This paper considers the current performance and future prospects of the UK biotech industry, particularly the biomedical sector. The central argument is that the performance of the UK biotech industry cannot be understood in isolation from the European system of regulation and, increasingly, the international regulatory environment, and from what is happening elsewhere in the regulation of science – particularly in the U.S. To develop this argument, it adopts as its conceptual framework Kim and von Tunzelmann's network alignment approach following Radosevic. It explores the link between regulatory policies and the biotechnology production system – networks between academic research, biotech firms, and large pharmaceutical companies.  相似文献

Decomposing the GDP growth from 1981 to 2004, this paper finds that innovation capacity has contributed significantly to the economic growth of China and India, especially in the 1990 s. Outputs of the national innovation system, measured by patents and high-tech/service exports, demonstrate the considerable progress China and India have made in innovation capacity. The enhanced innovation capacity of China and India is primarily due to their heavy investment in the inputs of innovation system, i.e., R&D expenditure and R&D personnel, in recent decades. This paper emphasizes the role that the governments have played in promoting innovation capacity and their contribution to economic development. Both governments have transformed their national innovation systems through linking the science sector with the business sector, providing incentives for innovation activities, and balancing import of technology and indigenous R&D effort. Using case studies of domestic biotech firms in China and India, this paper also offers micro-level insights on innovation capacity and economic development: (1) innovation capacity has become essential for domestic firms?? market success and (2) global institutional factors and national government policies on innovation have considerable influence on the choice of innovation at the firm level, i.e., to conduct indigenous R&D or to import foreign technology.  相似文献

In this paper we explore the importance of marketing activities during the Fuzzy Front End of Innovation (FFEI), which in product life cycle management is described as the phase between R&D and the beginning of formal new product development. The FFEI is characterized by informal processes and many industry specific conditions. The particular context in which the study was conducted involved research emerging from a US government sponsored institution. Firms obtain licenses for technology from the government sponsored institution with the purpose of advancing them towards commercialization. But, the process of development often gets stalled, especially during the initial stages due to the lack of a number of resources (financial, key personnel, etc.). The specific interest in this study was, therefore, to understand the extent to which various marketing efforts by the licensees enabled the survival of early stage biotech innovations. Licensees would be expected to seek resources by undertaking a number of marketing activities designed to communicate a value proposition to potential resource providers. The study involved qualitative data collection among licensees to uncover marketing activities in which they engaged during the FFEI phase. The data was coded to develop the specific types of marketing activities that had been employed so as to provide insight into which activities were important in enabling early stage innovation survival. Future research can build upon this study’s findings in industries other than biotech and involving different sources of technology transfer (universities, etc.).  相似文献

This paper focuses on interactive innovation. It starts by operationalising Regional Innovation in the context of multi-level governance. It shows how regional and external innovation interaction among firms and other innovation organizations is important for regional innovation potential. The ability to access and use funding for innovation support for regional firms and organizations is crucial for regional innovation promotion. Equity investment funding is more important than public funding, which tends to be cautious and otherwise risk avoiding, except in circumstances of market arrest or failure to develop. Regional systems of innovation are broader than single sectors or clusters but some of these will be strategically privileged recipients of policy support because of their growth performance or potential, rather than, as in the past, their uncompetitiveness. The paper devotes space to exploring biotechnology clustering from a regional innovation systems viewpoint, as an instance of rather strong sectoral, regional innovation systems capabilities, though integrated also to global knowledge supply and markets. Illustration is provided of the way such sectoral innovation systems work at local regional level by reference to cases from Cambridge, Massachusetts and Cambridge, England.  相似文献

技术与创新支持中心(TISC)是世界知识产权组织和国家知识产权知局合作共建机构.当前国内外TISC机构迅速铺展开来,其在发展过程中产生诸多权利义务关系.但当前TISC机构的法律定位依旧不甚明朗,究竟适用法人抑或非法人组织规制并不清晰,其内部组织机构也存在诸多疑问.权力机构和监督机构是否有存在必要及如何建构,执行机构如何决策部署和对外衔接都是亟需解决的突出问题.从长远来看,TISC若适用非营利法人,纳入社会服务机构规制,能较好的展现其提供专业化知识产权服务的内在价值,更好的促进区域知识产权运用,服务区域创新发展.  相似文献

