AbstractThis article brings together transnational feminism, intersectionality, and militarized occupations by recovering Women’s International League for Peace and Freedom’s (WILPF) 1920s intersectional conversation. Mary Church Terrell, Helen Curtis, Addie Hunton, Jane Addams, and Emily Balch negotiated WILPF’s stance on two occupations: the controversy over the French use of colonial troops in its occupation of Germany, and the US occupation of Haiti. My argument is that through the evolving intersectional conversation, WILPF came to understand the necessity of weaving racialized sexual politics into its analysis of and activism around the politics of militarized occupations. To develop the argument, I construct and apply an ideal type of an intersectional conversation that incorporates a notion of unbracketing substantive inequalities during the conversation. I conclude with some implications for today about what we can learn in the twenty-first century from a moment in an early twentieth-century genealogy of intersectional transnational feminism. 相似文献

ABSTRACTThe article aims to reassess the statebuilding endeavour of international interveners in the case of Haiti, from an interpretative and socio-historical perspective. First, the article analyses the existing critical literature on statebuilding and the growing literature on peacebuilding and legitimacy. Second, it introduces the case of Haiti, analysing the process of state formation and the production of the present conditions in the country. It then presents an assessment of Minustah, arguing that the lack of a local source of legitimacy, connected to a ‘security-first’ statebuilding approach, led the intervention to reinforce the predatory and undemocratic logics of Haitian politics. 相似文献

From 1984 until 1993, the Indian state of Punjab witnessed a sustained insurgency by Sikh militants campaigning for a separate sovereign state. This insurgency was ultimately defeated by the overwhelming use of security force that officially resulted in the deaths of 30,000 people. By the mid-1990s, a ‘normalcy’ had returned to Punjab politics, but the underlying issues which had fuelled the demand for separatism remain unaddressed. This paper examines critically the argument that India’s ethno-linguistic federation is exceptional in accommodating ethno-nationalist movements. By drawing on the Punjab case study, it argues that special considerations apply to the governance of peripheral regions (security, religion). Regional elites in these states struggle to build legitimacy because such legitimacy poses a threat to India’s nation and state-building. In short, India’s ethno-linguistic federation is only partially successful in managing ethno-linguistic demands in the peripheral Indian states. 相似文献

This symposium explores the value of Poststructuralist (or Political) Discourse Theory (PDT) for the analysis of world politics. PDT was originally developed by the late Argentine political theorist Ernesto Laclau, in early works together with Chantal Mouffe, and has entered the margins of International Relations (IR) in recent years, mainly by bringing in poststructuralist concepts that had previously been ignored by the more critical strands of theorizing. Against this background, the introduction (1) discusses the disconnect between PDT and research on world politics, primarily in IR, as well as PDT’s potential contribution, (2) provides an overview of PDT’s central theoretical tenets, in particular with respect to its social ontology and its theoretical concept of change, and (3) introduces the contributions to the symposium. 相似文献

Unprecedented in the history of European integration, the sanctions against an Austrian government that included the far right Austrian Freedom Party in January 2000 clearly exposed the necessity to guarantee a minimum level of normative homogeneity in the European Union. However, as the hasty lifting of the sanctions a few months later showed, EU leaders proved both unable and unwilling to defend a durable, common and coherent position on this issue. Classic intergovernmental theories, which predict that the unification process cannot go beyond a certain threshold of politically acceptable integration without coming up against deep national divisions and sharpening tensions between the Union and domestic societies, only partly explain this rapid erosion of the European consensus against the FPÖ. The article argues that the breakdown of this ‘cordon sanitaire’ is also largely due to the reluctance of domestic political elites to institutionalise a principle which might backfire against their own countries and ultimately implies a far-reaching Europeanisation of domestic politics and party strategies. 相似文献

A critical challenge for human rights and human security alike turns on diminution of subject audibility and voice and the reduction of rights-bearing subjects to mere referent objects of security. Owing in part to inadequate theorization of child/youth subjecthood, this problem is especially acute where the rights and security of young people are at issue. Though the UN Convention on the Rights of the Child makes specific provision for recovery of the voices of children and youth, this may be frustrated at implementation in local settings. Moving beyond the Global South, where this problem has been more readily acknowledged, this article inquires into practices that undermine child/youth rights by reinforcing the subject/object positions of protector/protected in ways that disallow young people’s articulations of their best interests and security needs. Spurious presumptions about young people’s (in)capacity for independent subjecthood as well as emergent rhetorical technologies of silencing and voice-denial are identified. 相似文献

