言论自由权是《宪法》赋予我国公民的一项重要权利,随着微博的兴起,微博成了公民通过网络行使言论自由权的重要场所。微博中的言论自由既有其有利的方面,如,使公民更加充分地行使言论自由权,具有强大的舆论监督功能,有利于社会民主;与此同时,我们须看到其弊端,如,微博中的网民对事件的发生往往缺乏专业性评价不能为大众提供参考框架,社会精英依然是话语权的主导以及易引发群体性事件等。通过探讨微博中言论自由的利于弊,提出了一些改善的意见,如,完善相关立法,加强微博中网民道德素养以及加强政府对公众的舆论引导作用。  相似文献

信息时代,网络成为人们生活中不可或缺的一部分。微博以其草根性、原创性、实时性、快捷性等诸多优势条件,正越来越多地影响着人们的生活。与此同时,各地公安机关与时俱进,纷纷开设公安微博。通过公安微博,发布警务信息、接受报警求助,使原本有些闭塞的公安信息得到了及时有效的发布,和谐了警民关系,减少了因群众不明情况引起的群体性事件的发生。促进了社会稳定,对公安工作起到了巨大的辅助作用。  相似文献

近年来,在群体性事件应对中存在的主要问题体现在地方政府的角色定位不准确,群体诉求表达机制不畅通,干部工作方式方法存在问题,处置方式不当,一些干部存在不良心态等方面。因此,要提高应对群体性事件的能力,需要明确定位政府角色,畅通群众的诉求渠道,建立社会稳定风险评估机制,建立党委政府主导的发挥社会组织作用的维权机制,建立群体事件的干部问责制度,构建化解社会矛盾的大调解机制和提高干部处置群体性事件的能力。  相似文献

群体性事件的形成与发展是一定的政治、经济、文化等多种社会矛盾的综合反映。警察作为维护社会安定的重要力量,加强对警察公共关系的研究是公安机关更好地预防和处置群体性事件的迫切需要。警察在预防和处置群体性事件中扮演维护社会秩序、保证公共安全的的角色,运用警察公共关系化解社会矛盾是可行的,开展警务公关的具体措施包括:牢固树立舆情观念和公关意识、严密舆情控制、及时开展应对公关及必要时现场喊话公关等。  相似文献

在新的社会形势下我国进入群体性事件高发时期。公安机关在处置群体性事件中扮演重要角色,但日常工作中存在的警察权异化及对紧急、特殊情况的预防及控制措施不得力,使公安机关处置群体性事件社会效益不高。根据群体性事件发展的新形势,我们应强化对警察权的监督;对特殊紧急情况的预防和处置阶段要做到"发现早、反应快、处置好",使群体性事件的处置取得较好的社会效果。  相似文献

近年来,突发性群体性事件呈上升趋势,成为影响社会稳定的因素之一。通过对此类突发群体性事件的成因的分析,本文提出了以“盖治”应对突发群体性事件。因为群体性事件的有效预防和处置并非静态的,而是动态的.只有实现善治,各级政府才能构建应对层出不穷的突发性群体事件的长效机制,才能实现社会的稳定,构建真正意义上的和谐社会。  相似文献

近年来,全国一些地方相继发生突发群体性事件,引起社会各界的广泛关注。在当前严峻复杂的社会稳定形势下,亟待抓紧研究建立应对处置突发群体性事件的应急管理机制。针对突发群体性事件的发展状况,指出当前国内突发群体性事件的一些主要特点。从政治学角度,深入探究突发群体性事件的肇因,为从根本上预防和减少群体性矛盾提供有益的启示。从预防与应急准备、实时监测与预警、应急处置与救援、事后恢复与重建等四个方面,提出应对处置突发群体性事件的工作制度,以规范处置行为,提高处置能力,维护社会稳定大局。  相似文献

This study uses a media distortion analysis to examine the New York Times coverage of mass public shooting incidents occurring in the United States from 1966 to 2016. A comparison between media coverage and actual incidents is used to identify the characteristics influencing the newsworthiness of mass public shootings. This work expands the breadth and depth of media and mass public shooting research, strengthening the validity of previous findings, and identifying new characteristics influencing newsworthiness. Findings indicate significant predictors of newsworthiness include higher casualties and injuries, as well as perpetrators that are young, Middle Eastern, and ideologically motivated. School shootings are more likely to receive any coverage, and all non-workplace shootings receive salient levels of coverage. An incident is also more likely to receive any coverage if a combination of weapons is used. These findings have important implications for public knowledge and perceptions of mass public shootings.  相似文献