The Regional Innovation Paradox: Innovation Policy and Industrial Policy   总被引:3,自引:0,他引:3  
This paper explores the regional innovation paradox and its policy implications. The regional innovation paradox refers to the apparent contradiction between the comparatively greater need to spend on innovation in lagging regions and their relatively lower capacity to absorb public funds earmarked for the promotion of innovation and to invest in innovation related activities compared to more advanced regions. Empirical analysis of the nature of the paradox shows that there are strong complementarities between business, education and government spending on R&D and that technology/innovation policy and industrial policies tend to work in opposite directions. Our analysis suggests that resolution of the paradox requires policies that: (i) increase the innovation capacity of regions by working both on the demand and the supply side of the system to increase both private and public sector investment in innovation activity; and (ii) integrate technology policy and industrial policy by encouraging expenditure on innovation activity within mainstream industrial policy programmes. The penultimate section of the paper outlines and assesses policy initiatives/experiments along these lines and suggests how they might be developed in the future.  相似文献

The race to economic superiority is increasingly occurring on a global scale. Competitors from different countries are employing new types of growth strategies in attempts to win that race. The United States cannot, therefore, continue to rely on outdated economic growth strategies, which include an inability to understand the complexity of the typical industrial technology and the synergies among tiers in high-tech supply chains. In this context, a detailed rationale is provided for maintaining a viable domestic technology-based manufacturing capability. In the United States, the still dominant neoclassical economic philosophy is at best ambivalent on the issue of whether a technology-based economy should attempt to remain competitive in manufacturing or let this sector continue to offshore in response to trends in comparative advantage, as revealed through shifts in relative prices. The paper argues that the neoclassical view is inaccurate and that a new innovation model is required to guide economic growth policy. Specifically, the paper provides (1) a rationale for why an advanced economy such as the United States needs a manufacturing sector; (2) examples of the process of deterioration of competitive positions for individual industries and, more important, entire high-tech supply chains; (3) an explanation of the inadequacy of current economic models for rationalizing needed new policy strategies; and (4) a new economic framework for determining both policy mechanisms and targets for those mechanisms, with emphasis on the systems nature of modern technologies and the consequent requirement for public–private innovation ecosystems to develop and deliver these technologies. Studies of the EU Emissions Trading System (ETS) abound. Much is known about the economic incentives they contain to promote abatement and innovation, and studies are focusing on the short-term aggregate effects at sector and system levels. Less, however, is known about how the EU ETS affects companies, including their strategies, long-term innovation plans, and deployment of low-carbon solutions. This article presents an analytical framework of how companies are likely respond to regulation like the EU ETS, subsequently applied to companies in the oil industry, represented by the major multinationals ExxonMobil and Shell. The analysis finds that these companies had quite different initial responses to the ETS, whereas their long-term strategic responses to carbon pricing show signs of convergence.  相似文献

While proximity was an asset in socialism, during the post-socialist period the development of the region as a locus of innovation is essential for restructuring and sustainable growth of economies of Central and Eastern Europe (CEE). The paper analyzes the factors that determine the emergence of regional innovation systems in CEE. Based on a conceptual model of regional innovation system we explore four determinants: national, sectoral, micro and regional. These determinants operate as conditional advantages or disadvantages that require network organizers and network alignment in order to be turned into real advantages. The paper points to the important role of network organizers for enhancing regional innovation in the post-socialist economies. Policy implications of the model suggest that the emphasis should be on functions and programs rather than on new organizations.  相似文献

With pressure on universities to better contribute to society, academic entrepreneurship is an increasingly recognised source of new knowledge and technologies as well as being a driver of the movement to a knowledge society. However, whilst growing, the level of academic entrepreneurship in Europe is still relatively low. Two reasons that are factors influencing this are inhibitors (barriers) and facilitators (drivers), however the understanding of how their interplay influences academic entrepreneurship, particularly across different context is lacking. For this reason, this study focussed on two environmental settings, European regions and countries, seeking to understand if it is the hurdle (barrier) or (and/or) tail-wind (drivers) that most impacts academic entrepreneurship and how does the regional or national context influence this. An online survey was translated into 22 languages and undertaken in 33 countries in Europe and the European Economic Area. From the original data set, 12 countries in four European regions provided a sample of 2925 responses, with a second step to focus on four ‘lead’ countries within those regions. The results show that there is a significant difference in the university-business cooperation barriers and drivers that effect academic entrepreneurship in the European regions. Furthermore, different barriers and drivers were found to significantly affect the four lead countries with barriers and drivers being able to provide a good explanation of the extent of academic entrepreneurship in the UK and Germany, and a limited explanation of entrepreneurial activity by Spanish and Polish academics. Overall the article contributes to the literature of resource-based theory and also the understanding of factors influencing European academic entrepreneurship.  相似文献

