Public deliberation on the costs of war is important to democratic decision-making. This article explores congressional rhetoric about military fatalities within the U.S. House of Representatives and in television news media interviews from 2004 to 2006. In the House, the results are consistent with the “ideological opportunism” model of congressional rhetoric, which suggests that politicians–particularly the president’s partisan opponents–will be highly communicative about combat deaths in an effort to express ideological perspectives on war and criticize opponents’ positions. The results also show that as local combat fatalities accumulate, the president’s partisan opponents tend to become increasingly vocal about these deaths. The results do not support the “newsworthiness” model of congressional rhetoric in TV media interviews, which expects opposition party support and presidential party criticism of the president. Politicians on the far ends of the ideological spectrum dominate discussions about the loss of troops in the House, and politicians in both the House and TV news interviews advance largely unwavering partisan positions on the conduct of war. The findings suggest members of Congress reinforce political polarization in debates over the use of force.  相似文献

Are the movements of the Australian Albert’s lyrebird “George” best identified as dance, “dance,” proto-dance, or functional gestures? I draw on the tools of biosemiotics to shed light on human signifying practice vis-à-vis dance – specifically, how humans make sense of avian dance, how they compare and contrast it with human dance, and what a definition tells us about its makers. In both the natural sciences and humanities, competing discourses abound to the contention that animal movements could fruitfully be considered as dance. A trend emerges in some definitions of dance (which may also invoke human exceptionalism) of characterizations that ignore extant reports of animal abilities – of a classificatory rather than an evaluative posture. I argue that in overcoming the limitations of human exceptionalism in analytic frameworks by explicitly incorporating animal efforts into theory development, validation, and revision (theories often dominated by human and elite Western concerns), we will arrive at a less-distorted version of the multimodal behavior we call dancing.  相似文献

In contrast to previous studies on the political opportunity structures of anti‐immigrant parties, this article argues that voters’ perceptions of policy convergence between mainstream alternatives affect their short‐term propensity for supporting such partisan challengers. Drawing upon leading research in the field, two hypotheses about voters’ perceptions of policy convergence, in two policy areas (economic redistribution and immigration), are presented. The main findings in the article suggest that policy convergence between mainstream parties has a more immediate impact on the electorate than commonly recognised. Using unique data from Sweden, the article shows that perceived convergence between Swedish mainstream parties in the field of immigration policy increases potential support for the anti‐immigrant party, the Sweden Democrats (SD). Yet the results are the opposite when it comes to perceptions of convergence in the field of economic‐distributive policies. In contrast to widespread assumptions, the article thus finds that policy convergence between mainstream parties only appears to create short‐term opportunities for anti‐immigrant parties if it takes place on their own policy turf. These results indicate, in other words, that the potential electorate of the SD – which is a wider group than hard‐core xenophobes – is largely driven by preferences about immigration policy, rather than the short‐term urge to protest against mainstream parties. The article, therefore, concludes that the cordon sanitaire to isolate the SD in Sweden – which is underpinned by de facto convergence between mainstream parties on immigration policy – could improve, and is unlikely to curb, the short‐term electoral opportunities of this party.  相似文献

We argue that the factors shaping the impact of partisanship on vote choice—“partisan voting”—depend on the nature of party identification. Because party identification is partly based on images of the social group characteristics of the parties, the social profiles of political candidates should affect levels of partisan voting. A candidate's religious affiliation enables a test of this hypothesis. Using survey experiments which vary a hypothetical candidate's religious affiliation, we find strong evidence that candidates’ religions can affect partisan voting. Identifying a candidate as an evangelical (a group viewed as Republican) increases Republican support for, and Democratic opposition to, the candidate, while identifying the candidate as a Catholic (a group lacking a clear partisan profile) has no bearing on partisan voting. Importantly, the conditional effect of candidate religion on partisan voting requires the group to have a salient partisan image and holds with controls for respondents’ own religious affiliations and ideologies.  相似文献

