Minor parties in English local government have largely been neglected by the research literature because of their lack of electoral success at the aggregate level. However, over the past decade minor party candidates have contested an increasing number of wards and this rise is disproportionate to their share of the vote. Developing the concept of ‘presence’ and a focus on wards rather than seats we use newly reworked data from the Elections Centre Database (University of Plymouth) to plot the proportion of wards contested by minor party candidates from 1973–2008. We argue that whilst changes in vote share are minimal throughout the period, the magnitude of the recent increase in minor party activity at the ward level is unprecedented and justifies further study. We also explore the variation in minor party activity between authority types, concluding that the explanation for the recent rise in contestation is not constant across similar authorities and electoral systems. We suggest that the explanation for minor party activity is much more complex and relative.  相似文献

This paper explores a fundamental issue in public administration: the political bureaucratic relationship or political administrative interface. Much of the research and writing hitherto has been at central government level; and while important work on local government exists, relatively little exists on local government. The paper makes an important contribution to the field by researching aspects of the political administrative interface in the context of significant electoral and political changes in Scottish local government, which introduced single transferable voting and multi member wards. The research found an increase in intensity of senior bureaucrats' political management roles, a greater bureaucratisation of political and policy roles, increased scrutiny yet mixed findings about democratic processes. The approach and findings open up the research field and the paper concludes by suggesting some areas of future research potential.  相似文献

Governments’ use of debt as a political instrument has been widely studied from the perspective of partisan and electoral cycles, mainly concerning central government. On the whole, previous studies have attempted to determine the effects of political ideology and the proximity of elections on the opportunistic use of public spending. The current study aims to broaden the scope of attention to the effect of partisan and electoral cycles on debt, by means of a broader consideration of the motives that lead politicians to take on a deficit and that are usually linked to the associated electoral risk. More particularly, we examine whether, during the electoral period, greater confidence in re-election can modify party behaviour concerning the use of public spending, and if so, whether the change is greater or smaller depending on the ruling party’s ideology. The results obtained show that local administrations need to incur debt, although politicians take on more liability than is appropriate to their demographic and economic characteristics, especially in an election year. It was also found that political stability favours a reduction in the public deficit, a pattern that is maintained in electoral periods. This effect was found to be independent of the partisan cycle.  相似文献

The literature provides both theories and empirical assessments that link national electoral cycles and opportunistic incumbents' behaviour. However, at the subnational level the literature is scarce. Using a panel of 238 Spanish municipalities over the period 1992–2005, this paper investigates for the first time in Spain whether electoral events contribute to shape municipal debt policies. We show that the electoral cycle influences the municipal debt per capita. Furthermore, both weak (no-majority) and wealthier municipal governments have higher levels of debt per capita. Finally, our data show that the 2001 Spanish Budgetary Stability Law (stemming from the European Stability and Growth Pact) appears to have reduced the electoral effect on municipal debt per capita.  相似文献

Based on the data of a survey conducted among Swiss municipalities, this article inquires into the relationship between different institutional settings of local democracy and the amount of political interest of citizens as well as electoral participation and new forms of citizen participation like participatory planning or local agenda 21. The study identifies six distinct settings of local democracy in Switzerland, ranging from pure direct democracy to representative democracy. The analysis shows that the institutional setting of local democracy has no impact on the political interest of the citizens. It also reveals that instruments of direct democracy do not significantly weaken representative democracy as far as electoral participation is concerned. New forms of citizen participation are predominantly used alongside with means of direct democracy.  相似文献

Who, or what, governs the mosaic of the almost 39,000 general purpose local governments across the United States? While the determinants of voter turnout in both national and sub-national elections have been well studied, there is a dearth of empirical literature examining voter turnout at the municipal level. Utilizing an original dataset of 356 midsized US cities drawn from the Midwest, South, and Northeast regions, this paper ponders the drivers of mayoral turnout, and asks if electoral timing, competitiveness, or characteristics of the electorate best predict turnout. Sequenced hierarchical linear models and OLS regressions are employed to control for sub-national effects, and model results indicate that election timing greatly dictate who governs midsized American cities. While local competitiveness and characteristics of the electorate also matter, their explanatory value is greatly over-shadowed by timing.  相似文献

Subnational governments devote a significant share of their financial resources to help municipalities provide local public services to their citizens. Compared to the large number of studies on national governments, little effort has been devoted to the influence of distributive politics on the use of intergovernmental grants by subnational governments. To fill this gap, this study uses a data set covering the period 2001–2011 to verify to what extent the Québec government used conditional grants to municipalities for electoral purposes. The results of this study show that the allocation of grants to municipalities is not exempt from electoral politics as municipalities located in districts held by governing parties or in high electoral competition districts receive more grants than other municipalities. However, the influence of electoral politics decreases substantially when the management of intergovernmental grants is under tight scrutiny by the opposition parties, mass media and the population. These findings suggest that distributive politics can be conceptualised as a political agency problem whose prevalence is seriously constrained by the improvement of the transparency of public policies management.  相似文献

