So‐called servant leaders strive selflessly and altruistically to assist others before themselves, work to develop their followers' greatest potential, and seek to benefit the wider community. This article examines the trust‐based mechanisms by which servant leadership influences organizational commitment in the Chinese public sector, using data from a survey of civil servants. Quantitative analysis shows that servant leadership strongly influences affective and normative commitment, while having no impact on continuance commitment. Furthermore, we find that affective trust rather than cognitive trust is the mechanism by which servant leadership induces higher levels of commitment. Our findings suggest that in a time of decreasing confidence levels in public leaders, servant leadership behaviour may be used to re‐establish trust and create legitimacy for the Chinese civil service.  相似文献

This article examines collective attitudes of American and Russian students toward national historical events that elicit pride or shame. The authors use the results of a quantitative questionnaire and analysis of in-depth interviews among students of leading American and Russian universities to identify the temporal localization, the content structure, and the prevalence of either hard or soft power in students’ attitudes of pride or shame. The authors argue that perceptions of the past have been a core component of national identity and may have an impact on citizens’ political behavior in the present. The authors also stress that major differences in young people’s understanding of the past may influence future US–Russia relations.  相似文献

Comparatively speaking, the birth and the growth of public administration programmes, at both undergraduate and postgraduate levels, in Hong Kong and Macao have been a response to the increasing need for the training of students and civil servants in the discipline of public administration. Since the 1990s, the proliferation of Master of Public Administration (MPA) programmes in both the Hong Kong and Macao Special Administrative Regions can be explained by the demand for local people to govern the two places in accordance with the principle of ‘one country, two systems’. The content of various MPA programmes also reflects the changing political and administrative circumstances; its public administration focus has been accompanied by core courses training students from a variety of disciplines, ranging from public finance to economics, from public policy analyses to globalization, and from regional planning to a deeper understanding of mainland Chinese government and politics. In both Hong Kong and Macao, some graduates from both the Bachelor and Master programmes have joined the civil service or enhanced their skills in public sector management and governance. Although the medium of instruction varies from one university to another, their programme objective shares one thing in common: the imperative of training existing civil servants and students to join the governments of Hong Kong and Macao. This paper compares and contrasts the development of public administration programmes in Hong Kong and Macao and examines its theoretical implications for the changing relations between politics and public administration.  相似文献

Abstract

The development of Russian civil society is linked to authoritarian government, fear of ‘colour revolutions’ and the ‘sovereign democracy’ that legitimises state control of civil society. This article acknowledges the narrowing room for manoeuvre of contemporary Russian civil society and discusses NGOs’ practices in the context of government pressures, the politicisation of transnational connections and the increasing geopolitical tension surrounding Russia. It describes the localisation and depoliticisation of Russian NGOs as well as their disruptive practices, and explains how narrowing civil society identities inform the self-governing of NGOs. Finally, it argues that seeing Russian civil society in simple dichotomies further narrows these identities.  相似文献

Many Russian civil society organisations are directly engaging with state law enforcement agencies, particularly the police, in joint efforts to improve the performance and change the norms and values of state officials involved in administering justice. These activities are based upon a model of state–society relations that stresses the possibility of a positive relationship of mutual assistance and partnership between the state and civil society. Such assistance is often described by these organisations as helping low-level bureaucrats better perform their core organisational tasks. This model is contrasted with two alternative models of the role of civil society, which depict civil society either as teaching citizens the norms and values associated with liberal democracy, or as a potential counter-weight to an over-reaching state. Three cases studies of cooperation between NGOs and law enforcement agencies demonstrate the utility of such an approach. Although these projects suffer from some common pathologies of civil society work in Russia, they remain important, not least because of the presence of ‘uncivil society’ extremist groups who also are trying to influence the norms and beliefs of state law enforcement officials. The civil society activities profiled here suggest that direct, cooperative engagement with the state is one important component of long-term efforts to transform the Russian state in a more liberal, ‘civil’ direction.  相似文献

The article examines some generic traits of the “new” Russian ethnic nationalism, namely, de-ideologization of the nationalist milieu and its inclination for civic activism. It results from a case study of the Frontier of the North (FN – Syktyvkar), an ideologically ambivalent organization that combines dual Russian/Komi ethnic nationalism, anti-migration sentiments, white racism, and fragments of other ideologies. The article demonstrates that, unlike nationalists of the previous generation, FN is not hostile to public authorities and is ready to cooperate with them. FN’s grassroots activism, as well as sports and healthy recreational activities, attracts young people. The organization tackles the most acute social problems, often neglected by everyone else, and has become a working civil society institution. The authors argue that these tactics win the “new” nationalists sympathy among ordinary people and makes the groups politically stronger and more influential than the previous nationalist generation. However, state anti-extremist policy hampers the advancement of nationalists into mainstream politics.  相似文献

