Social conflict in Peru has increased dramatically since 2004. The economic origins of these disputes, which result mostly from the growth of mining operations, have received considerable scholarly attention. The emergence of collective action directed at the performance of regional and local government, however, has received little notice. This essay examines Peru's regional and local governance conflicts on the basis of hundreds of reported cases. It investigates the nature of these episodes and the strategies adopted by community organizations to get their complaints addressed. It finds that the political opportunity of the posttransition period, dissatisfaction with government performance, and new participatory rights have helped to give rise to such collective action. Community protagonists choose between institutional and noninstitutional strategies but often combine them to help ensure success. Maintaining legitimacy proves essential to both sides. This article argues that these events represent both constraints and favorable developments for subnational democracy in Peru.  相似文献

Among women opposing expansion of mining operations in Cajamarca, Peru, narratives of preferred alternatives diverge: from sustainable mining to alternative economic development, to more radical alternatives to ‘development’. In these accounts, both the women's relative powerlessness and agency become apparent. This article critically explores women's views of development and their imaginings of their region with or without mining. I argue that those who opposed mining show a continuing engagement with questions of development in the aftermath of conflict over natural resource extraction, highlighting a common thread of desires for bottom-up initiatives embracing local knowledge, practice and history.  相似文献

This paper critically revisits the debate on natural resource rent, curse and conflict, interrogating some of the key assumptions that have become received knowledge in extant discourses. The paper demonstrates how orthodox theories’ preoccupation with issues of resource rent and resource curse tend to be marred by slants of ahistoricity and state-centricity. Adopting a stakeholder approach to the issues of resource rent and conflict in Africa, the author argues that natural resource rents produce and attract a multiplicity of competitive stakeholders, both domestic and external, in the resource-rich states. The competition and jostling of stakeholders for access to, and appropriation of, rentier resources is too often an antagonistic process in many emerging economies that has consequences and implications for violent conflict. The paper attempts a new conceptual explanation of how natural resource rents dialectically generate stakes, stakeholders and political conflict. The paper concludes by proposing the need for the more conflict-prone African rentier states to transition to a more functional state model, the transformative state.  相似文献

This study explains the erosion of conservative rule and the rise of leftist opposition at the subnational level in the Northeast of Brazil in recent electoral cycles. Compared with explanations based on economic modernization, social spending, and fiscal reform, the data best support the hypothesis that the organizational and spatial dimensions of leftist mobilization in these states have shifted to the detriment of conservative machines. Specifically, urban mobilization of leftist supporters has determined the electoral success of these oppositions. The study also explains where conservatives maintain a floor of support based on the continuation of clientele networks.  相似文献

This article analyzes the developmental impact of two of the earliest investments made by Chinese companies in South America, the Shougang Corporation's mining activities in Peru and Andes Petroleum's oil extraction operations in Ecuador. The article draws attention to the importance of contextualizing and disaggregating instances of Chinese resource‐based investment in order to adequately grasp the complexity of processes that are contingent to particular regimes of natural resource governance, companies' backgrounds, and the strength and nature of local reactions, among other factors. It thereby encourages a critical examination of Chinese investment in South America that explores how the characteristics of that investment are reshaped by the long and contested histories of resource extraction in the region, the promotion of and resistance to particular visions of development, the agency of multiply situated and complex actors, and the wider transnational production networks in which resource extraction processes are embedded.  相似文献

A study of 33 countries globally with a high dependence on minerals, including 18 in Africa, showed that existing critical propositions about mining have failed to explain the differences in outcomes between those countries that suffered from the ‘resource curse’ and those that did not. Expansion in the non‐traditional agricultural export sector following neoliberal reform has precipitated an economic transformation in Peru. Non‐traditional agricultural export growth has brought environmental, social and distributive costs. This article critically examines the Peruvian asparagus boom and the impact of this on water availability among marginal groups. Based on primary case study fieldwork, the paper asserts that the agro‐export model is causing the over‐exploitation of important groundwater supplies in the Ica Valley where almost all of Peru's fresh asparagus is produced. This reveals wider issues concerning neoliberal development and the political economy of natural resource allocation in Latin America.  相似文献

