For more than 50 years, Herbert Kaufman has been an astute observer of public bureaucracies. In this essay, Kaufman draws on his extensive experience in explaining the role of public bureaucracies in the American political system. Kaufman was motivated to write the essay because of his concern that public bureaucracies are not given adequate attention in American government textbooks. We hope that PAR readers will use the essay to educate students and others about the important role of public bureaucracies in American government.—LDT  相似文献

Can a directly elected European Parliament help deliver standards by which the European Union can be indirectly legitimated through its component national democracies? This article argues that the Union can be indirectly legitimate where it helps member state democracies meet their own obligations to their own publics. The Union can do just that by managing externalities in ways needed to secure core values of justice, democracy and freedom from arbitrary domination within member states. Yet that poses a predicament: for if any one member state has an interest in imposing negative externalities or in freeriding on positive externalities provided by another, then so may its voters and democratic institutions. The article argues a directly elected European Parliament can help manage that predicament both by identifying externalities and by ensuring their regulation meets standards of public control, political equality and justification owed to individual national democracies.  相似文献

This article contributes to a growing literature on international bureaucracy by exploring the relationship between bureaucratic structure and administrative behaviour. The ambition of this study is twofold: first, it explores the extent to which international bureaucracies combine two inherent behavioural logics: a logic of hierarchy and a logic of portfolio. Second, two key empirical lessons are used to modify four conventional claims in existing research. Drawing on a rich body of data from three international bureaucracies (the European Commission, the OECD Secretariat, and the WTO Secretariat), this study suggests that administrative behaviour among international civil servants is profoundly shaped by the bureaucratic structures of international bureaucracies. Variation in the abovementioned behavioural logics is conditioned by two aspects of bureaucratic structure: First, the accumulation of relevant organisational capacities at the executive centre of international bureaucracies, and second, the vertical and horizontal specialisation of international bureaucracies.  相似文献

Since being forced to resign his high-ranking post at the World Bank in 2000 for publicly dissenting from neoliberal ideas, Joseph Stiglitz has become a global policy celebrity, celebrated as the “Rebel Within.” While much has been said about his neo-Keynesian policy framework, little has been done to explore the political significance of his iconic status as a renowned “citizen-bureaucrat.” Yet, Stiglitz's iconic image in many ways has had a greater political impact than his policy ideas. In a world in which government and corporate bureaucracies increasingly squeeze out alternative visions, the citizen-bureaucrat suggests that space still exists within these unwieldy bureaucracies for the independent-thinker to put forward a rebellious agenda. Through an assessment of Stiglitz's policy career, this article argues that the image of the citizen-bureaucrat is, to a large extent, an ideological fantasy that masks a more uncomfortable political reality: that the available options for the “good bureaucrat” in today's neoliberal era, far from expanding, are more narrow than ever before.  相似文献

This article explores the structural diversity of intraministerial organization over time. Based on organization theory, it proposes a generic typology for intraministerial units applicable to any hierarchically structured government organization. We empirically investigate the critical case of the German federal bureaucracy. By classifying its subunits, we analyze the longitudinal development of structural differentiation and its correspondence to denominational variety. The data stem from a novel international dataset, covering all ministries between 1980 and 2015. We find that intraministerial structure differentiates over time, across and within ministries. A stable core of traditional Weberian structure is complemented by structurally innovative intraministerial units. We conclude that the German federal bureaucracy is more diverse than suggested in previous literature. Our findings indicate that less Weberian bureaucracies are at least as structurally diverse and that more reform‐driven bureaucracies will have experienced at least as many changes in structural diversity.  相似文献

In a recent intervention within the debate about the managerialist reconstitution of Australian public bureaucracies, the Secretary of the Commonwealth Department of Finance, Michael Keating (1989, p.124), sums up what he calls the raison dêtre of the reforms "as changing the focus more to 'management for results'". He proposes that the aim in this has been "to focus management attention on the purposes of programs and the cost-effective achievement of outcomes rather than simply on inputs and processes".  相似文献

Under the global pressure of information technology, the adoption of web-based technologies in public administration has created a new government-and-citizen interface. However, whether e-government will unambiguously lead to a more transparent, interactive, open and hence, accountable, government remains a central question. Applying a framework of global pressure effects on bureaucratic change, this paper conducts an empirical study on website openness and accountability in fourteen countries. Even when overall accountability levels rise, the accountability gap between different national bureaucracies often remains intact as web-based technologies typically maintain or reinforce the existing practices. The question of whether e-government promotes accountability depends on what kind of bureaucracy one is referring to in the first place. In the current debate about global convergence and national divergence on the effect of globalization on public bureaucracies, the spread of e-government provides a case of convergence in practice rather than in results.  相似文献

