Retrospective voting is arguably one of the most important mechanisms of representative democracy, and whether or not the public holds the government accountable for its policy performance has been extensively studied. In this paper, we test whether retrospective voting extends to parties in the opposition, that is whether and how parties’ past performance evaluations affect their vote, regardless of whether they were in government or in opposition. Taking advantage of a rich set of questions embedded in a representative German national elections panel, we update our knowledge on the retrospective voting mechanism by modeling retrospective voting at the party level. The findings indicate that the incumbent status is not the only criterion for retrospective voting, ultimately suggesting that both government and opposition parties can expect credit and blame for their conduct and this should provide some impetus for responsive performance of all parties.  相似文献

Does pledge fulfilment bear any electoral consequences for government parties? While previous research on retrospective voting has largely focused on electoral accountability with respect to the economy, the theoretical framework presented in this study links government parties’ performance to their previous electoral pledges. It is argued that government parties are more likely to be rewarded by voters when they have fulfilled more pledges during the legislative term. Good pledge performance of a party is associated with the ability to maximise policy benefits (accomplishment) and to be a responsible actor that will stick to its promises in the future as well (competence). Analysing data from 69 elections in 14 countries shows that a government party's electoral outcome is affected by its previous pledge performance. A government party that fulfils a higher share of election pledges is more likely to prevent electoral losses. This finding indicates that voters react at the polls to party pledge fulfilment, which highlights the crucial role of promissory representation in democratic regimes. Surprisingly and in contrast with economic voting, there is no evidence that retrospective pledge voting is moderated by clarity of responsibility.  相似文献

No‐confidence motions (NCMs) are attempts by opposition parties to publicise the government's failings in a salient policy arena, and previous research has shown that they often negatively affect citizens' evaluations of governing parties' competence and damage their electoral prospects. Yet currently there is a lack of understanding of how opposition parties respond ideologically to these NCMs. It is argued in this article that opposition parties should distance themselves from the government challenged by NCMs to show that they are different from the incompetent government and to compete for the votes that the government is likely to lose. Using a sample of 19 advanced democracies from 1970–2007, empirical evidence is presented that NCMs encourage political parties to move their positions away from the government's position, especially in the presence of reinforcing negative signals about government performance. These results have important implications for our understanding of opposition party policy change, for the economic voting literature, and for the spatial and valence models of party competition.  相似文献

What is the impact of corruption on citizens' voting behavior? There is a growing literature on an increasingly ubiquitous puzzle in many democratic countries: that corrupt officials continue to be re-elected by voters. In this study we address this issue with a novel theory and newly collected original survey data for 24 European countries. The crux of the argument is that voters' ideology is a salient factor in explaining why citizens would continue voting for their preferred party despite the fact that it has been involved in a corruption scandal. Developing a theory of supply (number of effective parties) and demand (voters must have acceptable ideological alternatives to their preferred party), we posit that there is a U-shaped relationship between the likelihood of corruption voting and where voters place themselves on the left/right spectrum. The further to the fringes, the more likely the voters are to neglect corruption charges and continue to support their party. However, as the number of viable party alternatives increases, the effect of ideology is expected to play a smaller role. In systems with a large number of effective parties, the curve is expected to be flat, as the likelihood that the fringe voters also have a clean and reasonably ideologically close alternative to switch to. The hypothesis implies a cross level interaction for which we find strong and robust empirical evidence using hierarchical modeling. In addition, we provide empirical insights about how individual level ideology and country level party systems – among other factors – impact a voter's decision to switch parties or stay home in the face of their party being involved in a corruption scandal.  相似文献

This article explores why supporters of small, non‐established parties choose to vote for different parties in the elections to the European Parliament (EP) and elections to the national parliament. It uses individual‐level data with open‐ended questions from an online survey on supporters of Feminist Initiative (Fi) – a comparatively small and new Swedish feminist party – to map voters’ own motivations for split‐ticket voting in the 2014 elections. Contrary to expectations based on second‐order election theory, it is found that voters ticket‐split in both directions: there are those voting for Fi in the EP election but not in the national election, and those voting for Fi in the national election but not in the EP election. These voters take the same types of considerations into account but nevertheless end up making opposite voting decisions. Voters clearly distinguish between the two levels – for example, by prioritizing different issues.  相似文献

