The expectancy disconfirmation model has dominated private‐sector research on customer satisfaction for several decades, yet it has not been applied to citizen satisfaction with urban services. The model views satisfaction judgments as determined—not just by product or service performance—but by a process in which consumers compare performance with their prior expectations. Using data from a New York City citizen survey, this study finds that citizen expectations, and especially the disconfirmation of expectations—factors that previously have not been considered in empirical studies of the determinants of citizen satisfaction—play a fundamental role in the formation of satisfaction judgments regarding the quality of urban services. Interestingly, the modeling results suggest that urban managers should seek to promote not only high‐quality services, but also high expectations among citizens. Abstract

Recent years have seen major advances in the comparative study of federalism and a growing literature on decentralization in Africa, but there has been surprisingly little systematic comparison of African federalism. This article explains several commonalities in the origins and operation of Africa's three main federal states: Ethiopia, Nigeria and South Africa. Each country used ‘holding-together’ federalism in order to accommodate ethnic pluralism. Each country—especially Ethiopia and South Africa—also experienced several key centripetal forces: dominant governing parties, top-down state administration and high degrees of fiscal centralism. Federalism mattered in offering accommodative decentralization, but in its operation subnational governments have limited autonomy because of these interlocking centralizing features. This African variant of federalism can have certain salutary features, even as it precludes the possibility of many of the theorized advantages of federalism that are predicated on real subnational autonomy.  相似文献

Abstract

Since the early 1990s, culture has come to be recognized as a significant regional development resource in China. This paper raises the question of whether cultural strategies of development have ameliorated or exacerbated the government's increasing inability to provide for the public's basic needs. Specifically, it asks: what are the implications of China's cultural strategies of regional development for local-level governance? Three case study villages in Guizhou are examined, each revealing different ways that villages have engaged state development strategies, each with different outcomes. I argue that cultural strategies of development in China introduce a capital logic that greatly influences village governance. Cultural strategies create economic value where none before existed and thus initiate new struggles over ownership among villagers, state actors and entrepreneurs. The privatization of cultural resources has presented new challenges to village governance even while it has been promoted as both an answer to the fiscal challenges faced by many rural communities and a key to the establishment of a new kind of rural citizen.  相似文献

The human species is again becoming nomadic. Each year, about two billion persons move across large geographic distances (not to mention people in “virtual mobility” through information and communication technology). Many of these people have weak or unreliable identification documents—and many poorer people in developing countries do not even have these documents. In 2000, the United Nations Children's Fund (UNICEF) calculated that 50 million babies (41% of births worldwide) were not registered at birth. In this scenario, a personal identification scheme based on birth registration and state‐issued passports is less and less tenable. Biometrics appears to offer a viable technological solution. However, the technology itself is subject to popular critique, warning of dystopian futures of overwhelming surveillance and loss of privacy. The best answer to those who fear an Orwellian future is to engage with the technology and seek to ensure that biometric identification systems are developed in positive ways. We suggest that identification schemes become problematic when the reciprocity of identification goes unnoticed, forgotten, or (what is worse) is intentionally bypassed. The dynamics of identification should be reciprocal, dialogical, and involving mutual recognition. In the traditional political domain, this is the recognition by the state of a citizen and by the citizen of the state. In the digital age, identification systems must increasingly transcend geopolitical borders. A globally recognized identification scheme is therefore a necessity. However, it is merely the nature of the borders that has changed here—not the nature of identification. Our call will be: no identification without representation.  相似文献

There has been a general resistance to resistance studies in public administration (PA) research. Although previous research has documented instances of selective policy implementation by PA practitioners that put minority groups at a comparative disadvantage, we still have a limited understanding of the different ways in which these groups contest discriminatory administrative practices especially within non‐western developing countries. To address this gap, in this article, I discuss the various strategic responses the Khawaja Sira—a genderqueer group of Pakistan—employ in their interactions with the frontline police workers to contest their hyper‐surveillance and moral policing. The discussion illustrates that while Khawaja Sira mostly rely on individual acts of contestation in their interactions with police officers, the emerging leadership of the Khawaja Sira is enabling emergence of new forms of resistance based on social capital and collective protests. In addition to contributing to the limited literature on citizen perspectives and LGBT issues in PA research, the theoretical framework of resistance presented here can serve as a good template to analyze citizen responses to discriminatory frontline practice in other sociopolitical contexts as well.  相似文献