Studies show that globalisation creates political potentials that can transform electoral competition in Western societies. The specific process of how these potentials become effective is not completely understood. It is argued in the article that attention-grabbing events can trigger the transformation of electoral competition as they force actors to take clear positions and thereby allow citizens to align their partisan preferences and policy attitudes. The article analyses the case of German parties’ reaction to the arrival of large numbers of refugees at Europe’s borders in 2015/16. Using panel data that bracket this event, it is shown how German citizens responded to party behaviour by changing partisan preferences on the basis of prior immigration attitudes. The so-called refugee crisis may thus have been a critical juncture transforming party competition in Germany. As such, the crisis represents a striking example of how events may focus attention on a new policy dimension and catalyse the evolution of new cleavages.  相似文献

A prosecutorial organ is always in charge of the investigation and prosecution of crime, which makes this institution a key gatekeeper to the courts. Empowered with prosecutorial discretion, a prosecutorial organ dictates what, when, and whom to prosecute. The institutional design of the prosecutorial organ varies across time and across countries, which raises an important, yet quite understudied question: Does institutional design matter for how states respond to human rights violations and, if so, how? In this article, I develop a theoretical framework that highlights the importance of prosecutorial independence and prosecutorial accountability. I argue that understanding the factors that impact the use of prosecutorial discretion in human rights cases can potentially provide a more complete understanding of why and when states fail to investigate, to prosecute, and to punish human rights violations committed by state agents.  相似文献

Political scientists often consider the place of standard operating procedures (SOPS) in shaping bureaucratic responsiveness to “top-down” direction, but our writing only infrequently considers the processes and ease by which bureaucratic routines, decision standards, and SOPS adjust to produce nm outputs. This article explores the change of routines, decision standards, and SOPs from a behavioral perspective to portray bureaucratic behavior and policy as something other than a static function of extant SOPs or a fully and fluidly malleable function of internal preferences and external incentives. In particular, the role of two organizationally “bottom-up” factors — careerists' policy approval and their policy-relevant working schema — are explored to suggest how readily “top-down” preferences for policy translate into pragmatic working arrangements. The empirical basis for the article is a structured set of cases in the Urban Mass Transportation Administration through the latter 1970s and early 1980s.  相似文献

This article is an effort to situate the conflict between the Syriza government, elected in 2015, and Greece’s creditors in the context of broader changes in the structure of European political economy over the past quarter of a century. It explains the dynamics by which the leftist government of Alexis Tsipras shed its commitment to ending austerity through the lens of Stephen Gill’s “new constitutionalism.” While sovereign power helps show why Tsipras was unable to negotiate a new deal for Greece, two mechanisms of disciplinary power clarify different aspects of crisis politics: market reification, which obscured the role of the European Central Bank, and the reconstitution of truth claims, which led to the attribution of responsibility for the crisis to Greece itself.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

Surveillance studies have long argued that electronic databases are designed to maximize state surveillance as a “superpanopticon” or “surveillant assemblage.” But how are databases being implemented in practice, and do they actually enhance control? This article addresses these questions by examining the case of the German Central Foreigners Register (Ausländerzentralregister [AZR]). Established in 1953, the AZR was one of the first databases on migrants in the western liberal world, and remains a pillar of Germany's migration control system today. By analyzing internal ministerial records from the 1950s to the 1970s – the time when this database was introduced, expanded, and automatized while still relatively free from legal or public constraints – this article examines whether, or how, databases enhance state control. I argue that the AZR did not provide the “perfect surveillance” it was intended to deliver; rather, it produced major bureaucratic and political challenges and a series of malfunctions. This case study confirms that database surveillance, such as the German AZR in the 1970s and European databases today, depends on three basic conditions: shared expectations regarding data usages, cooperation in data supply, and capacities of data storage and maintenance. Moreover, databases serve the additional symbolic function of reassuring the self-imagination of sovereign, modern state power.  相似文献

