The Polish parliamentary elections of 2001 took place in a context of fresh upheavals in the configuration of political parties. The architects of the new electoral law aimed to reduce the seats gained by the social democrats and increase their own. They succeeded in the first aim by a change of electoral formula, forcing the victorious social democratic electoral coalition to seek a third coalition partner. They did not achieve the second aim, as their own failures in government drastically reduced their electoral support and facilitated the breakthrough of populist formations. The result had implications for party development and the composition and workings of both parliament and government. While representation was enhanced by a parliament more accurately reflecting the voters’ choice, the impact appeared potentially harmful to Polish democracy as a whole.  相似文献

Poland maintained its open-list PR system but introduced gender quotas in the 2011 parliamentary elections in order to increase the number of women deputies. Yet this change had only a limited impact on women's representation. The 2011 election confirms that ‘favorable’ electoral laws provide opportunities for women, but they cannot guarantee that women will be elected. In particular, the use of quotas alone is not sufficient to ensure high levels of women's representation. The most important factors in explaining the Polish result were 1) the absence of a ‘zipper’, a list ordering that alternates men and women candidates, thus ensuring high list-places for women 2) the parties' favoring of men in their list placement 3) the relative size of the political parties and 4) voters' support for list leaders and incumbent deputies. Despite a disappointing outcome, quotas may be seen as beneficial in increasing women's presence and the potential for further evolution of the electoral system.  相似文献

This article presents a spatial analysis of the parliamentary elections in the Czech Republic between 2006 and 2013. Among most political parties with long-term parliamentary representation, right-wing parties had higher support in areas with a high development potential and left-wing parties in areas with a low development potential. However, similar congruence between electoral support and development potential was not found in the case of most new parties. Spatial regression analyses then show that class conflict has ceased to be the unambiguous primary factor of political competition in the Czech Republic. This finding is further supported by the often inconclusive estimates for most new parties, which showed their ability to mobilise voters from different social classes.  相似文献

The origins of electoral systems in early democracies have received a great deal of attention in recent years, as scholars seek to explain why at the time of suffrage expansion some countries adopted proportional representation (PR) while others chose single-member plurality (SMP). This paper offers a systematic explanation of the choice of electoral systems based on the “existential threat” posed by rising workers’ parties after suffrage expansion, that is, the extent to which these parties threatened the institutions of capitalism and liberal democracy. Original historical research offers important correctives to the dominant scholarly narrative, revealing that PR and SMP were both novel systems at the time, devised to replace the “mixed” systems that prevailed in the predemocratic period. Both, moreover, were seen as elite safeguards that, through different mechanisms, would protect right parties from the impact of suffrage expansion. Mid-range analysis of 18 historical cases reveals that the choice ultimately turned on the different strategic advantages and time horizons associated with the two systems as well as the existential threat presented by new workers’ parties.  相似文献

Although there have been many studies that address the representation of women in parliament, there are few analyses that compare the current state of gender representation between democracies and non-democracies. Focusing on Africa, Central and South America, as well as Asia and the Pacific region, this paper evaluates whether democracies have more female deputies or whether female representation increases with the maturity of democracy. While controlling for the type of electoral system, quotas, women's participation in the workforce, a state's GDP, as well as its degree of corruption and Communist regime type, this cross-national analysis reveals that the variable democracy does not affect the representation of the genders in parliament. Women's parliamentary representation also does not increase with the maturity of democracy.  相似文献

Local democracy has increasingly faced problems such as declining voter turnout and decreasing trust in political parties. Certain forms of participatory democracy have been introduced to address political disengagement. Often these efforts do not deliver the envisaged results, as they exacerbate existing inequalities by attracting only certain groups of citizens. This paper takes a close look at representation to find out if and how it can strengthen local democracy. Non-electoral representation, as manifested by representative claims based on non-electoral grounds, such as identity and expertise, made by local councillors, as well as non-elected individuals and organisations, might serve to mitigate democratic problems. We empirically study manifestations of electoral and non-electoral representation and their interactions. We conclude that non-electoral representation can strengthen local democracy, but its relationship with electoral representation can also be problematic. We make suggestions as to how these problems might be overcome in an effort to strengthen the local representative system.  相似文献

From a normative perspective, one of the major merits of electoral systems involving proportional representation (PR) is that they entail high levels of correspondence between voters' preferences, as expressed at the polls, and the levels of representation attained by political parties. From December 2003, federal law made it imperative to use mixed electoral systems in Russia's regional legislative elections. Thus PR, previously used in only a few regions, emerged as a principal mechanism of representation at the sub-national level of the Russian polity. The political incentives that drove this sweeping reform had little to do with normative considerations. When bringing mixed electoral systems to the regions, the federal centre apparently sought to open up the regional political arenas to national political influences, which could be achieved by introducing national political parties as important actors in regional elections. 1 1See Grigorii V. View all notes However, one might expect that even if without clear intent, high proportionality of electoral outcomes could have emerged as a side product of the electoral reform. It did not. Instead, the conversion of votes into seats in Russia's regional elections produced persistently disproportional outcomes that greatly favoured some political forces at the expense of others. The goal of this study is to examine this idiosyncratic tendency and to build an explanatory model incorporating both institutional and political determinants of disproportionality. By its methodological design, the study is based primarily on a statistical analysis of aggregate electoral results.  相似文献

