This article illuminates the contribution of stakeholder dialogues to environmental policy making. It makes a distinction between stakeholder dialogues as consensus building and stakeholder dialogues as deliberation. Although consensus building seems to be the dominant approach in participatory environmental policy making, this article questions the merits of consensus building and it uses the experience of the Dutch stakeholder dialogue project Climate OptiOns for the Long term (COOL) to explore, in a deliberative design, the shortcomings of a consensus-building approach and how they are possibly dealt with. The article presents the results of two deliberative methods that have been used in the COOL project – the repertory grid analysis and the dialectical approach – to demonstrate how a deliberative design can help policy makers to critically assess arguments in favor of and against a broad range of policy options, and deal with stakeholder conflict in an early phase of the policy process.  相似文献

Organisation–stakeholder engagement during planning of a high‐speed rail link between France and Italy is described and analysed in this paper. Conceptualising organisation–citizen engagement as a form of deliberative democracy, the study's theoretical framework draws upon literature from communication, social and political science. Following a review of governance for transnational organisation–stakeholder engagement, communication methods used by one transnational organisation, Lyon‐Turin Ferroviaire (LTF), to engage in ‘discursive legitimacy’ with affected parties, is studied. A qualitative case study approach examines whether LTF's engagement with stakeholders provides opportunities for democratic participation rather than creating a democratic deficit in the public sphere. Results point to a lack of mechanisms through which transnational policy makers can be held accountable‐leading in this case, to a legitimacy crisis for institutions involved, threatening their ability to justify the economic and transportation viability of the project. Abstract

Housing programs increasingly contribute to broader community revitalization efforts rather than strictly serving production‐oriented goals. As implementation of this strategy moves beyond the traditional housing leaders in cities such as Boston, Cleveland, and Baltimore, an assessment of other areas is instructive. This article examines how the nation's largest housing trust fund, which Florida directs primarily to local governments through the State Housing Initiatives Partnership (SHIP), contributed to Orlando's ambitious community revitalization effort in the Parramore neighborhood.

Given the consistency between SHIP goals and those of the Parramore project and Orlando's experience with developing partnerships and affordable housing initiatives, SHIP should have proven an effective tool. The initial findings demonstrate that housing programs need to be sufficiently flexible to permit a comprehensive approach to neighborhood revitalization. Such an approach should seek a balance between product‐based redevelopment and people‐based housing strategies, expand the role of community development corporations, and create housing choice.  相似文献

This case study explores the very early days of the British Nuclear Fuels Ltd (BNFL) National Stakeholder Dialogue. The dialogue is arguably the most intensive, consistent and difficult engagement with stakeholders ever undertaken by a UK company. It involves a wide range of individuals and organisations interested in or concerned about nuclear issues and aims to inform BNFL's decision‐making process around the improvement of their environmental performance in the context of their overall development. The process is designed and convened by The Environment Council, an independent third party with expertise in stake‐holder dialogue. The aim of this paper is to examine how the dialogue came about, why stakeholder dialogue was used as a process, some of the problems encountered by the process and the link that can exist between public affairs and stakeholder dialogue.   • Strategic corporate and public affairs communication about Corporate Social Responsibility (CSR) has emerged as a major component of corporate efforts to interact with their stakeholders and society at large. Non‐financial reporting, and CSR reporting in particular, is now seen as an essential corporate communication process by most members of a company's stakeholder community. This growth in CSR reporting has been driven by the need to increase corporate transparency and accountability concerning social and environmental issues. Arguably, the European Union is the most progressive region in adopting CSR reporting. Almost all of Europe's top 100 companies report on social and environmental performance, whilst figures for the USA and the rest of the world are much lower. The latest Accountability Rating concludes that ‘Europe leads, America lags’ after measuring companies' social and environmental impacts.
  • The authors argue that visual communication is as important as words and numbers in creating meaning and assess UK and German Companies' non‐financial performance. Utilizing a range of research methods including content analysis and semiotic interpretation the authors propose a typology of images used in non‐financial reporting. This typology and associated conceptual development can used to more accurately define and interpret CSR and sustainability.

