The article tackles one principal question: Can the current dicing with democracy in Tunisia serve as a harbinger for good governance when it is founded on exclusionary political practices. It argues that Bin Ali's reforms represent yet another phase in the reproduction of hegemonic political practice which is about control not democratic power sharing. The article's analytical agenda is two-fold. Firstly, it will critically assess the nature of Bin Ali's 'electoral democracy'. In so doing, it looks at the tension between political rhetoric and practice. What becomes clear is that 11 years of 'electoralization' and 'parliamentarization' have not put an end to unlawful exclusion, muzzling of free expression, repression and disenfranchizement. Secondly, it will show that Bin Ali's obsession with hegemonic control may already be corroding his regime's legitimacy at home and denting its credibility abroad, especially in France. In this respect, the analysis will attempt to draw general conclusions from three recent crises. Specifically, can they be read as the first cracks in the monolith of singular rule in Tunisia? The article concludes on a negative and a positive note. On the negative side, Bin Ali, as this author believes, is not likely to give up power constitutionally. On the positive side, the April-May 2000 crises have placed his regime in the spotlight at home and abroad and may possibly galvanize civil society into pressuring the regime to reverse its return to a closed society.  相似文献

The Arab world shows a puzzling variation of political violence. The region's monarchies often remain quiet, while other autocracies witness major upheaval. Institutional explanations of this variation suggest that monarchical rule solves the ruler's credible commitment problems and prevents elite splits. This article argues that institutional explanations neglect the role of repression: increasing the scope of repression raises the costs of rebellion and deters rebels. However, the deterrence effect disappears if repression is used indiscriminately. If remaining peaceful offers no benefits, repression creates new rebels instead of deterring them. A time‐series‐cross‐section analysis of repression and political violence in the Middle East and North Africa corroborates our argument and shows the u‐curve relation between repression and violence. Once we control for repression, monarchies have no special effect anymore. Thus, our article addresses the discussion about monarchical exceptionalism, and offers an explanation why repression deters as well as incites political violence.  相似文献

The article argues that the monarchy's religious authority and its use of rituals of power limit the ability of political parties to contest the monarchy's legitimacy. It goes beyond most institutionalist accounts of authoritarian persistence by exploring the micro-dynamics of symbolic power and the extent to which the regime's ritualization of power creates a political culture conducive to the monarchy's supremacy in the socio-political realm, thus promoting regime stability in Morocco. These rituals have been institutionalized in the political system and have become part of the political discourse in Morocco. The monarchy's religious authority and its use of rituals of power impede the ability political parties to mobilize and to penetrate Moroccan society, and force them to adopt positional strategies in limited elections.  相似文献

ABSTRACT

Across Asia there has been a shift to the right in important democratic polities. This article argues that this conservative or authoritarian shift reflects the emergence of a new form of political regime that Nicos Poulantzas characterised as authoritarian statism. This article presents a theoretical framework – with illustrative case studies of Japan and Korea – to understand the emergence of a distinctive brand of Asian authoritarian statism. These new trajectories of political regimes reflect interconnected political and economic crises of conservative capitalist democracies. These crises are the result of the fracturing of modes and mechanisms of political incorporation due to the transnationalisation of capital. It is argued that the inability of current modes of state intervention or political incorporation to manage these economic and political crises or secure political legitimacy for political projects to deepen market reform has led to a “crisis of crisis management” and the further weakening of the Japanese and Korean states.  相似文献

This article addresses the role of natural resources in the protracted conflict between Morocco and Western Sahara. Drawing from literatures of political ecology and political science, the article argues that natural resources have been deeply implicated in the conflict over time, with resource-related developments lending legitimacy to each party in different ways. The complex political economy of resource exploitation and the associated geopolitical enjeux have led to the de facto recognition of Morocco's occupation, and the symbolic aspects of natural resources have lent the Sahrawi cause legitimacy and an important node around which allies can be mobilised. That sovereignty is contested has facilitated a discourse in a different, more powerful way than when it is not in question, particularly in the Sahrawi's capacity to invoke international law to support their case. Drawing on the cases of South Sudan and Indonesia, the article ends with a brief discussion of the potential of the region's high-value resources for peace-making activities.  相似文献

ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

This article comparatively assesses the meaning of civil society in Egypt, Lebanon and Turkey, by utilising the results of a study conducted among civil society actors. In recent decades, civil society has become integral to discussions of political liberalisation. At the same time, there is a growing rift between international democracy promotion through investment in civil society and the more critical literature on the relationship between the two. This article makes three contributions to these debates by comparing the actual experiences of civil society actors. First, it argues that the boundaries between states and civil societies are indeterminate, making it problematic to expect civil society organisations alone to become catalysts for regime transformation. Second, it shows that expectations of monolithic generation of civic values through civil society organisations do not reflect the actual experience of actors in this realm. Finally, it argues for taking into consideration other sources of mobilisation as potential contributors to meaningful political and social transformation.  相似文献

In contemporary Okinawa shamanism and psychiatry are both employed by Okinawans to bring relief from what are understood to be godly or psychiatric interventions in their lives. This paper examines some of the reasons that shamanism is still popular and well-patronized in a society that is part of one of the world's most developed nations. By situating the role of shamans within a historical context, it becomes clear that repression of these women has taken place at a number of junctures in Okinawan history, mainly because they were seen as “backward,” “primitive,” or “too” Okinawan. In other words, their primary identity as Okinawans led those in political power to attempt to remove them from being socially acceptable, forcing them underground as the state reinvented itself to suit broader political strategies. Notwithstanding almost four centuries of discrimination and attempted repression, shamans continue to prosper in contemporary society, using markers of Okinawan identity (in particular ancestor worship) to legitimate their roles as therapists and healers. Patients, too, hybridize both systems today in informed and idiosyncratic ways, moving comfortably between treatment regimes. Both shamans and psychiatrists are perceived as therapists in this article.  相似文献

Amman has been relatively underexplored in the literature on Middle Eastern cities. Using a broad range of primary and secondary sources, this article addresses the impact of the 1947–1949 Arab-Israeli War on the Jordanian capital during the late 1940s and 1950s. A number of themes are examined: Amman during wartime; the settlement of the Palestinians; change and continuity in terms of Jordan's centralization process and Amman's urban growth; and, finally, the city's transformative socio-economic structures and political forces. This article argues that the influx of Palestinian refugees transformed the public culture of Ammani society, which became much more politicized than before. It is also argued, however, that the political developments of the late 1940s and 1950s were not sufficient to overturn the defining characteristics of Amman as it had existed before the 1947–1949 Arab-Israeli War.  相似文献

The Kurdistan Region of Iraq (KRI) possesses many of the traditional hallmarks of political authority and society, such as state institutions (an Executive, Legislature, and Judiciary), political parties, civil society, elections, and local government. Nevertheless, for the past twenty-five years, it has failed to create a unified political system that adheres to a mutually accepted form of government. Political division, in particular, a rivalry between the main parties, has proved to be a real impediment to the political development and stability of the Region.

This article argues that there is a relationship between the nature and structure of the political parties, which reflects interests' political views of party leaders, and the political systems that have been proposed as solutions to a lack of political stability in Iraqi Kurdistan. Specifically, it argues that the individual character of the main parties, the PUK and the KDP above all, explains why they favour one system of government over the one advanced by their rival and is the core political dispute in Iraqi Kurdistan currently. Finally, the article concludes by identifying prospective systems of government available the KRI and the potential consequences of each.  相似文献

