This article examines the changing status of villagers' knowledge, perceptions, and attitudes towards gender roles and gender relations over time. Data were collected from eastern areas of Bangladesh through surveys and in-depth interviews. Findings show that knowledge about discrimination, empowerment, violence against women, and marital issues increased remarkably, and attitudes on those issues changed positively – but not as much as expected. Traditional patriarchal norms, values, culture, and social structures still operated as barriers to gender equality.  相似文献

Listening to communities is valued by UK’s Department of International Development (DFID) for contributing to “beneficiary” empowerment and programme efficiency. This article is based on interviews with elite DFID officials to explore their understandings on how they expect NGOs to engage with local languages and the role of language intermediaries. It uncovers their perceptions of the ways that languages and cultural knowledge shape NGO relationships with communities. It finds that the officials assume that listening is unproblematic for NGOs, and ask few questions about translation and interpretation. The article concludes by reflecting on policy implications and directions for further research.  相似文献

Drones now comprise a major part of our culture – primarily as a consequence of the so-called War on Terror and the rise in violent extremism. Yet the available data on what it means to operate a drone (where this can influence wider perceptions on the appropriateness and effectiveness of remote warfare as an act of counterterrorism) is highly contradictory. This article explores a new source of data capable of shedding light on this contested issue: online interviews with current and former pilots discussing their personal experiences. Access to this testimony has the potential to influence cultural understandings of remote warfare, specifically where these stories highlight the severe psychological difficulties pilots can be subject to. In analysing this new data, however, the article questions whether the media typically employed to express pilot testimony comprises an appropriate space in which to publicise and engage with this evidence. It argues that this presentation has caused these personal accounts to become fetishised – to the extent this undermines the cultural, political, and informative value of the data and even reinforces the narratives of remote warfare this testimony frequently seeks to reverse.  相似文献

Fieldwork in the study of terrorism remains the exception, allowing for scores of publications to be produced each year with little or no contact with the perpetrators of terrorist violence and scarce direct observation of the social realities in which it occurs. While examining some of the serious drawbacks and pitfalls such research can entail, this article makes a case for more fieldwork in terrorism studies, arguing that it can bring greater depth to our understanding of terrorist violence. The discussion focuses on a common assumption – the existence of the ‘terrorist’ as subject – and a common practice of terrorism studies – the concentration on extraordinary events at the expense of ‘ordinary life’ and ‘ordinary people’ – and how they are called into question by the material gathered during field research conducted in the Southern Philippine region of Mindanao. The article concludes with a reflection on some of the challenges facing researchers in danger zones, from their dependence on local knowledge for security to the need for methodological flexibility when faced with the complexity of research in conflict areas.  相似文献

A growing body of subnational comparative research on democracy has focused attention on ‘subnational authoritarianism’, in tandem with increasing interest in local politics across the developing world. Unsurprisingly, this evolving field of study has been characterized by a diversity – if not a dichotomy – of approaches, with quantitative and qualitative research proceeding along parallel and sometimes intersecting tracks. But scholars working in diverse contexts and with diverging approaches have begun to converge on a set of explanations for the patterns of variance observed in subnational authoritarianism within and across national settings. Drawing on studies of Russia, the United States, southern Italy, Argentina and West Africa, this article shows how scholarship has identified the underlying economic foundations of subnational authoritarianism. Combining the findings of recent qualitative and quantitative studies with the author's own research in the Philippines, this article spells out a set of hypotheses which may help to explain patterns of variance in subnational authoritarianism. Variance in subnational authoritarianism, it is suggested, stems from varying local economic conditions and possibilities for accumulation and maintenance of control over local economies. Further ‘mapping’ of subnational authoritarianism thus requires local fieldwork to complement the strengths – and overcome the limitations – of quantitative research.  相似文献