This article identifies a number of critical factors that have contributed to the successful implementation of a public financial management information system in the Republic of Bosnia and Herzegovina (BiH). The information system, funded by USAID and implemented by Emerging Markets Group from 1999 to 2004, has revolutionised accounting practices and has contributed to a more transparent and effective public sector. This article describes the project's context and purpose, its main features, challenges and obstacles. It continues by outlining the critical success factors that have contributed to the success of the project in a challenging environment. The project was implemented in a rather unique environment since it was initiated not long after the end of the civil war and the creation of the Republic of BiH. The Republic of BiH inherited the former socialist Yugoslavian payment systems. There were no adequate public financial management systems in place, and the project team could essentially start from scratch. The project team designed and implemented an accrual accounting system, and unlike the situation in many countries, relieved the government from having to transform their financial management system from cash‐based accounting to accrual accounting. Development projects are central to international development, yet the actual practice of their implementation is under‐researched. In particular, we know little about how practice affects project performance and about how politics is enacted within such projects. This paper investigates these knowledge gaps through analysis, using actor‐network theory (ANT), of a donor‐funded reform project in the Sri Lankan public sector. By analysing, using mobilisation, interaction and disintegration of the local and global actor‐networks that typically surround such development projects, the paper explains the project's trajectory. These actions represent the practice of politics that must, in turn, be understood in relation to network actor power: not through a static conception of ‘capacitive power’ but through the dynamic enacted concept of ‘associative power’. The paper concludes by reflecting on the contribution and limitations of ANT's local/global networks component in analysing development projects, and in providing insights for development project practice. This article forwards the argument that combining institutional and people participation is fundamental to the pursuit of ‘sustainability’. A generalized model of participation is proposed based on building consensus and preventing/resolving conflict between all stakeholders who might be influential in, or affected by, the effect of major developments on a society's goals for sustainability. This ‘consensus’ participation model seeks to overcome problems relating to the exclusive nature of community-based ‘popular’ participation (such as Participatory Rural Appraisal), and the narrow economic nature of current ‘stakeholder’ participation. The model is founded upon two ideas: that to achieve consensus requires stakeholders to negotiate and reach agreement collaboratively, and that certain stakeholders (e.g. the disenfranchised poor and entrenched government bureaucracies) are often polarized from a capability to contribute effectively to this process. In a manner similar to the introduction of methodologies to guide environmental management in project planning (environmental impact assessment, land use evaluation etc.), it is suggested that methodological frameworks are needed to aid the process of integrating ‘consensus’ participation within major development initiatives (large-scale projects, sectoral programmes, strategic land use or resource management planning, and regional and national policy formulation). Based on research in Zambia, an example of a consensus-orientated participation framework is presented, designed to guide preparation of strategic management plans for protected areas. The global infrastructure sector is thriving. But community opposition to major projects is also rising. Australian examples demonstrate the policy backflips, reputational pitfalls, and financial costs of project delays and cancellations. Failures to engage communities are surprising, given the widespread adoption of community engagement (CE) principles and the increasing professionalization of CE roles. If acceptance of the need for CE in infrastructure is more widespread than ever, why are we not seeing smoother project delivery, reduced protest, and cost savings? This paradox is the driving force behind the Next Generation Engagement project. This article offers a practitioners’ perspective to introduce the project and present key findings from its 12‐month pilot study aiming to establish a transdisciplinary, industry‐led research agenda for CE in Australia's infrastructure sector. The article contributes to our understanding of CE literature and research codesign. It maps out the top five priority themes for future research to support infrastructure selection, planning and delivery. The research agenda provides guidance for policy, and practice, offering consolidated, research‐based insights for policymakers and practitioners.  相似文献

Public participation in environmental decisions has become commonplace. A favored model for public input is to use the tools of dispute resolution to seek consensus among members of a multi‐party stakeholder group. The authors believe that a focus on dispute resolution and consensus building can pose impediments to the creation of insights for decisionmakers and lead to the adoption of inferior policy choices. Instead, they advocate an alternative approach to stakeholder participation characterized as “decision aiding” through a structured process based on constructive, multi‐attribute techniques and value‐focused thinking. In this paper some of the major difficulties posed by a dispute‐resolution approach are articulated, the principles of a decision‐aiding process reviewed, and this alternative approach illustrated by describing a stakeholder consultation involving water‐use planning for a hydroelectric facility on the Alouette River in British Columbia, Canada. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