Abstract This article is an attempt to provide a corrective to a marked Sinocentrism in contemporary debates on regional integration in Asia. In order to do so, firstly, as a heuristic device, a crucial distinction is made between ‘regionalization’, as involving multifaceted integrative socio-economic processes, and ‘regionalism’, defined as a form of identity construction akin to nationalism. Secondly, a degree of historical depth is proposed to better explain recent developments. Finally, throughout the article, an interdisciplinary approach is taken involving employing realist, historical/sociological institutionalist and constructivist perspectives in the area of international relations. The first two East Asian summits are contextualized in relation to various conceptualizations of an Asian Community over the last century or so. Particular attention is given to the 1955 Asian-African Conference in Bandung as a watershed in this evolution. Varying conceptions of East Asia as part of a larger, transpacific regional entity (APEC) and in, and of, itself (East Asian Economic Group/ASEAN +3) are examined. In situating the first two East Asian summits five developments of significance are examined. These are: a continuing Japanese role in setting the regional agenda; the ambivalence of China's positioning vis-à-vis neighbouring countries; the re-entry of Central Asia in the Asian regional equation; India's ‘return to Asia’; and efforts to maintain ASEAN's centrality in regional construction. These factors, it is argued, are militating towards a return to the Sino-Indic Asia of Bandung. It is thus suggested that notions of an Asian Community involving only Northeast and Southeast Asia are now rejoined by a concept of a Greater Asia. While the historical roots of this conception partly explain its salience, it nevertheless competes with other complementary – and antagonistic – definitions of an Asian Community of more recent lineage. 相似文献

In anticipation of its closure in 2014, the International Criminal Tribunal for the former Yugoslavia has begun to set out
proposals for preserving and promoting its legacy of prosecuting persons responsible for violations of humanitarian law during
the conflicts of the 1990s. A key aspect of this legacy has been to support the ‘national ownership’ of the justice systems
in the former Yugoslavia that will continue to try war crimes cases in the years to come. This study explores the institutional
development of the War Crimes Chamber of the Court of Bosnia and Herzegovina (WCC) to national ownership. In particular, it
considers three critical aspects of the WCC's functioning that highlight the challenges that it faces as a mechanism of transitional
justice in Bosnia and Herzegovina (BiH). These are the composition of prosecutors and judges, prosecutorial practices and
outreach and communication activities. The article shows that the continued difficulties with these areas of legal practice
figure as significant obstacles to the WCC's transition to full national ownership by both the legal professionals and local

ABSTRACTThis article is discussing how the peace-building practices of the African Union have distinct ordering and space-making effects. Taking a socio-spatial perspective, it is argued that the peace and security projects through which the African Union, as a spatial entrepreneur, is addressing the scourge of ‘terrorism and violent extremism’ are geared towards (re-)establishing sovereignty that member states have lost in the past over their territories. While the African Union is favouring a spatial format that could be called ‘multiple networked regionalism’, the actual socio-spatial orders that are emerging around Africa’s transregional conflicts are far less clear cut. 相似文献

Local people’s congresses have become increasingly active, carrying out legislative activities and (supposedly) supervising state organizations. Based on the analysis of bills submitted to Yangzhou Municipal People’s Congresses, we find that congress delegates have increasingly represented the interests and demands of the geographic areas from which they are elected, and that the local people’s congress has become a place to present and coordinate various competing interests, which are often contradictory to the interests of the local Party committee that represents the higher authority of the state. In other words, the local people’s congress has become a place where two interests intersect: the “central” interests represented by the local Party committee and the “local” interests represented by the local people’s congress delegates. 相似文献

Abstract. In recent years, research and policy have become increasingly interested in the relationship between poverty and place. While research has explored the possibility that living in poor places might make people poorer, policy has been drawn to the idea that poverty and social exclusion have their origins in segregated spaces of the poor and excluded. This paper argues that both perspectives fall into the ‘local trap’ of presuming that people living in areas characterised by economic hardship live spatially bounded, neighbourhood-based lives. Drawing on evidence from interviews with 180 people living in six low-income neighbourhoods across the UK, spatial routines of daily life are revealed to extend regularly beyond the residential neighbourhood through processes of engagement, interaction and exchange. This simple but important finding undermines some key presumptions of contemporary policy and points to the need for improvements in the theoretical models underlying analysis of the relationships between poverty and place. 相似文献