In the increasingly competitive, knowledge-based economy, universities have a variety of potential roles for stimulating economic development beyond teaching, research and technology development. In this article we focus on universities’ role as actors in the governance of local and regional development. Using recently developed theories about the emergence of heterarchical governance, we discuss the motivations, interests, structural arrangements, and contingent conditions for universities becoming actors and partners in steering regional economic development policy and contributing to regional problem-solving, and explore the how university involvement may increase the effectiveness of governance processes. We test several hypotheses and draw lessons for the design and participation of governance arrangements. Our results suggest that individual leadership initiatives and the quality or interpersonal working relationships among leaders may be more important than the particular structural arrangements for producing effective governance outcomes.  相似文献

Commercial success in universities in the USA and Canada has resulted in many other countries taking steps to emulate this performance and major technology transfer and commercialisation support programmes have been launched in UK, Europe, Australia, Japan and many other countries—including South Africa. Unrealistic expectations have, however, been generated by the spectacular successes of a relatively few institutions and it is not always realised that the success from commercialisation is proportional to the magnitude of the investment in research. Without a well funded, high quality research system, it is not possible for technology transfer to make any significant contribution to economic development. The possible economic returns to higher education institutions from commercialisation of research can be estimated using international benchmarks. This forecast uses a combination of an institutional return on investment model and a simple economic projection. The model is generic and can be adapted for use in any institution. As more data becomes available from local (and international) sources, the model will be refined to give better estimates. The model is dynamic and shows, quantitatively, why it can take up to 10 years for an institution, and 20 years nationally, to attain a positive rate of return from an investment in research and technology transfer. The model enables the long-term impact of policy decisions, in an institution and nationally, to be examined and alternative scenarios explored. The performance of individual institutions is, however, highly variable and unpredictable. This is even for those institutions that are comparable in size and maturity. A large portfolio of patents and licences is required to give a reasonable probability of positive returns. This may be possible at a national level, but is problematic in smaller institutions—and smaller countries. Because the benefits of the innovation system are captured largely at national level, with institutions having a high uncertainty, public sector support to reduce the institutional risk is necessary to assist institutions to make the necessary investments. Technology transfer is of course only one element of the overall research and innovation value chain. All elements must be functioning effectively to derive the economic and social benefits from research. In addition to a strong research system, adequate incentives must exist to encourage academics to participate, particularly with regard to the crucial initial step of invention disclosure. The role of universities in regional innovation has evolved over the last 20 years. This evolution has seen the emergence of a third role of universities that has re-shaped and transformed their two traditional functions of teaching and research. This paper proposes a conceptual framework for analysing variation in the roles performed by universities in the development of regional innovation systems. This framework is based on the triple helix model of university, industry, government relations, the literature on university engagement and the innovation systems literature, more generally. The framework is applied to a comparative study of three non core-metropolitan universities in Australia. A number of insights and issues are drawn in regard to conceptualising the role of universities in regional systems.  相似文献

Entrepreneurship or new firm formation plays an increasingly important role in knowledge-based economic development. Public policy to encourage new firm formation has not focused on high quality, high potential firms, and the search for entrepreneurship policy with high economic impact is still needed. This research evaluates the efficacy of the US Small Business Innovation Research (SBIR) program from the perspective of promoting high technology entrepreneurship. In particular, we examine whether the local presence of SBIR awards is associated with increased new firm formation rates in the high technology sector. Although the primary objective of SBIR is to facilitate technological commercialization in small businesses, our policy analysis based on spatial multivariate methods suggests that this program may also serve as an effective entrepreneurship policy.  相似文献

创新是知识产权法的历史过程与时代使命。知识产权法的创新意义,表现在其本身的制度创新与所追求的知识创新两个方面。知识产权法产生、变革和发展的历史,即为科技、文化创新与法律制度创新相互作用、相互促进的历史。理想的知识产权制度应是持续激励创新的制度,也是自身不断创新的制度。现代知识产权法存在可能发生的"制度风险",影响或制约着创新发展目标的实现。国家与社会事务的管理者具有"政治企业家"的角色担当,作为创新制度的最大供给者,应在知识产权法的主体意识层面、制度设计层面以及社会运行层面作出理性反思和积极应对。  相似文献

This paper analyzes the question whether and in which respect agreements of (regional) economic integration affect the choice of environmental policies by individual countries. We focus our interdisciplinary analysis on the agreements of the World Trade Organization (WTO), the European Union (EU) and the European Economic Area (EEA). We find that these agreements primarily restrict a country's choice among possible instruments to achieve a certain environmental level or target, but do, in principle, not restrict its choice with regard to the environmental target or level itself. We also show that this type of restriction is likely to benefit the individual countries and the world as a whole because it tends to promote the implementation of more efficient environmental policy instruments. A brief analysis of the case of Switzerland illustrates this point.  相似文献