Fiscal illusion, a theory of the impact of government revenue structures on voter decision-making, has been studied extensively by economists and political scientists; however, empirical verification has been limited. This study builds on Lowery's (1987a) work by examining the relationship between suggested illusionary revenues and measures of electoral stress. Here, electoral stress is measured as constituent contacting—one possible measure of voter influence—for local government officials up for re-election. Using a combination of survey data from over 1,000 Wisconsin town board members, audited fiscal data and U.S. Census data, we were able to test for fiscal illusion. Our findings show that when looking at five revenue types (conditional grants, unconditional grants, property taxes, user fees and charges, and debt service) there is some evidence suggesting officials seeking another term in office will tend to support fees and charges as a revenue structure over other structures. Overall, there is little consistent evidence suggesting that elected officials are manipulating revenue structures for electoral gain. Revenue structures are mostly influenced by social and economic factors, such as median household income, population changes, and per capita property valuation.  相似文献

This article addresses committee scrutiny undertaken through the three main UK devolved institutions (the Scottish Parliament, the National Assembly for Wales and the Northern Ireland Assembly). This is undertaken using a framework derived from scholarship about House of Commons select committees and a substantive comparative literature. Devolved committee scrutiny is thus compared and contrasted in relation to a three-phase analysis in terms of selection, evaluative and output elements.

The findings are also discussed in relation to core elements of institutional theory – institutional path dependency, ideational path dependency, the logic of appropriateness and the logic of consequence. This connection is used to develop several testable theoretical propositions concerning committee scrutiny. Findings about UK devolved committee scrutiny (and also scrutiny undertaken through House of Commons select committees) are also related to scholarship about local government scrutiny in Britain and contrasts and similarities specified. Furthermore, some testable theoretical propositions are applied to British local scrutiny.  相似文献

Local ward boundary reviews are designed to equalise electorates within each local authority, thereby satisfying the requirement of ‘one vote, one value’. In 2010 this responsibility was passed to the Local Government Boundary Commission for England which has sought to engage with key stakeholders about the process generally. The main actors affected by this process are incumbent councillors who frequently find their own ward boundaries have altered significantly. Such changes may prompt some councillors to stand down before the new boundaries are implemented but others continue and represent new wards. Using data gathered from a survey of councillors whose boundaries were reviewed the paper examines their attitudes towards the principle of boundary revision and the period that should elapse between one review and the next. Councillors are clearly divided over the respective merits of electoral equalisation and communities of local interest when constructing new boundaries. Those serving in the most rural authorities value more the relationship between ward and community boundaries while councillors in the most urbanised areas are more willing to support the strength of argument favouring electoral equality. The paper concludes with a recommendation that there should be more research undertaken immediately after each future review is completed in order to assess the extent and reasons why some councillors choose to stand down and others continue to stand for election to the new wards. This research should also measure more precisely the subsequent impact on councillors in terms of their workload when new electoral boundaries are introduced.  相似文献

Efficiency approaches to the question of whether population size matters to optimal local government have proved largely inconclusive. However, recent exploratory empirical work employing an effectiveness approach – as proxied by citizen satisfaction survey data – offers a promising way forward. The present paper seeks to build upon an earlier cross-sectional analysis of Victorian local government by employing longitudinal data over a three-year period – 2008 to 2010 – for Victorian local authorities. The greater depth of data confirmed the positive associations with population density but suggests that negative linear relationships dominate over parabolic associations for population size. This result underlines the need for the collection of more local government citizen satisfaction data by Australian local government systems, given its potentially fruitful application in tackling contentious questions in contemporary local government policy debates.  相似文献

In recent years, Spanish local governments have come under increasing pressure to accommodate severe economic restrictions while maintaining their provision of local public services. We analyse overall cost efficiency in Spanish local governments during the period of the economic crisis (2008–2013), under four different non-parametric methodologies. Moreover, given how problematic it is to precisely define what municipalities do, we compare three different output models with various measures of quantity as well as quality. Results suggest that Spanish local government efficiency improved over the period 2008–2013 since budget expenditures (inputs) fell while local public services and facilities (outputs) were maintained. We also find evidence of the possible implications of service quality when measuring municipalities’ efficiency, and of structural differences in the average efficiency between municipalities located in different Spanish regions. Finally, our results confirm that the level and variation of efficiency scores are affected by the approach taken.  相似文献

Ostensibly, the reorganisation of Scottish local government in 1996 was intended to create a more local, more efficient and more accountable system of local government. However, simultaneously, through grant abatement, the government intensified its fiscal squeeze on local government, seeking in real terms reductions in local authority expenditure. Contrary to assurances from ministers, both developments occasioned disruption for local authorities, with Glasgow in particular experiencing a severe period of fiscal stress. This paper outlines a research framework for identifying potential causal factors behind the acute nature of Glasgow's fiscal crisis, whilst considering the budgetary constraints within which Scottish (and indeed British) local authorities must operate. Finally, it focuses on the impact and resolution of the crisis and highlights the crucial role that the decisions of central government have played in shaping the response of one major local authority.  相似文献

