ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

ABSTRACT

Recent feminist debate about how to achieve the substantive representation of women in government has been conducted largely in relation to national parliaments in democratic states. This article brings a new perspective by examining grassroots rural government in contemporary China – an authoritarian state, which, however, began implementing village “self-government,” including elections, in 1987. The article draws on qualitative fieldwork in the Chinese provinces of Zhejiang and Yunnan. The authors went into this fieldwork with an understanding that women's substantive representation, democracy, and gender equality are mutually constituted and with an expectation that village self-government might make a much-needed contribution to the achievement of all three. However, we ran into trouble with this analytical framework. First, there were marked variations in villagers’ practices and understandings of “representation.” Second, we found that democracy was not a prerequisite for substantive representation. Third, most villagers we talked with claimed that “men and women are equal” and there was little conception of villagers’ interests diverging by gender. This article explores our analytical “trouble,” with a view to advancing scholarship on constraints to democracy in authoritarian states and suggesting fruitful directions for feminist theorists interested in the relationship between gender, representation and democracy.  相似文献

Scholars of Iranian constitutional history have long recognized the influence of the Belgian and Bulgarian constitutions on the Iranian 1907 constitution. The exact character and extent of these and other constitutional influences have remained unclear, however. This article provides an analytical comparison of the 1907 Supplementary Fundamental Laws with the 1831 Belgian, 1876 Ottoman and 1879 Bulgarian constitutions that served as models and sources of inspiration. We also provide an easily navigable annotated version of relevant constitutional provisions in the footnotes for scholars interested in tracing models for particular provisions and have provided a complete version of the 1907 Supplementary Fundamental Laws and its sources on our website. In doing so, this article and the accompanying materials hope to clarify where these influences begin and end, where they have been modified or ignored, and where Iran’s constitutionalists innovated by introducing more stringent separation of powers or new institutions. It is thereby demonstrated that Iran’s constitutionalists critically engaged with previous constitutional traditions, rather than merely copying provisions from earlier models. Thus, Iran’s 1907 Supplementary Fundamental Laws should be regarded as an organic engagement with and global extension of the European liberal tradition, rather than as a merely peripheral or derivative development.  相似文献

A key issue on the Turkish political agenda concerns a transition to presidentialism, with a constitutional amendment proposal submitted in December 2016. While the positions of political elites are well known, we lack a detailed analysis of the electorate’s views on such a transition. To fill this gap, we present cross-sectional and panel data collected over the period from spring 2015 to winter 2015–16. Partisanship emerges as the key factor shaping views on presidentialism, and reflections of the centre–periphery cleavage in Turkish politics are also visible. The shift of the Turkish nationalist constituency’s views in favour of presidentialism has been a significant trend in the aftermath of the June 2015 general election.  相似文献

This research note builds on recent results of the literature on presidentialism to develop a new measure of presidential power. The Index of Presidential Power (IPP) differentiates three dimensions: legitimacy, legislative and non‐legislative powers. The IPP can be used for all types of governmental systems in different political regimes. For the first time the IPP estimates presidential power granted by the constitution in all 28 post‐communist countries. This information is collected in the IPP data set, which is used to carry out analyses at the aggregate level as well as at the level of the individual presidential power dimensions. Results show that the semi‐presidential category is of little use. The comparison of the IPP with alternative indices of presidential power in post‐communist countries indicates that political analysis should give more attention to presidential power structures.  相似文献

Two political scientists explore the significance of pro-presidential legislative coalitions in Ukrainian politics since 2000. They draw on an original survey of MPs and cabinet data to engage with the extant analysis of coalitional politics in Ukraine. Using the framework of “coalitional presidentialism,” which was first developed in the study of Latin American presidential systems, they find evidence to suggest that legislative coalitions are a meaningful feature of Ukrainian legislative life, and point to the tools that presidents use to maintain them.  相似文献

作为西方国家法治进步的产物,宪法法院在20世纪后期陆续进入亚洲国家,成为民主转型过程中重要的制度设计,但其实际效果却存在差异。韩国宪法法院在功能上呈现"多点开花"的态势,在民主、法治和人权等领域均表现良好。印尼宪法法院成功解决了总统选举过程中的争议,维护了基本的民主规则。相比之下,泰国宪法法院则经历了"高开低走"的蜕变。它在成立初期相对较好地履行了宪法赋予的职责,2006年之后却越来越深入地卷入到政治斗争之中,丧失了独立品格,做出了一系列明显违反法治精神的判决。对此,既有解释存在"西方中心主义"的弊端,而且难以同时解释宪法法院在建立和运行两个阶段的不同情况。作为一种以民主转型国家实践经验为基础的学说,政治竞争理论因其内生性、系统性的视角而具有更强的解释力。以该理论视角观察宪法法院在韩国、印尼和泰国的不同命运,在验证其科学性的同时,可以发现其中隐含的前提条件及其适用范围的有限性。  相似文献

