France lags behind most other Western countries in its degree of ethnic representation, despite the longstanding presence of non-Western minorities in the country. French politicians and the public usually justify this situation by arguing that there are no such things as ethnic minorities in France, and therefore no particular ‘ethnic minority’ interests. Consequently, there is no need to be concerned about ethnic representation; class representation is enough. More recently, attention has centred on the presence of Islam. This frame biases political attention to religious issues related to ethnic minorities, leaving aside major problems such as racial discrimination. In contrast, this article argues that France is very similar to America when it comes to ethnic politics, particularly when analysing the political orientations of non-Western minorities. Without a proper voice to articulate their claims, ethnic minorities see their interests neglected in favour of other issues.  相似文献

Current popular opinion assumes that Muslims and South Asians in Britain develop anti-mainstream identities because they live in impoverished and segregated ghettos, participate in non-mainstream religions, and politically organise via ethnically and religiously motivated networks. This article uses survey data from the 2003 Home Office Citizenship Survey to challenge each of those points. First, it shows that Muslims and South Asians are almost as likely as whites to identify themselves as British. Second, it argues that discrimination is more important than simple socio-economic difficulties for British identification. In addition, it claims that despite living in ethnically segregated neighbourhoods and retaining ethnic and religious social and political networks, Muslims and South Asians have actively built integrated networks, have trust in mainstream political institutions, and are committed to being a part of the larger British community.  相似文献

The role of victimization in the generation of ethnic inequalities is increasingly acknowledged yet its impact on the lives of people with different religious affiliations remains underexplored. This is despite evidence of the importance of religion for forms of group identification and social mobilization. An exploration of the particular impact of religion as a focus for experiences of victimization may be particularly pertinent given the increasingly negative treatment of Muslim people since the riots in Britain of 2001, the terrorist incidents of 2001, 2004 and 2005 and the political and military responses to them. Cross-sectional analyses of data collected in 2000 and 2008/2009 explore whether there is evidence that the ethnic/religious patterning of reports of different forms of victimization have varied over time, after adjusting for the impact of age, gender, migration and socioeconomic differences between the groups. In 2000 Muslim people with different ethnic backgrounds were less likely, but by 2008/2009 were more likely, to report experiences of victimization than Caribbean Christians. However, the ethnic/religious patterning of perceptions of Britain as a ‘racist society’ were more consistent over time. This may suggest that, despite their increased exposure to victimization over the period, Muslim people in the United Kingdom have yet to experience the racialization characteristic of the treatment of Caribbean Christians, which requires a more prolonged exposure to racist negative attitudes. But this may be only a matter of time. The persistent expectation of poor treatment described by Caribbean Christians is testament to the difficulties of addressing these negative perceptions once racialized identities are embedded. Immediate action must be taken to prevent this occurring among other ethnic/religious minorities.  相似文献

Since the early 1970s, there have been highly sophisticated arguments and conceptual discussions put forward in relation to how Western liberal democracies might wish to manage their diverse ethnic minority populations. It is apparent, however, that in the current climate, the important principles of unity and diversity are insufficient to challenge differing forms of ethnic, racial, and religious inequality. This paper argues that because of its underlying assumptions and modus operandi in the post-September 11 climate, British multiculturalism has been ineffective, even supporting some commentators' suggestions of a return to assimilationism. There is a new era in post-September 11 political hegemony, economic determinism and structural and cultural racisms, with European government rhetoric and public policy almost exclusively aimed at Muslims—whether as existing citizens or as part of a process of limiting immigration (which has tended to be from mainly Eastern European, North African, and Middle Eastern sending regions and nations). The example of New Labour and how it has attempted to deal with multiculturalism in Britain is a case in point. The discussion explores the changing concept of multiculturalism with special reference to British Muslims and debates that emerge in relation to identity, nation and civil society. It is argued that the experience and treatment of British Muslims is important to explore and appreciate in the current climate as it provides a test case for the future of (a) British multiculturalism and (b) British Muslims in society per se.  相似文献