The U.S. is one of only a few democracies in the world never to hold a national referendum. Recent national surveys reveal that a majority of respondents approve of a national referendum both cross-nationally and in America is relatively stable. Building on previous work (Bowler and Donovan, 2007), we find public opinion on a reform proposal is fluid and responsive to electoral politics, rather than stable as reported in earlier work. In this paper, we argue that contemporary support for a national referendum in the U.S. is contingent on whether a citizen is a short- or long-term “winner” or a “loser” when it comes to electoral politics. We expect that public support for a national referendum in the U.S., where legislation referred by Congress would be subject to a popular vote, may vary at the individual level because of short-term electoral fortunes as well as long-term structural conditions. Strategic voting as well as losing in candidate races and policy issues may be important, but so might be partisanship, with non-partisans the most likely to benefit from citizen law-making at the national level. Support for a national referendum might also be contingent upon state context, that is, upon use of direct democracy in the state where a person lives, as well as the population of a state. The results based on a natural experiment and 2008 panel survey data provide an important window into understanding public opinion on institutional change more broadly.  相似文献

Citizen-elite congruence has long been considered an important yardstick for the quality of democracy. The literature on citizen satisfaction with democracy, however, has reduced congruence almost exclusively to one of its components, policy congruence. Just as citizens are considered to have positions on policy issues, there is growing scholarly interest in the preferences they have about the process of representation. Yet studies inquiring into the impact of the divergent preferences that citizens and elites have regarding the representational process thus far have been few and their results inconclusive. Combining new, unique data from the 2014 Belgian Election and Candidate Studies, we seek to address this lacuna. Our findings indicate that we cannot understand citizen satisfaction without also taking process into account—even as the policy gap has the greater effect. They should be of interest to scholars of democracy, those concerned about citizen disengagement from politics, and political practitioners.  相似文献

The Winter Commission Report was centrally concerned with improving the performance of state and local governments. Since the issuance of the commission’s report in 1993, the delivery of services by state and local government has been substantially changed by the growing role of nonprofit organizations in providing public services and representing citizen interests. As a result, state and local governments and nonprofit agencies are faced with complex governance challenges. The central argument of this paper is that despite the dramatic changes in the relationship between government and nonprofit organizations in recent years, the key tenets of the Winter Commission report—the need for improved training and education, greater transparency and accountability, more emphasis on performance, and improved citizen engagement—remain deeply relevant in improving the governance of the public services in an increasingly complex policy process and service delivery system at the state and local levels.  相似文献

Modern states are distinguished by the breadth and depth of public regulation over private affairs. This aspect of state capacity and state power is predicated on frequent and dense encounters between the state and the population it seeks to control. We argue that literacy in the language of state administration facilitates state–society interaction by lowering the transaction costs of those encounters. We support this claim with evidence drawing upon detailed historical data from nineteenth-century France during a crucial period of state and nation building. Focusing on the specific domain of French marriage regulations, we find that increasing literacy predicts greater popular involvement with local authorities across French regions over time. These results demonstrate that literacy plays an important role in political development not solely by enhancing loyalty to the state, as the literature has recognized, but also by lowering linguistic and human capital barriers to state–society interaction.  相似文献

