Abstract

Using a 1988 Home Box Office (HBO) series as a point of departure this paper examines the state of mass‐mediated politics. Examples from Tanner ‘88 reveal unmistakable signs of contemporary electoral campaigns ‐ stage management, monitored public opinion, and mythinformation. Pseudo‐events replace actual political circumstances to create politically useful images. The consciousness industry, in creating almost universal commodification, has fused propaganda and advertising in the selling of products and politics. Emphasis on spectacle and happening, immediate delivery, and manipulation of demand represent important changes in the way that capitalism and democracy work. A new mode of information in which social relations are mediated by electronic communication systems is being created. But saturation coverage in the media has not created a better‐informed, more active electorate. Rather, it has reduced the political process to a level of mindless slogans, trivial issues, and meaningless simulations.  相似文献

Abstract

This paper suggests that pragmatism makes a distinctive contribution to the theory and practice of radical democracy. It investigates the relation ship between the renewal of interest in pragmatism and the recent attempts to develop radical democratic alternatives to political liberalism. With particular reference to the contemporary critical social theory of Habermas and Honneth, the paper outlines key dimensions of the civic republican, deliberative democratic and reflexive cooperative reconstructions of John Dewey's conception of democracy. These reconstructions are shown to have explicated important pragmatist insights concerning public participation in civic associations, the discursive practices of deliberation, and the cooperative organization of the division of labour. However, it is argued that each of these reconstructions pre suppose some facet of the additional pragmatist understanding of the creativity of action and that the most distinctive contributions of pragmatism to radical democratic theory and practice derive from a notion of democracy as instituted and emergent meaning.  相似文献

How do economic grievances affect citizens’ inclination to protest? Given rising levels of inequality and widespread economic hardship in the aftermath of the Great Recession, this question is crucial for political science: if adverse economic conditions depress citizens’ engagement, as many contributions have argued, then the economic crisis may well feed into a crisis of democracy. However, the existing research on the link between economic grievances and political participation remains empirically inconclusive. It is argued in this article that this is due to two distinct shortcomings, which are effectively addressed by combining the strengths of political economy and social movement theories. Based on ESS and EU-SILC data from 2006–2012, as well as newly collected data on political protest in 28 European countries, a novel, more fine-grained conceptualisation of objective economic grievances considerably improves our understanding of the direct link between economic grievances and protest behaviour. While structural economic disadvantage (i.e., the level of grievances) unambiguously de-mobilises individuals, the deterioration of economic prospects (i.e., a change in grievances) instead increases political activity. Revealing these two countervailing effects provides an important clarification that helps reconcile many seemingly conflicting findings in the existing literature. Second, the article shows that the level of political mobilisation substantially moderates this direct link between individual hardship and political activity. In a strongly mobilised environment, even structural economic disadvantage is no longer an impediment to political participation. There is a strong political message in this interacting factor: if the presence of organised and visible political action is a decisive signal for citizens that conditions the micro-level link between economic grievances and protest, then democracy itself – that is, organised collective action – can help sustain political equality and prevent the vicious circle of democratic erosion.  相似文献

In A Room of One's Own, Virginia Woolf implicitly addresses the necessary conditions for equal participation in deliberative democracy. Woolf's analysis indicates that proponents of deliberative democracy must be attentive to the angry, unconscious resistance that is part of reasoning in a deliberative system—especially when political deliberation results in a challenge to a person's identity. Woolf's solution for women writers, the material security represented by a room of one's own, can be applied to the larger problem of political deliberation as well. This leads to an expansion of the conception of substantive equality required for a deliberative democracy. Further, Woolf's insight challenges deliberative democrats to de-center capitalist economic relations. As a way of protecting the individual from the psychological dynamic Woolf describes in A Room of One's Own, deliberative democrats should advocate a non-competitive economic space for those threatened by the powerful psychological reactions to deliberation.  相似文献

