This paper explores whether an individual’s news source can explain their attitudes on immigration. We focus on the Spanish-speaking
population in the U.S., since they have the option of accessing their news in English, Spanish or in both languages. Our audience influence hypothesis predicts that Spanish-language news will cover immigration in a more positive and informative manner than will English-language
news. Thus, Latinos who use Spanish-language news may have a higher likelihood of possessing pro-immigrant sentiments than
Latinos who only use English-language news. Content analysis of Spanish and English-language television news segments reveals
variations in the tone and substance of these news outlets. Analysis of Latino survey respondents indicates that immigration
attitudes vary by news source. Generational status also influences Latinos’ immigration attitudes, though its impact is not
as great as one’s news source.

When evaluating political candidates, citizens can draw on partisan stereotypes and use partisan cues to make inferences about
the candidates’ issue positions without undertaking a costly information search. As long as candidates adopt policy positions
that are congruent with partisan stereotypes, partisan cues can help citizens make an accurate voting decision with limited
information. However, if candidates take counter-stereotypical positions, it is incumbent upon citizens to recognize it and
adjust their evaluations accordingly. Using the dual-processing framework, I hypothesize about the conditions under which
individuals reduce their reliance on partisan cues and scrutinize counter-stereotypical messages, and test these hypotheses
with experimental data collected from a nationally representative sample of adults. The findings show that whether individuals
punish a candidate from their party for taking a counter-stereotypical position is contingent on the salience of the issue
and the political awareness of the message recipient. The article concludes with a discussion of the theoretical and normative
implications of these findings.

Today, people have ample opportunity to engage in selective exposure, the selection of information matching their beliefs.
Whether this is occurring, however, is a matter of debate. While some worry that people increasingly are seeking out likeminded
views, others propose that newer media provide an increased opportunity for exposure to diverse views. In returning to the
concept of selective exposure, this article argues that certain topics, such as politics, are more likely to inspire selective
exposure and that research should investigate habitual media exposure patterns, as opposed to single exposure decisions. This
study investigates whether different media types (newspapers, political talk radio, cable news, and Internet) are more likely
to inspire selective exposure. Using data from the 2004 National Annenberg Election Survey, evidence supports the idea that
people’s political beliefs are related to their media exposure—a pattern that persists across media types. Over-time analyses
suggest that people’s political beliefs motivate their media use patterns and that cable news audiences became increasingly
politically divided over the course of the 2004 election.

The paper provides a test of Zaller’s reception and acceptance model. The theory describes conditions under which a political
message is received, and, if received, accepted or rejected. The study deals with the 1988 Canadian election that was fiercely
fought over one central issue, the Free Trade Accord with the United States. We use the 1988 Canadian Election Study campaign
rolling cross-section survey, and we test Zaller’s propositions about who is most likely to receive and then accept party
messages. Our findings provide little support for the model. We suggest that when an issue is hotly debated in an election
campaign voters who receive party messages are able to connect these messages to their values and predispositions whatever
their level of political awareness.

The tangled relationship between education research and policy has received little serious scrutiny, even as paeans to “scientifically
based research” and “evidence-based practice” have become a staple of education policymaking in recent years. For all the
attention devoted to the 5-year-old Institute of Education Sciences, to No Child Left Behind’s call for “scientifically based
research,” to professional interest in data-driven decision-making, and to the refinement of sophisticated analytic tools,
little effort has gone into understanding how, when, or why research affects education policy. Instead, most discussion has
focused on how to identify “best practices” or “scientifically based” methods and how to encourage classroom educators to
use research findings. In this article, based on the new volume, When Research Matters: How Scholarship Influences Education Policy, Frederick M. Hess examines these questions.

