The current study correlates Merton's anomie theory and W. E. B. Dubois's double-consciousness theory to measure black law enforcement officers' reactions to occupational strain resulting from officers' ethnic-identification. Measuring levels of anomic behavior provides a scale for identifying levels of risk affecting the well-being of individual officers and organizations. Testing hierarchal regression models with a national sample of black state- and federal-level law enforcement officers (n = 84) reveals a presence of double consciousness as a significant predictor for levels of anomic behavior in law enforcement occupational cultures. It also further suggests that race remains a significant factor in law enforcement organizations and cultures, whereas many police executives would prefer to believe that race issues in policing are settled.  相似文献

Nationwide, law enforcement professionals have endured increasing scrutiny regarding their treatment of custodial suspects and their alleged abridgement of suspects’ Constitutional rights. At the same time, in the interests of community safety, many members of the public fully expect police officers to function efficiently in arresting and facilitating the prosecution of likely perpetrators. These perspectives reflect due-process and crime-control models respectively. Very little is known, however, about how law enforcement professionals actually view the rights of the accused when not acutely immersed in the cross-currents of public opinion. Using an anonymous survey, the current investigation addresses both Miranda rights as well as the European Union’s (EU) much more comprehensive approach to the rights of the accused. In general, this sample of 209 urban police officers favored protections of criminal suspects that went considerably beyond Miranda safeguards.  相似文献

The terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, compelled most Americans to imagine the unimaginable. Increased interest was focused on lessons learned, specifically if local law enforcement agencies had made appropriate organizational changes to manage potential terrorism events. The purpose of this study was to assess perceptions of law enforcement officers in the state of Michigan regarding organizational changes post 9/11. A total of 247 law enforcement officers participated in the study by completing three instruments, the Police Unit Assessment of Terrorism (PAT) Scale, Domestic Unit Assessment of Terrorism (DAT) Scale, and a short demographic survey. The officers who perceived their work load had increased since 9/11 were more likely to have more positive perceptions on both the PAT and DAT.  相似文献

The Personality Assessment Inventory (PAI) is a recent development in psychological assessment which has attracted attention because of the breadth of its coverage and the fact that it includes a four-point scale of item agreement. Matrix, Incorporated, is a psychological assessment center that specializes in the assessment of law enforcement personnel. Matrix has collected performance variables on 800 police officers who had taken the PAI prior to being hired. Correlational analysis was performed and there was a significant effect in the data. Discussion focuses upon the criteria in relation to the PAI variables, particularly with regard to aggression, antisocial characteristics and the validity scales. The data clearly demonstrate that the PAI has good potential for the selection of law enforcement officers. Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

Abstract

Policymakers, school officials and the law enforcement community have expanded legal tools and other strategies to address bullying in recent years. This has resulted in a larger and more challenging role for law enforcement officers working in school settings. The present study seeks to understand the ways in which local law enforcement officers interpret this new role and their efforts to prevent and respond to bullying. We draw upon Routine Activities Theory as a lens to view officer perceptions of promoting guardianship and reducing target suitability of young people most at-risk for bullying victimization. Data collected from qualitative interviews of law enforcement officers working with local schools, suggest that officers see a role for law enforcement in promoting guardianship around this health and safety concern, but recognize the limitations of using arrest authority. They emphasize promoting trust and building relationship in efforts to support potential and current bullying victims.  相似文献

Police attitudes towards partner violence against women (PVAW) can play an important role in their evaluation and responses to this type of violence. The present study aims to examine ambivalent sexism and empathy as determinants of male police officers' law enforcement attitudes towards PVAW. The study sample was composed by 404 male police officers. Results suggested that male police officers scoring low in benevolent sexism expressed a general preference for unconditional law enforcement (i.e. regardless of the victim's willingness to press charges against the offender), whereas those scoring high in benevolent sexism expressed a preference for conditional law enforcement (i.e. depending on the willingness of the victim to press charges against the offender). Results also showed that police officers scoring high in empathy and low in hostile sexism were those who expressed a general preference for unconditional law enforcement. The presence of sexist attitudes and low levels of empathy among some police officers, and their influence on law enforcement attitudes, highlights not only the importance of specific training, but also the need to pay attention to the selection process of police officers dealing with PVAW.  相似文献