In 2013 the Australian Capital Territory (ACT) government's Community Services Directorate (CSD) initiated a suite of projects designed to address the not‐for‐profit (NFP) community services sector's capacity to adapt to a rapidly changing policy and operational environment. In common with other Australian governments, the ACT relies upon NFP organisations to deliver a wide range of community‐based human/social services. The procurement of services rendered to, or on behalf of, government by a third party provider under contract accounts for about 94% of the CSD's investment in the NFP community services sector. The ACT government, therefore, has a vested interest in ensuring that NFP providers are operationally capable, financially viable, and economically sustainable. Accordingly, the government launched a Community Sector Reform Program (CSRP) focussing on red tape reduction, sector development, and the establishment of a community sector outcomes framework.   • Corporate 'social responsibility [CSR] is neither a fad nor an optional extra. The interest in it is reflective of a deeper change in the relationship between companies and their stakeholders. Healthy business requires a healthy community, and should be contributing to its creation and maintenance. The public increasingly wants to know about companies that stand behind the brands and products presented to them. And use their power to reward ‘good’ companies and punish the ‘bad’ ones. (Lewis, S. 2001 ).
  • CSR is becoming ever more important in the modern business environment, as is evident by the fact that most leading public companies include a specific statement on their CSR policy within their annual reports. Indeed, changing societal expectations, increasingly intrusive media reporting, and ever more sophisticated and powerful pressure groups have caused all organizations to consider more carefully their wider social responsibilities not only out of altruistic reasons, but because of the need to consider the potential impact of their policies on their wider stakeholder relationships.
  • It is argued in academic and professional writing that CSR orientated organizations benefit from a series of tangible and intangible benefits, when stakeholders are informed of their orientation. Corporations have reacted to these calls and this belief in a business case and are implementing CSR programmes or corporate change to bring about new corporate mindsets, and are in‐turn communicating the results of these programmes. However, in order to be able to effectively communicate it is necessary that organizations clearly understand the concept of CSR, both from a managerial perspective and homogeneous and individual stakeholder perspective.
  • Aiming to help address this lack of understanding, the proposed paper provides a case examination of stakeholder and management perspectives of CSR in the North West of England in a retail setting. The study was conducted in 2003 around a Major UK retail centre using a mix method approach that drew out management cognate viewpoints on CSR and quantitatively tested these findings against stakeholder viewpoints on CSR. The study is served as a pilot for future studies into the area.
  • It found that within the context of the case that the managers and stakeholders (when taken as one homogeneous group) shared a similar view of the concept of CSR. Additionally, the weaknesses of the research pilot brought to the surface methodological improvements that could impact on future researches into the area.

Publicly traded corporations are under increasing amounts of pressure from society at large to redirect resources toward maximizing the value that accrues to non‐shareholding stakeholders of the organization. Building on the management and public relations literature, this study proposes a shareholder–stakeholder engagement model on corporate social responsibility (CSR)—the totality of corporate actions to meet societal norms and expectations. The study argues that shareholder activist–corporate engagements on CSR issues can enhance the corporation's sensitivity to stakeholder issues through improvements in the stakeholder governance mechanisms—institutions that safeguard stakeholder interests and maximize stakeholder welfare—within the corporations. Social shareholder activists, a special type of stakeholders, can be a viable source of pressure in influencing corporations to improve weaknesses in stakeholder governance mechanisms. This article attempts to construct an overview of Japan's defence problematique in the post‐cold war era. Its approach is to survey the historical legacies that have shaped Japan's defence policies and perceptions, and to assess how these fit, or do not fit, with the new security environment within which Japan now finds itself. The purpose is to argue that a policy of non‐offensive defence (NOD) could solve many of the difficult defence questions that Japan now faces. As a consequence, the discussion will concentrate mainly on military and political issues, mostly leaving aside questions of economic, societal and environmental security on the grounds that these issues interact less strongly with NOD. Section 1 considers the geopolitics of Japan's security that arise from its being an island country. Section 2 analyses some crucial historical considerations, particularly Japan's status as a great power, and the particular circumstances of its historical relationship with its neighbours. Section 3 looks at Japan's position during the cold war, examining how the legacies of its defeat in the Second World War blended into the demands placed upon it as a front‐line ally of the United States against Chinese and Soviet power. Section 4 surveys the actual and possible changes in Japan's security environment consequent upon the ending of the cold war. It focuses on Japan's relationships with the United States, the East Asian region, the international system as a whole, and finally on Japan's relationship with itself. Section 5 considers the requirements for a Japanese defence and security policy in the post‐cold war era.  相似文献