This article examines the history of US citizenship and deportation policies that have always been based on race, class status, and gender, as well as the effects of such policies on the making of Mexican illegality. Mexicans have been constructed as unassimilable and a threat to the US national polity. They are also viewed as working class likely to become a public charge. Mexican women have been imagined as extremely fertile and while their production has been desired, their reproduction has been feared. These social, political, and legal constructions resulted in the creation of Mexican illegality despite time of residence in the United States, ties to US citizens, or birthright citizenship. While scholars have documented immigration laws that have expatriated US citizen women (mainly of European racial backgrounds), policies that allowed for the deportation of “public charge” cases, and the racialization of Mexicans, who were once considered legally white for naturalization processes; the three identity-based exclusions have not been examined together to understand Mexican experiences in the United States. This article utilizes a racial, class, and gendered analysis to understand the making of Mexican illegality that began with the 1790 citizenship statue in which the United States Congress limited US citizenship rights to “free ‘white people’ and women’s citizenship was determined by their fathers or husbands.” The making of Mexican illegality continues with today’s immigration restrictions that perceive Mexicans as a threat to: national security, the white racial makeup of the country, and the stability of the economy.  相似文献

When explaining regulatory policymaking and the behavior of regulated business firms, scholars have supplemented economic models by emphasizing the role of public‐regarding entrepreneurial politics and of normative pressures on firms. This article explores the limits of such entrepreneurial politics and “social license” pressures by examining regulation of emissions from diesel powered trucks in the US. We find that the economic cost of obtaining the best available control technology – new model lower emissions engines – has: (i) limited the stringency and coerciveness of direct regulation of vehicle owners and operators; (ii) dwarfed the reach and effectiveness of the governmental programs that subsidize the purchase of new less polluting vehicles; and (iii) elevated the importance of each company’s “economic license”– as opposed to its “social license”– in shaping its environmental performance. The prominence of this “regulatory compliance cost” variable in shaping both regulation and firm behavior, we conclude, is likely to recur in highly competitive markets, like trucking, that include many small firms that cannot readily either afford or pass on the cost of best available compliance technologies.  相似文献

What explains the French government’s unwillingness to accept more legal immigrants or at least ignore those who enter or over-stay clandestinely? This paper answers this question by exploring the political economy and regulation of undocumented immigration in France during the 1990s. In light of a broad liberal and Marxist literature on the political economy of immigration, I argue that three ‘proximate determinants’ shape the regulation of undocumented immigration in France (a ‘Europeanized’ security agenda, ‘self-limited sovereignty’ and control of the labour market, especially informal employment). However, these proximate determinants do not necessarily excavate the social relations of power (that is political economy) which constitute the basis for policy making. I argue then that a return to the importance of the labour market (and thus the class and racial constitution of French society) is essential, but without a simple return to Marxist political economy. Instead, I suggest the value of ‘virtualism’ for carving out a new post-structuralist/‘postmodern’ political economy of immigration.  相似文献

What has been the impact of the U.S. Supreme Court’s 2009 decision in Ricci v. Destefano on the selection and promotion practices of public employers?; Relying solely on circumstantial evidence, the Supreme Court held that the Civil Service Board of New Haven, Connecticut, had engaged in Title VII disparate treatment discrimination by refusing to certify the results of a promotion examination that led, in turn, to a disparate impact on African American firefighters. To limit the discretion of public employers to disregard such selection and promotion exam results, the Ricci majority held that a public employer must “have a strong basis in evidence to believe it will be subject to disparate‐impact liability if it fails to the take the race‐conscious discriminatory action.” This article argues that the decision effectively prohibits public employers from rejecting the results of selection and promotion instruments, even though there is evidence that screening instruments inequitably affect protected groups. It also forces public employers to become more careful in developing selection and promotion examinations or face the possibility of costly Title VII litigation.  相似文献

I study the relationship between political institutions and sovereign borrowing when constitutional constraints are systematically chosen to obtain better credit conditions. I argue that the impact of institutional constraints on country risk premia depends on the government’s concern with the country’s creditworthiness and its “willingness to repay”; two variables that are hardly observable. To properly evaluate the relationship between political institutions and sovereign borrowing, I focus on the link between institutional constraints and the risk premia of Argentine bonds between 1822 and 1913. Specifically, I analyze whether a “structural break” in the government’s cost of borrowing time-series exists. I use the Perron-Volesang test for structural change with unknown break dates. The statistical analysis indicates that the adoption of institutional constraints led to significant improvements in borrowing terms: the series has a single structural change; and the distinctive break point is associated with the country’s adoption of constitutional checks and balances. Time-series regressions and instrumental variables (IV) estimation reinforce these findings.  相似文献

