How do we know whether a country suffers from vertical fiscal imbalance (VFI)? What should be done about it? Academic appreciation of these issues in general, and the nature of political behaviour in particular, both have major implications for the way federations are fiscally structured. While the latter clearly is a problem of political negotiations, our focus is on the former, that is, conceptual clarity, which precedes meaningful negotiations. Thus, the paper aims to clarify the multiple usages of the symbolically loaded terms VFI and VFG (vertical fiscal gap) by critically engaging the fundamental assumptions and premises underlying these ostensibly similar notions. It proposes an alternative conceptual framework and introduces the concepts of vertical fiscal asymmetry (VFA) and vertical fiscal difference (VFD) that have the potential to better structure public debate on issues of vertical fiscal relations and stimulate a sensible appreciation of the problem and possible remedies.  相似文献

The project to (re)construct a global sociology is one where there is no agreed paradigm or even a shared understanding of the main issues that would be needed to secure a new robust and credible paradigm. What I seek to do here is to simply clarify the terms of the debate so as to establish whether we might pursue the quest for an alternative paradigm with some conviction. I first consider the ‘strong case’ for a global sociology based on the assumptions of globalisation theory which, overall, seems to suffer from economism in my view. Next I present a postcolonial perspective which posits a fundamental division between the global South and the North, an enterprise I find to be marked by a certain culturalism. I then present elements for an alternative approach towards a new paradigm based on an understanding of complexity, uneven development and the politics of scale. A brief Latin American excursus at the end seeks to provide some texture to the overall argument that a new global sociology could develop through a critical Southern lens and a focus on cultural political economy.  相似文献

While the Vlaams Blok (currently Vlaams Belang) became one of the most successful and electorally durable extreme-right parties in Europe in the 1990s, the francophone Front National has yet to achieve a stable basis of support. We argue that an important reason for this divergence has been the behaviour of Social Democratic parties in the two regions of Belgium. In Wallonia, the Parti Socialiste (PS) held onto its traditional electorate through both distributing material benefits and by keeping traditional economic themes, or issues that it ‘owns’, high on the political agenda. The SP (currently SP.A) in Flanders has done less well on both counts. Since Social Democratic parties across Western Europe have lost voters to the extreme right, our comparison suggests that their behaviour is an important variable in understanding cross-national variation in the extreme-right's success.  相似文献

Yogi Berra's famous quote captures the continuing debate over the legitimate role of the U.S. government in health care financing. The issues of individual choice, equity of access, and concern about income security are just as unresolved today as they were in the early twentieth century. Until we engage in an explicit national debate on these issues and come to a national consensus on the human and political values underlying our current health care situation, a “solution” to the health care financing problems will never be found. This article discusses the history of the issue of government's involvement in health care financing, American ambivalence about government regulation, and the role of American business as a major health care insurer.  相似文献

In 2017, significant media and political interest was sparked by the UK decision to leave Euratom, the European Atomic Energy Community. While such interest in nuclear matters has to be welcomed, the apparent lack of knowledge displayed in the regulatory governance of the UK nuclear industry is disquieting. This article therefore offers an overview of the publicly funded UK nuclear industry and its regulatory governance including its links with European and global nuclear agencies to inform the debate and to identify critical issues in need of resolution.  相似文献

In this article the imperial is envisaged in terms of a multifaceted terrain of analysis that can encourage us to pose a number of interrelated questions. Five issues are identified for discussion. First, the differential way cultural studies and Marxist political economy approaches interpret the imperial present is assessed. Second, the why and how of imperial power are subjected to debate. Third, the overlapping inside and outside of imperialism are identified and analysed. Fourth, the newness of today's ‘new imperialism’ is highlighted and critically examined and, fifth, in relation to the evolving geopolitics of knowledge, some reflections are offered on the significance of the imperial in global times. This article suggests an approach to the classical issues of the public administration theory, through the so-called new institutionalism. It argues that public policies could be taken by public administration theory as a new object of study, which this theory has gradually lost in the past. Nevertheless, whether the policy sciences can be useful1 or not to develop public administration as a discipline depends on the theoretical bridge offered by the new institutional approach. In the wake of Mexico's electoral watershed of 2 July 2000, many scholars are willing to classify the country as an electoral democracy, yet debate persists over whether Mexican democracy is consolidated. This article seeks to advance this debate by clarifying the meaning of the term democratic ‘consolidation’ and how it should be operationalised. It argues that the concept should refer exclusively to a regime with a low probability of democratic breakdown. This avoids the conceptual confusion created by viewing consolidation as any change that improves the quality of democracy. In terms of measuring consolidation, it maintains the importance of placing greater weight on the proximate cause of regime instability, anti‐democratic behaviour, and discounting more remote causes of democratic breakdown, including economic performance, institution building, and attitudinal support. Based on this understanding, the article explains why Mexican democracy is fully consolidated.  相似文献

Most academic research on taxation relates to higher-level issues of fiscal policy. Much public debate takes place about the calculation and incidence of different taxes, but little academic research addresses the management problems that are specific to national taxation regimes. While issues of political leadership have recently powerfully reclaimed ground in international political science, global political leadership has remained strikingly understudied. This article starts with a reconstruction of the diffusive leadership debate in international relations and eventually arrives at the fundamental distinction between structural leadership, relating to the material power capabilities of an actor, and behavioural leadership which refers to the concrete actions of a possible leader. It then inquires what collective actors – from major states via international organizations to transnational movements – could possibly exert global political leadership (structural, behavioural, or both). Overall, the major states would appear to hold the most favourable position, though their relative superiority in terms of material capabilities alone does not turn them into genuine leaders. The most radical visions, such as global leadership by transnational networks of civil society, are also the most vulnerable empirically. Given their explicit focus on ‘real change’, they correspond however more closely to established notions of genuine leadership than the order- and stability-oriented agendas of most other players.  相似文献

