Walters developed the concept of domopolitics to refer to the ways in which the securitisation of migration contributes to the construction of the UK as a ‘national home’. Domopolitical policies and discourses produce the UK as the ‘national home’ of ‘neoliberal citizens’; they thus serve as tools of neoliberal governmentality, disciplining both citizens and migrants into displaying qualities associated with neoliberal citizenship, especially economic productivity. However, the concept of ‘home’ has a particular genealogy within liberal discourses of citizenship. As Pateman contends, the political ‘public’ sphere of liberal citizenship is constructed in opposition to an apolitical ‘private’ sphere. The public sphere has been coded as the domain of men, while women have been relegated to the private ‘home’. Consequently, women have been deemed responsible for the reproduction of both the private, and the ‘national’ home, a construction which has persisted under neoliberalism. While often superficially gender-neutral, domopolitics actually relies upon, and reinforces, these gendered understandings of neoliberal citizenship. Domopolitical policies and discourses construct migrant women’s reproductive practices as a legitimate and necessary site of state intervention, disciplining migrant women to ensure they ‘correctly’ reproduce the neoliberal ‘national home.’  相似文献

Recent attempts to reinvigorate citizenship have been rooted in a romantic impulse. The current nostalgia over citizenship strives to recuperate the participatory involvement of the small community with face-to-face interaction. This article advances a conception of citizenship that attends more closely to the agonistic ways that citizens have been historically constructed in order to challenge the romanticism of civic republicanism. We draw on those aspects of the Foucauldian governmentality literature concerned with the care of the self. Citizenship is a technology of government that constitutes membership in a political community that requires both self-mastery and attention to relations with others. Importance is attached to truth-telling since this is what makes one a subject of government. We argue that an historical shift occurred between the nineteenth and twentieth centuries from a subjectivity rooted in ‘character’ to one based on ‘personality’ that corresponded to changes in the prevailing form of citizenship and the practices of the self. The preoccupation with ‘building character’ involved a caring for the self that was based on striving for conformity with a set of public virtues. The emphasis on personality involved a care of the self organized around the quest for a unique self. This phase in the care of the self marks a shift in the ethical requirements of effective citizenship and as a result, represents a new form of truth-telling. We argue that these two forms of caring for the self mark a decisive mutation in the characteristics that were considered desirable for citizens to exhibit.  相似文献

Citizens of the Aamjiwnaang First Nation fight for justice with their bodies at the frontlines of daily toxic exposure. This paper examines struggles for environmental and reproductive justice in the polluted heart of Canada’s ‘Chemical Valley’. These are as struggles over life, land and knowledge. Based upon community-engaged qualitative research, from a participatory action research approach, including field immersion, participant observation and 35 in-depth interviews with First Nations residents, I document the Aamjiwnaang First Nation’s citizens’ activities and practices on the ground as they cope with the impact of their contaminated surroundings on their health and habitat. This community-engaged scholarship lens brings into view the lived experiences and ongoing practices of resistance by the Anishinabek citizens who are surrounded by Chemical Valley. I situate these struggles within the green citizenship literature to assess three blind spots of green governmentality: greening citizenship, lifestyle blame and Western dualisms. I discuss the multiple edges of ecological citizenship and argue that citizens are simultaneously bound up within disciplinary power relations and place-based belonging. This place, although polluted, is crucial to practices of relational Anishinabek citizenship and the identity of indigenous citizens who call this place both ‘prison and home’.  相似文献

This article addresses modernization processes within the voluntary sector. It examines how volunteer-based sports associations (VSAs) are encouraged to work with their own self-development, when they participate in the Danish Associational Development Championships (DADC). Drawing on Foucault’s concepts of ‘governmentality’ and ‘dispositive’, the article shows how the governmental rationality of the DADC is pieced together by a number of different logics of change. This makes it ambiguous what the function of VSAs is, who they function for, and why they need to change. The article thus advances our knowledge of the socio-political nature of modernization strategies and techniques.  相似文献

