Abstract

This is one of those rare books that are small in size but heavy in substance and should be read and studied widely. It presents a well-documented indictment of American neocolonialist imperialism in the Philippines since its independence in 1946. Several earlier works have described in detail the classical form of American imperialism in the Philippines through military conquest and direct colonial rule and have helped suggest a close parallel between the conduct of the Philippine-American war and the American-Vietnamese war. However, America's continuing, pervasive domination of Philippine national life since 1946 has not been well appreciated except by a few perceptive and persistent observers of the Philippine scene. The neocolonial status of the Philippines in relation to the United States has generally remained concealed behind the facade of Philippine “independence” and “sovereignty.” Filipino presidents and other members of the Philippine establishment have helped hide the truth by proclaiming pro-Americanism as the cornerstone of their policy. President Manuel Roxas in 1946 not only vindicated American rule over the Philippines by expressing gratitude for Dewey's victory over the Spanish forces in 1898, but also affirmed close alignment with the United States in foreign affairs. This has meant that not only did the Philippines refuse to affirm Afro-Asian solidarity but, worse, it often took a simulated “initiative” in putting forth proposals designed to subserve American cold war interests. One example was the proposed Pacific Pact of 1950, calculated to stem Chinese communist “expansion.” Close alignment with the United States discredited the Philippines as odd-man-out in Asia. In the Philippines itself, the perpetuation of American dominance had tragic effects for the Filipino people and the Philippine nation-state. Foreign observers, especially from non-aligned countries, were puzzled and angered by the pro-Americanism of Philippine foreign policy. Filipinos themselves vented their frustration and fury in an intellectual, nationalist outburst against the lingering “colonial mentality.”  相似文献

ABSTRACT

In more than four decades, Japanese society has rapidly intensified a tendency towards a very low fertility rate with a smaller number of children. It is generally confirmed that a society needs a total fertility rate of at least 2.1 in order to avoid a decline in its total population. The total fertility rate in Japan was still 2.14 in 1973, when the period of high economic growth in the post-World War II ended. It continued to decline to 1.26 in 2005. It then recovered somewhat in 2015, as the post-war “junior” baby-boom generation reacted to its last chance to have children. However, the recovery is temporary, and the Japanese total fertility rate is estimated to slide again in the 2020s. This article examines this transition through a re-examination of Marx’s capitalist law of population. This approach rejects the naturalist theory of population and directs attention to Japan’s demographic decline in the context of neo-liberal policies in contemporary capitalism.  相似文献

Japan organizes its labor markets for foreign workers hierarchically according to “race’ or “nationality.” Zainichi foreigners and nikkeijin are at the high end of the racial hierarchy with better jobs, higher pay, and better working conditions than other foreign workers. At the bottom end are South Asians with casual jobs, poor pay, and dangerous working environments. This racialized hierarchy, which produces differentiated wages and other privileges across different groups of foreign workers, is a political construction of Japanese government officials, who form policies that both establish the legal superiority of certain races over others and constrain the operation of each tier of foreign workers. Japanese employers perpetuate this labor market arrangement by cooperating with government bureaus and yakuza in maintaining labor disciplines tailored to each racial group. These actions create and sustain a racialized economy in Japan that is characterized by inferior jobs, little security, and few benefits for certain sectors of the labor market.  相似文献

"弃老"是中日两国共有的古老风俗,尽管与"敬老"的传统相悖,但确是两国漫长的农业文明社会中客观存在的一种文化现象。日本小说《楢山节考》与中国小说《爸爸爸》中关于"弃老"的故事均能在中日民间传说中找到故事原型。"弃老"风俗中,老人或是被家庭遗弃,或是为了家庭、种群的存续和繁衍主动放弃生命,这反映了家庭养老能力在残酷的现实生活面前显得弱不禁风。通过对故事原型以及小说文本的分析,分别从物质层面与精神层面挖掘"弃老"现象的深层原因,其根源在于物资匮乏和粮食短缺,此外还受制于村落共同体形成的集体无意识等因素。中日同为东亚国家,目前又是人口老龄化颇为严重的国家,探讨"弃老"风俗不仅具有文学价值,亦有一定的社会意义。  相似文献

Japan has shaped a distinct human security policy based on evolving policy preferences of successive domestic political leaders and the gradual assimilation of external norms into its own foreign policy. Independent experts have played a particularly significant role in advising Japanese policy elites on how human security could be used by Japan to become an “intellectual leader” within the United Nations and other relevant institutions. This article explores those processes that occurred in the early phase of norm acceptance on the part of key Japanese policy actors and change agents in Japan from the late 1990s through 2003. It argues that human security has served as an effective approach for Japan to establish itself as a more independent foreign policy actor in contemporary international politics.  相似文献