Nationalism in various forms has been a fixture of modern Chinese politics and society; however, its form has changed and over the past decade or so, the CCP has begun to appropriate China’s cultural nationalism through its extensive use of propaganda and by other less nefarious methods. This paradigm shift embodies the deliberate manoeuvring that state nationalism is exerting on cultural symbols, concepts and legacies in China. Through imagery and emotionally laden political marketing that favour Party policy and rule, this form of nationalism surreptitiously caters to the cultural tastes of, and appeals to, the emerging middle class of contemporary Chinese society. It is a more nuanced and creative type of propaganda. Using the 2009 China Central Television (CCTV) Moon Festival (Mid-Autumn Festival) Gala as a case study, this paper examines Party-state appropriations of cultural nationalism. The Gala is a rich reservoir of moon-inspired traditional Chinese cultural elements, and the intriguing manoeuvring of these culturally bound images and iconography signifies a new propaganda strategy that combines poetic nostalgia, poignant romance and abstract philosophical pursuit, through which cultural elements are skilfully woven into a patriotic and nationalist appeal. These traditional cultural signifiers, illusions and fantasies serve the Party’s political aims as it attempt to reinforce its legitimacy by forging a culturally bound national identity.  相似文献

This article analyses the dominant patterns of political culture among West Africa's state elites in an attempt to understand what standards, beliefs and principles they cherish. We suggest that although there are significant differences across the region's states, the dominant political culture can be characterised as neopatrimonial, that is, systems based on personalised structures of authority where patron–client relationships operate behind a façade of ostensibly rational state bureaucracy. In order to explore these issues the article proceeds in four parts. After providing a definition of political culture and why it is an important topic of analysis, we examine the central characteristics of the political culture held by state elites in the Economic Community of West African States (ECOWAS) region. The section ‘The Nigerian factor’ briefly discusses some of the malign effects that this culture has had upon governance and political economy issues in the regional giant, Nigeria. The final section explores whether the region's elites are living up to their own claims that they are embarking upon a serious attempt to engage in state reconstruction or are instead simply searching for alternative ways to sell their more traditional concern with regime protection. We conclude that, without a fundamental recasting of the political culture guiding the region's elites, a security culture that prioritises democracy and human security is unlikely to emerge within ECOWAS.  相似文献

This article reevaluates the first phase of Taiwan's democratization process (1914-1986) by exploring the similarities and differences between oppositional political organizations under Japanese and Kuomintang (KMT) rule. Employing a parallel structure, the article compares two distinct periods of time, 1914-1937 and 1977-1986. Including the Japanese colonial era in the evaluation of Taiwan's democratization process makes it possible to examine long-overlooked issues in Taiwan's political development such as the question of continuity and disjuncture. The author argues that the Japanese colonial era should be recognized as the starting point of Taiwanese political activities and the era of KMT one-party rule that followed as a re-colonization of Taiwan (lasting from 1947 until the early 1980s). The author's analysis reveals that (1) Taiwanese political opposition during both eras originated within rather than outside repressive political frameworks and that moderate opposition organizations emerged as the best possible reaction given those circumstances; (2) domestic organizations had a greater impact on the Taiwanese polity and society than those in exile; and (3) peaceful approaches were an important alternative to revolutionary movements. The author recounts the story of Taiwan's democratization process (until 1986) through the careers of two long-neglected moderate political activists, Lin Xiantang (1881-1956) and Kang Ningxiang (1938-).  相似文献

Since independence in 1971, both civilian and military regimes have ruled Bangladesh. As many other military regimes did, the latter civilianised their rule through the formation of political parties and participation in general elections. When diachronically analysing political formations in Bangladesh, it is appealing to make a clear-cut distinction between autocratic and democratic regimes. However, this article argues that throughout its post-independence history, the dominant form of rule has been the party-state. Revisiting the work of Aristide Zolberg, this article develops a typology of party-states, away from its initial focus on single-party regimes. It argues that party-state formation can also be witnessed in competitive electoral settings.  相似文献