This article scrutinizes the inconsistencies in the 2003 Grutter v. Bollinger Supreme Court decision which upheld the University
of Michigan’s law school affirmative action policy. The decision, which now governs university admissions policies in all
50 states, ruled that “diversity” remains a compelling state interest that legally justifies discriminating between individuals
on the basis of their race in determining college admissions. This article examines two incongruous justifications offered
by the Grutter court in justification for their ruling: the “critical mass” justification and the no “undo harm” argument.
Neither rationale is able to withstand careful, logical examination.

The French political thinker Raymond Aron (1905–1983) provides the imitable model of the political philosopher as civic educator.
Writing in an age of extreme ideological polarization, he aimed at a truly balanced approach to historical and political understanding.
In a series of writings from the late 1930’s onward, Aron defended a principled middle way between Machiavellian cynicism
and the “abstract moralism” so evident in the public engagement of modern intellectuals. Aron argued for the renewal of liberalism
on the foundation of a broad-based “democratic conservatism” and displayed remarkable lucidity regarding the totalitarian
temptation. This paper explores this distinctive notion of “democratic conservatism”—equally distant from revolutionary romanticism
and reactionary nostalgia—that guided Aron’s public engagement over a fifty-year period and that was central to his idea of
the political responsibility of intellectuals.

This article identifies the shortcomings of “orthodox neo-Darwinians” such as Richard Dawkins, George Williams and Daniel
Dennett in their efforts to describe human nature and human pro-social behavior. As an alternative to the views of these thinkers,
the efforts of Peter Richerson, Robert Boyd, and other “dual inheritance” theorists to describe the evolution of human nature
are also characterized. It is argued that dual inheritance theorists have surpassed the orthodox neo-Darwinians in their explanations
for very important and uniquely human features such as our extensive sociability, complex cumulative culture and morality.

In this paper, I explore the formation of human rights attitudes among what I call the “silent majority” in the post-communist
countries of Central Europe and the former Soviet Union. This is the large, diverse group of people never directly confronted
with harsh methods of repression under communism. I argue here that the foundations for conceptualizing human rights are based
on the degree and saliency of exposure to rights violations and that, for many citizens of Central and Eastern Europe, life
behind the “iron curtain” is associated with relatively fewer rights violations than life after the iron curtain’s fall. Comparative
personal experiences will play a key role in explaining how these citizens conceptualize human rights. I test this argument
by applying it to the cases of Poland, where I conducted a total of 68 randomly selected non-elite interviews in an effort
to probe for key factors defining individuals’ conceptions of human rights.

This article attempts to identify the general principles that underlie public reasoning about collective obligations and that
help explain when political parties can create new obligations or defend existing ones. I use these principles to President
Clinton’s unsuccessful attempt to create government health-care plan and attempts by President Bush to privatize Social Security.
The success of a party in selling – or defeating – an obligation depends upon what people believe about the competence and
capacity of government and the value of autonomy – choices made by each citizen; whether people perceive the obligation as
providing floors or establishing ceilings by limiting choice or otherwise restricting opportunities for the better-off; and
whether the program is more like insurance or more like welfare. A party’s ability to maintain credibility with voters also
depends upon whether party leaders can suppress issues that threaten intra-party elite pacts. When attempts to suppress “taboo”
issues like “stem cells” or “black crime” fail, the party loses credibility with its voters and attempts to defend or sell
obligations fail.

On reading Primo Levi’s Holocaust memoir If This is a Man, one is immediately struck by its literary quality, and especially its generous use of Dante’s Inferno, both of which point to the more general problem of Holocaust witnessing. This paper focuses on Levi’s reasons for using
Dante’s poem in particular to communicate his experience. Levi’s choice of Inferno is pointed, not only because of the obvious trope of existence in Hell, but also because Levi conceived of Auschwitz as an
experiment designed to destroy the “human,” created in part, at least in the West, by Dante’s poem. What I will be suggesting
is that Levi emphasizes the distinctions between his and Dante’s experiences by including in his conversation with Dante’s
Inferno (paradoxically) his rejection of that conversation. There may or may not be something “human” which persists after Auschwitz,
and the only way to ask this question, without preconceiving an answer, is to dramatize silence. The resultant ambiguity urges
readers to, as Levi puts it, “participate in” the events described and/or dramatized.

