协商民主作为重要的民主制度设计和治理形式,对于优化乡村治理具有极为重要的意义与价值。将协商民主嵌入乡村治理,实现协商民主与乡村治理的有效融合,契合党和政府推动乡村振兴战略顺利实施的迫切需要。协商民主嵌入乡村治理体系和治理过程,不是单纯的制度吸纳和整合,而是包括制度嵌入、行动嵌入和认知嵌入在内的多维嵌入结构和过程。从全国各地的治理实践来看,民主协商机制尚未真正嵌入乡村治理的各个环节和各个领域,协商民主的制度优势和治理功能未得到充分发挥。为此,必须加快协商民主嵌入乡村治理的进程,将协商民主理念嵌入到广大农村基层干部和群众的认知之中,形成有事好商量的思维方式和行为习惯;不断健全与完善协商民主的各种体制机制,促进协商民主制度优势转化为乡村治理效能。  相似文献

In the face of widespread dissatisfaction with contemporary democratic practice, there has been a growing interest in theories of deliberative democracy. However theorists have often failed to sufficiently address the question of institutional design. This paper argues that recent experiments with citizens' juries should be of interest to deliberative democrats. The practice of citizens' juries is considered in light of three deliberative democratic criteria: inclusivity, deliberation and citizenship. It is argued that citizens' juries offer important insights into how democratic deliberation could be institutionalized in contemporary political decision-making processes.  相似文献

What is the relationship between participatory and radical democracy and why are they relevant? This paper answers these questions by bringing into conversation the participatory theory of Pateman and the radical theories of Rancière and Wolin to see what they can learn from each other. I argue that participatory democracy demonstrates the value of attending to questions of institutional transformation, due to the ability of greater participation to both empower citizens and legitimize democratic authority structures. Radical democracy, on the other hand, calls attention to the ways in which the conditions of democratic possibility have changed in the past half century, thus making the dream of institutionalizing a participatory democracy much more difficult to realize. In doing so, I demonstrate that participatory and radical theories of democracy have much to offer to one another and to broader ongoing debates within democratic theory.  相似文献

The paper contrasts the liberal conception of democracy as the aggregation of individual preferences with the deliberative conception of democracy as a process of open discussion leading to an agreed judgement on policy. Social choice theory has identified problems - the arbitrariness of decision rules, vulnerability to strategic voting - which are often held to undermine democratic ideals. Contrary to common opinion, I argue that deliberative democracy is less vulnerable to these difficulties than liberal democracy. The process of discussion tends to produce sets of policy preferences that are 'single peaked'; and within a deliberative setting it may be possible to vary the decision rule according to the nature of the issue to be decided.  相似文献

Despite increasing support for participatory and deliberative principles amongst academics, practitioners and parliamentarians alike, efforts to infuse political systems with more inclusive and consensual forms of debate often founder. This article explores this conundrum by examining institutional reforms through the lens of deliberative democracy. More specifically, we scrutinise attempts to institutionalise forms of civic deliberation within the Scottish political system via the Scottish Civic Forum and the Scottish Parliament's committee system. Our analysis tells the story of how these two types of institutional reform, both designed to facilitate the move towards a more participatory and deliberative model of democracy in Scotland, have fared over a ten‐year period. In turn, this analysis allows us to comment on the ways in which deliberative and parliamentary democracy may be integrated.  相似文献

A significant shortcoming in contemporary deliberative systems is that citizens are disconnected from various elite sites of public deliberation. This article explores the concept of ‘coupling’ as a means to better link citizens and elites in deliberative systems. The notion of ‘designed coupling’ is developed to describe institutional mechanisms for linking otherwise disconnected deliberative sites. To consider whether it is possible and indeed desirable to use institutional design to couple different sites in a deliberative system, the article draws on insights from a case study in which a mini‐public was formally integrated into a legislative committee. The empirical study finds that it is not only feasible to couple mini‐publics to legislative committees, but when combined, the democratic and deliberative capacity of both institutions can be strengthened. To be effective, ‘designed coupling’ requires more than establishing institutional connections; it also requires that actors to step outside their comfort zone to build new relationships and engage in new communicative spaces with different sets of ideas, actors and rules. This can be facilitated by institutional design, but it also requires leaders and champions who are well‐placed to encourage actors to think differently.  相似文献