This paper summarizes the current status of the ability of tribal law enforcement officers to enforce state law in all states that have Indian country – defined in 18 U.S.C. § 1151 as any Indian reservation, dependent Indian communities, or Indian allotments – within their borders. It is important to understand the current status of those officers as their agencies look to improve public safety in their nations. First, for context, we provide a brief background on tribes and tribal law enforcement. Then, we present a summary of the legal jurisdictional challenges faced by tribal law enforcement. Finally, we analyze the current status of tribal law enforcement officers in each state and conclude with a summary and concluding remarks.  相似文献

Police officers are the only professionals mandated by society to use discretionary coercive physical force as a necessary component of fulfilling their duty to maintain public safety and uphold the law. If community policing is to prevail as an effective and credible style of law enforcement, the legitimate use of competent police authority will continue to be a vital issue. This article analyzes the types of officer problems and problem officers that can harm community policing efforts. These include (1) individual factors, such as attitudes, personality traits, and psychological disorders; (2) police-citizen interaction factors, such as interpersonal dynamics and community attitudes; and (3) organizational factors, such as training and supervision, departmental philosophy, and the “cop culture.” The article then offers practical strategies for improving officer performance, including (1) selection and screening of officers; (2) training and supervision; (3) fitnessfor-duty evaluations; (4) effective supervision and discipline; (5) coaching and counseling strategies; and (6) the most productive use of psychological services. Throughout this discussion, the concept of the police officer as a law enforcement professional is emphasized as essential for guiding public safety policy into the 21st century.  相似文献

This study cross-validates a 13-question version of the Marlowe-Crowne Social Desirability Scale proposed by Reynolds (1982), using law enforcement professionals (n?=?241). A rational is offered for the importance of scales of this nature being used to assess honesty, social desirability and self-deception. External validity indicators including concurrent measures of aggression and prejudice as well as prehire MMPI scales K and L on a subset of this sample (n?=?70) are reviewed. Correlations between the 13-question version of the Marlowe-Crowne and external measures demonstrate robust effect sizes and statistical significance. Comparisons are also examined between officer scores and students from another cross-validation study of the 13-question short form of the Marlowe-Crowne (Zook & Sipps, 1984). Conclusions are made in consideration of the importance of honesty in law enforcement testing as well as the need for better means of accounting for variance due to social desirability in testing. Future directions for research are suggested.  相似文献

Suicide by cop has become a familiar topic among members of law enforcement, mental health professionals, and the general public. This paper presents two cases where police officers chose to commit suicide by getting other police officers to kill them. The two police officers studied, by examination of closed case files, were found to be similar to civilians who committed suicide by cop on several demographic (gender, age, history of mental illness, and suicide attempts), and situational (stress factors, trigger) variables. The cases help us to understand possible motives and management for individuals who choose to end their life in this manner.  相似文献

This study examined the relationship between sheriff law enforcement officers' characteristics and their use of force. Official records were utilized to collect data on the sworn law enforcement officers of the Florida Polk County Sheriff's Office and their self-reported use of force for 1999. The findings of this study indicated that White, male law enforcement officers, thirty-five years of age or younger, with less than 145 months of service, and assigned to patrol duties were more likely to resort to the use of force. Given that sheriff law enforcement officers are an integral part of policing, it is recommended that more studies be conducted of the use of force by these public officials.  相似文献

Though much has been written about law enforcement agencies developing partnerships with citizen groups in the context of community policing, very little research has addressed the role of private security as a viable partner in law enforcement. The basis for developing working relationship is sharing common goals as well as having mutual respect for each other. A further important ingredient for developing sound relationships includes the presence and fostering of positive perceptions and attitudes toward each other. In this paper we examine a sample of 284 police officers and 236 security professionals in a Midwestern state to assess their perceptions on strategies to improve police/security relationships. In the wake of high-profile deadly force cases in the post-Ferguson era, a number of negative psychological outcomes have been depicted by law enforcement officers. We examine if negative post-Ferguson outcomes predict current cynicism, motivation, and apprehensiveness. Further, we account for whether role orientations, specifically support for a law enforcement orientation or a community policing orientation, mediate the psychological effects of the post-Ferguson period. Since the law enforcement orientation, exercised through strict enforcement of the law, has been called out of favor in the post-Ferguson area, supporting this role may negatively impact officers via role conflict. The opposite may be observed for those supporting a community policing orientation. We test these arguments using results from an online survey of law enforcement officers in the USA, administered 6 months following highly publicized incidents in Dallas and Baton Rouge where police were targeted and killed. Results showed that post-Ferguson psychological impacts continued to affect current levels of cynicism, motivation, and apprehensiveness. Support for law enforcement or community policing orientation did not mediate the effects of post-Ferguson sentiments. Nonetheless, role orientations played a significant role in predicting current cynicism, motivation, and apprehensiveness and provided support for the theory of role conflict.  相似文献