The concept of ‘religious citizenship’ is increasingly being used by scholars, but there are few attempts at defining it. This article argues that rights-based definitions giving primacy to status and rights are too narrow, and that feminist approaches to citizenship foregrounding identity, belonging and participation, as well as an ethic of care, provide a more comprehensive understanding of how religious women understand and experience their own ‘religious citizenship’. Findings from interviews with Christian and Muslim women in Oslo and Leicester suggest a close relationship between religious women's faith and practice (‘lived religion’) and their ‘lived citizenship’. However, gender inequalities and status differences between majority and minority religions produce challenges to rights-based approaches to religious citizenship.  相似文献

A persistent theme in the British and international debates about immigration and diversity is the controversial claim that living in diverse areas has negative consequences for intergroup attitudes and community relations. In the present paper we test this claim by investigating the impact of neighbourhood diversity and self‐reported intergroup contact on orientations (outgroup attitudes and social distance) toward one religious outgroup: Muslims. Respondents were both White British majority (N=867) and non‐Muslim ethnic minority (N=567) residents of neighbourhoods in England which varied in their proportion of ethnic minority residents. We tested both direct and indirect (via intergroup contact) effects of diversity on outgroup orientations toward Muslims. Results show that individuals living in more ethnically diverse areas—regardless of whether they are White British members of the majority or non‐Muslim members of ethnic minorities—have more positive contact with Muslims, with positive consequences for intergroup relations with Muslims.  相似文献

Superdiversity across Europe has focused attention on the increasing significance of ethnic minorities to electoral outcomes. We use unique Origins software to analyse a sample of minority voters in the May 2014 European elections; drawing on the work of the Ethnic Minority British Election Study (EMBES), we show that the growth of non‐White minorities will combine with a persistent preference for Labour to produce some unexpected consequences. We also compute the different ethnic penalties suffered by minority Labour and Conservative supporters, and demonstrate their likely trend between now and mid‐century. The analysis shows the increased importance of social and cultural factors in determining political preferences, and illustrates the way in which Big Data‐derived tools such as Origins can be used to produce fresh insights.  相似文献

In 1999, the U.K. government set force‐specific 10‐year targets for recruiting new police officers from ethnic minorities. Using these targets as instrumental variables, this study finds that this policy mandating an increase in the share of ethnic minority officers in a given force is associated with a decrease in the number of crimes in the area under the force's jurisdiction during the 10‐year period. It is argued that greater representativeness and diversity within a public organization improves organizational integrity, which influences bureaucrats’ attitudes and behaviors toward minority citizens. In the context of policing, diversity can mitigate the institutionalized practice of officers acting on implicit assumptions about minorities being inherently more unlawful than whites: Police representativeness is associated with a decrease in the overrepresentation of black individuals among those subject to “stop and search.” Such a change may make minority citizens more willing to cooperate in the coproduction of public values, facilitating the attainment of organizational goals.  相似文献

For more than 30 years, significant research in the United States has found that racial and ethnic minorities suffer disproportionately from nearness to environmental disamenities compared with white non-Hispanics and that these results persist even controlling for poverty and “which came first,” the minorities or the disamenities. The engrained discriminatory findings of this environmental justice (EJ) research have led some to argue that we observe “systemic racism,” built into our social systems in ways that may be difficult to perceive. Yet, within the history of the United States, racial and ethnic minorities are not the only groups that have been systematically discriminated against; various religious groups also have histories of discrimination. Here we consider whether, holding constant race and ethnicity, some religious groups may also suffer from “EJ syndrome.” Since the US Census does not collect data on religion, to measure the presence of some religious groups that may be discriminated against, we use an original dataset on the presence of Jewish, Muslim, Church of Jesus Christ of Latter-day Saints (LDS, aka Mormon), and Roman Catholic houses of worship within California's Census tracts. Our results indicate that even controlling for race/ethnicity and income, the presence of Jewish or Muslim houses of worship in a California Census tract increases the likelihood of environmental burden as measured by the CalEnviroScreen 3.0 index of pollution and community vulnerability.  相似文献