The popular mass uprisings in the Middle East and North Africa (MENA) call into question the assumption, widespread prior to the “Arab Spring”, that militaries in these countries were subservient to civilianized and consolidated authoritarian regime incumbents. In most countries militaries have stepped in to suppress uprisings, replace incumbents, or cause civil wars. The analysis of political-military relations explains the immediate outcome of popular mass mobilization in the MENA region and helps re-conceptualize coup-proofing as an important authoritarian survival strategy. Accounting for variation in the degree of officers' loyalty toward incumbents provides an opportunity to test the efficacy of coup-proofing. The article accounts for questions largely ignored in the theoretical literature: which coup-proofing mechanisms work best, and under which circumstances? In a qualitative comparison of Egypt and Syria, the article illustrates that authoritarian regimes have applied fundamentally different coup-proofing strategies. The Syrian regime has engineered integrative strategies to tie officers closer to the incumbent, provoking a greater degree of loyalty during regime crisis than in Egypt where officers were excluded from politics.  相似文献

Citizenship by birth on territory (jus soli), versus by blood (jus sanguinis), is associated with liberal democracies and the Americas. Yet Azerbaijan and Moldova, part of the “buffer zone” between Russia and the West, have used unconditional jus soli. No such law exists in Europe or elsewhere in the post-Soviet space, including in Georgia, a third country that is part of this “buffer zone.” The three countries cannot forge closer links to the West due to Russia’s support of “frozen” separatist conflicts on their territories. The article finds that territorial citizenship in Azerbaijan and Moldova, as well as its absence in Georgia, are linked to territorial integrity concerns, a multi-century historical context that had thwarted or facilitated ethnic collective identity, and geopolitical fears of dual citizenship. Both authoritarian (Azerbaijan) and liberal-democratic (Moldova) states have used the resulting territorial concept of national identity to combat ethnic separatism, whereas Georgia remains an ethnocracy with difficulties integrating ethnic minorities.  相似文献

SUMMARY

There is a significant body of work on the broad question of the relationship between a positive affirmation of religion and the state. Scholars largely agree that a close relationship between religion and the state influences both political processes and state structures although the nature and extent of the impact and its direction remains an open question. While engaging this topic, the article deviates from the standard approach by looking not to the religious makeup of a country's citizens but to a country's constitution. The result is that countries fall into one of three categories based on a state's orientation toward state-established religion: first, countries that affirm establishment; second, countries that forbid establishment; and lastly, countries that are silent on the issue. Utilizing a dataset of all 186 of the world's written constitutions to analyze the variation in the requirements for office of each of these three groups, the following hypotheses are posed: First, constitutional requirements affirm political culture and as such, one can expect similar types of requirement use within each of the three populations above. Second, there should be variance in requirement use across the three populations. Lastly, the greater the difference between political cultures, the greater the difference between requirements used. Our findings largely affirm the hypotheses with some interesting nuances. For example, countries with state-established religions tend to require adherence to religious standards but have few additional requirements. Countries that forbid establishment use a set of requirements that serve to frustrate a government official's effort to consolidate political power. Tentatively, this suggests a relationship between the nature of requirements used for public office and authoritarian tendencies. This finding warrants further research.  相似文献

Bill Clinton in his 1992 presidential campaign promised that, if elected, he would bring about the “end of welfare as we know it.” This catchy election pledge aimed to address middle class concerns about so–called welfare dependency while also arguing that the government had an important role to play in fighting poverty and unemployment. Clinton’s Third Way position, at best, offered a way out of the liberal/conservative impasse on how to effectively reform America’s welfare system. At worst, Clinton’s position undermined the concept of welfare entitlements that the Democratic Party had established in America. As it turned out, in 1996 during the lead up to that year’s presidential election, President Clinton signed into law the most significant federal welfare Act since the 1960s. However, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) that Clinton signed had largely been drafted by congressional Republicans. This article draws on interviews with three of Clinton’s senior welfare advisers to examine his welfare reform proposals and politics. It concludes that the failure of Clinton’s Third Way welfare agenda opened the way for more conservative reforms. This experience is illustrative of the pitfalls of Third Way politics with its mix of post–entitlement welfare policies and hard–nosed electoral positioning.  相似文献

The democratic deficit, or the gap between citizens' aspirations and their level of satisfaction, is increasing in Latin America. Such dissatisfaction helps to understand many of the region's presidential crises: since 1985, 23 Latin American presidents have left government abruptly. While civil society may have been able to provoke the fall of presidents, it has not managed to avoid the re‐emergence of deep‐rooted political practices under subsequent administrations. Extreme presidentialism, clientelism and populism have re‐emerged strengthened after deep political crises. This article offers some ideas regarding the impact that different types of political leaders can have on how well democracy works.  相似文献