In the Netherlands, active citizenship in the context of urban regeneration of deprived neighbourhoods seems to have evolved into ‘entrepreneurial citizenship’. The concept of entrepreneurial citizenship combines top-down and bottom-up elements. National and/or local governments promote an ideal citizen with entrepreneurship skills and competencies to create more responsible and entrepreneurial citizens’ participation in government-initiated arrangements. At the same time, bottom-up behavioural practices from citizens who demand more opportunities to innovatively apply assets, entrepreneurial skills, strategies and collaboration with other stakeholders are initiated to achieve their goals and create societal-added value. The aim of this paper is to better understand the origins of ‘entrepreneurial citizenship’, and its meaning in the Dutch context of urban regeneration. To do this, we will review the relevant international literature and combine insights from studies on governance, active citizenship, social and community entrepreneurship and urban neighbourhoods. We will also analyse how entrepreneurial citizenship can be locally observed in the Netherlands as reported in the literature.  相似文献

Citizenship does not equal belonging. In this paper, we investigate how the disjunction between the ‘imagined community’ and the formal citizenry impacts on citizens’ rights. In particular, we analyse decision-making on the family migration rights of citizens in France, Germany and the Netherlands. Our analysis shows that in these three countries, notwithstanding their different migration and citizenship regimes, the reduction of citizens’ family migration rights is based on the same discursive mechanism: the ‘membership’ of citizens of migrant origin who marry a partner from abroad is called into question. As they are excluded from membership of the imagined community, their entitlement to family migration rights is decreased. Ethnic conceptions of national community, intersecting with gender and class, play a crucial role in shaping the rights attached to citizenship in Europe today.  相似文献

Abstract

This paper examines significant changes (and continuities) in the realm of government in contemporary China through drawing upon the insights of governmentality studies. It summarizes the organizing concerns of governmentality studies, arguing that they have functioned, albeit by default, to preclude a consideration of how governmentality is played out in non-liberal contexts. This argument is developed by outlining shifts in the nature of government in China, in particular the shift from a concept of ‘government’ to one of ‘governance’, and subsequently suggesting that the Chinese Party-state is ‘regrouping’ rather than ‘retreating’. The conclusion highlights the significance of the papers contained in this issue of Economy and Society in terms of extending the study of governmentality to both non-Western and authoritarian contexts.  相似文献

Recent panics over adulterated beef have led the US federal government to institute what it calls a ‘risk-based, science-based’ approach to food safety. Rather than having federal inspectors monitoring carcasses for microbial contamination, the USDA has implemented a system known as HACCP that asks firms to regulate their own production processes. HACCP is an incidence of audit, a new method of governmentality widely used by state agencies. This paper argues that although ‘sewer states’ try to create trust in government by eliminating contamination, audit-based systems paradoxically create anxiety by highlighting overflows of filth and ‘zones of wildness’ where contamination is rampant.  相似文献

This article examines the discursive construction of ‘active citizenship’ within recent civics curriculum documents across three provinces in Canada. New secondary school civics curricula have emerged across liberal democratic states since the year 2000, presumably in response to the perception of youth as disengaged from political involvement. Many of the new curricula subsequently emphasize ‘active’ engagement within the polity. The central task of this paper is to better understand what such ‘active citizenship’ actually means, via the methodological tool of discourse analysis. Engaging a theoretical frame that incorporates Foucauldian governmentality theory and cultural theories of the role of the state in creating subjectivities, the paper ultimately argues that the ‘active citizen’ of contemporary civics curricula is, in fact, a deeply neoliberal subject. The article then draws on feminist theories of citizenship in order to assess the forms of exclusion that the curriculum documents inadvertently create, arguing that they ultimately participate in a long tradition of devaluing such elements of citizenship as relationality and emotional ties. We conclude that one of the fundamental goals of citizenship education – to expand access to citizenship participation for all – has failed.  相似文献

The Netherlands is often considered an extreme example of individualism and multiculturalism, two factors that many politicians and social scientists consider to be the main causes for the alleged decline in citizenship. In this paper, we examine Dutch citizens' conceptions of citizenship to test these negative expectations. We found the fear that a modern, individualistic, and diverse citizenry only care for their own rights to be misplaced; citizens were willing to exert effort to uphold the society they live in. Their efforts, however, were conditional upon returns in terms of a responsive government and in improvements to their individual lives. Communitarian, local, and rather submissive notions of citizenship were deeply shared – with a liberal twist among many migrants. We also found that ‘nationalist’ republican notions of citizenship awaken latent uncertainties and divisions among citizens rather than creating ‘new’ unity. This imagination of citizenship leaves Dutch society wanting for the deliberative, political elements of citizenship.  相似文献

