Abstract

In this article I argue that hope is rightly numbered by Hesiod among the evils, as hope cannot be separated from an awareness of the inadequacy of one's current state. Political hope for democrats in particular is tied to the awareness that we have not yet realized ourselves, that, to paraphrase Pindar, we have not yet become who we are. I argue that, although Rorty comes close to articulating this in his book Achieving Our Country, his emphasis on pride ultimately obscures more than it reveals. I conclude that Thoreau's anguished reflection in Walden on the failures of his fellow citizens is a better place to look for instruction on the question of political hope.  相似文献

Abstract

This paper explores the tension between pragmatism and utopia, especially in the concept of "realistic utopianism". It argues that historically, the pragmatic and gradualist rejection of utopia has been anti-utopian in effect, notably in the case of Popper. More recent attempts to argue in favour of "realistic utopianism" or its equivalent, by writers such as Wallerstein and Rorty are also profoundly anti-utopian, despite Rorty's commitment to "social hope". They co-opt the terminology of utopia to positions that are antagonistic to radical alterity. But this is not a necessary response to the utopia/pragmatism tension: Unger, who is explicitly opposed to utopia, in fact proffers a more sympathetic resolution based on the merits of vision, social improvization and collective learning. These may lie closer to the core of the utopian project as a vehicle for the education of desire than Unger himself recognizes.  相似文献

Abstract

The article seeks to consider the relationship between hope and utopianism by looking at the ancient Greek myth of Pandora's Box, with its enigmatic figure of hope. It begins by considering Hesiod's influential formulation of the myth, before examining a range of modern interpretations in which diverse conceptions of hope are to be found. Using the work of Spinoza, Hume and Day an alternative conception of hope is proposed that conjoins hope with fear. This is followed by an exploration of the utopian, using this time another figure associated with the myth, Prometheus. An attempt is then made to differentiate the frequently conflated concepts of hope and the utopian. Finally, in the spirit of recent post-secularism, the two concepts are brought to bear on the nature of religion.  相似文献

Abstract

This paper assesses the extent to which the category of hope assists in preserving and redefining the vestiges of utopian thought in critical social theory. Hope has never had a systematic position among the categories of critical social theory, although it has sometimes acquired considerable prominence. It will be argued that the current philosophical and everyday interest in social hope can be traced to the limited capacity of liberal conceptions of freedom to articulate a vision of social transformation apposite to contemporary suffering and indignity. The background to these experiences is the structural changes associated with the injustices of globalisation, the mobilisation of the capitalist imaginary and the uncertainties of the risk society. The category of hope could assist in sustaining the utopianism of critical theory through con joining normative principles with a temporal orientation. Yet, the paradoxes of the current phase of capitalist modernisation have further denuded notions of progress. Since the theological background to the category of hope constitutes a major limitation, the utopian orientation of critique is clarified in relation to the antinomies of the turn to social hope and the potential of Habermas' discourse theory of democracy, law and morality. Despite Castoriadis' profound critique of the category of hope, its present usage in social analyses will be seen to have affinities with Honneth's conception of the struggle for recognition.  相似文献

ABSTRACT

This paper shows that the role of national electoral dynamics on regional elections is highly mediated by institutional and electoral constraints at the regional level. Using data on statewide parties’ electoral competition in regional and national elections in Spain and Italy, results show that the contamination of regional elections is lower in regions where decentralization has travelled further and where strong regionalist parties dominate electoral competition. The paper also shows that these two channels -more regional authority and more regionalist competition- shape the regional manifestos of statewide parties by increasing their pro-regional positions. These findings represent a contribution to a better understanding of the extent to which regional elections are a separate electoral arena from the national one.  相似文献

Abstract

There is much evidence that the housing voucher program has successfully met its two main goals: housing low‐income families and expanding housing opportunity. Nonetheless, efforts to address the program's limitations could improve success. We agree with Basgal and Villarreal that, on the subject of housing mobility, the focus of Katz and Turner is misplaced.

In addition to proposing a solution that does not address the problem, Katz and Turner fail to consider three key points: First, there is no consensus or clear definition of what “mobility” means, how it is measured, and what standard we hope to achieve. Second, the role and impact of family choice in the locational outcomes of voucher holders is a major factor. And third, the considerable trade‐offs in outcomes that result from a greater emphasis on mobility should be examined.  相似文献

