resolve chronic resource

Abstract. This study investigates how the information environment in the Danish 2000 euro referendum campaign served to crystallize opinion on the issue within the context of a number of other hypothesized influences on the vote, based on previous studies of referendum voting. Our data include a nationally representative two-wave panel survey and a content analysis of news coverage during the referendum campaign. We develop a weighted measure of exposure to news on public and private television channels, that takes into account the volume and tone of the coverage towards the YES and NO campaigns, and using this we find that exposure to public television news significantly influences vote choice when controlling for other predictors. We also find varied levels of support for hypotheses concerning the influence of other key variables such as ideology, economic evaluations, government approval and issue-specific contextual variables. The findings emphasize the importance of considering the information environment during referendum campaigns. 相似文献

Abstract Korean policy-makers constructed the global economic crisis as a purely external threat to the domestic economy. This understanding of the crisis supported a selective retreat from neo-liberalism. More problematically, the construction of the crisis as an exogenous phenomenon allowed policy-makers to focus on maintaining short-term growth without seriously addressing the structural weaknesses of the economy that the crisis should have drawn attention to. Levels of household debt in Korea have risen since the crisis and are considerably higher than in the USA. Equally, the economy remains over reliant on exports as a source of growth. 相似文献