The neoliberalization of the Dutch citizenship manifests itself through the responsibilization, contractualization, and marketization of civic integration. We conceptualize civic integration courses as a neoliberal citizenship ritual the migrants are required to participate in to earn Dutch citizenship. By studying the practice of Dutch civic integration, we demonstrate the repressive and productive aspects through which migrants and course providers become objects and subjects of the state's neoliberal citizenship ideology. Our ethnographic data enable us to understand how civic integration is experienced and interpreted by state agents and migrants. Cost optimization and quantitative policy targets have dominated; the quality of Dutch language teaching suffered, leaving the migrants without the power to vocalize and realize their own interests. The courses have become rituals to prepare for the civic integration examination, and the state's professed goal to create self-reliant citizens has been comfortably neglected in the shadow of a ritualized success story.  相似文献

In the context of a growth in both participatory democracy and responsible participation, rural decision-making in England has become increasingly complex over the past 30 years, fuelled by national polices relating to regionalism, citizenship and relocalisation. A survey of ‘agents of rural governance’ (ARGs) in the county of Gloucestershire, England, charts their recent growth, reasons for formation and perceived jurisdiction as well as examining complexities of decision-making relating to partnerships, networks and finance. The survey suggests that policies designed to ‘empower’ rural people can be seen to have clogged up rural decision-making processes sufficiently to have, effectively, disempowered many of them. The paper identifies and exemplifies six different types of ‘clogging up’ that impact upon rural decision-making: crowding, knotting, clouding, meandering, subverting and impoverishing. Whilst governmental proposals have been introduced in an attempt to rationalise this decision-making complexity, particularly through the Haskins Review and the English National Rural Strategy, other policy strands have conspired to make such decision-making essentially laissez faire.  相似文献

UK society has probably never witnessed the kind of activism now emerging to tackle the roots of age-based discrimination and inequality. Everyone appears to be consulting and listening to children. The most favoured response by statutory and voluntary agencies for encouraging children and young people's participation has been the setting up of youth councils. This paper considers the extent to which youth councils enable participatory citizenship and democratic participation. In so doing, the commonplace suggestion that young people exhibit a lack of enthusiasm for involvement in ‘political’ matters and issues of local representation is challenged. The concept of active citizenship is mobilised to highlight particular ethical and methodo logical issues that need to be addressed at a local level if successful partner ship working that includes young people is to be achieved.  相似文献

The recent debate over the changes to the ‘Life in the UK’ citizenship test offers another opportunity to reflect on the testing of would-be citizens in liberal democracies. The citizenship test has often been understood as part of the ‘strengthening’ of national borders: set within a discourse of fears over high levels of migration and the risk to cultural homogeneity. Furthermore, it has been viewed as an illustration of the death of multiculturalism and presented as an illiberal strategy of cultural assimilation. I propose that whilst the notion of ‘testing’ is built out of fears regarding ‘threatening’ difference and ‘community cohesion’, what the UK testing process presents is an explicitly liberal strategy of governing. Drawing on the history of the test, I suggest that it is not purely a mechanism of restriction but that it also relies on strategies of responsibility, empowerment and ‘self-improvement’. The citizenship test, alongside other recent border strategies, may be better understood as representing a fascinating nexus between advanced liberal ideas of governing and concerns regarding (in)security. I argue that studying the test in this way offers up vital questions about how community and political membership continues to be shaped in late modernity.  相似文献

This article explores the significance of citizenship for those working in Citizens Advice, a network of voluntary organisations in the UK that exists to provide peer-to-peer advice and support to those facing problems. Drawing on a recent research study, the article considers the ways in which the ‘citizen in citizens advice’ is imagined and translated into practice. Despite current political and policy moves to shrink citizenship (in terms of eligibility, access and substance), the ‘citizen in citizens advice’ is regularly thought about in expansive ways that draw on other imaginaries of citizenship. We suggest that these everyday discursive practices of citizenship are important both in analytic terms and in reinvigorating a political discussion otherwise focused upon restriction and exclusion.  相似文献