As Leon Kass has noted, the conquest of illness and death has long been “the unstated but implicit goal of modern medical
science.” But it is unstated no more. Since the late 1990s, a new generation of scientists and enthusiasts has emerged to
proclaim the feasibility and desirability of radical life extension. What they promise is not just longer life, better health,
and heightened vitality, but a transformation of ourselves into the sort of beings we have long wished to be, but have repeatedly
failed to become: beings who are completely fulfilled and living in perfect harmony with others. Despite the obvious and profound
appeal of such a fantasy, attempts to realize it, even if successful scientifically, might prove to be disastrous culturally,
for reasons that go beyond concerns about the alteration of existing social structures. Ultimately, as Freud argued, life
might well become stagnant, “shallow and empty,” while the fear of death might become all the more crippling.

Scholars and political observers have suggested that television has “personalized” voting behavior in American presidential
elections by encouraging citizens to cast ballots on the basis of candidate image and personality. Though an oft-heard assertion,
little solid evidence exists that this is true, and the reinvigoration of partisanship and the persistence of ideological
conflict suggest personalization may be less pervasive than supposed. In this paper, I use National Election Studies data
to examine whether voters are more concerned with candidates’ personal characteristics now than they were at the outset of
the television era. I find, however, that voters are no more likely today to mention candidate personality as a reason for
their vote choice than they were in the 1950s and 1960s. Moreover, while personality affects voting behavior, its influence
on candidate choice is not significantly larger than it was a half-century ago. The results are not contingent on exposure
to television or political awareness and are insensitive to different measures of perceptions of candidate image. The findings
are consistent with the resurgence of partisan voting in American elections and suggest that some concerns about TV’s effects
on political judgment are exaggerated.

The case of post-Dayton Bosnia and Herzegovina (BiH) provides an interesting lens through which to reflect on the interconnected
and often conflicting challenges of implementation of internationally brokered peace agreements, external support to democratic
transition and consolidation, and contemporary notions of sovereignty and state building. This chapter suggests that in the
case of BiH, certain contradictions and tradeoffs have been and may still be necessary to ensure a foundation for future stability
and democratic consolidation. The situation in post-Dayton BiH can be described as a frozen conflict that has remained frozen
in large part due to an international presence that ensures that an imperfect peace prevails while also providing a basis
for incremental reform. The peace implementation process in BiH is briefly reviewed by looking at two reform strategies: the
“soft” protectorate strategy used in BiH as a whole and the “hard” protectorate option exercised in the District of Brčko.
The aim is to demonstrate that while a democratic end-state remains the goal in such transitions, the means toward getting
there can include a number of contradictory policy options.

According to many theoretical accounts of the vote choice, distal determinants (e.g., party identification) influence proximal
determinants (e.g., perceptions of candidates), which in turn shape candidate preferences. Yet almost no research on voting
has formally tested such mediational hypotheses. Using national survey data collected between February and September of 2004,
this paper begins by illustrating how to conduct such investigations. We explored whether public approval of President Bush’s
handling of a series of specific national problems (e.g., the Iraq war) influenced overall assessments of his job performance
and evaluations of his likely future performance versus John Kerry’s, which in turn shaped vote choices. The results are consistent
with the claim of mediation and shed additional light on the impact of various issues on the 2004 election outcome. We also
tested what we term the “dosage hypothesis,” derived from news media priming theory, which posits that changes in the amount
of media coverage of an issue during the course of a campaign should precipitate changes in the weight citizens place on that
issue when evaluating the president’s overall job performance, particularly among citizens most exposed to the news. Surprisingly,
this analysis did not yield consistent support for the venerable dosage hypothesis, suggesting that the conditions under which
priming occurs should be specified much more precisely in future work.