This paper explores the effects that different institutional mechanisms for legislative representation have on ethnic diversity in the lower chamber of the Romanian parliament. It uses an original data set to examine representational outcomes generated by a combination of proportional representation and reserved seats provisions. The findings highlight the benefits that Romania's choice of electoral rules generated for smaller minority communities and limitations that these rules impose on the nature and extent of legislative representation of large minority groups. The paper provides evidence for qualifying the scholarly support in favour of proportional representation. It also draws attention to potential trade-offs between communal representation and ethnic inclusiveness of main political parties that the use of special mechanisms for minority representation might encourage.  相似文献

Taiwan's democratic transition has emerged alongside a rise of populism. Based on an analysis of post-electoral survey data, it is shown that populist resentments – embodied in such emotion-laden campaign issues as ethnic identity, national identity and a party's image of interest representation and clean politics – have been the most efficient vote-getting appeals in Taiwan's post-authoritarian electoral competition between two major political parties, the Democratic Progressive Party (DPP) and the nationalist Kuomintang (KMT). In Taiwan's democratic transition, mass demands for the ‘indigenisation’ of politics and the people's worry about an ever-increasing military threat from Mainland China have also popularised as well as polarised these populist appeals. As empirical data show, due to its position as the first Taiwanese party with a lion's share of populist advantages, the DPP was able to win the 2000 and 2004 presidential elections. In sum, Taiwan's electoral politics in the past decade have given rise to a kind of ‘populist-democratic culture’, which inclines Taiwanese politicians to bring up populist issues rather than the rational policy debates of an electoral democracy.  相似文献

Since the end of Communist rule, Ukraine has undertaken three major electoral reforms, moving from a single-member district majoritarian system, to a mixed-member system, to a closed-list proportional representation system, and back to the mixed-member system. Some argue that political parties are primarily motivated by the desire to maximise seats or improve their ability to impact on policy. I argue that existing theories of electoral reform often assume that parties are unitary actors during electoral reform. My analysis of electoral reform in Ukraine clearly demonstrates significant intra-party dissonance on electoral system preferences. This result questions the usefulness of the party unity assumption.  相似文献

While research and development (R&D) expenditure is crucial in a nation's competitive advantage, factors determining levels of public investment in R&D have yet to be examined. This article seeks to fill this void, focusing on different democratic institutions such as presidential versus parliamentary systems, majoritarian versus proportional electoral systems, federal versus unitary systems, bicameral versus unicameral legislatures, and the effective number of parties. Building upon theories of political institutions and government size and utilizing public R&D appropriations data from 18 Organization for Economic Cooperation and Development (OECD) countries between 1981 and 2007, this article reports that democratic institutions do matter in the levels of public R&D spending. However, the effect is more complicated across the different types and performers of research than expected. Additionally, the effect of one institutional dimension is found to be moderated by the existence of the other dimensions, which makes it clearly more challenging to sort out different degrees and directions of the relationships between R&D expenditures and political institutions.  相似文献

This article traces the on-the-ground mobilization and recruitment strategies of Ukraine's radical right party, Svoboda (Freedom) in the years prior to its 2012 electoral breakthrough. Ethnographic fieldwork and in-depth interviews with Svoboda party leaders and activists in Galicia show how party leaders strategically created an organizational structure aimed at recruiting young people, making linkages with pre-existing nationalist groups, and shifting the ideological focus away from cultural and toward economic issues. Interviews with party activists reveal how personal networks were key in the recruitment and radicalization process, showing that radical right activists were radicalized, or “made,” through political participation. Consequently, Svoboda's organizational capacity allowed the party to take advantage of a political opportunity – Yanukovych's unpopularity and weakened national democratic parties – in the 2012 parliamentary elections.  相似文献

Until the 2007 Duma election, the Russian polity displayed several characteristics that should have allowed regional leaders to have an impact on deputies: a federalist system, an electoral system that encouraged regional representation, weak political parties, and regional leaders with electoral resources. Recent research on Russian mixed-member Duma elections argues that governors influenced the election of single-member district deputies. This raises the spectre that governors could have influenced the behaviour of these deputies. Using data from the third post-communist Duma, I demonstrate that single-member district deputies backed by regional leaders in the 1999 Duma election behaved differently from others in two critical areas: parliamentary party choice and support for the presidential legislative agenda. Governor support did not, however, affect committee choice.  相似文献