Abstract

A number of recent works have focused on the personal experiences of kamikaze pilots, but very little has been published in English on the Japanese government's effort to “kamikazefy” the civilian population in the final year of the Asian PacificWar (1937-45). To illustrate this effort, this article employs images taken from the author's personal collection of over 2,500 Japanese wartime publications (predominantly periodicals). In early 1945, the Japanese government announced a “fight to the death for the home islands,” in which civilian “home-front warriors” would fight alongside troops in the event of an Allied invasion. Civilian combatants were expected to follow the “no surrender” policy hammered into Japanese servicemen and to emulate the kamikaze pilots' spirit of supreme sacrifice. The article begins with a brief discussion of the ideology behind kamikazefication, inviting comparisons with suicide missions in other times and places. Historical context is further established by an overview of media accounts of Japanese suicide missions in the Asian PacificWar, beginning with the mission carried out at Pearl Harbor on 7 December 1941. An analysis of media reportage shows how members of suicide missions were glorified and made into role models for all Japanese, even women and children. Servicemen who died for their country were enshrined at the Yasukuni Shrine in Tokyo. The article concludes by suggesting reasons why civilians, even those who died fighting in the war, have not been similarly honored.  相似文献

The EU calls itself a “soft power,” making “soft power” contributions to Asian security. That is undoubtedly what the EU is and does in Asia and the track record of European contributions to Asian peace and stability through economic and financial as well as development aid and technical assistance over the decades is not unimpressive. As will be shown below, over recent years Brussels and the Union's individual member states have sought to increase their involvement and role in Asian “hard security,” attempting to get rid of its reputation of being security a “free-rider” enjoying but not sharing the burden of US regional security guarantees. While the EU will continue to be a “hard security” actor in Asian security within limits, it is advised to concentrate its security cooperation with like-minded partners such as Japan and the US as opposed to hoping that talking to Beijing on regional or global security issues produces tangible results. As will be shown below, it clearly does not as Beijing continues to conduct very assertive and at times aggressive regional foreign and security policies insisting on the “principle of non-interference” in Chinese domestic and foreign policies. Consequently, EU influence on Chinese foreign and security policies in general and its increasingly aggressive policies related to territorial claims in the East China and South China Seas will continue to exist on paper and paper only.  相似文献

The latter half of the twentieth century saw the notion of “heritage” become one of the critical global tropes, through which many have voiced their preoccupations and aspirations. At the heart of heritage politics are three questions: what heritage is, who decides what it is, and for whom is the decision made. Researchers on heritage language education have rarely asked these questions. Determining what constitutes one's “heritage language” is a complex effort; for migrants, claiming which language is their heritage language can also be a political statement. Based on ethnographic research in Bolivia, Peru, the United States, and Japan, the articles in this two-part series, “Heritage, Nationhood, and Language,” investigate diverse subjectivities of migrants with connections to Japan and analyze the processes by which they negotiate, contest, support, and rupture the notion of heritage. The articles examine the disjunctures between the notion of social justice and the experiences of empowerment and marginalization among these migrants. This series sheds light on the conditions, processes, and effects of a particular language becoming one's “heritage.” Intersecting factors that influence the ways a language becomes one's “heritage” include a desire for belonging, a drive for social status, aspirations for economic gain, fear and guilt about discrimination, and an obligation and hope for social justice.This introduction outlines the historical and theoretical backgrounds to the subject and introduces the main arguments of the articles in the two-part series.  相似文献

Until recently, resident Koreans in Japan, former colonial subjects and their offspring, have had only two options for staying in Japan: naturalization, which required assimilation and the adoption of a Japanese identification, or zainichi status, which meant remaining Korean nationals and keeping their own ethnic identity. Choosing the zainichi option was a way for resident Koreans to express their resistance to Japan's naturalization system, which they saw as a legacy of assimilationist colonial policy. In the early 1990s, however, greater numbers of resident Koreans began to seek naturalization. In part, this was because they were beginning to redefine ethnicity as separate from nationality. Thus, they thought, they could retain their Korean identity even after naturalization. This development, coupled with the rise of a multiculturalism movement in Japan, set the stage for the recent emergence of a third option for staying in Japan, “Korean Japanese,” that is, Japanese nationals with Korean ethnic identification. By analyzing articles written by Sakanaka Hidenori, an influential immigration official who has expressed support for the Korean Japanese option, this article demonstrates that this new identity option as presented by government officials is actually in line with the earlier colonial discourse of ethnic hierarchy and assimilation. While cautioning against an easy acceptance of the government's calls for the Korean Japanese option, the author explores its potential for revitalizing the political presence of resident Koreans in Japan.  相似文献