Arguing that popular protest has played an unusual role in bestowing political legitimacy in China, this article traces continuities in state responses to protest movements from imperial days to the present. The author compares the government's recent handling of three different types of protest: economically motivated actions by hard-pressed workers and farmers, nationalistically inspired demonstrations by patriotic students, and (at greater length) religiously rooted resistance by zealous believers. The central authorities' tolerance toward localized strikes and tax riots, and their overt encouragement of protests against the bombing of the Chinese embassy in Belgrade, contrasts sharply with the harsh and unrelenting campaign of repression that has been directed against Falun Gong adherents. Explanations for these variant state responses are sought in historically grounded assessments of the political implications of different types of popular protest.  相似文献

There are important regional dimensions to Australia's globalisation. This article focuses on Australia's developing relations with Southeast Asia and argues that the increasing interdependence between the two regions is weakening Australia's liberal democracy while at the same time highlighting the fundamental differences in legitimacy that exist between Australia and its Southeast Asian neighbours. In this context, this article considers important aspects of Australia's military and foreign relations with the region, the state's role in weakening civil society, and the emerging pattern of conflict with Southeast Asia.  相似文献

There is a growing body of literature on the conflict between social environment and legal system. This article seeks to unravel the contradiction between Pakistan's anti-corruption laws and its social world. The study of this uncharted territory becomes even more urgent when the consequences of corruption are taken into account in the broader context of Pakistan's internal cohesion, democratic development and sustainable growth. Despite the fact that Pakistan inherited a British legal framework based on the division between public and private spheres, the article argues that a greater part of Pakistani society does not recognise such division. The split between public and private realms which provides a conceptual framework for any definition of political corruption seems culturally deficient. In particular, the paper attempts to demonstrate that ethnic loyalties by taking precedence over the public interest give rise to the ‘moral view of corruption', which explains why many people do not view the use of public office for ethnic gain to be an act of corruption. In these particular circumstances, the paper finds an underlying conflict in the treatment of corruption between the social and legal systems. The disparity between the legal system and social world has given rise to grave concern on the part of civil society.  相似文献

This article examines the victory of Recep Tayyip Erdoğan in Turkey's 2023 presidential election, the role of fear-oriented populist nationalism in Turkish politics, and the implications of the results for society. It argues that Turkey faces a deep moral and social crisis rather than a mere political problem. The article explores the sociocultural origins of polarization, as competing communities with few shared values contribute to divisions. It also analyzes the formation and ideologies of the People's Alliance and the Nation Alliance, the two major blocs involved in the 2023 elections, providing insights into their visions for Turkey. Last, the article scrutinizes the cult of the strongman, the widespread use of nationalism and religion, the utilization of state resources by Erdoğan's administration, and the influence of media—largely controlled by Erdoğan—on public opinion. This includes investigating the impact of alternative truths and narratives on the electoral process. The analysis highlights the deep-rooted moral bankruptcy Turkey faces in the third decade of Erdoğan's rule.  相似文献

Almost a quarter of a century after German unification, studies continue to uncover pervasive attachments to socialism in the former East. While these attachments have been a recurrent feature in analyses of political culture, surprisingly little is known about their sources. This article systematically explores the socio-political foundations of socialist values, by subjecting two theoretical perspectives to empirical testing. Political socialisation perspectives attribute these values to generationally based political identities that were forged in the pre-1989 era. Political economy perspectives, by contrast, stress how they have been reinforced by negative post-1989 evaluations of politics and materialism. Logistic regression analyses of ALLBUS data from 1991 to 2010 test nine hypotheses at the individual level, with the results confirming the following. First, there is evidence of an age-based structure to the foundations of socialist values: younger easterners are less likely to value socialism, but the evidence of this has emerged only recently. Second, equally important drivers of these values are support for parties on the left of the political spectrum and ideological self-placement. Third, economic factors have been selective and inconsistent predictors of socialist values. Overall, the research underscores the stability of socialist values in the German context, but argues that these values remain compatible with a political culture that is supportive of the democratic framework of unified Germany.  相似文献