While the notion that parts of the economy should be subject to democratic oversight is not particularly new, it is only recently that the term “economic democracy” has begun to emerge as a political label and a political project in its own right. Interest in economic democracy is at a historical high as more and more people search for a comprehensive alternative to neoliberal capitalism that is neither state socialism nor social democracy. In addition, the fact that mainstream concern with economic inequality is at a historical peak means that economic arrangements are on the political agenda in a way that they have not been for many years. The central argument of this article is that economic democracy has the potential to be the “big idea” of the left this century for two main reasons. First, although economic democracy is usually thought to be concerned solely with workplaces, in fact it has implications far beyond this. Indeed, economic democracy is best understood as a comprehensive critique of the economy and a corresponding encompassing vision of an alternative. This article thus aims to offer a sympathetic overview of the main facets of economic democracy—the attempt to democratize workplaces, finance, investment, and the market system—as a holistic and integrative project. Second, economic democracy offers an important method for challenging inequality. The expansion of democratic accountability through representation, and particularly the expansion of opportunity for direct participation in economic decision-making is a fundamentally important method of redressing the structural inequality that continues to be a defining dilemma of our societies.  相似文献

Incorporating the notion of sustainability is the biggest challenge for citizenship in a technological era. Existing conceptions of citizenship have not been able to grapple with compounded ecological, economic, cultural, and moral threats facing modern technology-infused societies. Nor has increased public participation, engagement, and dialogue resolved polarized positions on issues such as what constitutes quality of life or what is meant by the integrity of nature. This paper draws on the scholarship of both sustainability and citizenship to propose a framework of sustainable citizenship that seeks to emphasize shared values through a deliberated clash of ideas. Such a framework involves a negotiation of the dialectics of rights and responsibilities, state and non-state, public and private, human and non-human nature, universal and particular, and democracy and capitalism. The paper illustrates how sustainable citizenship can be applied to deal with contentious political and policy issues of new and emerging technologies.  相似文献

There are various limits to what is politically possible. The exigencies of economic production and exchange represent one crucial limit to possible political structures. Inherited Marxist and liberal conceptions of the relation between economic systems and political structures are incoherent; these relations need to be reconceived, yet recent socialist political thinking has preferred to focus mainly on the political domain, pursuing a theory of self-governing community. Can there today be a coherent account of such a theory? One way of showing there cannot is by pressing the question of the contours an dsubstance of modern political community. Optimistic theorists of self-governing community rely on a self-enclosed, determinate conception of community that has its imaginative roots in a vision of ancient liberty: the demos exercising legitimate and effective agency over a particular territory. But modern political community cannot be conceived of in this way: because of the presence of global processes of economic causality, there is today no fit between the territorial identity of a political community and its effective powers of agency. Modern liberty (unlike its ancient counterpart) has no specific or determinate location: its availability depends upon an elaborate division of economic and political labour. In these circumstances, it no longer makes sense to heighten the stakes of membership in a political community, as optimistic theorists of democracy do when they call for a more active and participatory civil society.   • In a time of profound national challenge and change, it is important to promote a new definition of active citizenship locally, nationally and globally. As the effects of economic, political and social globalization continue to underscore interdependence, the imperative of fostering democratic minds among a citizenry is evermore important. It is essential to conceive a common future that encourages the participation of all American citizens; inviting diversity as an asset and broadly reawakening the call to leverage the rich potentials of pluralism in search of common solutions. However, many schools are retreating from basic civics lessons and are not teaching students how to become active citizens. More importantly, public institutions overall do not appear to be advancing the fundamental awareness and skills required for sifting through political hucksterism, opinion masquerading as news and political spin. It is essential for our schools and public institutions to teach the responsibilities and joy of active citizenship. To meet the challenges of democratic cooperation and social cohesion, leaders and citizens alike should be taught and encouraged to openly question, to critique and even to criticize the status quo. The means for cultivating and institutionalizing such habits on a broad scale involves educational reformation and initiatives in civics and citizenship education to increase opportunities for meaningful public engagement. These are by no means the only answer, but they are a critical component for meeting the challenges of truly inclusive and active representative democracy where out of many, we are one.

