This article reevaluates the first phase of Taiwan's democratization process (1914-1986) by exploring the similarities and differences between oppositional political organizations under Japanese and Kuomintang (KMT) rule. Employing a parallel structure, the article compares two distinct periods of time, 1914-1937 and 1977-1986. Including the Japanese colonial era in the evaluation of Taiwan's democratization process makes it possible to examine long-overlooked issues in Taiwan's political development such as the question of continuity and disjuncture. The author argues that the Japanese colonial era should be recognized as the starting point of Taiwanese political activities and the era of KMT one-party rule that followed as a re-colonization of Taiwan (lasting from 1947 until the early 1980s). The author's analysis reveals that (1) Taiwanese political opposition during both eras originated within rather than outside repressive political frameworks and that moderate opposition organizations emerged as the best possible reaction given those circumstances; (2) domestic organizations had a greater impact on the Taiwanese polity and society than those in exile; and (3) peaceful approaches were an important alternative to revolutionary movements. The author recounts the story of Taiwan's democratization process (until 1986) through the careers of two long-neglected moderate political activists, Lin Xiantang (1881-1956) and Kang Ningxiang (1938-).  相似文献

This article examines the Mischief Reef and Scarborough Shoal disputes in the context of the dynamic political interaction between China, the Philippines, ASEAN and the United States. A review of recent development indicates that these particular incidents and the Spratly disputes in general have increased in intensity and complexity drawing in ASEAN and the United States. China is the main player and several conclusion are drawn regarding its strategy and tactics. We see the status quo as unstable and propose a few possible directions of actions in the interest of conflict prevention.  相似文献

Telecommunications Reform in Mexico from a Comparative Perspective   总被引:1,自引:0,他引:1  
This paper examines the process of reform in the Mexican telecommunications sector and makes comparisons with similar processes in the United States, New Zealand, and Brazil. Differences in policy responses are explained by the structure of the political institutions and the policy context in any given country. The policy lessons to be drawn from the regulatory experiences examined are that the sequence and the pace of reform influence policy outcomes. The speed with which the Mexican reform was carried out led to a lack of the institutional and legal support necessary to create a level competitive playing field. The permanence of a vertically integrated firm in the Mexican market, moreover, introduced consequential costs to the regulation of the industry. The results of this paper support the theoretical argument that privatization, in itself, does not guarantee the development of the sector and point to the need to attain a more effective regulation of competition in telecommunications.  相似文献

Starting in the early 1950s, the Japanese flag hi no maru was a cherished symbol in Okinawa of the movement for an end to the postwar U.S. military occupation and reversion to Japanese sovereignty. The flag represented an appeal for liberation from U.S. military rule that dragged on for twenty years (1945–1972) after mainland Japan regained its sovereignty in 1952; and, for elimination, or at least reduction, of the overwhelming size and number of American bases on the island. However, the 1969 Okinawa Reversion Agreement between the U.S. and Japanese governments broke both of the Japanese government’s promises that, after reversion, Okinawa would have no nuclear weapons, and that U.S. bases would be reduced to mainland levels. The grossly disproportionate U.S. military remains to this day, and a “secret agreement” permits the United States to bring back nuclear weapons. Today many in Okinawa associate hi no maru with this discriminatory policy which imposes 74 percent of the total U.S. military presence in Japan on this small island prefecture comprising 0.2 percent of the nation’s land area. For historians, the flag also represents atrocities committed by Imperial Japanese soldiers during the Pacific War and the Japanese government’s continuing reluctance to acknowledge them.  相似文献

Abstract

Because of its legendary resistance against the United States and its struggle for national salvation, Vietnam has entered into the consciousness of progressive mankind and has begun to attract the attention of foreign historians. In the United States, the war of aggression waged by the U.S. government has been costly in lives and property and has seriously weakened the country in all aspects, leading to the increasing opposition among the American people to the war. While protesting against the policy of the U.S. government of continuing and widening its aggression in Vietnam, for the purpose of defending America's honor and to fight for their democratic rights and economic livelihood, the American people from all walks of life have been building a friendly relationship with the Vietnamese people. Because of this reason, the American people would like to have a better understanding of the land and people of Vietnam, past and present. However, in the United States “the study of Vietnamese anti-colonial movements has been largely the preserve of the political scientist, the practicing journalist, and the intelligence specialist.” Since nearly all of these people have conducted their research according to strict political guidelines from the White House and the Pentagon, they have ignored the historical truth in an effort to justify present-day American neo-colonialism. Despite these limitations, Marr's Vietnamese Anticolonialism is one of the first historical studies published in the United States which makes a larger contribution to America's understanding of the Vietnamese struggle for freedom and independence, and thereby shows that the present U.S. war of aggression is doomed to failure.  相似文献

