Part One of this article, which appeared in the last edition of Diplomacy and Statecraft, argued that the origins and early development of British nuclear weapons was largely driven by the particular ideas and beliefs of a relatively small political, scientific, and military elite. It is also argued that these beliefs, which developed into a “deterrence state of mind” amongst the elite, derived in part from a traditional strategic culture that emphasised the importance of producing the most sophisticated weapons of the day to protect Britain's diplomatic and security interests in a largely anarchic international system. Part Two argues that these ideational factors, based on a “realist” perspective of international security held by Britain's political-military leadership, have remained of crucial importance through to the present day.  相似文献

ABSTRACT

Prominent theories of ethnic conflict argue that instrumental ethnic elites incite violence in order to promote their own power. Yet this approach focuses primarily on political leaders and ignores other ethnic elites, meaning that we know little about how other influential actors think about provocation. In this paper, I present novel data from Northern Ireland on diverse elite attitudes toward polarising Protestant parades with a long history of sparking ethnic violence. Using original surveys of Protestant elected officials and clergy as well as interviews with ex-paramilitaries, this paper demonstrates that these elite groups have different, often competing, interests and opinions regarding contested parades: while politicians tend to support provocative parades, the others do not. By addressing elite actors that are often ignored, I present a more nuanced picture of elite-mass relations and ethnic mobilisation in conflict.  相似文献

The establishment of OCCAR, the European multinational arms procurement agency, raises interesting questions about its accountability and legitimacy. Is it right for such an agency to procure arms? This article examines the arguments about methods of accountability deemed more appropriate for judging agencies like OCCAR than just examining traditional parliamentary accountability. It then examines OCCAR through this lens of analysis. Finally, it rejects these suggestions as inadequate for failing to include an ideational component and argues that this is necessary for legitimacy especially in the politically sensitive area of defense and security.  相似文献

Britain's entry into the European Community in 1973 coincided with an American initiative aimed at redefining relations between the United States and Western Europe. This confronted British diplomats with a serious dilemma. They wished to maintain close collaboration with Washington and, for the sake of European unity, to expand on their recently achieved reconciliation with France, a country whose Gaullist elite rejected any further institutionalization of transatlantic relations. French reluctance to engage in a constructive dialogue with the Americans resulted in a fractious debate over the drafting of two seemingly innocuous declarations, and this was exacerbated by the mixed response of the Europeans to the outbreak of the fourth Arab-Israeli war and the ensuing energy crisis. Finally, at the Washington energy conference of February 1974, the British chose to work with the Americans, rather than the French, in seeking to mitigate the economic impact of OPEC's oil policies.  相似文献

In international relations, ideas matter. Not only are ideas important, and rooted in a relationship with interests, but present ideas are shaped by the outcome of past ideational battles. It is the impact of conflict between the ideas of the early 1990s upon the present that concerns this article. The first section of this article suggests that ideas matter. The second then examines the interplay of those ideas of European security in the early 1990s. The third and fourth sections trace the inevitable move to NATO enlargement that arose as a consequence. And the conclusion will examine how this contemporary history has shaped the debates of today.  相似文献

This article seeks to explain why the British pushed for a role in Pacific operations during the Second World War when it faced other strategic priorities in Southeast Asia, as well as a powerful American military that maintained tight control over operational decision-making. Although several quarters in Whitehall, including the Prime Minister, Winston Churchill, had doubts about the necessity of a Pacific strategy, there were sensible reasons behind pursuing such a course. It would illustrate to an “anti-imperialist” America that Britain was not only interested in recovering its colonial possessions but also prepared to fight the Japanese on their homeland. More importantly, taking part in the main operations would allow the British to claim a voice at the peace table while helping to encourage the Americans to cement their close working relationship with Britain in the postwar period.  相似文献

Henry Kissinger was the single most controversial diplomat of the 20th century. This article explores Kissinger's approach to the philosophy of realism in international affairs, his role in Vietnam policy making, and his most recent engagement in the debate over the Iraq War. It argues that Kissinger's realism, although philosophically consistent and having roots within his own life's experience, was always tempered by his desire to exercise influence within the American political system. Once in office under Richard Nixon and then Gerald Ford, Kissinger came to recognise how significantly domestic politics shaped American foreign policy. His involvement in the Vietnam War demonstrates this, and one lesson he took from that conflict was the hope that Americans could be persuaded to move away from their convictions about American exceptionalism and recognise the limits of American power.  相似文献

In the aftermath of the TWA hijacking, the American electronic media were strongly criticized for their ethical practices and for abusing First Amendment rights. Many Americans think of Great Britain as providing appropriate examples for how to deal with abusive media. There, prior restraint and internal broadcasting codes exist, and the First Amendment does not. Yet, those who believe that capping the lens provides a simple solution to a complex problem have forgotten the functional role the media play in a society undergoing a terrorist siege. The case of the ‘Guildford Four’ shows how terrorist violence can adversely affect the responses of even a strong stable democracy and how responsible, vigilant and free media provide an independent, institutional base of power that can help reunite democratic aspirations and practice. The case of the ‘Guildford Four’ is the belated triumph of justice in a free society, but it is also a triumph of free media.  相似文献