Abstract

This introduction provides an overview of material- or device-centred approaches to the study of public participation, and articulates the theoretical contributions of the four papers that make up this special section. Set against the background of post-Foucauldian perspectives on the material dimensions of citizenship and engagement – perspectives that treat matter as a tacit, constituting force in the organization of collectives and are predominantly concerned with the fabrication of political subjects – we outline an approach that considers material engagement as a distinct mode of performing the public. The question, then, is how objects, devices, settings and materials acquire explicit political capacities, and how they serve to enact material participation as a specific public form. We discuss the connections between social studies of material participation and political theory, and define the contours of an empiricist approach to material publics, one that takes as its central cue that the values and criteria particular to these publics emerge as part of the process of their organization. Finally, we discuss four themes that connect the papers in this special section, namely their focus on (1) mundane technologies, (2) experimental devices and settings for material participation, (3) the dynamic of effort and comfort, and (4) the modes of containment and proliferation that characterize material publics.  相似文献

To identify what is needed to sustain local democracy we need a model of democratic government and an idea of the kind of social and economic context that is supportive of democracy. Local democracy requires a combination of a liberal democratic model of local government and the prerequisites of democratic stability: economic development, equality, political culture and the development of civil society. However, a number of factors, non-local as well as local, may undermine local government and local democracy, especially centralization, economic decisions, external conflicts, dependency on civil servants, the dilution of elected representation, formalistic participation, skewed representation, class conflict and official attitudes. However, democratic local government can contribute to economic development, the reduction of inequality, a democratic political culture and the development of civil society, thereby strengthening local democracy.  相似文献

ABSTRACT

Do regional differences within a single country influence how survey respondents use response scales when evaluating concepts like democracy? Further, what determines how respondents will assess the level of democracy at home or abroad? We test three hypotheses to answer these questions. First, we hypothesize that differential item function (DIF) exists between regions that are most different along political, cultural, and historical dimensions. Second, we hypothesize that political attitudes will predict views about evaluations of the level of democracy domestically. Third, we hypothesize that regions with stronger ties to and greater affinity for a foreign state will rate that state as more democratic than other regions. We find support for all three hypotheses using a nationally representative survey of Ukraine, but correcting for DIF generates substantively important changes in our interpretations of the results. Specifically, it increases support for hypothesis two but leads to a more measured conclusion about hypothesis three. An analysis of the responses to anchoring vignettes to control for DIF provides some initial suggestive evidence that Ukrainians outside Kyiv may view democracy as more binary in nature than on a nuanced sliding scale. We conclude with recommendations for researchers on deploying anchoring vignettes in sub-national survey research.  相似文献

Economic and political considerations are important in determining citizens' level of satisfaction with their democratic system, but research analyzing which criteria prevail in which contexts is still limited. We examine under what conditions citizens chiefly rely on economic or political considerations in assessing their level of satisfaction with democracy. Using the Comparative Study of Electoral Systems dataset covering 72 elections in 45 unique countries (1996–2016), we show that the relative weight of economic and political criteria in citizens' evaluation of their democratic regime is a function of their nation's affluence. On the one hand, citizens in poorer countries mostly rely on the economy to assess their level of satisfaction with democracy. On the other hand, political considerations are crucial in citizens' evaluations of richer societies. Our results entail strong implications to understand why citizens' recipes for satisfaction for democracy vary across time and space.  相似文献