Southeast Asia’s recent rapid economic development and the continuing growth of the middle class have both encouraged expectations about the inevitability of democratic political development. These expectations follow from considerable theorizing in the United States and Europe, but they may not be well-based on Southeast Asian political, economic, social, or cultural realities. There are serious democratic forces in Southeast Asia, but in most cases they are in a delicate balance with state, business, and class interests which may have only limited tolerance for democratic growth. Moreover, serious and persistent patterns of unequal economic development raise questions about the scope of any political democratization. Finally, the complexity of democratization issues in Southeast Asia means that outsiders, notably aid donors and foundations, must be very careful not to set back democratic development in Southeast Asia through well-intended but ill-conceived intervention.  相似文献

The concept of global partnership remains a central theme in the conduct of U.S.-Japan relations in the post-Cold War world. This article critically evaluates Japan’s performance and potential as a global partner for the United States. It notes the qualified outcomes to Japan’s extended quest for a world role, its inability to lead by example in world trade and its preference for international status and contributions as a substitute for international political leadership. On the other hand the article recognizes the increasing significance of Japan’s human contribution to international peacekeeping, its willingness to tackle global problems in cooperation with the United States, and its potential to reduce security costs in Asia by means of foreign aid allocations, increased host-nation support for American forces and by promoting regional security dialogue. The article highlights Japan’s emerging identity as an Asian power and the problem of diverging U.S. and Japanese perspectives on democracy in the region. At the same time, it acknowledges the crucial importance Japan attaches to the continued American military presence in Asia and its desire to insulate the U.S.-Japan security relationship from economic and trade friction. The article concludes with the observation that Japan’s ability and willingness to operate as a global partner of the United States is much greater in some areas than in others. This article examines the impact of ‘micro disarmament’during the United States/United Nations humanitarian interventionin Somalia, 1992–93. To this end, it considers the controversialnature of the UNITAF mandate, the disarmament experiences ofAmerican and Australian peacekeepers in Mogadishu and Baidoaand the lessons yielded from a comparative analysis. The argumentthat emerges is that the absence of a consistent strategy linkingdisarmament and political reconciliation, not peace enforcementper se, largely condemned the UN operation to failure. If theUS had positioned itself, like the Australians in Baidoa, abovethe warlords instead of between them, the picture for UN interventionin Somalia may have looked quite different. Where does “pacifist” Japan fit within the history of the Korean War? Was Japan simply the beneficiary of the wartime boom – a case best exemplified by Japanese Prime Minister Yoshida Shigeru’s characterization of the Korean War as “a gift of the gods”? When North Korean troops crossed the thirty-eighth parallel and launched a full-scale attack against South Korea, the U.S. occupation in Japan quickly transformed the pacifist nation into the indispensable rear base of United Nations military intervention in the Korean War. The Japanese Communist Party and leftist groups organized by zainichi Koreans (Korean residents in Japan) launched an antiwar movement to stop Japan from producing and sending arms to UN forces in Korea. The U.S. occupation responded with determined efforts to contain every antiwar voice emerging from the streets of the pacifist country. By examining the political dynamics of zainichi Korean and Japanese leftist solidarity and U.S. countermeasures, this article shows how the Korean War was fought in pacifist Japan. It also illuminates how the practice of Cold War containment was mutually linked on the ground between occupied Japan and South Korea.  相似文献

SUMMARY

In this article, Simone Lassig examines franchise reforms in the federal states of the German Empire before 1914. She is critical of restricting the history of the German Empire to the history of Prussia. From this viewpoint, electoral reforms in several of the German federal states are used to indicate the capacity of the political elites to resolve problems related to the system. When we observe southern and central Germany, it can be shown that the old elites were capable of learning. Although the non-socialist parties opposed every form of mass politics until the turn of the century, by limiting the right to vote, after that they opened up to the increasing demands for participation from the lower levels of society. Tendencies towards democrati;tation appeared not only in many new electoral laws, but also in the political culture, expecially in the development of new methods of parliamentary conflict. Legitimation of authoriry gained a new status: the parliamentary resolution of conflicts was revalued as against legal restrictions, and facilitated the partial integration of the formerly excluded workers' party. The concept, scarcely challenged in research, that there was only a primitive level of democratization in Wilhelmine Germany should be reconsidered at least, as a result of this analysis.  相似文献