Why did the Bush administration take the United States to war with Iraq in the aftermath of September 11, 2001? The constructivist approach used in this article to answer this question argues that the ideas of a handful of policy intellectuals affected political outcomes in remarkably consequential ways. These ideas shaped administration assessments of every major aspect of the Iraq war, beginning with its necessity and justification. Although the administration's ideational commitments were complex and evolving, four sets of ideas were central to its risk-filled gambit in the Middle East: a belief in the necessity and benevolence of American hegemony, a Manichaean conception of politics, a conviction that regime type is the principal determinant of foreign policy, and great confidence in the efficacy of military force. Taken together, these ideas defined the social purpose of American power, framed threats to the United States, and determined appropriate solutions to core problems. Ideas are not the sole factors setting the course of u.s. foreign policy, but they are essential to explaining an otherwise puzzling administration decision.  相似文献

This article aims to delineate several issues raised by an historically based approach to understanding the present and the future. Beginning with a discussion of the profound impact that drastic changes have had on the international environment, the article then outlines what history suggests about human nature's influence on the course of future events; the future of war; the nature of governance and the United States. This essay does not attempt to provide answers, but rather suggests how policy makers, strategists, and military leaders might think through the complex political and cultural questions they need to be asking in the making of strategy. This is the essential first step for Americans. If they fail to ask the right questions, most answers will prove irrelevant to the challenges of the future.  相似文献

The United States can ill afford to lose the loyalty of proven allies. Yet it risks currently weakening one of its most important and enduring friendships. British popular support for America has been shaken and elite commitment to the special relationship faces a potentially formidable array of contrary strategic and partisan arguments. Some of these are overstated but there is a further danger that is little mentioned but just as corrosive—American benign neglect. If in the pursuit of new allies and objectives America is not to squander extant assets, then it must do more to nurture the reflexive British Atlanticism that has helped sustain Anglo-American relations through their numerous crises.  相似文献

The disfranchisement of African Americans in the South during the late 19th century highlights the role that mass actors, in this case African Americans, can play as part of the enforcement mechanism to prevent elites from backtracking on democracy. This episode in US history further suggests that for democratic progress to be consolidated, vulnerable groups require sufficient economic and social power to defend their formal rights. Newly emancipated African Americans gained the franchise in 1870. They voted in large numbers for two decades. But at the turn of the century each Southern state introduced disfranchising measures. The article discusses the efforts of Southern political elites to restore the antebellum social and political order, and the reasons the national state failed to intervene to protect the rights of former slaves. Above all, the article explores the nature of African American resistance and its effect on the timing and course of disfranchisement. It also draws attention to the importance of African American resistance by comparing Southern disfranchisement with the little-known cases of attempted disfranchisement of African Americans in the antebellum North and early 20th century Maryland. The article concludes that the relative strength of African Americans in contemporary America makes another rollback of democratic rights unlikely.  相似文献

Are Americans becoming more “isolationist”? Four years ago, for the first time since the Vietnam War, almost half of those polled by the Pew Research Center stated they would rather the United States “mind [its] own business internationally and let other countries get along the best they can on their own” and work to “reduce military commitments overseas” in order to decrease the deficit. Such cautious views about American involvement abroad are on the rise, up ten percentage points over the past decade, according to Pew polls released in 2011 and 2012. A majority of Americans think the United States is withdrawing from Afghanistan too slowly and are reticent to take direct action in Syria. This article explains the long historical context of these recent events to argue for the enduring power and significance of isolationist thought.  相似文献

In 1945, as a final settlement of the Palestine question drew near, the Arab states established the Arab Office, Washington, as part of their unprecedented effort to influence public and elite opinion on this matter in the United States. It was staffed by many of the leading young Arab intellectuals of the era. This article charts the Arab Office's attempt to reduce American support for the creation of a Jewish state in Palestine. In particular, it examines the accusations, made at the time, that the Arab Office, in pursuing its anti-Zionist agenda had co-operated with leading American anti-Semites and was under the control of the notorious former Mufti of Jerusalem, who had collaborated with Hitler during the Second World War.  相似文献

The Middle East, one of the most turbulent regions in the world, has embarked on another round of chaos since America waged the Iraq war in 2003, new players vying to fill the power vacuum, entrenched hatred multiplying with new wounds. Ecstasy turned into agony as Americans watched the war unfold. U.S. think tank researchers and politicians, reflecting on the war and U.S. Middle East policy, urged the Bush administration to adjust the policy and break the strategic impasse. Under grave pressure from home and abroad, the White House finally began to respond. Against this backdrop, the year 2007 witnessed the most intensive and extensive shift of U.S. Middle East policy in recent years and a drastic return of realism in America's foreign policy. These policy changes rippled in the Middle East, precipitating policy changes of other powers and transformation of the geopolitical landscape. The Middle East, as we can see, is heading toward a new age of pain and growth.  相似文献

How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the process of democratization in Japan, and argues that a state-in-society approach is better suited to explaining the democratization process' diverse cultural contexts. Taking a bottom-up view of recent developments in Japanese civil society through the close examination of two cases – one traditional organization dating from the pre-war era (neighbourhood associations) and one new-style group formed in 2000 (Association of New Elder Citizens) – this article illustrates how Japanese citizens have democratized their political culture at the grassroots. The state-in-society approach to democratization is particularly useful for the study of democratization processes in non-Western countries where the development of democracy requires not only the modification of a traditional political culture but also the development of new, indigenous, democratic ideas and practices.  相似文献
