A number of studies have shown that arts and cultural programs offer multifarious benefits to individuals and communities. However, there has been little discussion in the public management literature regarding access to cultural programs for people with limited disposable income. Although the arts industry is increasingly emphasizing the importance of expanding cultural access for all, we know little about what drives individual nonprofit organizations’ strategies. This article draws on benefits theory and resource dependence theory to explore the relationships between different types of revenue and the extent to which performing arts nonprofits offer free access. The authors use a unique data set compiled by DataArts to test how various types of revenue influence accessibility to the arts and find that performing arts nonprofits receiving grants from local governments, foundations, and corporations offer more free access. The article concludes with a discussion of study implications and an application of benefits theory to other types of nonprofits.  相似文献

In spite of major coverage expansions under the Patient Protection and Affordable Care Act (ACA), a large proportion of immigrants will continue to remain outside the scope of coverage. Because various provisions of the ACA seek to enhance access, advancing knowledge about immigrant access to health care is necessary. The authors apply the well‐known Andersen model on health care access to two measures—one focusing on perceptions of unmet health care needs and the other on physician visits during the last year. Using data from the New Jersey Family Health Survey, the authors find that prior to implementation of the ACA coverage expansions, immigrants in New Jersey reported lower levels of unmet health care needs despite poorer self‐rated health compared with U.S.‐born residents. The article concludes with a discussion of the use of Andersen model for studying immigrant health care access and the broader implications of the findings.  相似文献

The Internet has become a major source and vehicle for technological transfer and project development during the 1990s. Three Pacific Island countries—Fiji, Samoa and Vanuatu—were connected through Pactok, an inexpensive computer‐mediated communication (CMC) system originally developed for non‐government organizations (NGOs) through the Pacific Sustainable Development Networking Project (PSDNP). The PSDNP was established by the United Nations Development Programme (UNDP) in 1993 and funded by the UNDP until December 1996. Content analysis of the Project Document indicated that although the PSDNP aimed to improve access by these countries to scientific and technical information, an important underlying theme was to ensure these Pacific Island countries were connected to the Internet. It also appeared that the agency was keen for organizations in these countries to increase access to international information, with little regard for local and regional sources. Subsequent analysis of Pactok sites early in 1997 showed that the PSDNP had encouraged the project's primary stakeholders—regional organizations and NGOs—to join Pactok. However, international agencies such as the UNDP and other foreign assistance also have access to Pactok and are able to disseminate agency ideologies, objectives and priorities directly to users in Pacific Island countries. Introduction     
Venezuelan President Hugo Chávez has emerged as an outspoken challenger to US geopolitical preeminence in the Americas. This study explores the framing practices employed by mainstream newspaper outlets in the United States in their coverage of President Chávez over a ten-year time period—between 1998, the year he was first elected president, and December 2007. This content analysis examines media output from a number of influential newspapers: The New York Times, The Wall Street Journal, and The Washington Post. Using an inductive approach, I identify and critically assess the dominant media frames that emerged over this time period: the Dictator Frame, the Castro Disciple Frame, the Declining Economy Frame, and the Meddler-in-the-Region Frame. I also explore how journalistic norms—like personalization, dramatization, novelty, and authority-order—inform media coverage of this key Latin American leader.  相似文献

This research examines whether online discussion groups enhance students’ ability to analyze political problems and recall factual knowledge. The study compares four sections of the author’s introductory world politics course—two that employed online discussion groups and two that did not. The results revealed little difference in the performance of the sections with and without the online groups. These findings suggest the need to pursue further research focusing on how learning is measured, how discussion group size affects outcomes, how providing students with a study guide detailing course objectives impacts learning, and whether alternative forms of active learning, such as research projects or problem solving exercises, might better develop the capacity for analysis.  相似文献

In recent years, the top-down nature of human rights norm-setting has been problematized by scholars and practitioners who — inspired by actor-oriented perspectives on human rights — started to explore the potential role of rights users in the further development of human rights norms at the global level. Based on fieldwork with community-based organizations in Guatemala and the Democratic Republic of the Congo, I argue that the empowering potential of this exercise could be amplified by complementing actor-oriented analyses with a sociostructural analysis of how institutionalized power relations shape the potential for reverse standard-setting. Drawing on new empirical material, I propose a more nuanced way to think about reverse standard-setting and identify four issues that require the combination of an actor-oriented analysis and sociostructural analysis: access, influence, avenues for information sharing, and discursive incompatibilities. In doing so, I seek to increase the analytical rigor, practical relevance, and empowering potential of reverse standard-setting.  相似文献

