This paper examines the nature of community involvement in urban politics as it is played out through regeneration partnerships. At a theoretical level, it explores the potential for a community dimension to local governance, that is, a strategic influence for communities within local power structures. It is argued that the nature of involvement can be explicated by considering three concepts: power (as expressed by urban regime theory), participation and partnership. The paper explores these three broad themes and then focuses on the particular issues pertaining to community involvement in partnership working. Building on this frame-work, the paper develops a model – a 'wheel of involvement'– for analysing the effectiveness of community involvement in regeneration partnerships. This model enables the effectiveness of involvement to be 'quantified by the use of a simple questionnaire survey. It provides a tool for academic researchers and practitioners concerned with evaluating partnerships to begin to explore the quality and level of community involvement in the process of urban renewal. The results of an analysis of two regeneration partnerships are presented as an illustration of the efficacy of the evaluative technique.  相似文献

One of the effects of rural‐to‐urban migration is the return of money and resources by the migrants to their respective home areas. Recently, it has been argued by several authors that such remittances represent a significant means for removing supply constraints to improved productivity in agriculture. In this paper the authors examine critically the available evidence on the rural impact of remittances. Subjects covered in the paper include the extent of the urban‐to‐rural remittances, the determinants of such financial flows and the use made in the rural areas of the money received. The paper concludes there is little evidence that urban‐rural remittances have been a significant means to rural economic development.  相似文献

This article explores partnerships between health and local government from the local government perspective; placing developments between the two sectors within the wider context of the Local Government Modernisation agenda. A number of commentators have argued that developments since 1997 – in particular the emphasis on community leadership and the new power of well-being – have provided local authorities with an exciting opportunity to reclaim a more pivotal role in shaping the health agenda at the local level. Such a role would be based on promoting well-being and a good quality of life, in keeping with the social model of health. In the longer run this reclaimed role could produce a shift in what has become the main boundary between health and local government: the health–social care boundary. The article reviews developments in three key areas: the health–social care boundary; the core components of the Local Government Modernisation Agenda; and the relationship between regeneration and health. The paper concludes that although progress has been made in regeneration and health and there is potential in elements of the Modernisation Agenda that these do not equate to a paradigm shift in local government's perspective on health. Instead, the social care boundary continues to dominate local government's vision of health. Central to this picture of modest progress is the substantial barrier to more radical change provided by the performance management frameworks governing both sectors.  相似文献

This paper considers the role local government plays in the formation and effectiveness of local collaborative partnerships in ageing well. Collaborative processes are central to emerging models of local governance and have received considerable practical and theoretical consideration with respect to many policy domains. Such collaborations require local organisations and actors from various sectors to work together in partnerships and networks to achieve policy goals. This paper reports research from two collaborations in southeast Queensland municipalities, and shows that joint efforts between local government and community organisations pose challenges. These relate to the political context and specifically to the tensions between flexibility and coordination; and tensions between harnessing community resources and investing resources. We highlight the value of a framing role for local government to ensure that such governance models for local action on ageing realise a collaborative advantage. In particular, the findings highlight the need for local government to invest in these processes and build social infrastructure and assets in order to develop improved ways of facilitating collaborative governance.  相似文献

The article explores the bidding process for the European Capital of Culture (ECOC) award, an aspect of local regeneration policy reliant upon a specific conception of culture. The process is examined in terms of changes in urban layout, manifestations of cultural and community identity, media representations, and the spectacle of culture, gender, and locality. The process is viewed as an urban managerialist project, driven by private and public sector elites in pursuit of economic rather than cultural goals. A narrow and particular view of culture was employed in the bidding process to achieve essentially managerial goals, and cut adrift from significant issues of gender, identity, and class. “Culture,” as conceived within the ECOC process, is viewed as a policy product of local government, regeneration partnerships, government agencies, and business interests, in contrast to culture as a way of life or lived urban experience. As an elite process, the voices of local culture were largely excluded.  相似文献

In this paper we discuss the importance of 'partnership' and 'policy networks' in the new contemporary governance of rural areas. We use these notions to contextualize the representation of, and policy response to the particular issue of homelessness in the rural service centre of Taunton in Somerset. Here particular partnership networks have been brokered by the local authority which bring together a wide range of business, voluntary and community interests with a stake in the homelessness issue. Strong pre-existing discourses of homelessness in Taunton characterize the issue as one of a town centre problem of 'beggars, vagrants and drunks'. We offer evidence from the local press to suggest that these discourses have been persistently peddled by particular interests in the town. New forms of partnership were inevitably embroiled with the pursuit of these existing discourses, and contrary voices were unable to redefine existing social relations within policy networks. The evidence from Taunton suggests that where partnership merely involves attempts to repackage existing resources, it seems unlikely that it will fulfil some of the more optimistic claims for a more pluralist form of governance in the local arena.  相似文献