In his classic study, Who Governs?, Robert Dahl interpreted the patterns of political assimilation of ‘white ethnic’ immigrants and their children during the mid-twentieth century as a hopeful sign of the potential of democratic pluralism in the USA. While acknowledging that immigrant groups faced discrimination and structural barriers that might lead them to be silent, Dahl predicted that social mobility and assimilation would eventually erase these deficits in political participation among immigrants. Building from Dahl's analysis, we investigate the extent to which pluralism in the USA can and does work the same way for immigrants who are also racial minorities. We highlight factors that can lead these groups to become silent citizens, including lack of legal status, lower levels of political mobilization by institutions, and discrimination as structural impediments to minority participation. Our findings suggest that both resources as well as structural impediments structure the political behavior of Asian Americans and Latinos, determining whether they are vocal citizens or silent citizens.  相似文献

The relationship between religion and politics in the United States is a much-studied academic area, particularly evident in political institutional and behavioral venues such as interest groups, electoral behavior, and political culture. One academic area that has not received much attention is the influence of religion on public administration. Recently, however, public administration scholars have begun to mimic their counterparts in the business world by examining the role of religion and spirituality in the public workplace, especially with regard to organizational performance, ethical behavior patterns, decision making, and the personal spiritual health of employees. This article examines the role and impact of religion and spirituality in the workplace, reviews court cases and political measures regarding religious expression in the public sector, explores a private sector model to explain the interrelationship between religion and spirituality in the public workplace, and challenges public administrators to consider the positive role that religion and spirituality can play in the public workplace.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

In the past few decades, the ‘return of the religious’ has been a recurrent theme in popular and academic discourse. From debates regarding the permissibility of religious dress and symbols in the public sphere, to questions of the integration of Muslim immigrants, concerns about the rise of the Christian Right in American politics and the role of Islam in the uprisings of the Arab Spring, a great deal of attention has been accorded to the presence of religion and religious subjects in the public sphere. Such has been the importance attached to accounting for, categorizing and contending with this phenomenon that it has attracted the attention of many of the major figures in contemporary social and political thought. However, the ideas of Jacques Rancière, one of the foremost figures in contemporary political philosophy, are noticeably absent in these discussions. In this article, I take up the task of investigating how Rancière's political philosophy can be brought to bear on debates surrounding the relationship between citizenship, religion and the political. I argue that his reconceptualization of politics, democracy and political subjectivity makes apparent the limitations, and even futility of current debates between advocates of secular universalism and those of religious pluralism, and, through assisting in the critical analysis of the public presence of religion, provide an opening for the potential emergence of alternative forms of community and political subjectivity.  相似文献

The debate over the 2008 Human Fertilisation and Embryology Bill marks the latest in a series of conflicts between secularism and religion in the public sphere. The failure of religiously motivated campaigners to alter the Bill's most substantive and controversial provisions, however, should not be seen as a victory for a homogeneous secular camp. Although campaigners motivated by religious belief were almost universally opposed to the Bill, secular campaigners reflected a more varied mix of opinion. Moreover, the degree of organisation and mobilisation shown by the religious lobby during the course of the debate, are a sign that attempts to secure a greater role for religion in the public sphere are likely to remain a prominent feature of British political life.  相似文献

Recent research in American political behavior has examined at length the link between evangelical Protestants and the Republican Party. These works however do not consider the idiosyncratic nature of religiosity in the US, and insist on treating religion as an ‘unmoved mover’ with respect to political contexts. The question posed herein is: during the participation of religious communities in partisan politics, should we expect politics to eventually constrain religious behavior? Motivated by a political social identity approach, I use American National Election Study panel data and structural equation modeling techniques to explore the untested possibility that religious and political factors are linked through reciprocal causation. Conditional upon religious and temporal context, findings highlight the causal impact of ideology and partisanship in shaping religious behavior.  相似文献