Prior research provides limited insights into when political communications prime or change citizens’ underlying opinions. This article helps fill that void by putting forth an account of priming and opinion change. I argue that crystallized attitudes should often be primed by new information. An influx of attention to less crystallized preferences, however, should lead individuals to alter their underlying opinions in accordance with prior beliefs. Since predispositions acquired early in the life cycle—such as partisanship, religiosity, basic values, and group‐based affect/antagonisms—are more crystallized than mass opinion about public policy, media and campaign content will tend to prime citizens’ predispositions and change their policy positions. Both my review of previous priming research and original analyses presented in this study from five new cases strongly support the crystallization‐based account of when mass opinion is primed or changed. I conclude with a discussion of the article's potential political, methodological, and normative implications.  相似文献

The following is a brief survey of Marx and Engels’ views on ecology, from the viewpoint of their relevance for 21th-century ecosocialism. While there are some serious limitations in the way both consider the “development of productive forces,” there are powerful insights in their discussion of the destructive consequences of capitalist expansion for the environment—an expansion that generates a disastrous metabolic rift in the exchanges between human societies and nature. Some ecological Marxists distinguish between “first stage ecosocialists”—who believe that Marx analyses on ecological issues are too incomplete and dated to be of real relevance today—and “second stage ecosocialists,” who emphasize the contemporary methodological significance of Marx’s ecological critique of capitalism. This paper tries to argue for a third position (which probably could be accepted by several people of the two groups above): Marx and Engels’ discussion on ecological issues is incomplete and dated but despite these shortcomings it does have real relevance and methodological significance today.  相似文献

Previous scholars have explored the effects of local labor market conditions on welfare usage. However, none of these studies use direct measures of geographic access to nearby jobs. Responding to this limitation, our research combines data from the 1990 census with three administrative data sets to examine the effect of geographic job access—defined as the relative supply of low-wage jobs located within a three-mile radius of a census tract—on welfare usage rates among the Los Angeles population with a high school degree or less. After controlling for other characteristics likely to affect welfare behavior, we find that welfare usage declines as geographic job access increases. This relationship holds not only among African-Americans, the subject of much of the scholarship on job access and economic opportunity, but also among whites, Asians, and Hispanics.  相似文献

This article explores the role of variations in organizational form in explaining levels of group access. Specifically, we test whether group forms incorporating more extensive engagement with members receive policy advantages. We develop and test a account of beneficial inefficiencies. Our account reasons that the costs of inefficient intraorganizational processes and practices associated with enhanced engagement with members are beneficial as they generate crucial “access goods”—specifically encompassing positions—that in turn receive enhanced policy benefits. The costs of intraorganizational practices allowing members to engage more thoroughly in decision making are thus beneficial inefficiencies. We test this proposition using data on the Australian interest group system. Using the tools of cluster analysis, we identify three forms, each varying in respect of the inefficiencies they embody. Our multivariate analysis finds strong support for the account of beneficial inefficiencies: groups with the most inefficient organizational model receiving the greatest policy access.  相似文献

Assisted housing programs in the United States aim to provide decent, safe, and affordable housing for low-income households. Increasingly, policymakers have also considered how assisted housing can provide access to lower poverty, income-diverse, and higher opportunity neighborhoods. The U.S. Department of Housing and Urban Development currently balances two strategies. First, place-based programs—immoveable subsidies linked to particular units—can both revitalize distressed neighborhoods and provide access to higher opportunity neighborhoods. Second, people-based assistance—housing vouchers for use on the private rental market—can facilitate moves out of high-poverty, low-opportunity neighborhoods. During this policy moment with fair housing priorities receiving national attention, understanding the efficacy of each approach is critically important. This article synthesizes past research on housing vouchers to identify the impact of people-based assistance on four outcomes: residents’ neighborhood attainment, education, economic outcomes, and health. I also review the scant literature examining how vouchers affect place rather than people. I conclude by identifying aspects of special voucher programs that promote positive outcomes that could potentially be scaled up.  相似文献

Abstract

This year, over 630,000 prisoners will be released from state and federal prisons across the country—more than four times as many as were released in 1980. In this article, we examine the scope of the prisoner reentry issue—what is known about the intersection of housing, homelessness, and reentry and about the barriers returning prisoners face in securing safe and affordable housing.