Scholars of regions where multiple languages are spoken have much to gain by considering heritage language education, individual identity, and state power through these ethnographic and historical cases that focus on Japan and the Japanese diaspora. The articles in this two-part collection offer insights into the interrelationships of linguistic hierarchies and political economy, the navigation of ethnic and racial subjectivities, and the ways children and adolescents claim belonging to various communities through their linguistic practices. This paper traces the history of Japan's Official Development Assistance centered in Southeast Asia through the decades from the 1960s to the 2000s. The characteristics of the “Japan ODA model” are examined and three conditions for economic growth generated by ODA are proposed. This article traces the discourse on Filipina hanayome (brides) in administratively mediated international marriages (kokusai kekkon) in Japan from the mid 1980s to the present. In narratives of “international marriages” in the late 1980s, “Filipina” came to index the “problem of brides from Asia.” As seen elsewhere, various textual and media representations have depicted rural Filipino women as socioeconomic victims and sexually subjugated women. Simultaneously, however, constructions of Filipina hanayome in rural Japan have been given local twists. Drawing on examples from largely neglected written texts in Japanese and from an ethnographic vignette, the article next focuses on sexual subjectivity and economic autonomy, two dimensions of the women's lives in which they struggle to recapture their own ways of imputing meanings to their lives vis-à-vis various social forces. Discourses of the Vanishing has been anticipated for several years now; it won't disappoint. Despite the rising number of authors who seek to “explain” Japan or attack its essentialism, Ivy is one of the few who have the understanding of modernity and the methodological tools to excavate the celebration (Japanese and American) of Japan's “uniqueness.” Discourses is by far one of the most sophisticated inquiries into what Ivy calls—properly I believe—the “Japanese thing.” The juxtaposition between the singular, thing, and plural, discourses, suggests her overall theme: to discuss the always incomplete reconfigurations of the many pasts that have existed within the archipelago into a singular ideology of Japan.  相似文献

The proliferation of nongovernmental organizations across the developing world has sparked discussions of the “NGOization” of civil society and concern that NGOs have become increasingly uniform and internally homogenous. This article explores the evolution of NGOs in Guatemala since the 1960s and finds that NGOs historically and currently respond in diverse ways to external pressures—adjusting their strategies and actively attempting to shape their environment. Comparing two microcredit NGOs, it finds in addition that old and new models combine in unique organizational contexts in distinct ways. These two findings suggest that diversity is likely to persist among NGOs.  相似文献

Where does “pacifist” Japan fit within the history of the Korean War? Was Japan simply the beneficiary of the wartime boom – a case best exemplified by Japanese Prime Minister Yoshida Shigeru’s characterization of the Korean War as “a gift of the gods”? When North Korean troops crossed the thirty-eighth parallel and launched a full-scale attack against South Korea, the U.S. occupation in Japan quickly transformed the pacifist nation into the indispensable rear base of United Nations military intervention in the Korean War. The Japanese Communist Party and leftist groups organized by zainichi Koreans (Korean residents in Japan) launched an antiwar movement to stop Japan from producing and sending arms to UN forces in Korea. The U.S. occupation responded with determined efforts to contain every antiwar voice emerging from the streets of the pacifist country. By examining the political dynamics of zainichi Korean and Japanese leftist solidarity and U.S. countermeasures, this article shows how the Korean War was fought in pacifist Japan. It also illuminates how the practice of Cold War containment was mutually linked on the ground between occupied Japan and South Korea.  相似文献

Abstract

This review essay explores the conceptual parameters of the contemporary “Japan Rising” thesis. It stakes out the debate between three prolific scholars in the field of Japanese security affairs and considers the different analytical approaches that may be applied to understand the current evolutions in Tokyo's grand strategy. It concludes that “analytical eclecticism” in theorizing Japanese security policy is a worthwhile and necessary endeavor, one that may be further augmented by the addition of multi-sector and human security concepts.  相似文献

This article presents a critical comparison of the ongoing peace processes in the southern Philippines and Myanmar (Burma). It does so by examining two key armed groups: the Moro Islamic Liberation Front (MILF) on Mindanao, and the Karen National Union (KNU) in Myanmar. We identify common elements that help to explain the relative – albeit incomplete – success of these two groups in navigating their respective peace processes. The MILF and KNU are ethnonationalist armed groups struggling for self-determination against states that are experienced by ethnic minority communities as culturally alien, and economically and politically dominant. Both conflict actors are characterized by complex combinations of “greed” and “grievance” factors but nevertheless enjoy significant (albeit contested) political legitimacy among the communities they seek to represent. We explore the complex relationships between armed ethnic groups, conflict-affected communities, and civil society actors. We argue that engagement with civil society is a key element of success in the Mindanao peace process, which could be replicated in Myanmar. We examine the roles and changing nature of the state in the Philippines and Myanmar, and contrast the degrees of international involvement, as key variables in these peace processes. We observe that negotiations of comprehensive peace settlements are threatened by “the tyranny of elections” in Myanmar (2015) and the Philippines (2016), and observe the importance of including national parliaments in peace processes in a timely manner. The peace process between Manila and the MILF represents a rare example of a Muslim minority pursuing its political objectives through structured dialogue. The article focuses on the challenges faced by armed groups moving from insurgency to reinvent themselves as credible political actors and governance authorities. Our analysis draws on peace-building literature, specifically the phenomenon of “rebel governance.”  相似文献