Issue ownership means that some parties are considered by the public at large as being more able to deal with, or more attentive to, certain issues. The theory has been used to explain both party behaviour – parties are expected to focus on owned issues – and voter behaviour – when a voter considers a party to own an issue, this affects the odds of voting for that party. The purpose of this article is, first, to provide a look backward at the existing research through a literature review of the studies that were conducted in the past decade-and-a-half. Secondly, it takes stock of the current conceptualisation and argues that issue ownership is a multidimensional concept. Thereafter the article discusses how this multidimensionality affects both the role of issue ownership in voter and in party behaviour. Finally, the article outlines a number of shortcomings of the extant literature and discusses potential avenues for future research.  相似文献

This paper analyzes the consequences of the 1992 change in the voting rule in the Finnish Parliament. Before this reform, one third of all Parliament members could delay a law proposal for reconsideration by the Parliament. This rule was abolished in 1992 which meant that the Finnish Parliament finally adopted a simple majority rule to decide on new legislation. The empirical part of this article analyzes the effects of the reform on the parliamentary parties voting power. The voting power of the big parties increased compared to that of the small parties. However, the variation among smaller parties was greater. The biggest losers were medium size parties. Considering the government and the parliament as institutions, the emphasis clearly moved to the government. Considering parties in the government coalitions as a whole (adding up their share in the government and in the Parliament), the picture was quite clear. The opposition lost at least some of its voting power. This change was clearest in the case of the party government model in which the opposition lost its voting power completely.  相似文献

This article investigates how election information such as opinion polls can influence voting intention. The bandwagon effect claims that voters ‘float along’: a party experiencing increased support receives more support, and vice versa. Through a large national survey experiment, evidence is found of a bandwagon effect among Danish voters. When voters are exposed to a news story describing either an upwards or downwards movement for either a small or large party, they tend to move their voting intentions in the according direction. The effect is strongest in the positive direction – that is, when a party experiences increased support, more follows. Consistent effects are found across two different parties for a diverse national sample in a political context very different from earlier research on the bandwagon effects. Considering previous research and the fact that evidence is not found that suggests that the effect of polls vary across sociodemographic groups, the results imply that bandwagon behaviour is based not on social or political contingencies, such as media or political institution, but on fundamentals of political cognition.  相似文献

Some scholars argue that Western societies have seen a decreasing impact of voting behavior based on cleavages and party identifications. Equally, issue ownership voting is seemingly not increasing its relevance by filling this gap. From this departure we seek out an alternative variable by posing the question: Do party brands influence voting behavior? Currently, we do not know because the two research fields of voting behavior and party brands are currently not explicitly linked. Traditionally, the study of voting behavior has gained powerful insights from concepts such as cleavage structure, party identification and issue ownership. On the other hand, the study of political brands has illuminated how people employ brands in their identity construction and how voters use party brands to differentiate between political parties. In this light, the article first distinguishes the brand concept from related heuristics and voting models. Next, the article measures the brand value of Danish parties by utilizing a representative association analysis. Finally, this measure is used to conduct the very first empirical analysis of a party brand's effect on voting behavior. Overall, the primary finding demonstrates that political brand value (PBV) has an effect on voting behavior—also when a number of other relevant explanatory variables are held constant.  相似文献

This article develops the reward‐punishment issue model of voting using a newly collated aggregate measure of issue competence in Britain between 1971 and 1997, revealing systematic differences between governing and opposition parties in the way citizens' evaluations of party competence are related to vote intention. Using monthly Gallup ‘best party to handle the most important problem’ and vote intention data, time series Granger‐causation tests give support to a classic issue reward‐punishment model for incumbents. However, for opposition parties this reward‐punishment model does not hold: macro‐issue competence evaluations are Granger‐caused by changes in vote choice or governing party competence. An explanation is offered based upon the differentiating role of policy performance and informational asymmetries, and the implications are considered for comparative studies of voting, public opinion and for political party competition.  相似文献