This article considers the role of ideas in New Labour’s approach to the governance of urban regeneration and characterizes this approach as ‘embryonic associationalism’. This approach contrasts with the economic rationalism of previous Conservative governments and leads to a more determined effort to empower local community groups within the policy process. We analyse the effects of this shift in approach in practice through a comparative case study of changing patterns of governance in different areas of the English city of Sheffield over a ten‐year period. We conclude that while other factors are important in shaping the nature of community empowerment, New Labour’s approach has promoted a political environment in which it is increasingly difficult for local state actors to ignore the voice of local communities. However, while we refer to this as ‘New Labour’s approach’, we are clear that this relates to a tradition of ideas that is far from new in Labour thought.  相似文献

Local ward boundary reviews are designed to equalise electorates within each local authority, thereby satisfying the requirement of ‘one vote, one value’. In 2010 this responsibility was passed to the Local Government Boundary Commission for England which has sought to engage with key stakeholders about the process generally. The main actors affected by this process are incumbent councillors who frequently find their own ward boundaries have altered significantly. Such changes may prompt some councillors to stand down before the new boundaries are implemented but others continue and represent new wards. Using data gathered from a survey of councillors whose boundaries were reviewed the paper examines their attitudes towards the principle of boundary revision and the period that should elapse between one review and the next. Councillors are clearly divided over the respective merits of electoral equalisation and communities of local interest when constructing new boundaries. Those serving in the most rural authorities value more the relationship between ward and community boundaries while councillors in the most urbanised areas are more willing to support the strength of argument favouring electoral equality. The paper concludes with a recommendation that there should be more research undertaken immediately after each future review is completed in order to assess the extent and reasons why some councillors choose to stand down and others continue to stand for election to the new wards. This research should also measure more precisely the subsequent impact on councillors in terms of their workload when new electoral boundaries are introduced.  相似文献

Partnership and participation have co-evolved as key instruments of New Labour's agenda for the ‘modernisation’ and ‘democratic renewal‘ of British local government. It is often assumed that partnerships are more inclusive than bureaucratic or market-based approaches to policy-making and service delivery. This article argues that partnership working does not in itself deliver enhanced public participation; indeed, it may be particularly difficult to secure citizen involvement in a partnership context. The article explores the relationship between partnership and participation in a wide range of local initiatives, exemplifying difficulties as well as synergies. The article concludes that public participation needs to be designed-in to local partnerships, not assumed-in. A series of principles for the design of more participative local partnerships is proposed.  相似文献

The purpose of this paper is to independently evaluate the impact of the Comprehensive Performance Assessment regime on one particular public service, namely the provision of council tax and housing benefits distributed by local authorities throughout the course of the regime. This service was assessed in every iteration of the CPA methodologies and it included one of the few key performance indicators (KPIs) where the definition of the performance indicator, the means of collection and the public reporting of its results, remained the same throughout the CPA period between 2002 and 2008.

The findings show that there were considerable and consistent improvements in benefits administration nationally within England and across all of its regions. The paper then investigates a series of propositions. Whether there was any significant variations in the performance of larger as opposed to smaller authorities, or between predominantly rural authority areas and urban authorities or between authorities with different party political control. Finding no significant differences the research suggests implementation of the CPA regime itself appears to have had a catalytic effect upon the performance of the benefit administration services within local authorities throughout this period. The paper therefore concludes with a brief discussion as to whether the findings support the theoretical position of proponents of neo-institutionalism isomorphism or more traditional rational actor theories of public choice.  相似文献

This paper reviews briefly the emergence of holistic governance at the strategic and very local levels in rural England before reporting a programme of action research designed to address the need to develop an effective ‘bridge’ between planning activity at those two levels. Attention is focused particularly upon the recent wave of parish and market town plans on the one hand and local strategic partnerships and community strategies on the other. Taking cognisance of relevant contextual literature relating to representative and participative democracy and to top-down and bottom-up planning, it draws conclusions about the challenge of developing a synergistic relationship between strategic and very local planning and about the prospects for reconciling some of the tensions pointed up in those theoretical debates.  相似文献

Abstract

Though the role of global–local partnerships in the HIV/AIDS response has been widely advocated, many social theorists question their ability to promote sustainable change in the lives of everyday communities. This is often related to the distance between policy and governance structures, and, the realities of life in AIDS affected communities. This article unpacks the specifics of this ‘distance’ in the context of the HIV/AIDS response in the Kingdom of Swaziland. A framework applies the notions of ‘order and disjuncture’ to structure a discussion of policy documents and a thematic analysis of focus group data with participants who ‘live’ the outputs of policies enabled by global–local partnerships. Findings uncover that programming and community difficulties emerge around assumptions about responsibility (which link back to international discourses on volunteerism) and actual requirements for supporting community life in the context of the pandemic.  相似文献