The recent civic revival has been largely carried out in the register of contemporary political philosophy, with its characteristic division between liberal and communitarian visions of a transcendental moral subject. This article argues that such an approach, with its affiliations to Rousseau's pathbreaking recuperation of the classical civic tradition, tends to bypass the question of what concrete attributes have been required of citizens, and how citizens have historically acquired the attributes to function as responsible civic-minded individuals. As a result its demaraction of ‘progressive’ and ‘conservative’ models of historical citizenship is unworldly and unhelpful. I conclude by sketching in a tentative outline of a history of modern citizen self-discipline in the early modern period, when citizen status expanded from the city environment to the populations of the territorial states. And I suggest, following Foucault, that these techniques still form the foundations of modern citize-formation.  相似文献

Borders are a unique political space, in which both sovereignty and citizenship are performed by individuals and sovereigns. Using the work of Agamben and Foucault, this article examines how decisions made at the border alienate each and every traveler crossing the frontier, not simply the ‘sans papiers’ or refugees. The governmentality at play in the border examination relies on an embedded confessionary complex and the ‘neurotic citizen’, as well as structures of identity, documentation, and data management. The state border is a permanent state of exception that clearly demonstrates the importance of biopolitics to the smooth operation of sovereign power.  相似文献

This paper presents an historical examination of a significant period in which state authority and citizenship came together around the question of dissent in the US. Drawing on congressional records, news accounts and legal documents—and deploying theories of citizenship and space—it presents an argument about how state power and geographical space came together around the question of the ‘race riots’ that swept American cities in the late 1960s. I focus in particular on how government officials and others constituted the figure of the ‘outside agitator’ as the cause of illegitimate dissent and the subject of state intervention. Such arguments about the geography of authority and dissent were themselves interventions in the politics of citizenship. More broadly, then, the paper argues for closer attention to issues of difference—and the geography of difference—in the constitution of state power.  相似文献

The subject of national debt raises serious questions concerning state identity. Should a state that has radically altered its constitution be responsible for decisions taken by the previous state? Much hangs on how we characterize the state as a continuous agent. This article explores debates over national debt, state integrity, and corruption in the eighteenth century, the era in which the modern financial-bureaucratic state was in its infancy. Many eighteenth-century writers treated national debt as corrupting; some advocated voluntary default as a manner of laying low the insidious “moneyed interests” usurping political power. But if public debt was attacked by some as the soul of corruption, others saw it as something that had been made possible by—and was a guarantor of—integrity. These controversies reveal a clash of visions of what constitutes state integrity. This same clash is alive in contemporary debates about national debts.  相似文献

As the only Sunni Islamic Republic in the world, Sudan's middle‐class, modernist Islamist revolution can be seen as a model for the mobilization of public consciousness about citizenship in an Islamic state. That this citizenship is consciously and conspicuously gendered is the main theme of this paper. In the north, where mobilization has been most successful, Sudanese women have both been constructed and have constructed themselves as the woman citizen— mother, Muslim, and soldier. A brief historical background reveals complicated shifts in national, local, and gender identities, from the colonial state to the present. The crux of the paper is an exploration of state hegemonic strategies, including the manipulation of gender and other identities, especially as these are manifested in the fashioning of the ‘new Muslim woman’. Women's complicity in and resistance to these constructions are among the dynamics of contemporary northern Sudan. The paper also explores the waning of ‘Arab’ identity claims in the face of state emphasis on Islamic identity and the relevance to Islamist women. Interview statements by Islamist women attest to both their complicity in and resistance to their construction as members of the Islamic nation/community.  相似文献

To better account for deepening global inequalities, political theory could greatly enhance empirical and normative work by answering a fundamental question: What is profit? When engaging political‐economic questions, however, theorists often begin thinking from the concept of private property. This, I argue, has obscured the central role of profit as an organizing category for capitalist societies since the eighteenth century. Grounded in the dynamic and uncertain processes of production and accumulation, profit displaces the proprietary citizen and subject of natural rights and gives rise to new social protagonists, who lay claim to increasingly asymmetric rewards. In particular, the article calls attention to a dangerous contemporary sensibility, which sees profit as inherently unlimited. As a viable, robust alternative, it presents Adam Smith's idea of profit as a regular, uniform rate that acts as a productive constraint on business activity, shapes character, and safeguards against risk by widely distributing its costs.  相似文献