After two and half decades of market reforms in China, the question of whether reforms have created favourable social conditions for democracy and whether the country's emerging entrepreneurial class will serve as the democratic social base have become hotly debated issues in both academic and policy circles. Based upon an analysis of two regions – Sunan and Wenzhou, the two prototypical local development patterns in China – the article argues that different patterns of economic development have produced distinct local level social and political configurations, only one of which is likely to foster the growth of democratic practices. It suggests that China's political future is largely dependent upon the emerging class structure and class relations that reform and development have produced. If the market reforms and economic development only enrich a few (like the Sunan case), then the possibility of democratic transition will likely be very bleak. Nonetheless, the possibility of a brighter alternative exists, as demonstrated by the Wenzhou case. These arguments thus link China's political transition to critical social conditions, echoing Barrington Moore's influential work on the social origins of democracy and dictatorship.  相似文献

In the same way that people can have a political or a personal ideology, their professional identities and how they practise a craft or an occupation may be influenced by what can be labelled as a “professional ideology”. Through conducting interviews with the producers of the South African Broadcasting Corporation (SABC) Afrikaans radio programmes Monitor, Spektrum and Naweek-Aktueel, this article reports on research which showed that there is indeed such a thing as a “journalism ideology”. The interviews focused on how “internal influences” – such as a journalist's background and training, newsroom routines – and “external influences” – such as the audience – influenced the decisions they made in choosing news stories and producing content. This “journalism ideology” influences the producers and in turn the news content of these current affairs programmes that are listened to daily by almost two million listeners. The conclusion drawn from the study is that, although the participants’ “journalism ideology” largely determines the news stories for their programmes, structural forces, newsroom routines and organisational constraints often dictate their actions. Finally, although all the participants saw themselves as “watchdogs of democracy”, internal pressures within the SABC could endanger that role.  相似文献

The global economic crisis revealed China to be an interdependent giant, one whose ‘rise’ was undeniable but also one whose deepening participation in transnational production sharing and network trade made it highly susceptible to an external shock. China weathered the storm relatively well – avoiding a recession, in particular – not because it had ‘decoupled’ from the G7 economies but because its stimulus measures were unusually swift and powerful. One cost, however, has been a worsening domestic imbalance between investment and consumption that carries a heightened risk of asset price inflation, non-performing loans and destabilising levels of local government debt. Meanwhile, China’s ties to the world economy have not fundamentally changed since the crisis began. Despite stirring leader rhetoric and summit declarations, the BRICS have made only modest progress in meeting their goals. East Asia, North America and Europe remain China’s principal trade partners, and cross-border production chains connecting these regions remain the dominant mode of China’s incorporation into the world economy.  相似文献

While progress has been made in creating conversations between the secular and faith actors involved in developmental issues, a distinct binary still exists. This could potentially be limiting a holistic response to gender-based violence, a global public health, development, humanitarian, and human rights issue. This article explores how perceptions of this binary – faith versus secular – are understood to impact GBV prevention and response efforts. Drawing on interviews conducted during a scoping study, the opinions and experiences of actors from faith-based organisations and academic institutions are used to shed light on how the faith-secular binary is being upheld and challenged, and how it is perceived to be impacting holistic GBV prevention and response.  相似文献

This article examines the lack of mass mobilization by Iraqi Kurds to establish an independent Kurdistan. It argues that while the outcome of an unofficial January 2005 referendum – in which 98 per cent of Kurds supported independence – was a clear expression of their will, the political opportunity structures within which the Kurdistan Referendum Movement operates are closed to the formation of a mass-based social movement. Utilizing data from a survey of Kurdish elites and activists, as well as follow-up interviews, this analysis provides insights into the future of democracy in Iraq and the value of political opportunity theory in understanding mass mobilization.  相似文献