Abstract

Since the events of 9/11 the terms ‘threat’ and ‘risk’ have entered the daily lexicon to a greater extent than ever before. News media report on changes to national threat assessments, commenting when the threat level rises from ‘Moderate’ to ‘Substantial’, in the case of the United Kingdom. The British government recently released a document that provided details of the issues that pose the highest risk to the national infrastructure. All of these are based, so we are told, on the work of the national intelligence agencies. But what are these indicators actually telling us and what is the relationship between threat assessments and risk assessments? These are both important questions because important decisions are made as a result of changes in these assessments. National defence and security planning is based upon perceived threats and risks. An entire risk management industry has grown up in the business world that covers everything from health and safety to financial risk. It is not only governments and businesses that base decisions on these indicators, but individuals as well. Tourists planning holidays in Europe were alarmed when the British, French and German governments increased their threat levels in response to intelligence that suggested that an attack against tourist sites in their respective capitals was imminent. Some will have changed their plans and travelled elsewhere, to the detriment of the tourist industry, while others will have chosen to defy the terrorists and travel anyway – potentially placing themselves in harm's way. With so much at stake, both nationally and individually, it is therefore important that we understand the difference between a ‘threat’ and a ‘risk’ and, as scholars of intelligence, the role that intelligence plays in assessing them.  相似文献

Abstract

The attempt to connect philosophy and social hope has been one of the key distinguishing features of critical theory as a tradition of enquiry. This connection has been questioned forcefully from the perspective of a post-philosophical pragmatism, as articulated by Rorty. In this article I consider two strategies that have been adopted by critical theorists in seeking to reject Rorty's suggestion that we should abandon the attempt to ground social hope in philosophical reason. We consider argumentative strategies of the philosophical anthropologist and of the rational proceduralist. Once the exchanges between Rorty and these two strands of critical theory have been reconstructed and assessed, an alternative perspective emerges. It is argued that philosophical reasoning best helps to sustain social hope in a rapidly changing world when we consider it in terms of the practice of democratic criticism.  相似文献

In this paper, I interrogate the expression and usage of ‘whiteness’ in Australian, British and Chinese visual culture. My approach is through reading local texts with an eye to transcultural systems of meaning, paying particular attention to the ways in which whiteness is used as a doubled category in sexual politics. The paper is formed through the performance of cross-cultural connectivities within an epistemological emphasis on the travelled theorist. The movement between Chinese, Australian and English ethical positions are constitutive of the perspectives expressed here; the perspectives are themselves concerned to look back and into those ethical positions. The performance works towards a recognition of the semiotic systems of power and identity, and therefore of the conditions of theoretical performance itself.  相似文献

Abstract

This paper explores the relationship between corporate social responsibility (CSR) and government. CSR is often viewed as self-regulation, devoid of government. We attribute the scholarly neglect of the variety of CSR-government relations to the inadequate attention paid to the important differences in the way in which CSR has ‘travelled’ (or diffused), and has been mediated by the national governance systems, and the insufficient emphasis given to the role of the government (or government agency) in the CSR domain. We go on to identify a number of different types of CSR-government configurations, and by following empirically the CSR development trajectories in Western Europe and East Asia in a comparative historical perspective, we derive a set of propositions on the changing dynamics of CSR-government configurations. In particular, we highlight the varied role that the governments can play in order to promote CSR in the context of the wider national governance systems.  相似文献

Abstract

In the first part of the paper I consider the relative neglect of hope in the tradition of critical theory. I attribute this neglect to a low estimation of the cognitive, aesthetic, and moral value of hope, and to the strong—but, argue, contingent—association that holds between hope and religion. I then distinguish three strategies for thinking about the justification of social hope; one which appeals to a notion of unfulfilled or frustrated natural human capacities, another which invokes a providential order, and a third which questions the very appropriateness of justification, turning instead to a notion of ungroundable hope. Different senses of ungroundable hope are distinguished and by way of conclusion I briefly consider their relevance for the project of critique today.  相似文献

In contrast with some other parts of Southeast Asia, challenges to media controls in Singapore have been limited and ineffectual. Lately the government has been refining legislation to try and keep it that way. But this strategy is not principally based on the unrealistic objective of direct information control. Rather, preventing the emergence of organized social and political forces that could lead to a genuine civil society lies at the heart of the strategy. One of the factors that serves to reinforce the government's agenda here is the high degree of direct and indirect dependence on the state by Singaporeans for social and economic resources. This translates into vulnerability to political persecution and caution by social and ­political actors. Meanwhile, the promotion of Singapore as an 'infocommunication hub' has met with a positive response from global media organizations. New ­electronic media businesses appear just as capable of being reconciled with the authoritarian regime as more established media have proven to be.  相似文献

Abstract

This paper looks at one of the most important endogenous factors influencing the workings of decentralization in Zimbabwe. Successive waves of formal institutional change that took place during Zimbabwe's colonial and post-colonial history have been unable able to uproot the influence of traditional leaders. Due to their home-grown legitimacy, various traditional authorities continue to play an ever-present role in the lives of people in rural areas. But, as it is the case throughout most of Africa, the powers of traditional leaders have mostly been uncodified under modern law and these power relations tend to be rather informal and culturally inaccessible to most outsiders. Consequently, the scholarly literature has not been able to systematically acknowledge their pervasive influence. The article concludes with a reflection on how the influence of traditional authorities can be translated into the democratic and progressive empowerment of rural populations in the developing world.  相似文献