Although the housing challenges are formidable, progress is being made on numerous fronts. We seek to frame the dynamics of the reentry housing discussion by highlighting the promising strategies that are emerging. These strategies, taken to scale, could help create a very different national policy on prisoner reentry. Ultimately, effective reentry strategies have the potential not only to reduce re‐arrest and increase public safety, but also to reduce homelessness.  相似文献

Concerns over rising college tuition and slow economic growth have brought renewed attention to the role of federal and state financial aid programs in opening access to education. Despite a large body of literature examining the effects of grant aid on four‐year and public two‐year college enrollment, for‐profit colleges—particularly the vast majority that offer two‐year degrees and certificates—have largely been ignored. Using panel data methods and a new administrative data set of for‐profit colleges operating in California between 1989 and 2003, I assess the impact of the federal Pell Grant program, the G.I. Bill, and California's Cal Grant program on the net number of for‐profit colleges per county. The results suggest that for both Pell and Cal Grants, increases in the per‐student maximum award encourage for‐profit entry. This relationship is particularly strong in counties with high adult poverty levels, where more students are eligible for aid. Further, these gains in the private sector do not appear to come at the expense of the public sector. Rather, public community colleges also experience enrollment gains as the generosity of Pell and Cal Grants increases, although this reaction appears to be weaker than the reaction of for‐profits. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

Game theoretic analyses of American institutions and American political development largely are disconnected enterprises, yet they share many points of contact and thus opportunities for fruitful exchange. In this essay I discuss the value and limits of formalization for the enterprise of institutional analysis that those fields have in common. I conceptualize two broad approaches that formal modelers have taken to study institutions—institutions as game forms, and institutions as equilibria—that have been relatively successful for understanding institutional choice and stability. At the same time, formal modelers have been less successful in addressing institutional change and development, topics about which APD has much to offer. Overall, I contend that crosstalk between the two fields can benefit them both.

The recent increase in the number of students classified as English language learners (ELLs) has focused significant attention on reclassification policy, which governs the process by which ELLs move toward, and are deemed to reach, full English proficiency. In this paper, we draw on a data set containing annual individual‐level records for every Wisconsin student ever classified as an ELL between the 2006–07 and 2012–13 school years to estimate the effects of being reclassified at the end of 10th grade—a crucial period on the pathway to postsecondary education—on several measures related to students’ postsecondary attainments. We estimate these effects in a regression discontinuity framework, exploiting Wisconsin's policy rule that automatically reclassifies ELLs who score above a specified cutoff on the state's English language proficiency exam. Our analysis indicates that being reclassified as fully English proficient in 10th grade has a positive effect on students’ ACT scores. It also provides some evidence of a positive effect on high school graduation and the probability of enrolling in a postsecondary institution the fall after graduation. Together, our analyses provide evidence on the effects of a policy directly relevant to the country's fastest growing student population, and we close the paper with a discussion of the implications for research and policy.  相似文献

The British government is encouraging the growth of for‐profit alternative providers of higher education (HE). While it is true that for‐profits have opened HE access to previously under‐served groups and have been more agile in reacting to market demand, they have done so at a considerable cost to students and the taxpayer because they do not share in the cost of the failure of HE to ensure a payoff for many of their students. The US experience with for‐profits should be a cautionary tale for those supporting their expansion in Britain. Policy is needed to craft a regulatory framework that produces the benefits that for‐profits can provide, but minimises the costs that often accompany them. At present, it is far from clear that expanding alternative providers—that is, for‐profits—would ‘work better’ for students.  相似文献

Organizational theorists have long examined the implications of market‐oriented policies for public agencies. Current research often aims to understand the effects of policies imposed on organizations by external stakeholder groups, but few studies have attempted to gain a better understanding of what mechanisms cause agencies to select into these strategies. The purpose of this article is to understand, first, which factors make an organization more likely to adopt a decentralized, market‐based budgeting system—termed “responsibility‐centered management (RCM)—and, second, whether this type of system has implications for organizational performance. Using data on doctorate‐granting public and private nonprofit four‐year universities in the United States, the authors find that mission, resource dependence, and state party control influence the take‐up of RCM. In terms of effects, RCM creates winners for graduation rates (white students) and degree production (science, technology, engineering, and math departments), which raises questions of equity across groups.  相似文献

Despite the known benefits of long-term, game-based simulations they remain underutilized in Political Science classrooms. Simulations used are typically designed to reinforce a concept and are short-lived, lasting one or two class sessions; rarely are entire courses designed around a single simulation. Creating real-world conditions in which students operate often requires the development of distinct cultures and shared experiences that only long-term interactions can generate. These long-term interactions create a community where the past interactions of players matter when making decisions about future action. Long-term role-playing also gives students a forum to fully immerse themselves in the material resulting in deeper content comprehension. This article presents a framework for using a long-term, game-based simulation based on the popular television show Game of Thrones. The simulation uses an active learning approach to help students understand a variety of topics related to International Relations and related fields. The article concludes with a discussion on how the simulation can be modified to fit a variety of non-Political Science courses as well as provides the framework for an experimental design to test the effectiveness of the simulation.  相似文献