This paper critically examines the idea that politics and religion occupy adjoining berths in the extended marketing camp. Following a brief review of contemporary religious marketing, a comparison is undertaken of religion and politics to determine whether they conform to a common marketing framework for non‐business environments. The idea that marketing in faith environments is validated by the ‘religious economy’ theory is critically examined, significant objections to the adoption of marketing principles and methods by the religious community are explored and some limitations of the exchange concept in a faith context are identified. After the democratic transition to post-Communist Poland, ultraconservative groups found themselves legitimately able to propagate a nationalist ideology. They focused on an idea of ‘national identity’ that clearly and restrictively defined the boundaries of the national community. In the late 1990s a far-right movement supported by a radical faction of the Roman Catholic Church gained wide public support and, eventually, political legitimization. The fears of those for whom the transition of the socio-economic system did not bring a change for the better have been exploited by activists and institutions that consistently point to various foreign ‘threats’ (external and internal) against Poland’s political and economic independence and against national integrity. Starnawski analyses forms of anti-pluralist backlash as strategies undertaken by the ultra-conservative media. Provided is a case study of Nasz Dziennik, one of the major Polish newspapers to disseminate a far-right discourse that combines a concept of ‘national identity’ with radical Catholicism. Such nationalistoriented media use rhetoric that claims to be representative of the dominant group, and attempt to provide the audience with a restrictive sense of identity that is based on the construction of elements that are considered foreign and threatening to a sense of nationhood, a mobilization of the audience against foreign ‘threats’, and the exclusion or marginalization of elements depicted as incongruous with collective identity, especially the cultures of national and ethnic minorities (both ‘native’ minorities and recent immigrants), minority religions and alternative cultures, as well as liberal advocates of diversity. Since Polish society is in large part culturally homogeneous, its members are more often exposed to stereotyped images of minority groups than they are to face-to-face contact with members of minorities. Therefore, Starnawski argues, exploring the contemporary nationalist discourse in ‘pluralizing’ societies such as Poland is no less essential for the diagnosis of anti-democratic obstacles than studying the actual conditions of minority groups themselves. The future of social and cultural pluralism in Poland heavily depends on the majority’s awareness of diversity and its ability to promote attitudes of openness to and understanding of cultural differences on the one hand, and a readiness to extend the notion of ‘Polishness’ to a wide range of cultural and social categories on the other.  相似文献

In recent months David Cameron has emphasised both his personal religious faith and the ongoing importance of Christianity and religion in Britain. This article seeks to explain why Cameron has made increasing reference to religious themes, and examines the extent to which they have been reflected in the approach of the current Coalition government. It is argued that Cameron's references to religion have been indicative of still tentative attempts to reaffirm, and in respects redefine, the role of Christianity and faith in British public life in response to the pressures of greater secularisation, religious pluralism and vocal challenges to religious privilege.  相似文献

The political incorporation of immigrants is a relatively new and little researched topic in Germany. This review article presents selected results of recent international research on the political participation of immigrants and members of ethnic minorities. Apart from some core themes of research on the United States, I discuss the role of institutional motors of incorporation, the emergence of parliamentarians with a migration background, protest activities of non-citizens, and some findings on transnational forms of political engagement.  相似文献

Structural, cultural, psychological and materialist theories support the proposition that political cohesion and division in ethnic groups are a function of ethnic cohesion and division generally. The proposition is applied to British Jews, and data from the first nationally representative survey of British Jews are employed to test an empirical hypothesis linking strong manifestations of ethnicity to Conservative partisanship. Results from multinomial logistic regression analysis support the hypothesis, and transformations to probabilities demonstrate the strong effect of ethnic divisions on party divisions. Comparisons are drawn between British Jews and other British ethnic minorities, and between British and American Jews.  相似文献