Twitter, a microblogging site which allows users to deliver statements, thoughts and links in 140 characters to followers as well as a wider Internet audience, is the latest online communications technology adopted by MPs. Assessing the use by early adopters, this article considers which MPs are most likely to use Twitter (for example, tweeting), and how. Content analysis of MPs' Twitter feeds was conducted, and personal and political characteristics identified which may influence use. The data suggested that of the six characteristics tested, gender, party and seniority had most impact on adoption. Applying Jones and Pittman's 1982 typology, there is clear evidence that MPs use Twitter as a tool of impression management. Constituency service is a secondary function of the use of Twitter by MPs. Where MPs use Twitter as part of their constituency role it is to promote their local activity. This article notes that a small group of MPs use Twitter as a regular communication channel, but most are only occasionally dipping their toe into the microbloggersphere.  相似文献

There have been periodic electronic news media reports of potential bioterrorism-related incidents involving unknown substances (often referred to as “white powder”) since the 2001 intentional dissemination of Bacillus anthracis through the U.S. Postal System. This study reviewed the number of unknown “white powder” incidents reported online by the electronic news media and compared them with unknown “white powder” incidents reported to the U.S. Centers for Disease Control and Prevention (CDC) and the U.S. Federal Bureau of Investigation (FBI) during a 2-year period from June 1, 2009 and May 31, 2011. Results identified 297 electronic news media reports, 538 CDC reports, and 384 FBI reports of unknown “white powder.” This study showed different unknown “white powder” incidents captured by each of the three sources. However, the authors could not determine the public health implications of this discordance.  相似文献

Between 1966 and 2007, there were 44 mass murder incidents across schools and universities in the United States. Three of those incidents involved Asian school shooters. By using newspapers and government reports about the incidents, this paper examines the patterns of weapon acquisition, weapon deployment, and tactical deployment strategies of the three Asian school shooters. The role of the mass media as sources of identification fantasies, legitimacy, and ideational structures for the planned attacks are considered. The meaning of being an Asian school shooter in the United States is discussed.  相似文献

邻避效应导致的群体性事件是我国现阶段面临的主要社会风险之一,此类群体性事件多具有组织化和明确的利益指向特征.通过考察环境安全感和政府信任可以发现,公众对政府信任度越高,环境安全感越高,支持涉及自身利益的上访、示威等群体性事件的可能性就越低.因此,应对群体性事件带来的社会风险,应当从提高公众对政府的信任度和民众自身的环境安全感着手.  相似文献

While the literature has extensively documented popular discontent with various types of police misconduct, little is known about popular support for corrective measures. Such information, however, would be valuable for public policy and has the potential to enhance public confidence in the police. This article, using data from a recent national survey, reports public attitudes toward several specific reforms in policing. Findings indicate, first, that race is a predictor. Blacks and Hispanics are the most supportive of reform. Second, support for reform is strongly affected by the perceived frequency of police misconduct in one's city and neighborhood and by exposure to media reports of police misconduct. Respondents who believe that police corruption, unwarranted stops, and verbal and physical abuse of citizens are common are more likely to favor reforms. The same is true for those who are frequently exposed to news media coverage of incidents of police misconduct. The findings are consistent with the group‐position theory of race relations.  相似文献

广东边防总队在海上缉私工作中遇到的阻挠、围攻、抗拒缉私等突发事件,广东沿海海上抗拒缉私有四种类型。对处置此类海上突发性事件的应有五条措施:一是要制定成完善海上缉私工作预案和建全应急机制;二是要把握好处置突发事件的原则,防止矛盾激发;三是要充分发挥各级指挥中心建设作用,提高部队快速反应和协调作战能力;四是要充发发挥边防全线设防、联动配合的现役体制优势;五是要紧紧依靠地方党委政府和公安机关,加强与其他缉私、涉海职能部门的协作配合。  相似文献