Migrant domestic workers rarely take part in — let alone organize — public protests in the countries where they work. Public protests are virtually unheard of among migrant domestic workers in Singapore, Taiwan, and Malaysia, and especially in the Middle East and the Gulf States. Over the past decade and a half, however, migrant domestic workers in Hong Kong — mostly Filipinas and Indonesian women — have become highly active, organizing and participating in political protests. Hong Kong's migrant domestic workers protest in a place where they are guest workers and temporary migrants, denied the opportunity of becoming legal citizens or permanent residents. Increasingly, these workers, their grassroots activist organizations, and the nongovernmental organizations with which they are affiliated frame their concerns in terms of global, transnational, and human rights, not merely local migrant worker rights. This article takes the “Consulate Hopping Protest and Hall of Shame Awards” event — part of the anti-World Trade Organization protests in Hong Kong in 2005 — as an ethnographic example of domestic worker protest and as an entrée through which to ask what it is about Hong Kong and about the position of women migrant workers — whose mobility and voice is both a product and a symptom of globalization — that literally permits public protests and shapes their form and content. The article illustrates how migrant workers’ protests and activism have been shaped by domestic worker subjectivities, by the dynamics of inter-ethnic worker affiliations, and by the sociohistorical context of Hong Kong as a post-colonial “global city” and a “neoliberal space of exception.”  相似文献

Historical discourse has become an important aspect of post-Suharto Indonesian politics. The nationalist instrumentalization of the past, always strong in Indonesia, took on a martial aspect under the New Order. Even today, the establishment remains reluctant to abandon it. But new visions of history have arisen out of the widespread protests against the New Order. Some preserve the form of a martial nationalist historiography, but displace it to the regions (especially Aceh and Papua), thus turning it against Jakarta. Others, both at a national and a local level, embrace more societal historiographies in which the state and national unity are not idealized, and in which internal conflict is not taboo.  相似文献

The case of Mancora, Northern Peru, illustrates a process of neoliberalisation through which conceptions of place, local identities and the recent history of the place have been reformulated due to the rapid expansion of global tourism. In this former fishing village, tourism development altered local conceptions of place, allowing the emergence of contrasting projects for converting it into a beach resort. This process brought about a context governed by land conflicts and tension between local authorities, where local inhabitants reshaped their identities and the recent history of the place in order to gain or maintain ownership over valuable natural resources.  相似文献

This article shows that the institutional design of Argentine federalism allows for differences in the protective scope of the provincial domestic violence laws. It holds that the broad legislative capacities of subnational districts enable the working of political and social local factors, which, in turn, determine heterogeneity in these laws’ protective scope. It analyzes, compares, and measures 37 laws on domestic violence sanctioned between 1992 and 2009. It advances a methodology to measure their differences and it evaluates the impact local factors have on legal variations across jurisdictions. The article shows that the protective scope of these laws is determined by the intensity of the local electoral competition and by the strength of women's organizational capacity. Results also show that time matters insofar as it allows for the diffusion of more protective laws.  相似文献

This article analyzes how market reform policies already in place affect social interests, and the feedback effects of those interests on reform processes. The variety of societal responses includes the creation of new societal organizations, reflecting the variable content and asymmetrical distribution of costs and benefits of the policies implemented. Because of this variety even in Peru, where the disorganizing effects of neoliberal reform appear to be strongest, it would seem that the societal impact of economic reform elsewhere in Latin America would also warrant more careful examination.  相似文献

The protests of December 2001 in Argentina were the most visible manifestation of a larger cycle of contention, which continues to have a substantial influence on the forms, tactics and goals of social movements throughout the country. This paper provides a critical overview of these lasting effects. In particular, we focus on three areas where the consequences of the crisis for collective action have been particularly strong: performative politics, coalition-building, and institutional support for grassroots networks. We conclude by reflecting on the implications for participatory democracy and the consolidation of a highly engaged civil society.  相似文献