In recent years much has been written on the communist successor parties. Although much of the existent work focuses on the electoral performance of these parties or has described, in great detail, the development of single parties, this paper evaluates the utility of theories of party identity change in application to the successor parties. As an initial exploration we investigate the successor parties' programs before and after the initial competitive parliamentary elections in Hungary (in 1990), Poland (in 1991) and Russia (in 1993) to determine the extent to which poor electoral performance in initial competitive elections compelled the successor parties to alter their political identities.  相似文献

Romania reformed the law governing its parliamentary elections between 2004 and 2008, shifting from a complex proportional representation system based on county-level party lists to a complex uninominal system in which each district for the Chamber of Deputies and the Senate elects one representative. The change in law emerged after more than a year of heated political controversies, including partisan and personal animosity between President Basescu and Prime Minister Tariceanu, a failed attempt at impeachment, a deadlocked special electoral commission, a failed popular referendum, an unfavorable constitutional court ruling, and a confusing final accord brokered under deadline. Qualitative comparison of the 2004 and 2008 laws reveals that the heralded reform merely added an additional layer of calculation to the previous electoral system. Quantitative analysis using counterfactual estimation reveals that the new law had absolutely zero effect on the partisan outcome. In the conclusion, we explore the implications of these findings for Romanian politics and the politics of electoral reform more generally.  相似文献

How do electoral rules shape competition? District level data from South Korea's seven legislative elections since democratization (1988-2012) provides a means to test one of the oldest findings in political science: Duverger's Law. South Korea provides a unique opportunity to analyze variation in mixed election rules, where seats are allocated in both single member districts (SMDs) and by a nationwide party list by proportional representation (PR), as the country has used three different electoral formulas over the time period. Through quantitative analysis, evidence of a gradual reduction in the number of candidates is evident as is a more nuanced influence of regionalism on vote concentration.  相似文献

Latvia’s highly distinctive proportional electoral system owes its origins to Latvia’s 1922 Constitution and the new democracy’s electoral legislation of 1919 and 1922. Latvia’s unique feature lies in its preference system, offering the voters the opportunity to judge each candidate on their party’s list. Although the system appears to maximise responsiveness to voters’ preferences, in practice this promise remained unfulfilled and the representative quality of parliament was questionable. This was in large measure because of the capacity of candidates to stand in multiple constituencies. In 2009 amendments to the electoral law altered this key provision. This change clearly made a difference, but it could not resolve fundamental problems of Latvia’s political process in general and its political parties in particular.  相似文献

This article investigates three hypotheses suggested in the literature on women’s political empowerment, operationalized here as increased legislative representation. These hypotheses are that (1) electoral systems manipulate women’s political empowernment; (2) increased popular participation empowers women in particular; and (3) accumulated experience gained over several electoral cycles facilitates increased political empowerment of women. In Africa, as well as in other parts of the world, majoritarian systems discriminate against women, while the effect of large parties in proportional representation systems is more ambiguous, and popular participation and repetitive electoral cycles are increasing women’s legislative representation. This article demonstrates the value of studying gender relations under democratization, even with a narrow institutionalist focus using an elitist perspective. Finally, it shows that institutions can travel over diverse contexts with constant effects. Staffan I. Lindberg is a Ph.D. candidate at Lund University. This study analyses the influence of the party reforms of 2012 and the ‘counter-reforms’ of 2013–2014 on the Russian party system, and the structure of political and electoral cleavages in Russian regions. The emergence of new political parties in 2012–2013 led to a temporary increase in electoral competition, an augmentation of the political space, and a rise in the number of electoral cleavages, but these developments did not weaken the domination of United Russia. The trend towards an ever greater tightening up of entry requirements for contestation in the elections led to a lowering of the number of political and, consequently, electoral cleavages, in addition to a reconfiguration of the political space. The study shows that there was an unbalancing of the political cleavage structure in 2012–2015: the socioeconomic political cleavage, whose primary place is a key determinant of equilibrium, ceded the top position to the authoritarian–democratic cleavage in 2012–2013, and to the ‘Ukrainian’ (systemic) cleavage in 2014–2015.  相似文献

Since the early 1990s voters in Russia (and most of the other post-Soviet republics) have been offered the opportunity to vote ‘against all’ parties and candidates. Increasing numbers have done so. The evidence of two post-election surveys indicates that ‘against all’ voters are younger than other voters, more urban and more highly educated. They do not reject liberal democracy, but are critical of the contemporary practice of Russian politics and find no parties that adequately reflect their views. With the ending of the ‘against all’ facility in 2006 and other changes in the Russian electoral system under the Putin presidency, levels of turnout are likely to fall further and the protest vote will seek other outlets within or outside the parliamentary system.  相似文献