SUMMARY

The foundation of the German state in 1871 represents an interesting case of nation-building, since it accomplished political unity among different sovereign states already connected by language and culture. The considerations of Max Weber (1864–1920) are of particular relevance because they not only highlight the specific questions concerning the German nation, but they also apply to several fundamental issues about the formation of new political organizations. First of all, Weber stresses the difference subsisting between the political unity of a nation, which can also be attained in a short time, and the nation-building process, which is more lengthy and complex. In this respect, Parliament plays a central role, because it is entitled to represent the interests of all members of a nation and it constitutes a functioning mediation between the state and the individuals. By analyzing the personality of Otto von Bismarck (1815–98) and the indisputable role played by him in founding and organizing the new state, Weber discovers the relevance of a charismatic leader especially for young nations, which is nevertheless accompanied by the tendency to the concentration of power. Thus, the function of the parliamentary system consists of granting a plurality of charismatic political leaders and at the same time in supervising them. In the course of time, Weber thinks of different reforms strengthening democratization and parliamentarization. On this subject, he argues that efficient technical solutions can be shared by different nations and then adjusted to particular needs. However, he also adds that institutional reforms can ensure better procedures, but they do not solve all political problems.  相似文献

On 12 September 1944, a U.S. submarine sank the Japanese transport ship Rakuyo Maru in the South China Sea which was carrying over a thousand Australian and British prisoners. Several days later, nearly a hundred Australian survivors from the ship were rescued by American submariners, and they later returned to Australia in October 1944. Analysis of this unanticipated repatriation provides some insight into attitudes toward prisoners of war as well as Australia's relationship with its allies at the time. Other historians have highlighted the ambiguous status of POWs relative to the Anzac legend. In the case of the Rakuyo Maru survivors, it is argued that ambivalence about their return had less to do with the Anzac legend than control of the information they brought back about the treatment and fate of other Australian prisoners in Japanese hands. Under pressure from both the United States and British governments, Australia wrestled with the issue of whether to publicise reports by the returned prisoners of Japanese atrocities. At the same time, the government came under pressure from relatives of prisoners still in captivity to disclose knowledge about their fate obtained from the Rakuyo Maru survivors.  相似文献

A research trip to Tokyo found contrasts between Japanese policies of engaging China economically and the U.S. emphasis on human rights. It also found distinct differences between Washington and Tokyo in assessing the present and future security threat of China in Asia. In this article, I address two salient issues in IR trust research: first, I introduce a longitudinal, content analysis to measure foreign policy trust. Second, I provide an in-depth analysis of how recent crises affected German political elites’ trust of the United States. I begin with a brief conceptual sketch of foreign policy trust and argue that treating it as a trusting discourse is a useful way to bridge the micro–macro gap. Next, I introduce a content analysis to measure trust, present coding rules and discuss advantages and problems of the approach. The empirical section consists of data generated from coding German Bundestag speeches and newspaper op-eds from 2000 through 2014. By disaggregating the data to specify who trusts whom and regarding which issues, I propose the following: First, there is a significant decline in trust among the traditionally pro-American German center-right politicians. Second, there is a steady decline in trust in the United States as a state entity, as opposed to strongly fluctuating trust in different U.S. presidents. Third, the NSA crisis directly affected German elites’ trust in the bilateral security partnership, an area where trust was stable even during the Bush presidency.  相似文献

This article examines a series of wartime massacres (sook chings) conducted at various Southeast Asian sites with a view to teasing out broader lessons about justice, compensation, apology and the uses of memory both on the side of the victims as well as the nation that perpetrated the crimes. Characteristically, the sook chings of Southeast Asia, occurring in ethnically complex societies with mostly Chinese as victims, displayed a planned character of strictly ethnic and political “cleansing” that meets broad definitions of genocide. This article also considers historical memory. Obviously, as with Japanese war crimes in China, the sook chings of Southeast Asia are remembered locally. But also, as in China, remembrance of the sook chings has been modulated by the state, mostly in the interest of good relations and business links with Japan (with some notable exceptions). But, alongside the Nanjing Massacre, much contested in Japanese historiography, the sook ching massacres remain virtually unknown to the Japanese public, and have not become an issue between Japan and the Southeast Asian countries where these events occurred.  相似文献

This article offers a critical reading of a recently discovered memorandum authored by Edwin O. Reischauer in September 1942. Already at this early date in the war, Reischauer proposed retention of the Japanese emperor as head of a postwar “puppet regime” that would serve U.S. interests in East Asia. He also argued that Japanese Americans had until then been a “sheer liability” and that the United States could turn them into an “asset” by enlisting them in the U.S. military. He reasoned that Japanese American soldiers would be useful for propaganda purposes – that is, to demonstrate to the world and particularly the “yellow and brown peoples” that the United States was not a racist nation. The article interrogates the racial thinking behind such utilitarian proposals for the Japanese emperor and Japanese Americans and considers the memorandum within the broader context of the wartime foundations of the postwar U.S.-Japan relationship, the characteristics of postwar Japanese studies, the decision to mobilize Japanese Americans as soldiers, and the shifting place of Japanese Americans in the management of U.S. race relations during and after the war.  相似文献