After a long malaise, social democracy is making a muted revival. What is the place of social democracy in the political and economic order that is emerging from the Covid-19 pandemic, and the economic crisis that has followed in its wake? Patterns have begun to emerge across the party family that are indicative of how social democracy is defining itself for the period to come. This article briefly surveys the revival of social democracy in three countries that have been historic bastions of the creed: Germany, Britain and Australia. It considers three particularly potent trends in this social democratic moment that reveal the movement's current character and the challenges it faces: building an ongoing coalition amid changing electorates; seeking transformation in an era of constraint; and a lack of ideological coherence. It considers what this muted resurgence suggests about the prospects for the centre-left.  相似文献

Can deliberative mini-publics contribute to deepening the democratic dimensions of electoral democracies? The question is framed in this article using a problem-based approach to democratic theory–to count as democratic, political systems must accomplish three basic functions related to inclusion, communication and deliberation, and decision making. This approach is elaborated with an analysis of a real-world case: a deliberative mini-public with a citizens’ assembly design, focused on urban planning convened in Vancouver, Canada. This example was chosen because the context was one in which the city's legacy institutions of representative democracy had significant democratic deficits in all three areas, and the mini-public was a direct response to these deficits. It was found that Vancouver's deliberative mini-public helped policy makers, activists and affected residents move a stalemated planning process forward, and did do so in ways that improved the democratic performance of the political system. Depending on when and how they are sequenced into democratic processes, deliberative mini-publics can supplement existing legacy institutions and practices to deepen their democratic performance.  相似文献

This article defends the idea of an appointed House of Lords using deliberative democratic theory. The analysis suggests that while one might well think that current appointment procedures leave much to be desired, a reformed but still appointed House of Lords would be better at maximising the deliberative democratic qualities of inclusiveness and the scrutiny of arguments than a fully elected one; indeed, that election might do actual damage. It suggests that the debate thus far has been focused too narrowly on an outdated account of democracy, and too narrowly on the peculiarities of the House of Lords in isolation from its institutional context.  相似文献

Since the landmark volume The Search for Deliberative Democracy in China (Leib and He eds. 2006), a growing number of theoretical and empirical studies in the context of China have advanced our knowledge of deliberative democracy in comparative settings. This paper aims to discuss the recent development and prospects of deliberative democracy in China, with particular focus on the approach of a deliberative system that has not been adequately addressed in the context of China. This paper proposes an analytical framework for the concept of deliberative capacity building in the context of contemporary China. The paper analyses three dimensions of deliberative capacity building: social capacity, institutional capacity; and participatory capacity of a deliberative system. The three dimensions lay particular emphasis on the public sphere, empowered space, and deliberative actors respectively. The multi-dimensional framework considers deliberative capacity building as a process by which the three dimensions synergize and evolve with each other to produce a functional deliberative system incorporating isolated deliberative practices. The multi-dimensional analyses suggest that deliberative capacity building is critical to democratization in China, as it produces a stronger public sphere, more effective government responsiveness and improved participatory competence.  相似文献

Deliberative ideals have become commercial goods bought and sold in an expanding consultancy market. In this market, demand is generated by government and advocacy groups seeking innovative ways to engage with the public. On the supply side are a growing number of commercial organizations selling deliberative goods and services such as process design, facilitation and evaluation. This paper characterizes the nature of this deliberative market, and considers its implications for democracy and contemporary governance. An analysis of deliberative consultants finds that their professional world is more akin to a ‘community of practice’ rather than a marketplace. But the development of this community of deliberative practitioners could go in opposing directions. On the one hand consultants could become the entrepreneurs of deliberative democracy, promoting and demonstrating its benefits for policy making. On the other hand, if the motivations for deepening democracy are fully replaced by business imperatives and competition, then the deliberative project would be severely undermined. Rather than predict the future, the paper identifies some of the opportunities and challenges for democratic governance as elements of deliberative democracy are commodified.

This paper attempts to describe the conditions necessary for the furthering of democracy in Turkey by focusing on a certain conception of democratic legitimacy that goes beyond formal arrangements. It argues that the effective participation of citizens in democratic procedures is necessary for the consolidation of democracy in public life. To defend this argument, the theoretical background developed in deliberative models of democracy is followed. The quality of 'talk', as a constitutive feature of democracy, is explored by following the critical perspectives in deliberative theory that focus on the discursive mechanisms of exclusion and on power relations intrinsic to deliberative procedures. For this purpose, the deliberative processes in a series of 'working group meetings', carried out as a part of the Local Agenda 21 project, are analysed. The democratic capacity of deliberative experiences and public dialogue is analysed by examining the inclusion/exclusion of opposing ideas, different identities and discourse styles during these working groups meetings.  相似文献