In the existing literature there is general agreement that the effectiveness and efficiency of command and control instruments versus market‐based instruments is highly context specific. A country's particular regulatory environment and state capacity, as well as the features of given environmental problems, play an important role in ascertaining what the “right” set of policy instruments for environmental management might be. This article examines how command and control instruments are used as an environmental enforcement mechanism in China's authoritarian state. Based on extensive fieldwork, this paper shows that the reliance on binding environmental targets as the main domestic policy instrument in China has generated numerous undesirable consequences. While China's target‐based approach to implementation has incentivized local officials to strictly enforce environmental mandates, there are numerous shortcomings in the system. In particular, target rigidity, cyclical behaviour, poor data quality, and the absence of an independent monitoring agency have generated adverse effects and contribute to a yawning gap between regulatory goals and outcomes. The paper concludes that binding environmental targets as the main command–control instrument in China can be more accurately described as “command without control” as the target‐setting central government does not exercise a high degree of control over implementation and monitoring processes. But command and control instruments can be suited for managing “first‐generation” environmental problems and addressing environmental issues that have easily identifiable pollution sources and which are easy to verify.  相似文献

The purchase of an expensive, debt‐financed aircraft tracking system by one of Tanzania's newly created executive agencies suggests that recent bureaucratic restructuring and liberalization in Tanzania could possibly undermine the good use of international debt management schemes for poverty alleviation. Moreover, it raises a question about the uses (and misuses), in countries where governance capacities are weak, of new public management models of organization. This article explores Tanzania's donor‐funded executive agency programme, as one part of its wider civil service reforms. Drawing on empirical research, it examines the power structures and interdependencies between Ministers, departments and NPM style semi‐autonomous agencies and the potential for rent‐seeking behaviour and perverse outcomes. This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献

Abstract

We find Quercia and Galster's article on reforming public housing an intriguing academic exercise that contains some key insights useful to practitioners. However, the article fails to consider several key elements in the provision of assisted housing that make their “constrained quadrilemma” much less problematic than they assume.

The article ignores the tenant‐based certificate/voucher approach to meeting the housing needs of low‐income and very low income persons and households. This is a significant oversight, in that many public housing authorities (PHAs) manage a larger portfolio of certificates than of PHA‐owned housing. If the litmus test of the success of public housing's “reinvention” is the extent to which it is able to maximize both the number of low‐income households served and their social and geographic integration, then public housing's extensive use of certificate/voucher programs demonstrates a road out of the quadrilemma.  相似文献

The intersection of a high‐tech product with 20th century laws that would have inadvertently restricted its use provides an interesting case study in issues management. The authors describe how using ‘high‐tech?high‐touch’ as a technique for public policy change, as well as employing other traditional issues management tools, enabled significant success in achieving the company's public policy goals. As a result of this proactive issues management approach, the high‐tech SegwayTM Human Transporter (HT), a low‐speed self‐balancing, electrically powered, two‐wheeled personal mobility device (Figure 1) is permitted to operate freely in a significant part of its potential market area. The healthy functioning and long‐term viability of the European Union (EU) ultimately depend on its citizens finding common cause and developing a shared sense of political community. However, in recent years, scholars and pundits alike have expressed doubts about whether the EU's growing cultural, religious and economic diversity is undermining the development of citizens' shared sense of political community, especially following eastern expansion. In this article, this question is examined using data on a key aspect of political community: transnational dyadic trust. Drawing on a unique set of opinion surveys from the formative years of the EU to the first wave of eastward expansion (1954–2004), the development and sources of dyadic trust among EU Member States is studied. While recognising the importance of diversity for trust judgments in the short‐term, the prevailing viewpoint that it is also a long‐term obstacle to integration is challenged. Instead, it is argued that citizens from diverse cultural and economic backgrounds can learn to trust one another and build a sense of political community over time through greater cooperation and interconnectedness. This theory is tested with data on bilateral trade density, which is seen as a proxy and precursor for other forms of cross‐national interconnectedness. Employing longitudinal models, the article also goes beyond existing research to test the theories over time. The study makes a contribution to the research on European integration, suggesting that over time mutual trust and a shared sense of political community can indeed develop in diverse settings.  相似文献