Influential theories of class voting assume that the phenomenon occurs because classes hold different political values, which in turn affect their party preference. However, we do not know how important this mechanism is. Hence, this article uses high-quality survey data from 12 Western European countries to study the association between class and voting. The results suggest that political values – including non-economic values – play a central role in accounting for this association, although substantial class differences persist even when holding political values constant. I furthermore argue that the relevance of this mechanism should vary by party family. Political values should account for class voting to the extent that parties give the voters clear signals on issues of relevance to the value orientations. As such, party behaviour not only affects the level of class voting, but the very nature of the link between class and voting. This article contributes first by testing one of the most important theories of the mechanisms behind class voting, and second by demonstrating how the parties’ behaviour affects this mechanism.  相似文献

Earlier research has concluded that European citizens do not update their Left–Right policy preferences or their party attachments in response to the content of parties’ election manifestos – i.e. partisan sorting is not observed in the mass public in response to shifts in the Left–Right tone of these manifestos. Here we extend this research to analyse whether we observe partisan sorting patterns that correspond with political experts’ perceptions of parties’ Left–Right policy shifts. Given that these experts plausibly consider all pertinent information when estimating parties’ Left–Right orientations – including party elites’ speeches, elite interviews, coalition behaviour, and legislative voting patterns – such a finding would imply that citizens do weigh the wider informational environment when updating their Left–Right orientations and their party support, even if they do not attach great weight to the parties’ policy manifestos. Our analyses provide support for this hypothesis with respect to niche parties, i.e. green, communist, and radical right parties, but not for mainstream parties.  相似文献

Many studies have found that political discontent and populist voting are positively related. Yet, an important shortcoming of these studies is that they interpret the correlation between these two phenomena as evidence that existing feelings of political discontent contribute to the support for populist parties. We argue that there is also a causal effect in the opposite direction: Populist parties fuel political discontent by exposing their supporters to a populist message in which they criticize the elite. Our study links individual level data on political discontent of voters to the populist message of the party they intend to vote for, employing various operationalizations of populism. Based on a 6-wave panel study from the Netherlands (2008–2013), we conclude that political discontent is both cause and consequence of the rise of populist parties. Our findings imply that the effect of political discontent on populist voting has been overestimated in many previous studies.  相似文献

Empirical studies have demonstrated that compared to almost all other parties, populist radical right (PRR) parties draw more votes from men than from women. However, the two dominant explanations that are generally advanced to explain this disparity – gender differences regarding socio-economic position and lower perceptions regarding the threat of immigrants – cannot fully explain the difference. The article contends that it might actually be gender differences regarding the conceptualisation of society and politics – populist attitudes – that explain the gender gap. Thus, the gap may be due, in part, to differences in socialisation. The article analyses EES 2014 data on voting for the populist radical right and the populist radical left in nine European countries. Across countries, the gender gap in voting for the PRR is indeed partly explained by populist attitudes. For populist radical left parties, the results are less clear, suggesting that populism has different meanings to voters on the left and on the right.  相似文献

This article addresses the opportunities that the opposition has to influence policy – a topic that has been neglected in existing party policy research. The idea that is developed is applied to a remarkable environmental policy development during the Danish right‐wing government in the 2000s. Contrary to its position when it took office in 2001, the right‐wing government turned green and adopted a series of green policy initiatives. It is argued in this article that vehement and persistent criticism from the left‐wing opposition provides an explanation for this turn. Taking media coverage, public opinion, carbon dioxide emissions and the government's approval ratings into account, the empirical estimation based on unique quarterly data shows that opposition criticism had a systematic impact on the government's pro‐environmental policy development. The implications for party policy research are important. If the aim is to understand how parties matter to policy, the opposition should be taken more seriously.  相似文献