California has accomplished a remarkable shift in its historical development on immigrant rights, from pioneering and championing anti-immigrant legislation from the 1850s through the 1990s, to passing robust pro-immigrant rights policies in the last two decades. In this article, we unpack California’s policies and historical shift on immigrant rights, and develop a typology of regressive, restrictive, and progressive variants of state citizenship. We then advance a theory of how California’s progressive state citizenship crystallized in 2014 by cumulating and gaining sufficient strength in particular elements – of rights, benefits, and membership ties – to constitute a durable and meaningful form of state citizenship. Our work builds on, and speaks to, a fast-growing literature on immigration federalism and a robust literature on semi-citizenship and alternative types of citizenship. Situated in federalism, state citizenship operates in parallel to national citizenship, and in some important ways, exceeds the standards of national citizenship. While many states have passed various policies intended to help undocumented immigrants such as state driver licenses, in-state tuition, financial aid, health insurance for children, our concept and theory of state citizenship formation considers how California’s policies took more than a decade to develop and reach a tipping point, transforming in 2014 from integration policies to a more durable crystallized state citizenship.  相似文献

As Taiwan transitions from an immigrant-sending to an immigrant-receiving country, it struggles to build an immigration bureaucracy while its status as a sovereign nation-state is not recognized by much of the international community. Taiwan's largest immigrant group, marital migrants from China, are perceived as posing the greatest challenges to border control due to longstanding political tensions between the two countries and governmental and societal suspicions about Chinese spouses' marital motives. Based on research conducted with immigration officials and during immigration interviews at the border, this article interrogates the status of ‘truth’ in official efforts to determine definitively immigrants' marital intentions. It analyzes such truth demands in relation to Taiwan's anxieties about its national standing and the ability of an immigration bureaucracy to generate ‘sovereignty effects’.  相似文献

Does partisan conflict damage citizens’ perceptions of Congress? If so, why has polarization increased in Congress since the 1970s? To address these questions, we unpack the “electoral connection” by exploring the mass public's attitudes toward partisan conflict via two survey experiments in which we manipulated characteristics of members and Congress. We find that party conflict reduces confidence in Congress among citizens across the partisan spectrum. However, there exists heterogeneity by strength of party identification with respect to evaluations of members. Independents and weak partisans are more supportive of members who espouse a bipartisan image, whereas strong partisans are less supportive. People with strong attachments to a political party disavow conflict in the aggregate but approve of individual members behaving in a partisan manner. This pattern helps us understand why members in safely partisan districts engage in partisan conflict even though partisanship damages the collective reputation of the institution.  相似文献

Given recent advances in queer visibility and rights within Western countries and internationally, the assumption around sexual issues is one of progress. Conversely, resistance to lesbian, gay, bisexual, transgender, intersex, and questioning (LGBTIQ) rights is understood as a lack of progress in the modernization of the relevant society or population. This article suggests that one must understand resistance in a more complex framework, focusing on the opposition between Muslim cultures and LGBTIQ politics to illustrate this argument. This article argues that one should understand the dialectic of Islam versus queer rights as a process of triangulation and should describe how the positioning of queer rights and Muslim homophobia within a triangulated model invokes a sense of Western exceptionalism. Consequently, this article argues that the deployment of queer rights both at “home” and “abroad” operates in a “homocolonialist” fashion that renders resistant populations inferior in relation to superior Western values, rather than as simply “lagging behind” the West.  相似文献

Negative elite and news media attention to Latino‐relevant issues, particularly undocumented immigration, has dramatically increased in recent years, potentially stigmatizing attributes of Latinos such as immigration status and language use. Concomitantly, immigration policy changes were leading to widespread arrests and deportation of many Latinos. Herein, we ask two questions: First, to what extent do Latinos perceive and experience discrimination? Second, to what extent do immigration status, generational status, and language use moderate beliefs about discrimination? Using Pew National Survey of Latinos data, we find that Latino beliefs about the problem of discrimination is a decreasing function of “proximity” to the “canonical immigrant”—defined here as first‐generation immigrants who are Spanish‐language dominant. Further, we demonstrate that reported rates of victimization due to discrimination exhibit no clear pattern and are flat over time. We conclude by demonstrating that discrimination beliefs have significant implications for systemic trust, anxiety, and policy preferences.  相似文献