Zimbabwe experienced a high-profile football match fixing scandal between 2007 and 2010, commonly known as the Asiagate scandal. The men’s senior national football team – the Warriors – reportedly fell victim to Asian betting syndicates. Three journalists from the statecontrolled media were sanctioned by the Zimbabwe Football Association (ZIFA) for allegedly participating in the scandal. Burgeoning literature on “brown envelopes” and freebies in journalistic practice in Africa at large, and Zimbabwe in particular, has under-theorised this phenomenon in Zimbabwe’s sports journalism fraternity. Focusing on the Asiagate scandal, this article reports on a study that used the “brown envelope journalism” theoretical lens to examine the subject and its repercussions on sports journalism practice, from the view point of sports journalists. In-depth interviews were conducted with selected sports journalists both from the publicly owned and privately owned media in Zimbabwe. The article avers that due to the deteriorating socio-economic environment, some journalists were “seduced” by “brown envelopes” and “recruited” into a “patronage” corrupt network by match fixers. Consequently, “patronised” journalists became pliant tools in hands of match fixers and failed to “bark” at the malpractices masterminded by their “benefactors”.  相似文献

This article explores the parameters, value and limitations of different critical strategies for those dissatisfied with the contemporary politics of terror. It argues, first, that the prominent (counter-)terrorism paradigm – in which terrorism is approached as a ubiquitous and very specific security challenge meriting appropriately exceptional responses – is far more critiqued than we might anticipate. And, second, that such critiques – which can be found across political language, popular culture, everyday life, and beyond – employ distinct critical resources to serve varying ends. Reflecting on these, the article offers a new heuristic distinguishing five critical strategies which seek to: (i) repudiate; (ii) question; (iii) subvert; (iv) replace, or (v) deconstruct the prominent counter-terrorism paradigm. This typology, it argues, offers scope for optimism and strategic resources for those attracted to a critical terrorism studies project going forward.  相似文献

This article examines the downward accountability of NGOs in community project planning in Ghana. It is based on primary data collected through in-depth interviews and focus group discussions with NGO officials, local government officials and representatives, chiefs, women leaders, and other community members. The findings reveal that although community members were engaged in project planning processes in many respects, these engagements were limited to endorsing pre-prepared plans, decisions, and mundane aspects of the project. The engagements were largely tokenistic, rhetorical, and to garnish legitimacy, and lacked the key elements of empowerment which promoted downward accountability.  相似文献

This article is based on a reading of the South African film Yesterday, which deals with the topic of ? AIDS. In the discourse analysis of the film text, the role of signs – verbal, visual and aural – in constructing meaning is examined, as well as the effect of different filming techniques. The film is then related to the broader South African socio-political context. The writer considers how representative Yesterday is of the AIDS situation in South Africa, a question which necessitates going beyond the film text and considering actual events in South Africa, past and present, as well as referring to other relevant examples of AIDS-related discourse.  相似文献

ABSTRACT

The rise of film production and the ubiquitous presence of the ‘new wave’ of South African films on the international scene in recent years have raised expectations amongst local film stars hoping to get their biggest break by taking leading roles in major South African productions. However, most of these films – particularly co-productions – have continuously used foreign stars in leading roles. As a result, local stars have constantly voiced concerns about the proliferation of foreign artists in leading roles in South African productions. Many explanations have been offered in trying to understand why filmmakers tend to cast a foreign star when a local one could probably do a better job (in, for example, portraying a local icon like Nelson Mandela) and still command a lesser fee. However, this article puts forward that most of these arguments are based on intuition rather than on the real dynamics and externalities governing this practice. The article attempts to make sense of this issue by arguing that the rationale for this practice stems from a film being a high-risk investment that it is driven by the broader financial imperatives of film production. The article offers empirical evidence to suggest that stars do not add economic value to the film, but to themselves (see Elberse 2005), since the bulk of the money goes towards their appearance fees. It is concluded that the traditional model guiding film finance and the logic behind it need to be looked at afresh, given the fact that several films have failed at the box office, both locally and internationally, despite featuring major foreign stars, compared to the massive success of some local films (e.g., Jerusalema, Tsotsi and Yesterday) with local stars in the leading roles.  相似文献