This study investigates retrospective voting and issue voting, and their change over time in a transitioning country. Sociotropic, as well as egocentric economic evaluations, and policy issues of parties are expected to play an increasing role in party preferences of citizens over time. Data consist of 41 Hungarian cross-sectional surveys, between 1998 and 2008. Results of conditional logistic regression models reveal that voters reward incumbent parties when they see improvements in their personal or the national economic situation, and punish them if the economy deteriorates. Distance from a given party on the left–right scale also decreases the chance of voting for that party. Voting behavior is changing during transition. The evaluations of the national economy and personal situation have an increasing impact on party preferences over time. We found educational heterogeneity in the extent of economic voting.  相似文献

Previous analyses have shown the existence of a sexuality gap in voting behaviour between those who identify as lesbian, gay, or bisexual (LGB), and those who identify as heterosexual (Hertzog 1996). On the basis of these findings, it is generally assumed that LGBs vote primarily for liberal and left-wing parties because they are most likely to represent the group's interests in the political space. Using the 2021 German federal election as a case study, this article provides substantial findings, showing that, when controlled for the ideological proximity between voters and parties, sexuality affects in several ways how LGBs identify with and vote for parties in Germany. Positive effects can be demonstrated for the Greens, the Left, and – in contrast to previous assumptions – the far-right AfD. This is the first study to examine systematically the voting behaviour of LGBs and heterosexuals in Germany.  相似文献

It is often found that religious people are underrepresented among the radical right electorate, despite radical right parties’ claim of being defenders of the Judeo-Christian society. This study investigates this paradoxical finding and examines to what extent two dimensions of religion – practice and belief – play a role in voting for a radical right party across seven West European countries. Using the European Values Study from 2008, it was found that religiously active people are indeed less likely to vote for a radical right party, because they tend to vote for a Christian party. However, the study challenges the common wisdom that religion alone is a restraint on radical right voting and shows that orthodox believers in three countries – Belgium, Norway and Switzerland – feel more threatened by the presence of immigrants and therefore are more likely than their mainstream counterparts to vote for a radical right party.  相似文献

As in many other European countries, the political system has undergone rapid changes in Sweden while a radical right‐wing party – The Sweden Democrats (SD) – has grown from a negligible position into one of the country's largest parties. SD has been winning voters from both the right and the left sides of the political spectrum, and particularly from Sweden's two largest parties, the Conservative Party (Moderaterna, M) and the Social Democratic Party (S). The present study investigated the extent to which SD voters who previously voted for one of these two parties differ from each other, and compared these SD voters with current Conservative Party and Social Democratic voters. The results showed that 1) economic deprivation offers a better explanation for the past mobility from S, than from M, to the SD; 2) no group differences were found between previous M and S voters in attitudes connected to the appeal of an anti‐establishment party; and 3) views on the profile issues espoused by the radical right, most importantly opposition to immigration, did not differ between SD voters who come from M and S. However, SD voters – particularly SD voters who had formerly voted for the Social Democratic party – differed from the voters of their previous parties in several aspects. It is thus possible that many SD voters will not return to the parties they previously voted for, at least as long as the immigration issue continues to be of high salience in the society.  相似文献

This article develops a new method for estimating the ideological preferences of members of the British House of Commons. Existing methods produce implausible results due to high levels of party cohesion and strategic voting on the part of opposition parties. To circumvent these problems, this article estimates MP preferences using Early Day Motions (EDMs) as an alternative to roll‐call votes. The Bayesian ideal point model for the decision to sign an EDM takes into account both policy preferences and signing costs. The estimates obtained have greater face validity than previous attempts to measure preferences in the House of Commons, recovering the expected order of parties and of members within parties. The estimates successfully predict voting behavior in the House of Commons. As with other Bayesian ideal point methods, this approach produces natural uncertainty estimates and allows for easy calculation of quantities of interest such as member ranks.  相似文献