This paper approaches the stand-for relationship that is fundamental to semiotics from the point of view of a specific semiotic situation: that of relationships of proxy whereby a person is authorised to act for an absent party. I hope to open up the question of what a semiotics of the proxy might look like, but also make some observations about semiotics-in-general as a discipline reliant on proxy relationships. The paper makes special use of Derrida's writings on communication and Peirce's theory of signs. My reading of Derrida and Peirce is not exhaustive, but rather seeks to highlight the way that both thinkers provide useful frameworks for discussing the example of the proxy, and the challenges it represents.  相似文献

Abstract

The notion of legitimacy in international peacebuilding is an assumed one; there is an expectation that the formal, Weberian state institutions advanced therein will automatically be condoned by those in whose name they are delivered. But such bodies have, since at least colonial times, been suspect in many postconflict spaces and have routinely been ignored, resisted and bypassed when their local propriety does not reflect social preferences, and the empirical evidence does not suggest this pattern has stopped. The persistence of this null legitimacy derives from the exclusionary nature of liberal interventionism, which neither seeks local knowledge from which to design institutions nor considers their requirements important in relation to popular legitimacy. This article uses survey data drawn from Southern Sudan to discuss how legitimacy is seen from within and what it might look like.  相似文献

ABSTRACT

Bernard explores the myth of racelessness as it is currently circulating in American social discourse. The election of the first black American president has unleashed the term across the cultural landscape, from the mainstream media to the classrooms in which she teaches African American literature. Students use the term as a twenty-first-century incarnation of the civil rights-era concept of colour blindness. But racelessness does not represent an aspiration for equality as much as it represents an ambition to turn away from the realities of difference. It is code for a common ambition to avoid the realities of institutional racial inequalities, as well as personal experiences of cultural difference. The myth of racelessness intersects uncomfortably with current academic discourse that promotes the view of race as a social construction. Scientifically proven and irrefutably true, this discourse does not allow any room for the social experience of race and racial difference as it is lived by everyone every day, whether we like it or not. The election of President Barack Obama is a portal on to this current confusion about the concept of race, specifically, and blackness, in particular. Many pundits have speculated that Obama would not have been electable if he had had dark skin, if he were irrefutably black, in colour and culture. The fact that he himself has elected to call himself ‘black’ serves as the platform of Bernard's essay on the case of race in the United States.  相似文献

Abstract

Using a 1988 Home Box Office (HBO) series as a point of departure this paper examines the state of mass‐mediated politics. Examples from Tanner ‘88 reveal unmistakable signs of contemporary electoral campaigns ‐ stage management, monitored public opinion, and mythinformation. Pseudo‐events replace actual political circumstances to create politically useful images. The consciousness industry, in creating almost universal commodification, has fused propaganda and advertising in the selling of products and politics. Emphasis on spectacle and happening, immediate delivery, and manipulation of demand represent important changes in the way that capitalism and democracy work. A new mode of information in which social relations are mediated by electronic communication systems is being created. But saturation coverage in the media has not created a better‐informed, more active electorate. Rather, it has reduced the political process to a level of mindless slogans, trivial issues, and meaningless simulations.  相似文献

ABSTRACT

NIMBYism (not in my backyard) decreases the amount of affordable housing construction. A possible motivator for this is an existing homeowner’s fear that proximity to affordable housing depresses property value. Using a hedonic regression analysis of the sales prices of homes in Sacramento County, California, this study finds that increases in the demographic characteristics in a census tract that are likely to increase if more affordable housing is built there lower the sales price of a home. This finding holds even after controlling for the percentages of racial/ethnic groups more likely to face discrimination. Policymakers should recognize this economic element of NIMBYism as they consider instruments to increase the amount of affordable housing built. We conclude with a suggestion for a knowingly controversial policy mechanism based upon cap and trade with the hope it will spur further debate on this issue.  相似文献

ABSTRACT

This article reports the findings of a mixed-methods study of the effects of performance-related considerations on the allocation of public resources in Chile. The study considered aspects and stages of the budgetary process that most previous research on the relationship between performance assessments and the budget has tended to disregard. By virtue of this distinctive approach, the study identified many instances of performance considerations' influence that many other studies would have failed to capture. Because of its strictly exploratory character, the study could not establish how typical the different types of effects identified are. But it suggests that the effects most neglected in the literature may account for a great portion, if not for most, of the performance assessments' impact on the quality of public spending.  相似文献

Abstract

While much that is admirable in romanticism stems from Kant's philosophy, a better account of how sexuality can be an ethical possibility exceeds the cramped parameters that he imposes. His conception of marriage and its dependence upon a contractual exchange of rights may well be irremediable because of its formal emptinesses. His idea of human love as good will and an interest in the welfare of the beloved is defensible as far as it goes. But it does not go far enough to explain the morality of love, either in sexuality or in marriage.  相似文献