ABSTRACT

After 1999, democratization, normalization and Europeanization were the key processes through which Kosovo’s final political status was expected to take shape. All three processes, however, were guided by the stability paradigm. Though Kosovo cannot be categorized as a typical authoritarian state, its political leaders have openly displayed illiberal tendencies, governing in an unaccountable manner and utilizing public assets for their private gain. In the period from 1999 to 2008, while UNMIK’s approach was based on maintaining stability instead of democratization, a soft competitive authoritarianism began to emerge incrementally. In its first decade of independence, Kosovo’s statehood remained internationally disputed, whereas its governance culture was characterized by a lack of internal accountability, which is a key component of the soft competitive authoritarianism in the country. Thus, the negative trajectory of political developments did not change even after the deployment of EULEX and the 2008 declaration of independence. This article analyses the development of authoritarian and illiberal tendencies in Kosovo and suggests that the democratization and Europeanization discourses served to conceal soft competitive authoritarian practices in Kosovo.  相似文献

In September 1995 relations between the United States, Japan, and Okinawa were transformed when three U.S. servicemen brutally gang-raped a twelve-year-old schoolgirl. Okinawan feminists called public attention to the rape, but it wasn't long before the media and political leaders shifted their focus to concerns about Okinawa's colonial history and its postwar occupation by the United States. A crisis of sovereignty replaced the crisis for women and a particular girl, which gradually faded from view, as did the agenda of feminist activists. Through an examination of Okinawa's contentious identity politics, the author traces the political trajectories of Okinawa's component groups and asks why this particular crime, in a long list of crimes against Okinawans by U.S. personnel since 1945, resonates so strongly both in Okinawa and in mainland Japan. The author argues that the rape has been enlisted for its powerful symbolic capacity: Okinawa as sacrificed schoolgirl/daughter. As such it is emblematic of past, prior narratives of Okinawan victimhood, most notably the Himeyuri students in the Battle of Okinawa. Feminists' cooperation in a patriarchal language that posits Okinawa as daughter within a national Japanese family is problematic but necessary as a strategy in the fight for women's human rights.  相似文献

The late twentieth century saw a rise of global discourse about heritage. Research on heritage politics, however, has shed little light on heritage practices in schools, especially regarding language, that is, how heritage language is constructed and how it is “inherited” by students of various backgrounds. Heritage language education is often viewed as a means to empower heritage language speakers or to address the diverse needs of students in language classes. In existing works, the individual’s link to “heritage” is assumed as given and stable. More recent works show that the processes and effects of heritage language education are complex and nuanced due to diverse personal backgrounds and changing political economy and cultural politics. The role of schooling in the process of “inheriting” language, however, has not attracted much attention: how students are grouped or tracked into a particular class, for example. After ethnographically investigating various views and practices at a weekend Japanese language school in the northeastern United States throughout 2007 and 2008, the authors of this article argue that heritage language school is not merely a place to reproduce “heritage” by passing it on to students, but it is also a productive site where ways to imagine “heritage” and “inherit” it proliferate. The article analyzes the processes by which what would be considered as merely “speaking Japanese” and “being Japanese” outside heritage language school are differentiated into diverse ways of being Japanese. It suggests a need to investigate school as a site of heritage politics as well as a need for researchers and practitioners to view heritage language education not only as a way to teach language but also as a means to gain an understanding of heritage politics.  相似文献

Brazil has an “African‐origin” population that is proportionally more than four times larger that of African Americans in the United States, but white Brazilians mostly dominate electoral politics. How do ordinary citizens explain this phenomenon? Drawing on a large‐sample survey of public opinion in the state of Rio de Janeiro, this article explores perceived explanations for nonwhite underrepresentation in the political arena. It also examines attitudes toward a particular black candidate, Benedita da Silva, to discern the state of negro identity politics. Most Brazilians in Rio de Janeiro cite racial prejudice to explain nonwhite exclusion, although whites do this less than nonwhites. Indicators of a racial undercurrent in political preferences suggest the importance of allegiances based on perceived common racial origins. Class is robustly associated with voting preferences, suggesting that, in contrast to the United States, class differences among nonwhites in Brazil could attenuate the success of negro identity politics.  相似文献