The use of information and communication technology (ICT) is rapidly changing the structure of a number of large, executive public agencies. They used to be machine bureaucracies in which street‐level officials exercised ample administrative discretion in dealing with individual clients. In some realms, the street‐level bureaucrats have vanished. Instead of street‐level bureaucracies, they have become system‐level bureaucracies. System analysts and software designers are the key actors in these executive agencies. This article explores the implications of this transformation from the perspective of the constitutional state. Thanks to ICT, the implementation of the law has virtually been perfected. However, some new issues rise: What about the discretionary power of the system‐level bureaucrats? How can we guarantee due process and fairness in difficult cases? The article ends with several institutional innovations that may help to embed these system‐level bureaucracies in the constitutional state.  相似文献

Personal interactions between clients and street‐level bureaucrats are significant in explaining why street‐level bureaucrats behave as they do. Not all bureaucracies that apply program rules to individuals, however, engage face‐to‐face with their clientele. As more intake procedures are automated, such “one‐on‐one” encounters decrease. The author generates and tests hypotheses about frontline bureaucratic decision making in the Social Security Disability program, by applying bounded rationality theory. The findings show that eligibility decisions by street‐level bureaucrats are affected by their adherence to subsets of agency goals and perceptions of others in the governance system. How quickly they make decisions also has an impact. There is no evidence that the way in which bureaucrats evaluate clients explains their decisions when they lack face‐to‐face contact.  相似文献

Acceptance of merit's pivotal role in establishing and maintaining effective bureaucracies has become second nature. In this paper I explore the association between merit and kinship in the Philippine civil service, although the conclusions that emerge are not peculiar either to the case of the Philippines or to the ‘developing’ world in general. I argue that merit is no less social than kinship; that its meaning for actors is broader, and the value of kinship and other ‘traditional’ social categories of behavior greater, than commentators and reformers often allow for. Indeed, when merit is narrowly defined (as it so often must be for practical reasons) and its complex dimensions ignored, it is socially divisive, produces deep inequalities, and leaves organizations less flexible and less capable of innovation. I suggest that, however paradoxical it might seem, more effective, humanitarian, flexible, and creative organizations thrive in what is often portrayed as an unsatisfactory transitional state between third‐world informality and Weberian‐style formality. A puzzle that faces public administrators within regulatory governance networks is how to balance the need for democratic accountability while increasingly facing demands from elected officials to optimize oversight of industry by utilizing the expertise of the private sector in developing risk‐based standards for compliance. The shift from traditional command and control oversight to process oriented regulatory regimes has been most pronounced in highly complex industries, such as aviation and deepwater oil drilling, where the intricate and technical nature of operations necessitates risk‐based regulatory networks based largely on voluntary compliance with mutually agreed upon standards. The question addressed in this paper is how the shift to process oriented regimes affects the trade‐offs between democratic, market, and administrative accountability frames, and what factors determine the dominant accountability frame within the network. Using post‐incident document analysis, this paper provides a case study of regulatory oversight of the deepwater oil drilling industry prior to the explosion of the Deepwater Horizon rig in the Gulf of Mexico, to explore how the shift to a more networked risk‐based regulatory regime affects the trade‐offs and dominant accountability frames within the network. The results of this study indicate that a reliance on market‐based accountability mechanisms, along with the lack of a fully implemented process‐oriented regulatory regime, led to the largest oil spill in US history.  相似文献

Policy scientists can make important contributions to the study of policy distribution, a question that is likely to be among the most crucial national issues to be discussed throughout this decade. One aspect of this question that has been neglected is the theoretical assumption associated with public choice theory that politicians, once elected, will reward their supporters through the distribution of policy benefits. However, empirical research indicates that policy benefits seldom are distributed in this way. Instead, politicians follow the principle of universalism. In league with bureaucracies and policy communities, politicians define need and then ask bureaucracies to allocate benefits. This makes politicians roles as distributors of policy very different than simplistic models suggest.  相似文献

This article is primarily concerned with the functions of bureaucracy in a minimal state and with how those functions might change in response to economic growth. It is predicated on the assumption that bureaucracy is necessary for economic growth even in those countries which seek to achieve such growth through the relatively free operation of the economy within the rubric of a capitalist state. Hong Kong is a case in point. Although it has often been taken as the epitome of the benefits which can be derived from keeping government out of the economy, the bureaucracy has in fact played a critical role in support of economic development. Aside from the functions which must be performed by any state, such as the maintenance of law and order, the administration of justice, and the provision of public works, three features of Hong Kong bureaucratic practice appear to have been important in the definition of the bureaucracy's tasks in the economic growth process. These are ‘value for money’ and the constant need to justify government expenditure; effective line implementation; and the ability to manage crises. If these constitute minimal essential requirements for such governments, they may provide useful criteria which small or micro-states, following capital growth models but not yet experiencing rapid economic development, can apply in assessing the capabilities of their own bureaucracies.  相似文献