Radical right parties have become effective electoral competitors in many parts of Western Europe yet failed to achieve success in others. Much recent scholarship seeks to understand variation in radical right support. Here, we argue that local social cohesion boosts these parties’ vote shares. We use Swiss census data at the municipal level to measure local cohesion, drawing on indicators of residents’ commuting patterns, linguistic similarities and home ownership. Regression analysis shows that social cohesion is a positive predictor of local level support for the Swiss People’s Party, but not for any other major party. Hierarchical logit models combining aggregate cohesion measures with survey data demonstrate this contextual effect on individuals’ vote choices. 相似文献

Previous studies identified several determinants that help explain candidate states’ compliance with EU accession conditionality. However, one influence has largely been neglected so far: states’ spatial dependency. Is it possible to observe diffusion to the extent that states’ interlinkages allow their compliance with the acquis communautaire to be assessed? Are candidate states more – or perhaps even less – likely to comply with EU law when other candidates do? The paper seeks to address these questions. By building on existing research on policy diffusion, it develops a theoretical framework for studying candidates’ compliance with EU law over the accession process according to their spatial dependence. The theoretical argument focuses on ‘competitive learning’ and is tested with quantitative data. The results suggest that candidates’ levels of compliance are indeed driven by spatial interlinkages; however, free riding seems more prevalent than enhanced compliance. 相似文献

This article examines the transformation in the conceptual understanding of international intervention over the last two decades. It suggests that this conceptual shift can be usefully interrogated through its imbrication within broader epistemological shifts highlighting the limits of causal knowledge claims: heuristically framed in this article in terms of the shift from policy interventions within the problematic of causation to those concerned with the management of effects. In this shift, the means and mechanisms of international intervention have been transformed, no longer focused on the universal application of Western causal knowledge through policy interventions but rather on the effects of specific and unique local and organic processes at work in societies themselves. The focus on effects takes the conceptualization of intervention out of the traditional terminological lexicon of International Relations theory and instead recasts problems in increasingly organic ways, suggesting that artificial or hubristic attempts at socio-political intervention should be excluded or minimized. 相似文献

A Network Approach to the Study of the World Uyghur Congress’ Global Outreach: A Methodological Note

This methodological note is to introduce new social network analysis (SNA) data sets that can be used to visualize and analyze the global linkages of the World Uyghur Congress (WUC). The results show that first of all, the WUC and Rebiya Kadeer play central roles in mobilizing political activity around the globe. Second, human rights NGOs and other organizations from the Uyghur diaspora pervade the networks of the WUC, and are spearheading the coordination of events and the exchange of information. Third, the WUC is keen on connecting with government representatives and journalists. Fourth, a growing number of links exist between the WUC and news organizations. Such links are most obvious among news organizations situated within the same country, when a Uyghur-related event occurs. A quintessential example is observed in the SNA map, where Japanese press and media showed interest in reporting Uyghur news when WUC Secretary General Dolkun Isa visited Japan to promote the Uyghur issue in 2006. A case study of Uyghur linkages in Australia further demonstrates WUC influence over Uyghur activism in various corners of the world. The purpose of this paper is not only to provide the first visualization and empirical test in regard to WUC networks that China’s government and various China observers have believed to exist. With this document, I also demonstrate how a network approach can provide alternate ways for researchers to conduct their respective studies on diasporic networks of Tibetans, Taiwanese, or Chinese. 相似文献

AbstractAfter Kim Jong-il's confession in 2002 that North Korean agents had abducted thirteen Japanese citizens in the 1970s and 1980s, North Korea has become the most detested country in Japan, and the normalisation of bilateral relations has been put on the back burner. The abduction issue has taken precedence in Japan even over North Korea's development of nuclear weapons and long-range missiles. It has also grossly overshadowed the atrocities for which Imperial Japan was responsible in the 20th century. Why has there been such strong emphasis on an issue that could be disregarded as comparatively ‘less important’? This article understands the ascendency of the abduction issue as the epitome of an identity shift under way in Japan – from the identity of a curiously ‘peaceful’ and inherently ‘abnormal’ state, to that of a more ‘normal’ one. The differentiation of North Korea as ‘abnormal’ emphasises Japan's own (claim to) ‘normality’. Indeed, by incarnating the perils of Japan's own ‘pacifist’ ‘abnormality’, which has been so central to the collective sense of Japanese ‘Self’ in the post-war period, the abduction issue has become a very emotional argument for Japan's ‘normalisation’ in security and defence terms. The transformation from ‘abnormal’ to ‘normal’ is further enabled by Japan trading places with North Korea in the discourse, so that Japan is defined as ‘victim’ (rather than former aggressor) and North Korea as ‘aggressor’ (rather than former victim). What is at stake here is the question whether Japan is ‘normalising’ or ‘remilitarising’, and the role of the abduction issue discourse in enabling such foreign and security policy change. 相似文献