ABSTRACT

This study is focused on the problem of the mismatch of competencies of Masters of Public Administration (MPA) graduates in Russia and current Russian public servants. A mixed methods approach was used to analyze quantitative (n = 734) and qualitative data about the real-world competencies of local, regional, and federal government officials in comparison to what MPA graduates get from their education. The comparison of competency models of MPA graduates and government officials indicated that the most of the competencies are useful in public administration practice, but there is still lot to change in the approach of compiling the content of MPA educational standards and educational programs.  相似文献

This article examines the policy tool of a registry of civil society organizations in a regulatory transparency framework. A registry serves as a government ‘mapping’ tool by collecting data on civil society and nonprofit organizations. Do government efforts to map the third sector hinder or foster nonprofit organizations’ capacity and their coordination? The balance between regulation and the strengthening of nonprofit organizations’ capacity and the coordination of goods and services through government innovations like the registries—i.e., third sector mappings—might indeed have the potential to foster a more effective and efficient third sector.  相似文献

ABSTRACT

This study, using the data from the questionnaire survey of researchers working for Korean national research institutes, investigates the consequences of conflicting occupational identities. Those researchers may have two different occupational identities: as a scientist and/or a civil servant. Those with a strong scientist identity support individualist values (self-development for research capabilities, pro-incentive, and information sharing) more solidly than those with a strong civil servant identity; for public-social values (altruism, trust in other organizational members, and organizational commitment), vice versa. The study casts practical implications for balanced alignment between self-recognized occupational identities and managerial strategies (incentive, performance evaluation, and training).  相似文献

The essay argues that Western scholars can improve their understanding of the post-Soviet Russia by studying the discipline of new Russian international relations (IR). The other objective of the essay is to move away from the excessively West-centered IR scholarship by exploring indigenous Russian perceptions and inviting a dialogue across the globe. The essay identifies key trends in Russian IR reflective of the transitional nature of Russia’s post-Soviet change. It argues that Russian IR continues to be in a stage of ideological and theoretical uncertainty, which is a result of unresolved questions of national identity. For describing Russia’s identity crisis, the authors employ Erving Goffman’s concept of stigma defined as a crisis of a larger social acceptance by Russia’s “significant other” (West). The essay suggests that, until this crisis is resolved, much of Russian IR debates can be understood in terms of a search for a national idea. It also introduces the authors of the issue and summarizes their contribution to our understanding of Russian and Western IR.  相似文献

The passing of the Russian NGO Law in mid-2006 set clear parameters for Russian NGO activity and civil society development. In this paper we assess the impact of the NGO Law on both NGOs and Russian civil society. Our findings illustrate that the NGO Law has led to a reduction in NGO activity and curtailment of civil society development. We conclude that Russian civil society appears to be dominated by groups funded and thus controlled by the state. This has implications for Russia's on-going democratic development.  相似文献

The article provides an analysis of Russia's image that the Kremlin has been projecting in Western countries in the years of Vladimir Putin's presidency. The negative character of Russia's image in the West was recognised as one of the major security threats for the country, and an energetic public relations campaign was launched to improve it. The article explores the core elements of this ‘constructed’ image, and examines how they are related to the self-images of Russia held by Russian political elites. Finally, it considers the implications of the ambition to create this ‘desired’ image for Russian foreign policy.  相似文献

The article describes an integrated approach to written and oral assignments throughout the MPA curriculum. Beginning with the program orientation and the lead course in the MPA program, a series of written assignments that blend theory and practice are used as the basis for later advanced work and special projects such as internships, major papers, or theses. A three-part assignment in the first course, an assessment center for developing interviewing and other skills, and a conscious attempt to develop linkages across courses in the MPA curriculum are the keys to implementation of the model.

The integrated writing and speaking model introduces students to research through preparation of an article review essay on some aspect of public policy or management. Another paper requires field work to analyze a particular aspect of the policy or management process. The third assignment produces a “usable product” for a level of government or public agency, such as a policy or management options paper. Written assignments are coupled with a formal assessment center conducted outside of regular classroom time. The field work helps students begin a networking process for obtaining clients for other projects in other courses and for internships, field papers, and jobs. Presentations of the final course “product” are via a poster session format that includes written, graphic, and oral presentations open to faculty and students, as well as the public agencies and/or governmental units for whom products are prepared.  相似文献