In the Italian nonprofit field, bank foundations face an increasing demand to account for their grant activity in forms that go beyond traditional financial statements. Consequently, bank foundations have developed specific reports in accordance with a 2001 Italian law that requires a mission report to be included within financial statements. This study investigates the peculiarities of social reporting documents in terms of standards used and formal characteristics, revealing different adoption levels. Contributing to an ongoing debate, the analysis of the reporting practices underlines how the due by law on social accounting could hamper the disclosure in nonprofit organizations.  相似文献

This article reviews the process of regulatory reform in the European Union (EU). The main argument is that EU initiatives have been cast in a rather narrow conceptual framework, limited to issues such as simplification and better law-making. Although important, these issues are only a component of the wider task of governing regulation. Therefore I introduce and discuss three proposals for re-casting the debate on EU regulation. First, the focus should be shifted from 'better law-making' to 'better regulatory policy-making'. Second, regulatory management, rather than simplification, should represent the strategic objective of EU institutions. Third, regulatory reform should be accompanied by administrative reform. Consequently, the relative impenetrability of the Commission to administrative reform represents a serious obstacle to regulatory reform.  相似文献

在后《南极条约》时代,美国持续关注悬而未决的南极资源问题,强调在不破坏南极环境的情况下,自由开发南极资源的可能性。20世纪80年代,美国国内曾就是否设立南极资源开发制度发生激烈的争论。目前,南极的资源开发问题虽被冻结,但美国依然担心这一问题在未来仍将威胁南极条约体系的稳定性。同样,美国也通过了多个涉及北极主权和资源开发问题的政策和法律文件,并为资源开发做技术准备,以防在北极利益竞争中落后。但总的来看,美国越来越意识到开发极地资源与保护环境之间的矛盾,认为需防止因争夺资源而出现严重的国际争端。  相似文献

This article explores the ongoing debate about the changing roles of local government in education in Britain. It focuses on research evidence from Scotland, especially issues associated with devolving management to schools and reorganising local government. These findings are compared with the debate and evidence about the changing role of local government in education in England and Wales during the past decade. It is suggested that while there has been substantial reform of education and local government throughout Britain, the policies have differed in nature and outcomes north and south of the border.  相似文献

The concept of human security (HS) and its accompanying agenda, 20 years after the publication of the Human Development Report (1994), are still in a state of flux. This article summarises the extent to which, based on an in-depth analysis of the original HS dimensions in the articles in this Special Issue, the HS agenda has evolved, to the extent that it has become a clearly articulated concept both in academic terms and as a guide to concrete political action for policy-makers. It is argued in this article, perhaps not surprisingly given the nature of the concept and its dimensions, that there is a great degree of variation over space, place and time in the way that it is constructed, received and appropriated. Importantly, it is suggested that personal, political and community security have all struggled to develop a shared understanding that has become a firm guide to action, whereas food security, health security, environmental security and economic security have not only become firm parts of debate and discussion, but also significant policy areas that have had considerable time, effort and money devoted to resolving. Overall, the debate on HS is still also very much in flux 20 years on, but there can be no doubt that it has had a major impact academically and in terms of political action.  相似文献

The nature of policy work in nongovernment organizations (NGOs) is important consideration when understanding policy co-construction. Based on the results from a Canadian web-based survey of policy workers across five fields across three provinces, a multi-regression structural equation model suggests how NGO policy work can contribute to a greater collaboration on key policy issues and greater policy interaction between societal organizations and government agencies. The frequency of formal and informal invitations by governments played an important role in terms of the overall levels of interaction and stakeholder input. Networking activity was found to be important when addressing consultative-related issues, but only with NGO networks or their clients. Involvement in the early stages of policy development by the NGO policy workers did not lead to greater engagement with government officials, which may be a potential problem when their advice is sought after.  相似文献

The culture wars over homosexuality in the Middle East are studied here in the context of the theoretical debate on culture in International Relations and, more specifically, through a critical examination of postcolonial international theory. The paper argues that, although postcolonialism can offer a useful framework, it also has, in its poststructuralist variants, significant limitations in addressing the controversial issues surrounding homosexuality as cultural battleground in the Middle East. These limitations derive from an unconvincing interpretation of the relationship between the Middle East and modernity; and a problematic approach towards moral agency. The paper serves a dual purpose. Through the use of the empirical material, it furthers the debate within postcolonial international theory by bringing evidence to bear in support of its humanist or materialist strands. The theoretical discussion, in turn, by highlighting the intertwining of culture and power in the debates on homosexuality, strengthens the case for respecting homosexual rights in the Middle East region.  相似文献

Islamic scholarship, in Iran and elsewhere, has a long tradition of debate and critique. This tradition has come to pose a challenge to the constitutional order of the Islamic Republic of Iran, as a number of seminary-trained scholars have applied their critical methods to basic issues of state legitimacy, in particular the state's right to insist on interpretive closure. The regime has responded with force, convening special clergy courts to silence and imprison scholars, in violation of seminary norms of scholarly debate. These conspicuous acts of discipline seem to have backfired, as each escalating punishment has generated new critics within.  相似文献