This article investigates the interaction between the processes of building development theory and development practice, arguing that theory must start with practice – and should not be top–down, starting with the ‘outside gaze’ of a supposedly detached academic or policy maker. The questions posed point to critiques of mainstream development narratives and notions of innovation through the diffusion of new technologies. The authors suggest that the assumptions embedded in mainstream development processes lead to unequal access to global and local markets, and that when they are imposed from the outside without a real understanding of the context, the development project is bound to fail. Parameters for assessing and evaluating outcomes also need to be based upon a close understanding of context – and this often comes through active involvement within it and not through being ‘detached’ and outside it. The assumption that an outside gaze is ‘objective’ is based in an implicitly colonial discourse, while building theory by being involved in the practice produces better methodologies for action and development.  相似文献

One of the greatest changes organisations in South Africa experienced through the country's democratisation is the introduction of ‘legitimate’ activism in organisational settings. Organisational communication literature – specifically as manifest in the excellence theory – compounded this through views on the potentially positive impact activism could have on organisations by ‘pushing’ them beyond equilibrium to a state of dynamic equilibrium – mediated through strategic and effectual communication. This view, however, is somewhat fouled by occurrences such as those at Marikana, and concomitant strikes in the country's platinum industry, which have held the economy ‘captive’ in various ways. Organisations – especially the mining industry – need to ask ‘How much activism is too much activism?’ and organisational communication practitioners need to introspectively consider whether this theoretical contribution should not perhaps have come with greater guidance in terms of the chary (if not restrained) implementation of this potentially positive, yet almost insidiously dangerous, communicative feature. this article aims to explore activism in the mining industry of South Africa, specifically from the vantage points of industry heads, as it concerns the changed communicative landscape in this industry post-marikana. to this end, the article will report on seven qualitative, semi- structured interviews – along with existing literature on the topic – as it offers up six considerations in applying the aspect of excellence and ‘positive activism’ within organisations in South Africa's mining industry.  相似文献

There is a profound disconnect between the practice and scholarly study of security in Europe. The 2010 Internal Security Strategy added disasters such as forest fires, earthquakes, and floods to the list of European Union (EU) internal security concerns, expanding on the more traditional anxieties over militaries, border protection, and the effects of poverty. This article explores how evolving practices of disaster response, a policy area once separate from EU security discourse, have become part of the EU's wider security provision and with what implications. Based on interviews conducted at the Directorate-General (DG) for Humanitarian Aid and Civil Protection (ECHO), it provides a detailed study of three EU disaster response practices – monitoring, training, and information co-ordinating – and their circulation to the wider field of EU internal security provision. It uses this case to outline that new understandings of what it means to “voluntarily co-operate” in European security projects have been radically under-theorized.  相似文献

This article examines activities undertaken by civil society organisations in Zambia to create gender-transformative change in customary tenure systems. It is based on primary data collected through interviews and group discussions with NGO representatives, lawyers and women’s rights advocates, chiefs, women leaders, and local community members. The findings show that organisations pursue change by leveraging global and national frameworks and discourses and working with traditional authorities, local magistrates, men and women at the village level. Promoting gender transformative change requires multi-level networking and working across hierarchies of power that extend from the household to the state.  相似文献

Despite the vast amount of comparative research on right-wing populist parties over the past decade, there has been little work on non-European parties (as opposed to leaders). In this article, we argue that the international literature on populist parties has largely overlooked a significant non-European case: India’s ruling Bharatiya Janata Party (BJP – Indian People’s Party). Following the ideational approach to understanding populism, we examine whether the three distinguishing features of right-wing populism – its conceptions of “the people”, “elites” and “others” – are reflected in the views from interviews we conducted with BJP officials and representatives. We find that they are and so then consider whether they have been manifest in actions and statements while in power or whether, as some scholars claim, governing parties like the BJP moderate their populism. We conclude that the BJP can be very fruitfully included in comparative research on right-wing populist parties and propose a series of concrete ways in which this could be pursued.  相似文献