A modelis constructed that shows why and howpolitical participation influences thespending behavior of opportunisticgovernments that can choose an optimalcombination of rents and public goods toattract political support. If the level ofdemocracy remains comparably low,governments rationally choose rents as aninstrument to assure political support.With increasing democratic participation,however, rents become an increasinglyexpensive instrument while the provision ofpublic goods becomes more and moreefficient in ensuring the incumbentgovernment's survival in power. As a consequence, an increase in democracy tends toraise growth rates of per capita income.However, the beneficial impact of democracyon growth holds true only for moderatedegrees of political participation. If –in semi-democratic countries – politicalparticipation increases further,governments have an incentive toover-invest in the provision of publicgoods. This model allows to derive and testthree hypothesis: Firstly, based on asimple endogenous growth model, weempirically substantiate our hypothesis ofa non-linear, inverse u-shaped relationbetween the level of democracy and growthof per capita income. Secondly, we showthat the impact of government spending oneconomic growth is higher in moredemocratic countries. Given the continuing importance of democracy as an analytic concept. this article seeks to compare Scandinavian practice with accepted general definitions and theories. Definitions that recognize contemporary political democracy as consensual and procedural seem most appropriate to the Scandinavian cases. Although remaining dynamic. political democracy has not been a contested principle for more than 50 years.
Efforts since 1945 to extend democracy to social and economic spheres have been more controversial, however. Welfare state measures enjoy broad support, not least for functional reasons. For many, however, such policies seek a broader social democracy instead of merely a humane 'safety net'. Economic democracy remains the most contested dimension. Seeking to transcend corporatism and rational collective bargaining, economic democracy seeks simultaneously to promote greater economic equality and participation while maintaining an efficient productive system.
The dynamic and expanded democratic model has engendered much domestic debate about means and ends. This has been, on balance, a source of reinvigoration.  相似文献

The nation’s recent experience with war and economic crisis would hardlyshock Thorstein Veblen. America’s most original radical voice, Veblen has much to teach us about the common predatory origins of war and finance and the tragic consequences of their pursuit. This brief survey of the contemporary relevance of Veblen’s observations about war and economic collapse emphasizes the political foundation of his critical theory. Though widely regarded as an economic thinker, Veblen’s critique of modern business enterprise and its alliance with government rests on an essentially political dissection of what he termed barbaric exploit, the ancient root of war, power politics, the state, and latter day financial conquest. For Veblen, barbarism did not end with the coming of liberal democracy, rule of law or capitalism; its habits of exploit, waste and destruction go marching on.  相似文献

In this essay I argue that neoliberalism is both an economic and a political doctrine and that its historical trajectory, both conceptual and political, especially in the United States, is better understood in relation to its complex relationship of affinity with liberal democracy. The intersection between liberal democracy and neoliberalism is thus better apprehended from the perspective of the separation of the economic and the political in capitalism and the relative autonomy that it structurally grants to each field of power. Liberal democracy has provided a depoliticized framework that nurtures neoliberalism, while providing it with a cloak of legitimacy. Stated somewhat differently, the historical trajectory of liberal democracy, as a theory and as a practice of power, betrays an anti-democratic tendency that leads to depoliticization and has quelled the democratic politics that once gave credence to it, thus paving the way for the rise of neoliberalism.  相似文献

ABSTRACT

This paper explores existing thinking and research on the use of negative advertising strategies in political campaigning, and in particular examines their potential impact on liberal democracy. We ask what impacts negative forms of political communication may have on our system of government and democratic participation. Though political advertising makes up only a part of political discourse, an analysis of it is necessary given the increasing “marketisation” of political communication, coupled with concerns regarding the so called “democratic deficit.” In order to more truly evaluate its impact, the evidence pertaining to both the positive and detrimental consequences of employing negative ad strategies is examined. What emerges are some very real short-term benefits, some very real concerns over its use, and confusion over its “true” impact. Of particular note is the need for researchers and campaign managers to take a longer-term view of the potentially detrimental consequences of employing negative advertising strategies-to look beyond the short-term gains of winning elections and to consider the longer-term societal consequences of consistently employing advertising strategies characterised by the creation of doubt, fear, anxiety, violation and viciousness. We argue that the “winning” mentality of political ad campaigns needs to be balanced by a more “nurturing” orientation if the tenets of liberal democracy are to remain sustainable.  相似文献
