The article presents a qualitative study of 110 providers and administrators of refugee services from four countries: United States, Switzerland, Germany, and Iceland. Of the total participants, 28 were male and 82 were female. The sample consisted of 83 social workers who provided direct services to refugees and 27 administrators who managed the programs. The interviews occurred over a period of 3 years from January 2014 to January 2017. The participants described what they perceived to be the goals of resettlement and the successful outcomes of their work with refugees. Findings show that providers and administrators varied in what they believed to be the goals and outcomes, with three main differences emerging: (1) lessening the transition burden; (2) acquisition of language and securing self-sufficient employment; and (3) enhancing the integration of resilience within the refugee. These differences are discussed in terms of how they differ in resources required and in outcomes. The implications of these differences are addressed.  相似文献

This article examines arms-length 'regulation' of UK government – the public-sector analogy to regulation of business firms — and assesses the precepts for public-sector regulation embodied in the Blair Labour government's official vision of public-man-agement reform, its Modernising Government White Paper of 1999. As a background to assessing the recipes for public-sector regulation in Modernising Government, the article shows that such regulation grew markedly both in the two decades up to 1997 and in the plans and activities of the Blair government from 1997 to 1999. Against that background, the design principles for public-sector regulation contained in Modernising Government are assessed. The White Paper was notable for embracing a doctrine of 'enforced self-regulation' for the public sector that involved aspirations to both more and less public-sector regulation in the future. It put its faith in a mixture of oversight and mutuality for 'regulating regulation'. But in spite of the radical-sounding tone of Modernising Government, the measures proposed appeared limited and half-hearted, and two well-known institutional design principles for regulation seemed to be missing altogether from the Blair government's view of administrative 'modernity'.  相似文献

The French General Law of Finances of 2001 introduced a set of accounting standards including an explicit conceptual framework reconciling accrual basis accounting with the specific aspects of accounting for central government activities. This article analyzes this French set of accounting standards from a dualistic perspective that compares both business and non-business accounting. Three different views of accounting for business enterprises are addressed: the wealth-basis (static), the cash-basis, and the accrual-basis (dynamic). A dynamic view of the accrual basis is adapted to the specificities of non-business entities, including governments. The accounting representation is used here to explore further the nature and role of public sector activities within the economic system and their economic and monetary significance.  相似文献

It is widely acknowledged that top-down support is essential for bottom-up participatory projects to be effectively implemented at scale. However, which level of government, national or sub-national, should be given the responsibility to implement such projects is an open question, with wide variations in practice. This paper analyses qualitative and quantitative data from a natural experiment of a large participatory project in the state of Rajasthan in India comparing central management and state-level management. We find that locally managed facilitators formed groups that were more likely to engage in collective action and be politically active, with higher savings and greater access to subsidised loans.  相似文献