This article offers a study of the changing role of the state in Denmark under the condition of the overall transformation from government to governance with particular emphasis on the corresponding transition from process accountability to performance accountability. It is argued that although new modes of governance have been introduced, and new interpretations of accountability have been proliferated, neither conventional modes of governance nor older interpretations of accountability disappear. Thus, what we see is a co-existence of competing traditions of governance and different and sometimes contradictory interpretations of administrative accountability, which create potential dilemmas and contradictions for the individual civil servant. Employing an interpretative approach to governance and public administration, the article analyses the constitution of competing traditions of governance and interpretations of accountability, and the way in which these competing traditions and interpretations lead to accountability dilemmas for the individual civil servant.  相似文献

Abstract

The essay focuses on Russian policy towards displaced persons from Ukraine’s war-torn territories from 2014 until mid-2019. The privileging of refugees from Ukraine relative to immigrants and refugees from other countries and, later, the granting of Russian citizenship to Ukrainian citizens from the Donetsk and Luhansk regions, were interwoven with both influence-seeking in the Russian geopolitical neighbourhood and transborder nationalism and supported via direct presidential control of immigration. Despite a series of decrees and involvement of civil society in providing support, this essay detected a lack of efficient mechanisms for responding to the needs of the displaced.  相似文献

ABSTRACT

A proud public servant is defined as someone who works honorably, conscientiously, and with dedication. Although professional pride has several positive effects on the performances of public servants, it is not instantly apparent which instruments help to stimulate pride. This study combines the Job Demands-Resources model and the High Performance Work Practices taxonomy to analyze the determinants of pride. The analysis of a large dataset of Dutch public servants shows that their professional pride can barely be influenced by High-Performance Work Practices but is in particular determined by the work environment and personal experiences related to the work.  相似文献

The stalling of civil society development within the Russian Federation and its attendant causes have been a focus of academic study since the collapse of the Soviet Union in 1991. Alongside the emergence of a fragmented and chronically under-funded community of advocacy groups, the literature points to a rejection of democratic structures by the Russian populace and an absence of active civil engagement. Consequently, the international community has sought to bolster the growth and development of the Russian third sector by funding projects and organisations with a view to increasing public participation.Utilising research undertaken in Samara oblast of the Russian Federation, this paper examines the role played by overseas donor agencies within the Samara Environmental Movement (SEM). In examining both the quality and quantity of donor assistance received, it reveals a number of dysfunctions arising from this aid, and in particular, a lack of contextualisation and mis-direction of the assistance offered vis-à-vis citizen participation, alongside other behavioural impacts of donor funding within the SEM itself.  相似文献

The modernisation of local government in the UK, pursued by Labour governments since 1997, has covered many, often conflicting elements. Councils have been encouraged to be both strategic ‘place shapers’ and also involved in the nurturing of democratic engagement. This latter theme of ‘democratic renewal’ has in itself contained paradoxical elements, but has been a consistent focus of attention. This debate around democratic renewal has also taken place in the context of a broader ‘rethinking’ of local governments’ role, in an era of partnerships, governance and new models of service delivery. Normatively and practically new justifications for local government have been sought. One such normative foundation has drawn on a range of theoretical perspectives to reimagine the place of local government in the democratic polity, seeing local authorities and local councilors as facilitators or nurturers of democratic health. In particular, broad theoretical developments in communicative and deliberative democracy, and also, more recently, on work based in ‘second generation’ governance theory, have been drawn upon to place local government at the nexus of state and civil society. This paper will examine the possibilities for such a role, from a normative standpoint, to argue that local government can have only limited success in this role, particularly in the context of New Labour's restructuring of the local state.  相似文献

Abstract

This study of lesbian, gay, bisexual and transgender rights in the Russian Federation uses frame analysis of civil society input into the UN Universal Periodic Review. It reveals a stark state–civil society ‘disconnect’ reflecting oppressive government practices, including Law No. 135-FZ on ‘non-traditional sexual relations’. This raises wider questions about the efficacy of the review system, not least because issues of performativity and legitimation can be seen to facilitate authoritarian resilience. This allows the ruling elite to continue to dissemble by espousing universal rights yet strategically framing them as heteronormative, integral to the protection of ‘traditional values’ and inimical to identity-based rights claims.  相似文献

The role of non-governmental organisations (NGOs) in the development of Russia's civil society has been the focus of academic study since the collapse of the Soviet Union in 1991. In light of this literature, this article aims to assess the impact of the movement that has most often been seen as very promising for Russia's future civil society development—the environmental movement—by utilising research undertaken in Samara Oblast’ of the Russian Federation. While the results do reveal some positive contributions to civil society development in Russia, they also exhibit many similarities with other studies in the extant literature, illustrating the relative weakness of Russia's social movements in the area of civil society development.  相似文献