Focus on the concept of deliberative democracy has increased rapidly within recent decades. However, the concept is weakly defined, if at all. 'Deliberation' is defined as an unconstrained exchange of arguments that involves practical reasoning and potentially leads to a transformation of preferences. Throughout the 1990s several innovative democratic experiments have flourished focusing on citizens' involvement and deliberation. The Deliberative Poll in focus here is, according to many parameters, the most ambitious one. The article presents the results from the Danish National Deliberative Poll on the single currency. In August 2000, 364 repres-entative Danish citizens assembled to deliberate on Denmark's participation in the single currency. The Deliberative Poll is described as a quasi-experiment set out to explore the empirical potentials of deliberative democracy. The focus is whether the claimed potential of deliberative democracy is present in the experimental setting. The participants' answers reflect a deliberative process dominated by considerable changes in opinion, an increase in knowledge and an improved ability to form a reasoned opinion. Mutual understanding among the participants prevailed. At the same time, self-interest and domination were also part of the deliberative process. Thus, this article encourages the development of deliberative democratic theory in order to incorporate these features of politics.  相似文献

Why are some former colonies more democratic than others? The British Empire has been singled out in the debates on colonialism for its benign influence on democracy. Much of this scholarship has focused on colonialism's institutional legacies; has neglected to distinguish among the actors associated with colonialism; and has been nation‐state focused. Our subnational approach allows us to isolate the democracy effects of key actors operating in colonial domains—Christian missionaries—from those of colonial powers. Missionaries influenced democracy by promoting education; education promoted social inclusivity and spurred social reform movements. To make our case, we constructed colonial and postcolonial period district datasets of India and conducted panel analysis of literacy and democracy variations backed by case studies. The findings challenge the conventional wisdom of the centrality of the effects of British institutions on democracy, instead also highlighting the missionaries’ human capital legacies.  相似文献

Does government formation affect satisfaction with democracy? Research so far has focused on how winning or losing elections affects satisfaction with democracy, yet, in many coalition systems, who wins and who loses is not determined directly by the elections, but by the coalition formation process. Until now, the effect of government formation on satisfaction with democracy has not been examined. In this paper, we examine this using a quasi-experimental matching design examining eleven elections. We find some evidence that the formation of the coalition slightly but significantly lowers the satisfaction with democracy among those who supported a party that was removed from the governing coalition. This suggests that in coalition systems, looking at electoral winners and losers may be insufficient.  相似文献

The link between public administration and conflict resolution is traditionally understood through the ‘democratic peace’ thesis, which holds that war is less likely in democracies than in non‐democracies. Limited success with post‐conflict democratisation missions has opened space for renewed research on three strands of ‘deeper democracy’: decentralisation, participation and deliberation. This article reports on the study of deliberative democratic practices in emerging governance networks in Prishtina. Through an investigation of three contentious issues in Prishtina's public spaces, research combines documentary sources with field interviews with governance actors to identify factors that enable and constrain the scope for deliberative decision‐making in governance networks. Case studies point to six main influences: ‘securitisation’, trust building, ‘mandate parallelism’, structural patterns of inclusion and exclusion, network structures and the properties of governed public spaces. In addition, two frames are found to be particularly resistant to deliberative engagement: Kosovo's status and ethnic identities. We formulate a tentative conclusion to be further investigated: in contexts where distrust is high, deliberative governance requires a rigid adherence to an overarching reference framework that can create discursive space within which relative deliberation can take place. This article investigates citizens’ refusal to take part in participatory and deliberative mechanisms. An increasing number of scholars and political actors support the development of mini‐publics – that is, deliberative forums with randomly selected lay citizens. It is often argued that such innovations are a key ingredient to curing the democratic malaise of contemporary political regimes because they provide an appropriate means to achieve inclusiveness and well considered judgment. Nevertheless, real‐life experience shows that the majority of citizens refuse the invitation when they are recruited. This raises a challenging question for the development of a more inclusive democracy: Why do citizens decline to participate in mini‐publics? This article addresses this issue through a qualitative analysis of the perspectives of those who have declined to participate in three mini‐publics: the G1000, the G100 and the Climate Citizens Parliament. Drawing on in‐depth interviews, six explanatory logics of non‐participation are distinguished: concentration on the private sphere; internal political inefficacy; public meeting avoidance; conflict of schedule; political alienation; and mini‐public's lack of impact on the political system. This shows that the reluctance to take part in mini‐publics is rooted in the way individuals conceive their own roles, abilities and capacities in the public sphere, as well as in the perceived output of such democratic innovations.  相似文献