In the United States, law enforcement officers may need to communicate with suspects or witnesses who are not native speakers of English. We assessed the effectiveness of the Officer Safety and Communication Spanish, Level I course (Alentado, 1995), a three-day workshop designed specifically for law enforcement personnel. Both role-play performance and perceived ability of the officers to use Spanish at work increased as a result of participation, and effectiveness did not decrease significantly six months after the course. Assessment of the effectiveness of study aids was inconclusive. Job-specific short courses in a second language can be effective for teaching limited language skills. The American War on Drugs has been a long and protracted battle. On the front lines are local, state and federal drug enforcement officers who are tasked with pursuing drug users and dealers. Empirically, officers’ attitudes about the laws they uphold have been shown to impact how aggressively they enforce those laws and the discretion they employ. Although there is a well established body of literature which documents the importance of discretionary dynamics in many areas of law enforcement, we know almost nothing about narcotics officers’ attitudes toward drugs and drug enforcement. Hence, we are unaware of extremely important variables that almost certainly impact and influence front line drug officers. This study fills that gap by examining the survey responses of over 1,000 drug interdiction officers at all levels of law enforcement, measuring their attitudes toward various drugs and the relative harm they incur, along with existing and proposed policies and strategies. The results are discussed in terms of their enforcement and policy implications.  相似文献

Supply reduction efforts by drug law enforcement departments are a significant factor in improving the effectiveness of drug control policies. The performance of drug law enforcement departments is one of the most important concerns for policy makers. Therefore, improving the performance of these departments is crucial in order for governments to constrict illegal drug markets and prevent illegal drug distribution. The literature suggests that social capital may have significant impacts on organizational performance. Using survey data from 12 city law enforcement departments in Turkey, this study examines the effects of three social capital dimensions (structural, relational, and cognitive dimensions) on the perceived performance of drug law enforcement departments by using structural equation modeling. The results of this conceptually grounded and empirical study suggest that drug law enforcement departments should pay close attention to promoting social capital among officers in order to fight effectively against drug trafficking.  相似文献

The use of law enforcement officers in American schools has rapidly expanded since its inception in the 1950s. This growth can in part be attributed to the Safe Schools Act of 1994, the establishment of the Community Oriented Policing Services (COPS) Office, and tragic events that have occurred in our nation's schools. Law enforcement officers in the school environment traditionally have primary roles of protection and enforcement, although many have ancillary roles of educating and mentoring students. However, the use of police in schools has also been associated with the formalization of student discipline and the criminalization of minor misconduct. Specifically, an increase in the number of officers in schools has mirrored an increase in the number of arrests and citations for relatively minor offenses. We argue that officers' socialization and training create role conflict in that the duty to enforce the law competes with other duties to mentor and nurture students. We present several hypothetical dilemmas and then illustrate how the “right thing to do” is determined by the perceived duties of the school safety officer. We conclude by presenting some modest suggestions on how to address the potential role conflict experienced by law enforcement officers working in schools.  相似文献

警察人性化执法,是指警察在执法过程中,在依法保障当事人合法权益的前提下,依照法定的职权和法定的程序,改变执法观念和执法方式,以人为本,实现执法公正的一项专门活动。在警察人性化执法中,严格执法是前提,依法保障当事人的合法权益(包括警察自身的合法权益)是核心内容,人文关怀是方式,实现执法公正是终极目标。而"懦弱执法"、"人情执法"、"不平等执法"和"首次不罚"的执法都不是警察的人性化执法。警察人性化执法实现的途径主要有三:一是完善公安法律制度;二是提高人民警察自身的素质;三是加强监督,从严治警。  相似文献