While a new working class is in the process of remaking itself in China, the latest trend in labour studies has rejected the Marxist tradition which sees the social relations of production as the point of departure for analysing workplace conflict. According to the new current, influenced by post-structuralism, class is only one of the identities articulated by workers, and it can be understood only with reference to their discourses. By critically evaluating an important book by Ching Kwan Lee (Against the Law: Labor Protests in China's Rustbelt and Sunbelt), this article suggests that her approach generalising workers' protests with the notion of citizenship cannot satisfactorily explain the changing pattern of labour protests in China since 2004. By using fieldwork data and connecting the analysis of the social relations of production with the changing patterns of workers' struggle, this paper argues that migrant workers protests are a significant part of the emerging class conflict in China.  相似文献

How does the state ensure the implementation of national policies in a context of decentralized political authority? This article identifies a new strategy utilized by national bureaucrats to regulate the behavior of subnational politicians: mobilizing civil society as government watchdog and political advocate. In the context of decentralized governance, in which local politicians administer most social sector programs, reform‐minded bureaucrats often find that they have little control over the implementation of their progressive policies. In Brazil's AIDS policy sector, however, bureaucrats have ensured the successful implementation of their policies by developing allies outside government. These state actors—here called activist bureaucrats—have been largely overlooked in the English‐language literature, yet they form a new layer of politics in Latin America.  相似文献

A proliferation of scholarly works offering a variety of modernization experiences facilitated an understanding of social protests in non-western settings. Focusing on the initial stages of modern social movements in Iran and the Ottoman Empire, this study makes a comparative analysis of the tobacco protests at the turn of the twentieth century. The social protests against foreign tobacco monopolies are regarded as a key moment for the emergence of modern social movements in these countries. Scrutinizing the negotiation strategies, social value systems and political structures of these countries, it is suggested that these tobacco protests played a catalytic role in the process of capitalist incorporation and adaptation to the accompanying value systems of modernism and liberal democracy.  相似文献

The administration of President Fernando Henrique Cardoso enacted measures to constrain subnational politicians in a newly democratized and highly decentralized federal system. Lacking sufficient accountability at the subnational level, the central government attempted to increase its control of educational funding and minimize local discretion over educational spending. These reforms constrained the distribution of intergovernmental transfers, but entrusted the disbursement of educational spending to local oversight. This article argues that while the constraints protected the federal treasury from predatory practices, the local oversight did not protect educational spending from mayoral discretion. This argument is based on an analysis of initial reform implementation in four municipal school systems. The mayors responded to the federal initiatives in a variety of ways, but these were based on the requirements of their own political survival. The four cases thereby become studies in how one effort to recentralize democracy is working in Brazil.  相似文献

Market economies in the eastern Mediterranean are not counted among ideal-typical innovators. But this picture may be changing. This article explores the emerging innovation systems in the eastern Mediterranean by examining recent data and the literatures on varieties of capitalism and innovation systems. Through the cases of Cyprus, Israel, and Turkey, the study argues that the varieties of capitalism framework, by focusing on performance at the macro level, disregards the subnational performance of these outlier markets, which have promising regional or local innovation systems. Fostering cooperation among these emerging innovation systems could become a valuable instrument for overcoming deeply rooted conflicts in the eastern Mediterranean, which has turned into a “crisis zone” due to recent energy discoveries.  相似文献

University students played a pivotal role in the Arab uprisings in 2011. This article explores the link between reform policies and social mobilisation through a comparison of university reforms and student protests in Egypt and Morocco. It argues that both—the fabrication of social policies and the formation of protest—are rooted in the specific political configuration of authoritarian regimes. Egypt and Morocco have both embarked on internationalising higher education, but the monarchy was more successful in embracing change through a more pluralistic type of governance. Hence, Morocco was able to escape the disruptive dynamics of the uprising, unlike Egypt, which was more reluctant to establish a new type of governance.  相似文献