Interventions since the 1990s have greatly expanded in policy scope. While neo-liberals understand expansion as an attempt to work on the enabling preconditions of liberal market democracy, Foucauldian governmentality studies see in expansion a set of increasingly intrusive disciplinary techniques of responsibilization. This paper introduces an alternative lens: neo-institutional learning. Through a case study of the Merida Initiative, a US–Mexican security cooperation agreement, the paper argues that expansion grows serendipitously out of the repetitive discovery of new, ‘deeper’ unknowns within a neo-institutional framework of analysis. Importantly, downward penetration requires deconstructing reductionist liberal-universal knowledge claims. Paradoxically, then, the more statebuilders learn (empirically), the less they know (analytically).  相似文献

What implications do emerging spaces, concepts and identities of security have for the practice of citizenship? This article examines security and citizenship in the UK. As its focus it takes a recent White Paper published by the British government called Secure Borders, Safe Haven (2002). Two arguments are developed. First, it is argued that with this document, and the reforms it proposes for immigration, asylum and citizenship in the UK, we are in the presence of ‘domopolitics’. Whereas political economy is descended from the will to govern the state as a household, domopolitics aspires to govern the state like a home. Consequently, domopolitics and liberal political economy exist in tension with one another. Second, we need new forms of comparison if we are to adequately map domopolitics. To this end, the article compares the domopolitics of the homeland and similar securitizations not with the interstate security games of the Cold War, but with the governmentality of social security.  相似文献

Filipino immigrants and Filipino-serving community-based organizations (CBOs) in San Francisco work to meet community members’ immediate needs. At the same time, it activates political participation for Filipinos to make claims on traditional citizenship from the city agencies under an albeit xenophobic climate. Although city-level legislation marks San Francisco as politically progressive, Filipino community members experience the national anti-immigrant climate in the United States through a lack of services for integration. We argue that immigrants and CBOs develop “community citizenship” that link Filipino immigrants to local state services while engaging in community building activities that affirm the transnational identities of Filipinos as part of their (in)ability to participate politically in San Francisco. Through qualitative interviews from Filipino organizers and CBO staff, we argue that CBOs use Filipino core cultural values to facilitate collective responsibility for community members’ needs that is not only local but also always transnational under contradicting currents of liberal progressivism and neoliberal conservatism in the city and nationally.  相似文献

Despite drawing on different historical traditions and philosophical sources, Sheldon Wolin and Étienne Balibar have come to see citizenship and democracy in fundamentally similar ways. However, the work of one has not been considered alongside that of the other. In this paper, I examine some of their key texts and draw out three areas of common concern: the historical specificity of the political, citizenship as a dialectical process and dedemocratization. The significance of Wolin and Balibar’s writing on citizenship and democracy lies in a set of proposals for the eternal rebirth of the citizen as democratic agent between action and institution, hierarchy and equality, individual and community, difference and the universal. Their open-ended frameworks can be seen as an antidote to contemporary pessimism about the fate of democracy as either political order or normative ideal. I conclude by suggesting that contemporary Ecuadorean and Bolivian debates about how to combine relational ontologies and liberalism has opened a fertile domain for re-imagining the I and We of citizenship.  相似文献

This paper explores the gendered relationships among reforms to social assistance policy, concurrent transformations in citizenship rights to benefits, and low-income parents' experiences of these changes in the Canadian provinces of British Columbia, Alberta, and Saskatchewan. Policy discourse in all three provinces increasingly constructs mothers and fathers as ‘responsible risk takers’ who are entitled to income support conditional on their employability efforts (for example, attendance in welfare-to-work programmes) or market citizenship. Qualitative interviews with 41 mothers and five fathers illustrate how this ‘gender-neutral worker-citizen’ model can be gendered in application and is contradicted by parents' gendered identities and everyday realities when living on social assistance. Using the theoretical perspective of gender as a social structure, the paper draws upon these findings to provide empirical support for a dominant theoretical argument in feminist scholarship – that gender-neutral policy is gendered and has deeply gendered consequences.  相似文献