Whilst much has been written about land contests in rural settings in sub-Saharan Africa, less attention has been paid to land disputes between traditional and formal authorities in urban areas. Using the Swaziland Urban Development Project as a case study, this article examines jurisdictional conflicts over land that occur between traditional leaders and formal structures such as Swaziland’s Ministry of Housing and Urban Development and city councils. The focus is on local residents, who are caught in the middle of the land contests and use various strategies to hold onto their land. Employing qualitative methodology and the conceptual lens of institutional multiplicity, the article concludes that rival jurisdictional claims negatively affect residents and impede development.  相似文献

Local government reforms introduced throughout the mid-1990s radically altered the face, institutional form and structure of local government in the state of Victoria, Australia. In rural areas, where shire boundaries often reflected deeply ingrained notions of communal interest and identity, the forced merger of previously independent and fiercely parochial councils into larger unified political and administrative units was particularly contentious. Drawing on a survey of 649 residents from the rural Shire of Buloke, this paper examines attitudes towards local government amalgamation, levels of inter-community trust and reciprocity, and how these vary across different parts of the municipality. Social network analysis is then used to explore the relationship between these attitudes and trust levels and the structure and orientation of respondents’ inter-community networks. The paper finds that despite the passage of more than a decade, significant residual resentment surrounding the impact of the forced amalgamations remains evident across most communities in Buloke Shire. There is a widespread perception that the reforms have undermined rather than improved the operation of local government across the municipality, and that post-amalgamation political structures have largely failed to effectively reconcile the diverse and sometimes disparate interests of Buloke's constituent towns and communities. The network analysis also suggests that much work remains to be done to develop a meaningful sense of community based on the new administrative boundaries, with very little evidence of cross-community cooperation, coalition building or issue-based interaction detected.  相似文献

This article challenges the thesis that local‐level bureaucrats need be part of any ‘dominant coalition’ at the village level. Based on a case study of Egyptian agricultural officials, the paper argues that local bureaucrats may well be more useless than dominant in any political or economic sense. In rural areas in which local officials lack the resources (supplies, funds) to do their jobs, they may well be quite inconsequential. In such situations their position as ‘public servants’ may be appropriated by members of the rich peasantry, who have no particular need to work closely with resource‐poor local government staff.  相似文献

This article emphasises the role of locational factors in the determination of rural non-farm (RNF) employment possibilities in rural Honduras. It finds that while RNF wage jobs are predominantly located close to urban areas, RNF self-employment jobs are geographically dispersed around the country, depending on local motors such as a profitable agricultural activity, an important road, or a tourist attraction. In all, the importance of RNF income for rural households (31.3 per cent of total income) suggests that the RNF sector should be considered when designing policies to improve the capabilities and livelihood of the rural Honduran.  相似文献

Recent moves for local government reform in several states of Australia have focused in part on a perceived need for more effective civic leadership, and in particular the role of mayors. Proposed legislation in New South Wales and Victoria would expand the responsibilities of mayors in several areas, such as community engagement, partnerships with key stakeholders, strategic planning and providing guidance to the chief executive officer. In 2012 the Australian Centre of Excellence for Local Government (ACELG) published a discussion paper that canvassed these issues as well as the way in which mayors are elected. That paper elicited a strongly adverse critique by Grant, Dollery and Kortt, now published as an article in this issue of Local Government Studies. Regrettably their critique failed to offer a constructive contribution to the debate sought by ACELG, and the article contains a number of significant errors and misleading statements that demand a response.  相似文献

This paper reviews the work of Local Development Agencies (LDAs), such as Councils for Voluntary Service and Rural Community Councils in promoting and supporting voluntary and community action in local communities in the UK. Based upon the first substantive study of these bodies since the late 1970s the paper evaluates both their work and the extent of their support to local communities. It then maps this work against the roles delineated for LDAs in the Wolfenden Report, in 1978, and suggests a reformulation of their roles for the new millennium. It concludes by considering the import of these ‘reformulated’ LDAs for the community governance initiative of the present Labour government.  相似文献

Abstract

This article explores partnerships between faith groups and government-funded immigrant settlement services. It does so by reporting on perspectives of community stakeholders through a survey across four communities in Ontario, Canada. Survey results demonstrate that the existence, benefits, and challenges of faith and settlement partnerships are recognized by settlement workers, faith leaders, and other stakeholders. Yet the results also indicate that more could be done to strengthen partnerships so that they lead to better settlement outcomes. The article discusses five key actions for strengthening partnerships: sharing stories, exploring differences, enabling a cultural shift, conducting advocacy, and formalizing partnerships.  相似文献