ABSTRACT

Trade patterns in East Asia are termed the “Factory Asia” model, whereby Asia functions as a “global factory” that imports intermediate goods from its regional networks and then assembles and exports them as finished goods to higher-income developed countries. In 2001, China’s accession into the World Trade Organisation consolidated this pattern by becoming the core economy in this model. However, is this pattern still valid after more than a decade of rapid development in East Asian countries? The main objective of this article is to examine the evolution of this pattern of trade in East Asian countries. Although the key findings of this study show that the Factory Asia model continues, it is changing as different East Asian countries capture more value in global value chains. The gaps in the rate of upgrading are identified and mainly attributed to differences in government policies and competition. However, the dependence on foreign inputs still remains an important part of high-technology production in East Asian countries. Hence, the idea that East Asia is evolving from a “factory” into a “Research & Development hub” remains far-fetched.  相似文献

The study of Colombian foreign policy emphasises external constraints and presidential prerogative in foreign policymaking. Drawing on insights from recent foreign policy analysis literature and evidence from several cases (Plan Colombia, US military bases, free trade talks with China, and ICJ arbitration of a maritime border with Nicaragua), this article challenges commonplace presidentialist assumptions. A novel model of ‘contested presidentialism’ better captures how Colombian domestic actors mobilise to raise political costs to block or modify presidential preferences. When the opposition fails to raise costs, presidentialist assumptions apply. Otherwise, presidents respond strategically by abandoning policies or substituting second-best alternatives.  相似文献

The Union of South American Nations, unasur, has, since its beginnings, stood out as an effective player in international conflict resolution and mediation. In order to achieve said resolution and mediation, this multilateral organization has appealed to different political configurations which allow for a channeling of conflicts which do not conform to institutional patterns and traditional resolutions. Despite its preference for alternate forms of resolution, presidential summits have worked as its main resource in the search for innovative solutions that are respectful of South American countries’ democratic and constitutional order. This article specifically analyzes two cases of profound institutional problems: the failed coup d’état in Ecuador (which occurred on the 30th of September 2010) and the overthrow of Paraguayan president Fernando Lugo in June 2012. After studying these two extreme cases, and their political reverberations, a comprehensive view is laid out regarding unasur’s successes and failures as a player in international conflict resolutions.  相似文献

As an island country in the Pacific region, it is natural for Japan to have diplomatic relationships with neighboring island countries. By the early 1970s, Japan started to provide Official Development Assistance (ODA) to two individual island countries in the Pacific region, and, in the mid-1980s, when most of the island countries had achieved independence, Japan’s diplomacy expanded to additional countries. In 1985 then Prime Minister Yasuhiro Nakasone made an official visit to two of the island countries, and, in 1987, official policy expressing support for the Pacific island countries’ independence, regional cooperation, political stability, economic development, and people-to-people exchange was issued. In October 1997, the “Japan-SPF Summit Meeting” with participants of leaders from Japan and 14 South Pacific Forum member island countries/regions and government representatives of Australia and New Zealand was held in Tokyo. The 8th Pacific Islands Leaders meeting held in May 2018 is symbolic of Japan’s diplomacy toward the Pacific Islands Forum member countries. This article is the author’s personal observation of Japan’s diplomacy toward Pacific Islands Forum member countries and the significance of Pacific Islands Leaders Meeting.  相似文献

The article focuses on the design of Russia's “unlinked dual-channel” institutions-particularly, partisan factions and legislative committees in the Duma, and the presidential administration and government apparatus in the executive branch. ABSTRACT

This article develops a framework for conceptualising authoritarian governance and rule in the Lao People’s Democratic Republic. After introducing the national and academic context, which go a significant way towards understanding the paucity of comparative political work on Laos, we propose an approach to studying post-socialist authoritarian and single-party rule that highlights the key political-institutional, cultural-historical and spatial-environmental sources of party-state power and authority. In adopting this approach, we seek to redirect attention to the centralising structures of rule under the Lao People’s Revolutionary Party, illustrating how authoritarian institutions of the “party-state” operate in and through multiple scales, from the central to the local level. At a time when the country is garnering greater attention than at any time since the Vietnam War, we argue that this examination of critical transitions in Laos under conditions of resource-intensive development, intensifying regional and global integration, and durable one-party authoritarian rule, establishes a framework for future research on the party-state system in Laos, and for understanding and contextualising the Lao People’s Revolutionary Party regime in regional comparative perspective.  相似文献

ABSTRACT

Why are some authoritarian leaders able to stave off violent challengers to their rule while others falter? This article analyzes several case studies involving a series of nondemocratic governments and violent non-state actors waging war and posits that different combinations of variables lead to dissimilar outcomes (ranging from “civil war/insurgency”, “regime implosion” or “foreign-based overthrow”, “negotiated peace”, to “strategic advance and retreat”). Accordingly, “embattled authoritarians” require a high level of “political-military aid” over time from a supportive foreign power to effectively combat “violent non-state challengers”. However, it is difficult for such governments to completely escape from “embattled” status, particularly if a supportive foreign power does not exert influence to set parameters for peace between the warring parties and the level of international interference (i.e. political-military aid abetting violent non-state challengers courtesy of other foreign powers) does not recede over time. This article concludes with a forecast on Afghanistan and Tajikistan’s respective futures and discusses how the onset of political instability within the former may serve to destabilize the political situation in the latter.  相似文献