Traditional bureaucracies, defined in Weberian terms, are almost invariably seen as antithetical to innovation. Yet, although the academic literature presents an array of formidable structural barriers to the emergence and implementation of new ideas, innovation does occur in traditional bureaucracies. How can the structural impediments be overcome? What are the processes that enable innovation to take place? Based on a longitudinal study of the Hong Kong government's innovation policies and practices, it is argued that political context is a critical variable explaining how, even in rigid traditional bureaucracies, barriers may be avoided or temporarily suspended. Two contrasting case studies are used to illustrate, first, the importance of political commitment in gaining acceptance for new ideas and, second, the failure of agencies dedicated to innovation to achieve their objectives. It is postulated that circumventing structural barriers or working through political channels to reduce their impact may be a more constructive strategy than creating dedicated agencies to develop innovative measures. The study is grounded in a literature review, documentary evidence from the Hong Kong government's innovative agencies, and interviews with senior staff from those agencies.  相似文献

The majority of the world's population resides in low‐ and middle‐income countries, where the problem of sustainable development is among the most pressing public administration challenges. As principal actors within the international development community, transnational nongovernmental organizations (NGOs) play a leading role in piloting a wide variety of development‐focused strategies. During the past decade, many of these transnational NGOs, along with the United Nations, have embraced a rights‐based approach (RBA) to development as an alternative to traditional service delivery. Despite the growing popularity of RBA among NGOs and other development actors, surprisingly little attention has been paid to understanding the significance of RBA for public administration and for public managers—the “other side of the coin.” Drawing on current research in NGO studies and international development, this article describes several varieties of contemporary rights‐based approaches, analyzes their impact on development practices, and examines the intersection of RBA and public administration.  相似文献

This article addresses the problem of international law enforcement within the War on Cyberterrorism. Hybrid conflicts have replaced the traditional ones, and new threats have emerged in cyberspace, which has become a virtual battlefield. Cyber threats - cybercrimes, cyberterrorism, cyberwarfare - are a major concern for Western governments, especially for the United States and the North Atlantic Treaty Organization. The international community has begun to consider cyberattacks as a form of terrorism, to which the same measures apply. Because the term “terrorism” is ambiguous and legaly undefined, there is no consensus on a definition of the derivative term “cyberterrorism”, which is left to the unilateral interpretations of states. Pretending to consider the cyberspace domain as traditional domains, and claiming to apply IHL for the sole purpose of lawfully using armed forces in contrast to cyberterrorism is a stretch. This paper addresses the question of whether or not current laws of war and international humanitarian law apply to cyber domain, and gives some recommendations on how to tackle this issue.  相似文献

Responding to recent articles in Governance highlighting the need for improved measurement of bureaucratic characteristics, this article describes efforts to map Brazil's federal agencies on three dimensions—capacity, autonomy, and partisan dominance—derived from data on more than 326,000 civil servants. The article provides a “proof of concept” about the utility of agency‐level measures of these variables, demonstrating how they relate to an output common to all agencies: corruption. The article provides a first step in the direction of building a comparative research program that offers objective evaluation of bureaucracies within nation‐states, with the intent of better disentangling their impact on governance outcomes.  相似文献

The George W. Bush administration’s doctrines of preemption and democratization through military action have been much debated. Discussants have included former members of the military, students of international relations and diplomacy, philosophers, and legal theorists, to name a few. Not surprisingly, the focus of these expostulations has been on the utility of hard and soft power, the international ripple effects of military action and state toppling, and the legal and moral propriety of preemption. For the most part, public administrators have little participated in these debates. This is regrettable, for the central question nestled within any debate over public policy is the question of plausibility. Can this policy be executed successfully? The governance challenges in postconflict states are profound. Who should rule? How should the state be reconstructed? What administrative structures should be erected? Who should staff government offices and bureaucracies, and what principles should guide them? If preemption and democratization are to succeed, then these questions must be answered. Rajiv Chandrasekaran is an assistant managing editor of the Washington Post. His book Imperial Life in the Emerald City: Inside Iraq’s Green Zone (Alfred A. Knopf, 2006) is an examination of the Coalition Provisional Authority that governed Iraq from April 2003 through June 2004. This paper applies three marketing approaches to identify a possible framework for analysing the 2010 general election. The first approach to be assessed is transactional, which is the traditional view of political marketing. The second approach is relationship marketing, of which there is some evidence that it has applied to politics. The third approach, experiential, has not yet been applied to the political context. As this is an exploratory research project, the data are collected from one small geographical area, Devon. Interviews were conducted with candidates in the 12 seats in this county to identify which, if any, of these three marketing approaches might apply to UK general elections. The article, argues that a hybrid approach to political marketing, drawing on all three approaches can potentially offer researchers a framework for understanding general election campaigns.