While most nationalised enterprises have been privatised and made subject to the market, the Church of England, with considerable but not complete autonomy, remains ultimately a state controlled and governed organisation. The growth of secularism and religious diversity has demonstrated that the Church has failed in its mission to be the Church of all the people of England. Its share of the marriage market has shrunk to one in four and most weddings are now secular. It retains a monopoly of UK state religious ceremonial but in attempting to adjust to contemporary forms of religiosity it has become, in contradiction of its founding 16th century articles, the leader of official state interfaith activities and the arbiter and broker for the participation of a restricted range of other religious denominations in state activities. Releasing the Church from state control and creating a more open market for religion and belief will create a level playing field for all denominations and a better correspondence between citizen attitudes and public actions.  相似文献

Israel's Palestinian citizens have historically enjoyed limited individual rights, but no collective rights. Their status as rights-bearing citizens was highlighted in 1967, with the imposition of Israel's military rule on the non-citizen Palestinians living in the occupied territories. It was the citizenship status of its Palestinian citizens that qualified Israel, a self-defined “Jewish and democratic state”, as an “ethnic democracy”. In October 2000 Israeli police killed 13 citizen Palestinians who participated in violent but unarmed demonstrations to protest the killing of non-citizen Palestinians in the occupied territories. Both the citizen Palestinian demonstrators and the police were engaged in acts of citizenship: the former were asserting their right as Israeli citizens to protest the actions of their government in the occupied territories, while the latter attempted to deny them that right and erase the difference between citizen and non-citizen Palestinians. Significantly, no Jewish demonstrator has ever been killed by police in Israel, no matter how violent his or her behavior. In November 2000 a commission of inquiry was appointed to investigate the killings. Its report, published in September 2003, is yet another act of citizenship: it seeks to restore the civil status of the citizen Palestinians to where it was before October 2000, that is, to the status of second-class citizens in an ethnic democracy. The Commission sought to achieve this end by undertaking a dual move: while relating the continuous violation of the Palestinians' citizenship rights by the state, it demanded that they adhere to their obligation to protest this violation within the narrow limits of the law. This article's key question is: could the Commission, by viewing the behavior of the Palestinian protestors as legitimate civil disobedience, have encouraged the evolution of Israel from an ethnic to a liberal democracy?  相似文献

This paper is about the relationship between power and subjectivity in a democracy, about the lines between subjectivity and subjection, democracy and despotism. The ability of the democratic citizen to generate a politically able self depends upon technologies of subjectivity which link personal goals and desires to social order and stability, which link power an subjectivity. I begin with the contemporary self-esteem movement spearheaded by feminist Gloria Steinem and California legislator John Vasconcellos to show that programs which attempt to enhance the subjectivity of women and the poor-strategies of empowerment, self-help, and democratic participation - are also practical techniques for the subjection of individuals. I go on to outline a history of the present ‘state of esteem’ beginning with the work of Alexis de Tocqueville. I locate the emergence of democratic self-governance in the advent of the social as a sphere of governability and expertise.  相似文献

Abstract

In analyses of the sources of social trust, it has been found that voluntary organizations have no effect upon it. Such analyses have overlooked the role of civil society organizations as intermediary structures between the citizen and the state. This article explores how organizations, linked together in corporatist networks, help generate trust. Two mechanisms for this are pointed out. First, in societies with strong corporatist networks conflicts between employers and employees are perceived as less strong than in societies with weak corporatist networks. Second, as societies with strong corporatist networks also are more egalitarian, conflicts between rich and poor are also perceived as less pronounced than in societies with weak corporatist networks. This analysis provides definite indications that the perception of conflicts between workers and managers, and the perception of conflicts between rich and poor are intermediary variables between corporatism and social trust, and thus supports the hypothesis that voluntary organizations, through corporatist networks of negotiation and coordination, contribute to the growth of social trust.  相似文献