In March 1998 the Welsh Office launched a Green Paper on ‘Local Democracy and Community Leadership’. After an extensive consultation period a White Paper (July 1998) was issued which appeared to leave the door open for further changes to the electoral system. Yet, since this date, the issue of reforming the Welsh electoral system has remained dormant. This paper examines the drive towards modernising electoral arrangements. It discusses the main problems associated with local government electoral system in Wales, what respondents to the Green Paper saw as solutions and how the White Paper sought to deal with them. It concludes by examining the reasons why electoral reform in Wales appears to have been put on the back‐burner.  相似文献

The modernisation of local government in the UK, pursued by Labour governments since 1997, has covered many, often conflicting elements. Councils have been encouraged to be both strategic ‘place shapers’ and also involved in the nurturing of democratic engagement. This latter theme of ‘democratic renewal’ has in itself contained paradoxical elements, but has been a consistent focus of attention. This debate around democratic renewal has also taken place in the context of a broader ‘rethinking’ of local governments’ role, in an era of partnerships, governance and new models of service delivery. Normatively and practically new justifications for local government have been sought. One such normative foundation has drawn on a range of theoretical perspectives to reimagine the place of local government in the democratic polity, seeing local authorities and local councilors as facilitators or nurturers of democratic health. In particular, broad theoretical developments in communicative and deliberative democracy, and also, more recently, on work based in ‘second generation’ governance theory, have been drawn upon to place local government at the nexus of state and civil society. This paper will examine the possibilities for such a role, from a normative standpoint, to argue that local government can have only limited success in this role, particularly in the context of New Labour's restructuring of the local state.  相似文献

Recent attention to local government finance in England has focused on the substantial cuts in grant funding during the 2010–15 Parliament. However, the newly introduced Business Rates Retention Scheme, which links the distribution of central funding to business rate revenue raised in each local area, constitutes a historically significant disjuncture in the funding of English local authorities. Since the nineteenth century, with the exception of one short period, funding of English local government has followed statutory duties set by Parliament, a principle which underlay a variety of central control and audit regimes throughout the twentieth century. The new system breaks that link, implying a rejection of responsibility for local services by central government. This plays into demands for greater ‘autonomy’ currently emanating from local authorities, but this may not be a panacea for the stretched financial situation that many of them are experiencing at present.  相似文献

This article examines how the historical context of poor central-local relations and inefficient service delivery structure is used by the current military-led government in Fiji as a ploy for its local government reform agenda. Based on an analysis of secondary information on local government structure and a review of the reforms undertaken by the Review/Reform Committee, this article identifies the concentration of economic and political power at the central level as one of the major obstacles towards empowering local governance in Fiji. The article emphasizes the need for effective institutional reforms to devolve governance and resources from the centre to the grassroots.  相似文献

This research reviews and revisits the 14 local government websites to determine whether the GWS councils have improved their online services since 2009. The study has found that there have been significant developments and improvements in e-government services among the GWS councils, while these have been variable and in many cases there is scope for further improvement. This research is significant as a longitudinal evaluation can track the evolutionary paths of local e-government development and provides insights into the challenges and opportunities of e-government development at the local level in Australia.  相似文献

Two starkly contrasting strategies are discernible in the way local authorities currently approach and go about their regulatory and enforcement responsibilities. On the one hand, a “deterrence” strategy of “pursue and punish” is robustly pursued in many local areas in relation to individuals who infringe and contravene local regulations, notably in relation to “street scene” issues of littering, waste/recycling and materials sorting/separation, smoking in public places, parking, cycling on pavements, feeding pigeons, and so on, while, on the other, a much more positive “compliance” strategy of “counsel and conduce” is widely promoted and pursued in relation to the regulation of standards in local businesses, for example, in relation to public and environmental health/hygiene, health and safety in the workplace, animal welfare, and licensing of premises.

Why do local authorities operate with such apparent double standards? Why do comparatively minor infringements by local citizens so frequently result in the summary imposition of fixed penalties (which can be quite punitive for those on low incomes) while at the same time local businesses are mostly treated to a regulatory culture which is much more sympathetic and supportive in promoting compliance with the rules? This article draws on research conducted in different local regulatory settings which illustrates the two contrasting regimes in practice. It presents five propositions which help us to understand and explain the apparent double standards and it concludes by considering the steps that might be taken to ensure a more equitable and consistent local regulatory framework for the future.  相似文献

Local governments play an important role in moving forward towards the vision of a connected and responsive e-government. This research develops a set of evaluation criteria for evaluating local council's websites. By examining the current status of the local government websites, this research provides an overview of the level of sophistication of the e-local government development in Australia. The local governments in Australia have not developed truly sophisticated e-government services. The majority of the local government websites are primarily informational and they provide one way communication of information from government to citizens.

To identify the factors affecting the level of sophistication of local council's websites, a single case study approach is employed in this research. Top leadership support and management capacity and organisational and technical challenges are considered important for e-government development. User-centric website design and bridging the digital divide also play a role in the successful implementation of e-government.  相似文献
